A. AUTHORITY:
A1. This Air Navigation order is issued by Director General Civil Aviation Authority of Pakistan in
pursuance of Rules 4, 5, 23, 25, 180, 334 (3), 360 and all other enabling provisions of Civil Aviation
Rules of 1994.

B. PURPOSE:
B1. The Purpose of this ANO is to ensure the compliance of rules 23 & 25 of CAR 1994 and to
specify the requirements for approval of Foreign Repair Stations / Manufacturing Organization.

C. SCOPE:
C1. This ANO will be applicable to all Foreign Organizations seeking / having approval of PCAA as
Foreign Repair Station / Manufacturing Organization.

D. DESCRIPTION:

D1. DEFINITIONS

D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively.
Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation
Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO
Annexes.

D1.2 ‘Approval’ means approved by the Director General Civil Aviation Authority.

D2. BACK GROUND

D2.1 Civil Aviation Rules, 1994 require that aircraft registered in Pakistan shall maintained, modified
and repaired by an approved maintenance organization. The organization shall obtain the approval of the
Director General Civil Aviation Authority and shall comply with such directions and requirements as
specified by him.

D2.2 Pursuant to Rules 23 & 25 of Civil Aviation Rules, 1994, an Organization may, subject to
compliance with the procedures set out in this Air Navigation Order, be approved to certify that the
maintenance of specific aircraft has been carried out in conformity with Airworthiness maintenance
standards specified by the PCAA. The approval when granted will apply to the whole Organization
headed by Chief Executive and shall be valid for such period as specified therein, not exceeding one
year.

D2.3 For the purposes of this ANO “Approval of Maintenance” covers the completion on an aircraft, of
the requirements of an approved Maintenance Schedule, together with associated activities including
inspection, overhaul, repair, modification and replacement of aircraft, engine and associated equipment
in compliance with the requirements of the PCAA Airworthiness Directorate and the appropriate
manufacturers technical publications.

D2.4 Approval for maintenance permits, organizations which are responsible for all or part of the
maintenance of aircraft to certify the work completed on those aircraft. Organization desiring to undertake
maintenance of such aircraft shall be approved for that purpose.

D3. GRANT OF APPROVAL:


D3.1 Application for grant of approval shall be made on CAAF-130-AWXX. The forms is available at
PCAA website. www.ccapakistan.com.pk , which when completed, should be returned to the same
address.

D3.2 The organization is allocated a PCAA organization approval number. This will be used for
identification purpose in PCAA publications, letters and any other documents, which are related to
approval matters.

D3.3 A person or an organization may seek approval of a foreign repair station to be authorized to
undertake repair, servicing, modification or overhaul of their airframe, engine, propeller & components. In
such case the particulars of foreign repair station, details of equipment & type of service for which ratings
are required and proof that the said repair station is holding certification of approval from the regulatory
authority of its own country for the above ratings is to be submitted to the DG CAA.

D3.4 DG CAA may direct a representative of the Airworthiness Directorate to visit the foreign repair
station facility for determining the quality of work being performed by the repair station and their ability to
undertake the job. All expenses in this regard will be borne by the applicant or the foreign repair station
(to be clarified and settled by the applicant).

D3.5 The foreign repair station will be responsible to meet all the Airworthiness requirements of PCAA.

D3.6 The DG CAA may issue approval for certification (Ref. CAAF-001-AWXX) in full or with
limitations specifying the operations he feels that the repair station needs to perform to meet the PCAA
Airworthiness requirements.

D3.7 The applicant shall provide an Exposition Manual of the Organization, including the following
information:-

D3.7.1 The terms of reference of senior technical personnel as applicable to activities under PCAA
approval. Authority to negotiate directly with the PCAA on specific subjects shall be defined.
D3.7.2 The associated chains of responsibility.
D3.7.3 The scope of approval held.
D3.7.4 The procedures adopted for controlling matters directly affecting Airworthiness, and other
technical standards which may affect Airworthiness including the Quality Control Surveillance system
operated in respect of sub-contracted work where applicable.
D3.7.5 Where approval for the amendment of manuals has been granted, procedures for
controlling such amendments and certifications.
D3.7.6 Any further matters, which the PCAA decides, are necessary arising from initial
assessment or subsequent supervisory visits.

