A. AUTHORITY:

A1. This Air Navigation Order is issued by Director General Civil Aviation Authority in pursuance of
Rules 4, 5, 180 & 360 of Civil aviation Rules 1994.

B. PURPOSE:
B1. To describe PCAA approval requirements for organizations involved in training of AME /
Technicians.

C. SCOPE:

C1. Applicable to all organizations in Pakistan involved in training of AME / Technicians.

D. DESCRIPTION:

D1. DEFINITIONS:

Nil

D2. INTRODUCTION:

D2.1 Civil Aviation Rules require that persons performing maintenance on aircraft shall be qualified by
reason of their knowledge, experience, competence and skill to act in the capacity authorized by the
license. The qualifications required for the issue of personnel licenses can be more easily acquired by
applicants who undergo closely supervised, systematic and continuous courses of training, conforming to
planned syllabus or curriculum. Therefore, organizations providing such training shall be approved by the
Civil Aviation Authority.

D2.2 DG CAA may grant a Certificate of Approval on CAAF-001-AWXX to training organization


established to train candidates for aircraft maintenance engineer licenses or for company approval.

D2.3 A person or organization seeking approval for establishing a training organization/centre for
imparting training to produce AME/Technicians, shall submit an application to DG PCAA as per this ANO
on Form CAAF-101-AWXX.

D3. GENERAL:

D3.1 Organizations may be accepted by the PCAA Airworthiness Directorate to carry out specific
training programs, where an agreement exists between the maintenance Organization and the Training
Organization or otherwise.

D3.2 Where all or part of the training programme is sub-contracted to an outside Organization which is
not itself approved for the training, it is the responsibility of the Organization approved for maintenance to
ensure that the standard of training are acceptable to the PCAA Airworthiness Directorate and continues
to be so.

D3.3 The liaison procedure between the Training Organization and the approved Maintenance
Organization in respect of examination standards shall be to the satisfaction of the PCAA.

D3.4 Suitable follow-on training shall be arranged both to ensure a supply of any necessary
replacement staff and to ensure that personnel are made aware of modifications to aircraft and changes
in the maintenance procedures.

D3.5 The organization is allocated a PCAA organization approval number. This will be used for
identification purpose in PCAA publications, letters and any other documents which are related to
approval matters.

D3.6 A charge is payable to the PCAA for the issue of an approval, and annually at each renewal.

D3.7 Application for approval shall be made on Form CAAF-101-AWXX. Copies of the form may be
obtained from the PCAA website.

D3.8 The certificate of approval would be issued on CAAF-001-AWXXand valid for one year from the
date of issue. For revalidation / renewal the organization shall apply at least three months before the
expiry of validity on Form CAAF-102-AWXX.

Note: The term aircraft in this ANO may be referred to as aeroplane and helicopter.

D4. REQUIREMENTS FOR GRANT OF APPROVAL:

D4.1 COMPANY EXPOSITION MANUAL:

D4.1.1 The applicant shall provide three copies of an exposition manual which shall include information
on the subjects detailed below:

D4.1.1.1 a statement signed by the Chief Executive / Principal confirming that the exposition
manual defines the organization’s procedures and associated personnel responsibilities, and will be
complied with at all times.
D4.1.1.2 a list of the persons nominated in accordance with this ANO.
D4.1.1.3 the terms of reference of the persons nominated in accordance this ANO, as applicable
to the activities covered by the approval. The specific subjects on which these persons are authorized to
deal directly with the Airworthiness Directorate shall be defined within the terms of reference.
D4.1.1.4 an organization chart showing the associated chains of responsibility of the persons
nominated in accordance with this ANO.
D4.1.1.5 any further matters which the Airworthiness Directorate prescribes as a result of initial
assessment.
D4.1.1.6 the management organization including a list of responsibilities for all senior personnel, if
this information is not already incorporated in another PCAA approved documents, such as an Exposition
Manual for an approved training organization.
D4.1.1.7 the experience and qualification of Principal and chief instructor.
D4.1.1.8 identification of a Principal and Chief Instructor who shall be directly responsible for
organizing and controlling all training activities & instructional staff.
D4.1.1.9 the fact that there are adequate numbers of qualified instructors for each training course
or section of training course to be taught.
D4.1.1.10 accommodation and resources for the training to be available including workshop
facilities for practical training.
D4.1.1.11 the availability to instructors of current manufacturer's manuals, service bulletins and
other relevant publications relating to the aircraft, engine or equipment being taught and adequate
reference library facilities.
D4.1.1.12 the availability of students of training aids including study and reference material and
handout notes.

