AIRCRAFT COMPONENTS

A. AUTHORITY:
A1. This Air Navigation order is issued by Director General Civil Aviation Authority of Pakistan in
pursuance of Rules 4, 5, 23, 180, 334(3), 360 and all other enabling provisions of Civil Aviation Rules of
1994.

B. PURPOSE:
B1. The purpose of this ANO is to specify requirements for supplier stockists and distributors dealing
in aircraft materials, equipment, parts and fluids.

C. SCOPE:
C1. This ANO will be applicable to all supplier, stockists and distributors dealing in aircraft material,
components and fluids.

D. DESCRIPTION:
D1. DEFINITIONS:

D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively.
Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation
Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO
Annexes.

D1.2 ‘Aircraft Component’ means any part or equipment for an aircraft, being a part or equipment that,
when fitted to, or provided in an aircraft, may, if it is not sound or not functioning correctly, affect the safety of
the aircraft or cause the aircraft to become a danger to person or property, but does not include a part or
equipment of a kind that the Director-General may direct not to be an aircraft component for the purposes of
these rules;

D1.3 ‘Aircraft Material’ means a material (including a fluid) for use in the maintenance, servicing or
operation of an aircraft or of an aircraft component, but does not include an aircraft component;

D2. INTRODUCTION

D3.1 The Civil Aviation Rules 1994 require that all persons / organizations engaged in the supply,
stock and distribution of aircraft components including material shall be approved by DG CAA.

Note: The term "Aircraft Components" includes airframes, engines, propellers, instruments, equipment,
radio apparatus, installations, accessories and material used in the construction, maintenance
and operation of aircraft.

D3.2 A Certificate of Approval may be granted to a person / organization to issue release notes for any
one or all of the following: -

D3.3 Broken batches of components, when evidence of conformity with Airworthiness requirements is
available for the complete batch.
D3.4 Components obtained from an approved source and which must be held by the supply firm under
specially controlled storage conditions.
D3.5 Components, which are to be inspected or tested by the supplier, firm before release. This would
apply to companies / firms supplying items manufactured in Pakistan by an unapproved company / firm,
or imported without adequate evidence of conformity, or to oil companies supplying fuel etc.

D3.6 Form CAAF-101-AWXX, copies of which may be obtain from the PCAA website, shall be
completed and returned to the same address

D3. SCOPE OF APPROVAL:

D3.1 The scope of approval will be defined by grant of one or more of the following ratings: -

D3.1.1 Aircraft Components


D3.1.2 Materials
D3.1.3 Fluids

D3.2 Each of these ratings will be appropriately limited to components, materials or fluids of particular
type, make or specifications. Note that for the purpose of this requirement 'fluids' include greases as well
as liquids and gases.

D3.3 A company / firm approved for the purpose of supply may, in the course of its own acceptance
procedures, perform specialist inspection or testing processes, without being required to be specifically
approved for the purpose. If, however, it performs a special process for others as a separate function for
which a release note is required, it is required to be approved for the purpose for processing.

D4. REQUIREMENTS FOR THE GRANT OF APPROVAL:

D4.1 Storage facilities shall be provided which adequately protect components from contamination and
deterioration, and segregate components for which acceptance procedures have been completed, from
other components, the storage conditions specified by the component manufacturer.

D4.2 If the approval provides for product testing, adequate test facilities and qualified personnel shall
be provided.

D4.3 The applicant shall nominate one or more persons as authorized signatories for release notes.
He shall satisfy the DG CAA that each proposed authorized signatory is capable of determining that
acceptance procedures prescribed in the Exposition Manual have been satisfactorily performed, and is
conversant with the Exposition Manual and with such regulations as relate to his responsibilities.

D4.4 The applicant shall provide Exposition Manual, which shall included information as described in
Para 5.

D5. EXPOSITION MANUAL:

D5.1 An Exposition Manual for an approved supply company / firm shall contain;

D5.1.1 The terms and limitations of the approval. A copy of the schedule of conditions may be used for
this purpose.

D5.1.2 The location and layout of each of the firm’s premises and the work to be performed at each
location and area within the premises.

D5.1.3 Nomination of the Chief Executive, the person having overall responsibility for Airworthiness,
authorized signatories for release notes and other key personnel including if applicable the Chief
Inspector, or Chief Store man

D5.1.4 A statement of the responsibilities of key personnel.

D5.1.5 Stores procedures, including procedures for ensuring that goods subject to damage and
deterioration are suitably stored and adequately protected, incoming goods inspection procedures and
shelf life control procedures.

D5.1.6 Acceptance procedure including as appropriate:-

D5.1.6.1 Procedure for the identification of components and the acceptance of documentary
evidence of conformity.
D5.1.6.2 Testing procedures including specifications to be used.
D5.1.6.3 Inspection procedures

D5.1.7 Procedures for the issue of release notes, and specimen signatures of authorized signatories.

D5.1.8 Procedures for the disposal of damaged and rejected components.

D5.1.9 Procedures for the compilation and retention of maintenance records.

D5.1.10 Identification of, or specimens of, release notes and document used for recording work
done.

D5.1.11 Procedure for the maintenance and retention (normally for at least 5 years) of the
following records:-

D5.1.11.1 Such records (e.g. incoming release notes or equivalent) as are necessary to establish
the source of supply and airworthiness of components.
D5.1.11.2 Inspection records for any work performed.
D5.1.11.3 Records of storage conditions where specially controlled storage conditions are required.
D5.1.11.4 Records of deficiencies found in incoming components or associated documentation.
D5.1.11.5 Copies of release notes issued.

D6. REQUIREMENTS FOR THE CONTINUATION OF APPROVAL:

D6.1 The Organization shall be maintained at the standards necessary to undertake the work for
which it is Approved and the PCAA shall, at all reasonable times, have access to the Organization for the
purpose of assessing the standards in use.

D6.2 The Organization shall consult the PCAA Airworthiness Directorate if in any difficulty about the
interpretation of the Requirements, associated procedures, or on any airworthiness matter, which in their
opinion involves new procedures or techniques.

D6.3 The DG CAA shall have the right to inspect in any way associated with establishing airworthiness
of an aircraft, engine, equipment or any part thereof.

D6.4 The DG CAA may revoke, suspend or vary the terms of Approval if the conditions required for
approval are not maintained.

D6.5 The Certificate of approval would be issued on Form CAAF-001-AWXX (Appendix ‘A’) and would
be valid for one year from the date of issue. For revalidation / renewal, the organization shall apply at
least 3 months before the expiry of validity on Form CAAF-101-AWXX.

D6.6 A charge is payable to the PCAA for the issue of an approval, and annually at each renewal.

D6.7 Detailed inspection of the firms shall be carried out at least once a year in Pakistan and after
three years in foreign countries. Discrepancies pointed out shall be rectified with in the time stipulated.

D6.8 The Exposition Manual shall be reviewed periodically by the Organization. Changes arising from
the review and changes arising from supervisory visits by the PCAA Airworthiness Directorate shall be
forwarded to the PCAA Airworthiness Directorate for Approval.

D7. AMENDMENTS AND MODIFICATIONS:


D7.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.
