RECREATIONAL VEHICLE – REGISTRATION AND MAINTENANCE

A. AUTHORITY:
A1. This ANO is issued by Director General Civil Aviation Authority in pursuance of Rules 4, 5, 7, 27,
33, 180, 334 (3), 360, 363 and all other enabling provisions of Civil Aviation Rules, 1994.

B. PURPOSE:

B1. The purpose of this ANO is to describe the requirements for registration and maintenance of
recreational vehicles.

C. SCOPE:
C1. This ANO will be applicable to all organisations and personnel involved in maintenance and
operation of recreational vehicles.

D. DESCRIPTION:

D1. DEFINITIONS:

D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively.
Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation
Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO
Annexes.

D1.1 Competent Authority: means the Director General Civil Aviation Authority (DG CAA).

D1.2 Authorized person: means Director Airworthiness or an employee of Civil Aviation Authority,
duly authorized by him.

D1.3 Recreational Vehicle: means a piloting device used for the purpose of recreational activities,
such as an Ultra Light Vehicle, Sports Airplane, Hang Glider, Powered Parachute, etc.

D1.4 Hang Glider: means a winged vehicle that’s launching and landing capabilities depend entirely
on the legs of the operator.

D1.5 Maintenance: The performance of tasks required ensuring the Continued Airworthiness of an
aircraft including any one or combination of overhaul, repair, inspection, replacement, modification or
defect rectification and the embodiment of a modification or repair.

D1.6 Ultra Light Aircraft: A winged vehicle equipped with an engine or other similar method of
propulsion.

D2. GENERAL:

D2.1 The category / limitations in which recreational vehicles has been categorized by the Regulatory
Authority of the State of Design will be acceptable. It will be the responsibility of the owner / operator to
provide such data acceptable to PCAA.

Important Note: In case of any dispute regarding categorization of a recreational vehicle; decision of the
PCAA will be final.

D2.2 The owner of a recreational vehicle will be responsible for any damage to third party or to the
operating crew. All Recreational Vehicles must have at least third party insurance coverage.

D2.3 Recreational Vehicles are to be equipped with aviation standard shoulder harnesses and seat
belts.

D2.4 The occupants of a Recreational Vehicle with an open cockpit or semi open cockpit are required
to wear safety helmets.

D2.5 The Recreational Vehicle should be manufactured by a renowned organization accepted by the
concerned regulatory authority of that country.

D2.6 An authorized person may inspect Recreational Vehicle, related documents and premises of the
owner / operator in order to check compliance with this ANO.

D2.7 If considered necessary, in the interest of safety, the Airworthiness Directorate or an authorized
person may suspend or stop the operation of Recreational Vehicle or specify additional conditions to be
followed.

D2.8 Recreational Vehicle shall not be used for hire / commercial use or dropping of objects form the
air etc., and / or carrying passengers.

D2.9 No person may operate any Recreational Vehicle in a manner that creates a hazard to other
persons or property.

D2.10 No person may operate a Recreational Vehicle except between the hours of sunrise and sunset.

D2.11 No person may operate a Recreational Vehicle over any congested area of a city, town, or
settlement, or over any open air assembly of persons.

D2.12 Log Books in respect of Recreational Vehicle shall be maintained as per Appendix 'A'.

D2.13 Statistical monthly returns on activities of Recreational Vehicle shall be submitted to PCAA as
per latest version of CAAF-135-AWXX.

D2.14 Full compliance must be ensured in respect of Civil Aviation Rules 1994 and the CAA
requirements prescribed under these rules, except the exemptions granted in D10.

D2.15 The placard shall be displayed on the aircraft in full view of the pilot as follows: “WARNING: This
aircraft is not issued with a Certificate of Airworthiness".

D2.16 The defects/incident/accident will be reported as per latest version of the Airworthiness Notice
No.9.

D2.17 First aid kit as per latest version of Airworthiness Notice No. AWNOT-019-AWXX.

D2.18 All Recreational Vehicle operating in an uncontrolled airspace or who fly cross country, are
required to carry an approved, fully operative, Emergency Locator Transmitter, commonly known as ELT.
For further information, refer the latest issue of the Airworthiness Notice No. AWNOT-019-AWXX.

D3. REGISTRATION :

D3.1 As per CARs 94, an aircraft other than a military aircraft shall not fly in Pakistan unless it has
been included in the Pakistan Aircraft Register or has been registered in a contracting State.

D3.2 All Recreational Vehicles, except non-powered hang gliders are required to be registered and
display the nationality and registration marks as prescribed in CARs 94. The Registration marks allotted
to Recreational Vehicle will be AP-ZXX.

D3.3 The following documents are required to be submitted to the Airworthiness Directorate for the
issuance of the Certificate of Registration:

D3.3.1 NOC from Air Transport Directorate of Civil Aviation Authority.