D4.1.1.13 the fact that a "Syllabus" exists for each course for which approval is sought and that
each syllabus contains a list of headings under which the subject will be presented, the sequence of the
headings and the time to be allocated to each heading.
D4.1.1.14 the maximum number of students per class for each course of training not to exceed 20
students.
D4.1.1.15 the recording of data including name of trainee and addresses, trainee progress reports
and course commencement and conclusion dates.
D4.1.1.16 the methods to be used for grading the progress of students including the examination
system and the methods for recording results.
D4.1.1.17 method for up-dating the training notes/materials.
D4.1.1.18 the examination paper is to be shown and mistakes are to be discussed with the
students, so that the same mistakes are not repeated.

D4.2 In respect of basic training courses for aircraft maintenance engineer licences the Exposition
Manual shall: -

D4.2.1 Show that the training syllabus includes all the subject material contained in the manual
covering the course for Basic and type as appropriate to the categories of licence for which training is
provided. (No Training Syllabus will be taught without its approval by the DG PCAA).
D4.2.2 Show the training time to be allocated to each subject and the total training course time.
D4.2.3 Show that supervised workshop training is an integral part of the course, the type of
workshop training and its duration should comprise at least fifty percent of the total training time.

D4.3 In respect of "Examination", the Exposition Manual shall provide details to show that:-

D4.3.1 To qualify to appear in an examination, the candidate shall have attended not less than
eighty percent of the specified instruction time for the applicable training course or section of training
course.
D4.3.2 Candidates for licenses or type ratings shall be examined on their knowledge of the
training syllabus including practical knowledge where applicable.
D4.3.3 Exanimations shall be held at the end of each training course or each section of training
course.
D4.3.4 Examination shall be set, invigilated and marked by qualified examiners designated by
the Chief Instructor responsible for the control of examination.
D4.3.5 Unless otherwise approved by the DG PCAA, the minimum passing grade shall be
seventy percent for courses in Basic & Type rating / approval.
D4.3.6 The examination should consist of multiple choice questions (MCQs), but may include
descriptive questions up to 20% of total marks.

D4.4 The Exposition Manual shall contain a specimen copy of certificate which shall be awarded to
trainees who successfully complete a course of training. The certificate shall make provision for at least
the following:-

D4.4.1 The Name of the Centre or Training Organization issuing the Certificate.
D4.4.2 The title of the course.
D4.4.3 The PCAA approval number of the course.
D4.4.4 Certificate number.
D4.4.5 The commencement and conclusion dates of the course.

D4.4.6 The name of the trainee.


D4.4.7 A statement regarding successful completion of the course.
D4.4.8 Stamp or seal of the organization.
D4.4.9 signatures of the Principal and Chief Instructor.

D4.5 The exposition manual shall be reviewed periodically by the organization. Changes arising from
the review and changes arising from supervisory visits by the Airworthiness Directorate shall be
forwarded to the Airworthiness Directorate for approval.

D4.6 The organization shall ensure that the exposition manual is amended as necessary to keep the
information contained therein up-to-date and copies of all amendments shall be furnished promptly to all
the organizations or persons to whom the manual has been issued.

D4.7 The organization shall provide to Airworthiness Directorate with a copy of organization exposition
manual together with all amendments and / or revisions to it and shall incorporate in it such mandatory
material as Airworthiness Directorate may require.

D4.8 The issue of training organization approval by PCAA shall dependent upon the applicant
demonstrating compliance with the requirements laid down by PCAA for such organization.

D4.9 In addition to the Exposition Manual, the applicant shall, at the time application is made, provide
the DG CAA with :-

D4.9.1 Two copies of the syllabus for each training course.


