with copy of the passport requesting approval for the entry of a Foreign National
Mr. Bela Frank Andrew -- Worley Parsons, USA into Visakh Refinery to visit SRU
Project site.

Request you to forward the same to MOP & NG and obtain necessary approval at
the earliest.

Sub: Permission for Foreign National Entry into Visakh Refinery. HPCL.

Dear Sir,

Diesel Hydro Treater (DHT) Project is being undertaken for up-gradation of Diesel
to meet Euro-IV Norms at our Visakh Refinery. As part of this project, Sulphur
Recovery Unit is being constructed by M/s Chemtex Global Engineers Pvt Ltd on
LSTK basis.

M/s. Worley Parsons, U.S.A are the Licensor for the Sulphur Recovery Unit of DHT
Project at Visakh Refinery. M/s. Worley Parsons are planning to depute their
Process Expert Mr. Bela Frank Andrew to the SRU Project site for P&ID checking of
systems, equipment inspection and clearance for boxup for a period of 75 days
from 01.08.2013 to 14.10.2013.

We request you to kindly provide clearance for entry of the above Foreign National
into our Visakh Refinery from 01.08.2013 to 14.10.2013.

Copy of Passport and other details of Mr. Bela Frank Andrew are enclosed herewith.