D4. LIMITED RATING CERTIFICATE OF APPROVAL FOR MANUFACTURERS:

D4.1 The DG CAA may issue a limited rating certificate of approval in the case of a manufacturer to
function as a repair station in case he holds “Type Certificate” or “Production Certificate” issued by the
regulatory authority of his country for the manufacture of items for which rating is sought.

D5. CONTINUATION OF APPROVAL:

D5.1 The Organization shall be maintained to the standards necessary to undertake the work for
which it is approved, and the PCAA shall, at all reasonable times, have access to the Organization for the
purpose of assessing the standards at any given time.

D5.2 The PCAA Airworthiness Directorate shall be consulted where there is any difficulty about the
interpretation of the requirements, the associated procedures, or on any airworthiness matter which in the
opinion of the Organization involves new procedures or techniques.

D5.3 A proposed change of the Chief Executive shall be notified to the PCAA Airworthiness
Directorate in writing. The PCAA Airworthiness Directorate may require the Organization to supply further
information in order that it may satisfy itself as to the suitability of the proposed new Chief Executive
insofar as it may affect the Approval.

D5.4 The Exposition Manual shall be reviewed periodically by the Organization. Changes arising from
the review and changes arising from supervisory visits by the PCAA Airworthiness Directorate shall be
forwarded to the PCAA Airworthiness Directorate for Approval.

D5.5 The certificate of approval would be issued on CAAF-001-AWXX available at PCAA web site
www.caapakistan.com.pk and will need to be renewed for every year in order to retain validity of the
organization. For renewal / revalidation the organization shall apply three months before the expiry of
validation on PCAA Form available at PCAA web site www.caapakistan.com.pk.

D5.6 The PCAA Airworthiness Directorate may revoke, suspend or vary the Terms of Approval if the
conditions prescribed for Approval are not maintained.

D5.7 A charge is payable to the PCAA for the issue of an approval, and annually at each renewal.

D5.8 An approved foreign organization shall, at all reasonable times permit all premises, product and
records relevant to Airworthiness to be inspected by an authorized person, to determine whether the
limitations, conditions and requirements relating to the grant or continuance of approval, are being
complied with. Detailed inspection of the organization shall be carried out triennially. Discrepancies
pointed out shall be rectified with in the time stipulated.

D5.9 An approved foreign organization will be required to provide input on the basis of internal audits
conducted by their quality assurance department, on annual basis.

D5.10 An approved foreign organization shall perform a mail audit according to the prescribed checklist
after every six months and furnish details to PCAA.

D5.11 The organization facilities will be inspected triennially by the PCAA for the areas indicated but not
limited to the checklist attached with this ANO (Appendix ‘A’).

Note: PCAA approved Organizations when undertaking works outside their terms of Approval are
deemed to be unapproved.

D6. AMENDMENTS AND MODIFICATIONS:


D6.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.

Appendix ‘A’
to ANO 011AW XX 3.0

CHECK LIST

1. History of the organization.

2. Review of approved Exposition Manual for applicability, approval status, completeness and
conformance with the regulations.

3. Organization Structure (Specify Engineering executive positions, their interrelation, duties &
responsibilities).

4. Qualification/ experience requirements for different engineering executive posts.

5. Technical work area available for the operator against its requirements (this should include
information pertaining to floor areas(s) of business etc.).

6. Details of facilities & equipment (this should also include details of ground support equipment).

7. Confirm available of special tools & equipment, as recommended by the manufactures, for
accomplishing maintenance/repair/ overhaul work on different aircraft/accessories. (In the case
of operator/owner of aircraft not exceeding maximum certificated take-off weight of 5,700 kg, an
item-wise list of special tools and equipment is to be attached).

8. Details of special support equipment e.g. non-destructive testing etc. & system of their inspection
& maintenance.

9. Procedure & arrangement for calibration of test and standard master & equipment.

10. Details of storage facilities for aircraft parts and related details.

11. Procedure for spares acquisition disposition, and details of quality control arrangements and
procedures for parts and material control including source, inspection, certification of foreign
purchase etc.