D4.9.2 A proposed list of designated examiners.
D4.9.3 Either confirmation of availability or a concrete plan for developing a "Bank of Questions" with
answers, covering each section of the training course for which approval is sought. The number of
questions in the bank should be at least 5-7 times the questions to be asked in an examination. Paper to
be made preferably by "Computer Random Selection". The Question Bank for each course should be
shown to the PCAA Airworthiness Directorate within twelve months of the above application. Same will
be applicable for any new course introduced later.
D4.9.4 A proposed list of instructors, their qualifications and subjects to be taught by them.
D4.9.5 A list of the facilities and training aids, including sectionalized components, films, videos,
workshop tools & equipment, aircraft mockups, etc.
D4.9.6 One copy each of relevant student course notes and hand notes

Note: PCAA approved organizations when undertaking training outside their terms of Approval is
deemed to be unapproved.

D5. REQUIREMENTS FOR THE CONTINUATION OF APPROVAL:

D5.1 Facilities, training and examinations shall be maintained at standards not lower than those
originally approved.

D5.2 Official notices, technical memoranda, publications and bulletins shall be provided to instructional
personnel upon receipt, and all superseded publications shall be withdrawn immediately.

D5.3 The training organization shall designate an individual responsible to ensure that the following
records are maintained :-

D5.3.1 The name & addresses of all students attending the PCAA approved training courses.
D5.3.2 Progress records in respect of all students attending the PCAA approved training
course.

D5.3.3 The commencement and conclusion dates of all training courses, and copies of each
approved syllabus.
D5.3.4 Examination results for all training courses given.

D5.4 Examination question papers and student response sheets shall be retained for a period of not
less than 12 months following completion of the training course.

D5.5 Prior written notification shall be made to DG PCAA in respect of any changes in the
organization, personnel or location of facilities that may affect the original basis of approval.

D5.6 Instructors who are employed full time on instructional duties shall acquire practical aircraft
maintenance experience in a non- training environment of not less than eighty hours in each year.
Experience may be acquired during separate intervals, and shall be recorded.

D5.7 At least two months prior to implementation of a new training course or revisions to existing
approved training course, the organization shall submit to the DG CAA full details covering the above for
approval. No implementation will be valid without approval.

D5.8 PCAA officials shall, at any reasonable time, be given access to the training organization or to
any DG CAA approved course or portion thereof for the purpose of monitoring the standard of training
and of the facility, and, upon request, shall be given access to any documents relating to students or the
training of students.

D5.9 The Exposition Manual shall be reviewed periodically by the Organization. Changes arising from
the review and changes arising from supervisory visits by the PCAA Airworthiness Directorate shall be
forwarded to the PCAA Airworthiness Directorate for Approval.

D6. NOMINATED PERSONNEL:

D6.1 The applicant shall nominate the following personnel for PCAA approval:

D6.1.1 Head of the training institute / Chief Executive / Principal (requirements are to be mentioned in
the exposition manual).

D6.1.2 Head of Department(s) / Chief Instructors, as are appropriate to the trade, for which approval is
sought. Their functions will also include responsibility for the co-ordination with all appropriate
departments so as to ensure compliance with the relevant training requirements, and who will be directly
responsible to the Chief Executive / Airworthiness Directorate, PCAA for this purpose.

D6.2 The applicant shall satisfy the Airworthiness Directorate that the persons nominated in
accordance with this ANO are capable and responsible persons and are conversant with the firm’s
exposition manual, civil aviation rules and other regulations / requirements there under as relates to their
responsibilities. Written evidence of their qualifications and experience are to be submitted. The applicant
shall satisfy the Airworthiness Directorate that such persons are conversant with PCAA requirements and
procedures insofar as they affect the particular matters for which they are responsible.

D6.3 Changes of the approved personnel shall be notified to the Airworthiness Directorate in writing.
The Airworthiness Directorate may require the organization to supply further information in order to
satisfy itself as to the suitability of the personnel for the proposed position.

D7. PUBLICATIONS AND INFORMATION:

D7.1 The Organization shall establish a library that will maintain all technical publication. Suitable
arrangements are made to ensure that these documents are kept amended and up-to-date.