D3.3.2 Custom clearance documents.
D3.3.3 Proof of ownership.
D3.3.4 De-registration certificate from previous country of registration (if applicable).

D4. IDENTIFICATION PLATE:

D4.1 An aircraft shall carry an identification plate inscribed with at least its nationality or common mark
and registration mark. The plate shall be made of fire proof metal or other fire proof material of suitable
physical properties, and shall be secured to the aircraft at a prominent position.

D5. AIRWORTHINESS:

D5.1 Certificate of Airworthiness shall not be issued for any recreational vehicle. Owner/operator and
incumbent piloting the vehicle shall be responsible to ensure that it is safe for the operating the
Recreational Vehicles.

D6. PERMIT TO FLY:

D6.1 It has been observed that a number of recreational vehicle have not been maintained or flown for
a number of years and still maintain their Certificate of Registration. Keeping this in view, a permit to fly
has been introduced for Recreational Vehicles and will be valid for a period of two years. The application
for the Permit to Fly shall be submitted on CAAF-135-AWXX. The Airworthiness Directorate may inspect
or nominate an authorized person to inspect the recreational vehicle, and if found satisfactory, will then
renew the permit to fly CAAF-008-AWXX.

D6.2 Entries or endorsements are not to be made on the permit to fly except in the manner and by the
persons authorized for the purpose by the Director General Civil Aviation Authority. If the permit is lost
the Director General Civil Aviation Authority should be informed at once.

D7. MAINTENANCE:

D7.1 The owner / operator of recreational vehicle are responsible for proper maintenance of the
vehicle and for conducting safe operation. However, the following shall be adhered to as minimum
maintenance requirements:

D7.1.1 The recreational vehicle shall be maintained in accordance with the recommendations of its
manufacturer. In case manufacturer's recommendations / instructions are not very clear, the same shall
be developed by the owner operator and Approved by the Airworthiness Directorate and followed. In
either case, documents containing all these recommendation / instructions shall be available at operating
base of the recreational vehicle.

D7.1.2 The owner / operator shall be registered with the manufacturer for supply of modifications and
revision of maintenance instructions as and when issued.

D7.1.3 The incumbent piloting the vehicle shall make an entry in journey log book prior to each flight that
he has satisfied himself with safety status of the vehicle.

D7.1.4 The maintenance shall be certified by holder of recreational certificate of competency (RCC) or
by PCAA LWTR holder with authorization granted by Airworthiness Directorate. Authorization will be
granted after the applicant passes on oral examination.

D7.1.5 For any modification, an ECO on Form CAAF-133-AWXX, is to be raised and approved by the
Airworthiness Directorate.

D8. MINIMUM INSTRUMENTS REQUIRED FOR A RECREATIONAL VEHICLE:

D8.1 The recreational vehicle shall be equipped with the following minimum flight instruments:

D8.1.1 A magnetic compass


D8.1.2 One Altimeter
D8.1.3 One Airspeed Indicator
D8.1.4 A rate-of-climb and descent indicator (Vertical Speed Indicator)
D8.1.5 Any means of two way communication

D9. CANCELLATION OF REGISTRATION:

D9.1 If the Permit to Flight is not renewed within 12 months from its date of expiry, the C of R will be
cancelled.

D10. EXEMPTIONS / WAIVERS:


D10.1 In connection with registration, airworthiness and maintenance the Recreational Vehicles are
exempted from compliance with Rules No. 16 through 26, 29(2), 30 & 31 of part IV of Civil Aviation
Rules, 1994. Director Airworthiness is herby authorized to grant any other exemption / waiver from
compliance with provision of this ANO. The exemptions granted under this para shall be subject to such
conditions relating to safety / other matters, as specified.

D11. AMENDMENTS AND MODIFICATIONS:

D11.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.

IMPLEMENTATION:

This Air Navigation Order shall be implemented with effect from 4th April, 2011 and repeals /
th
cancels / supersedes Air Navigation Order No. 92.0003 issue-3 dated 10 July, 2004.

APPENDIX “A”

Recreational Vehicle Log Book

Instructions:

1. All pages of the log book shall have a serial number.

2. The entries in this log book shall be made in Ink and signed by the holder of a recreational
competency or an AME holding a Pakistani license.

3. No entry shall be erased and no page shall be removed.

4. Periodic maintenance, component changes, repairs and modifications shall be recorded on


the right hand side page with full particulars of the item, date of accomplishment and the
particulars of the incumbent performing the activity.

5. Such information as constructor’s notes, aircraft inspection record, rigging and installation
diagrams shall be affixed to the binding slip provided for the purpose.

6. One line shall be used for all flights of a day.