D8. EXAMINATION CELL:

D8.1 The organization is to develop examination procedures which should be made as a part of the
company exposition manual. Examination papers at the end of each session are to be discussed with
the students, so that the mistakes made by the students in the examination paper are not repeated again.
Examination records to be maintained by the examination cell. The examination cell will also maintain a
question bank which is to be revised annually. The question bank is to be maintained in such a way, so
that source of each question in the question bank can be located. Further procedures for re-examination,
grading, etc are to be mentioned in the exposition manual. Students are required to pass the examination
is two attempts. In case a third attempt is required, PCAA approval will be required to be obtained.

D8.2 The cell is also required to evaluate the instructors and the facilities of the organization. In this
case, input from the student will be required. An evaluation sheet which may cover the topic such as,
communication before the course, reception, logistics, communication during the course, classroom
training and facilities, training notes, OJT, instructor’s knowledge, etc. This evaluation sheet is to be filled
by each student at the end of the each course. A procedure for evaluating the evaluation sheet is to be
laid down in the exposition manual. The action taken by the organization for improvement is also to be
recorded.

D9. QUALITY SECTION:

D9.1 All training organizations are to have a quality section. The functions and duties of this section
are to be prescribed in the approved exposition manual.

D10. STARTING A COURSE:

D10.1 Before commencing a course, a presentation is to be given by the instructor. The presentation
shall include information such as the building layout, instructions of emergency exits, fire drill, location of
the 1st aid kits and fire extinguishers, etc.

D11. REFRESHER COURSES:

D11.1 Refresher courses schedule is to be prepared annually and carried out frequently at all stations.
The course does not require an examination. Current SBs, ADs, Modifications, aircraft
incidents/accidents/defects, current aviation activities, safety procedures, current PCAA rules/regulations,
etc made be discussed. Attendance record is to be maintained.

D11.2 Refresher Course is to cover:

D112.1 Air Legistration.


D112.2 Human Factors.
D112.3 Current Maintenance Practices.

D12. COURSES CONDUCTED AT OUTSTATIONS:

D12.1 Prior PCAA approval is required for the courses that will be conducted outside the premises of
the organization. Approval will be granted subject to the availability of a proper classroom and facilities as
described in para D16.

D13. HUMAN RESOURCES AND FATIGUE FACTOR:

D13.1 Excessive hours of work and constant pressure are two vital factors that lead to errors. To
reduce the contributing factor fatigue due to excessive hours of work and constant pressure, the
organization should employ sufficient personnel to plan, supervise and carry out the activities included in
the approval. Keeping the above points in view, the organization is required to:

D13.1.1 have sufficient personnel employed to plan, supervise and inspect the activities, and
D13.1.2 control hours of service and duty timings.

D14. TRAINING POLICY FOR INSTRUCTORS:

D14.1 The organization shall ensure that all instructors receive regular training appropriate to their
assigned tasks and responsibilities. The organization shall also ensure that all instructors are instructed
regarding the maintenance methods, in particular when new or unfamiliar equipment is introduced. The
training program established by an organization for instructors shall include training in knowledge and
skills related to human performance including co-ordination with other maintenance personnel (also refer
para 7.6).

D15. QUALIFICATION OF THE INSTRUCTORS:

D15.1 The instructors are required to obtain a Proficiency Certificate (P.C) from PCAA. For further
details, the current Airworthiness Notice No. AWNOT-035-AWXX, is to be referred.

D16. FACILITY REQUIREMENTS:

D16.1 The organization shall be provided with adequate accommodation, facilities and equipment for
each course. The teaching environmental conditions such as classroom temperature, comfortable chairs,
appropriate desks, adequate lighting, overhead projectors, computers, training notes, etc shall be made
available. Classes are not to be held in areas where any sort of disturbance such as aircraft sound is
heard. List of classroom facilities required are be included in the exposition manual.

D17. APPROVAL OF SYLLABUS:

D17.1 Each course syllabus will be approved by the Airworthiness Directorate. A list of the approved
courses (name of course; approval no; duration; etc) will be added in the exposition manual. Each
syllabus will be given a PCAA approval number which is to be endorsed on each course certificate (refer
para D4.4).

D18. AMENDMENTS AND MODIFICATIONS:


D5.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.
