AIRWORTHINESS TYPE RATING (ATR)

A. AUTHORITY:
A1. This Air Navigation Order (ANO) is issued by the Director-General of the Civil Aviation Authority
in pursuance of Rules 4, 5, 51, 180, 334(3), 360 and all other enabling provision of the Civil Aviation
Rules, 1994 (CARs 94).

B. PURPOSE:
B1. The purpose of this ANO is to relate the issue and renewal of Airworthiness Type Ratings (ATR)
with specific reference to the type of aircraft / equipment, under Part-V Section (2) of CARs, 94.

C. SCOPE:
C1. All persons intending to certify aircraft/equipment in Pakistan shall comply with the instructions
contained in this ANO, CARs 94, relevant Airworthiness Notices, Airworthiness Type Rating Manual, and
instructions issued from time to time.

D. DESCRIPTION:

D1. DEFINITIONS:

D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively.
Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation
Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO
Annexes.

D1.2 Licensing Authority (LA): An Authority designated by the state to perform Licensing functions
as outlined in ICAO Annex 1, which in case of PCAA is, Director General.

D1.3 Personnel Licensing Office (PLO): An office that performs Licensing tasks and functions under
the Licensing Authority, which in case of PCAA is, Director General.

D1.4 Aircraft Maintenance Engineer Licence (AMEL): An Aircraft Maintenance Engineer Licence is
a Licence, issued in accordance with Rule 51 Para 1 in different categories but not containing the aircraft
type ratings. Such a Licence may also be called a Basic AME Licence (BAMEL) or LWTR (Licence
without type ratings).

D1.5 Airworthiness Type Rating (ATR): Airworthiness type rating (ATR) is an aircraft type rating in
the related category, held by the applicant, on his Basic AME Licence. Such a rating may also be called
aircraft type rating.

D2. GENERAL:

D2.1 Basic Aircraft Maintenance Engineer Licence shall be issued by the Personnel Licensing.

D2.2 Airworthiness Type Rating (ATR) shall be issued by the Airworthiness Directorate in accordance
with ANO-014-AWXX in the categories endorsed on the Basic Aircraft Maintenance Engineer Licence.

D2.3 An ATR shall be issued, renewed or re-validated and shall remain Valid, subject to the validity of
the basic AME Licence.

D3. AGE, LANGUAGE AND ACADEMIC QUALIFICATIONS:

D3.1 An applicant shall be not less than 21 years of age.


D3.2 An applicant shall be capable of understanding the English language & Technical Manuals.
D3.3 An applicant shall have passed at least Higher Secondary School Certificate with science
subjects or equivalent.
D3.4 An applicant must hold LWTR (License Without Type Rating) on related sub category.

D4. MEDICAL FITNESS:

D4.1 An applicant shall be free from physical or mental disabilities, which can cause any hindrance in
discharge of his/her duties regarding maintenance of aircraft.

D4.2 ICAO recommendations for General Medical assessment as contained in ICAO (Annex 1 para
6.2) will be followed as standard for physical & mental fitness for an ATR holder.

D4.3 At the time of issue / renewal of an ATR the applicant shall submit a satisfactory medical and
color vision certificate from a registered medical practitioner.

D5. KNOWLEDGE:

D5.1 The applicant shall have demonstrated a level of knowledge appropriate to the holder of an
Airworthiness Type Rating, on the following subjects.

D5.1.1 Air Law and Airworthiness Requirements Rules and Regulations relevant to Airworthiness Type
Rating holder including applicable airworthiness requirements governing certification for continuing
airworthiness of aircraft and approved aircraft maintenance organizations and Engineering / Maintenance
Procedures Manual.
D5.1.2 A detailed understanding of relevant ICAO Annexes, CARs 94, ANOs, Airworthiness Notices
appropriate to the duties of an Aircraft Airworthiness Type Rating personnel, Policy letters, Maintenance
Schedule, MEL, etc.
D5.1.3 Aircraft Maintenance (Type Rating) tasks required to ensure the continuing airworthiness of an
aircraft including methods and procedures for operation, inspection, maintenance, modifications,
replacements, adjustments, defect rectification of aircraft and its structure, components and systems in
accordance with the method prescribed in the relevant maintenance manuals and applicable standards
of Airworthiness following in the scope of rating applied for.

D6. EXPERIENCE:

D6.1 The applicant shall have the experience in the inspection, servicing and maintenance of aircraft
or its related systems/components/equipments specified in Airworthiness Notice No. AWNOT-034-AWXX
and AWNOT-05-AWXX.

D7. SKILL:

D7.1 The applicant shall have demonstrated the ability to perform duties and responsibilities relevant
to Airworthiness Type Rating. These should include repair, modification, routine servicing, installation of
power plant, accessories instruments, equipments and systems as prescribed in applicable Airworthiness
Notices for the maintenance and operations of aircraft.

D8. EXAMINATION:

D8.1 The eligibility criteria for appearing in type examination are outlined in para-4.

D8.2 Type written examination shall be conducted in the categories and sub-categories as defined in
Airworthiness Notice No. AWNOT-034-AWXX & AWNOT-035-AWXX.

D8.3 The examination shall be conducted by Airworthiness Directorate in Karachi, Rawalpindi and
Lahore as per published schedule specified in Airworthiness Notice No. AWNOT-035-AWXX.

D8.4 Subject to having passed the written type examination the applicant shall appear for an oral
examination to be conducted by a Board Constituted by Director Airworthiness as per published
schedule.

D9. COURSE / OJT REQUIREMENTS:

D9.1 The applicant for an Airworthiness Type Rating shall have successfully completed the Approved
Type Course from an approved Aviation Training Centre (Type Course Requirements for specific aircraft
/ equipment are outlined in Airworthiness Notice No. AWNOT-035-AWXX).

D9.2 The Applicant shall comply with type Aviation experience as prescribed in Annex ‘G’ of
Airworthiness Notice No. 35.

D9.3 The applicant shall comply with required programmed OJT, fully documented and duly
authenticated by Chief Engineer / Chief Engineer (Quality Control) of an approved organization.

D10. RELAXATION OF EXPERIENCE:

D10.1 The total Aviation experience for an applicant who holds aeronautical engineering degree from
recognized university shall be relaxed for six months.

D11. TYPE RATINGS:

D11.1 Airworthiness Type Rating shall be issued on type of aircraft in the following categories/sub-
categories:-

D11.1.1 Category ‘A’ Airframe (Maintenance)


D11.1.2 Category ‘C’ Engine (Maintenance)
D11.1.3 Category ‘X’ Electrical, Instruments, Autopilot, AFCS & Remote Reading Compass.
D11.1.4 Category ‘R’ Communication/Navigation and Radar.

D12. ATR ISSUE REQUIREMENT:

D12.1 An applicant shall be eligible for issue of an Airworthiness Type Rating subject to having
accomplished the following conditions:-

D12.2 Applicant must hold basic license (LWTR) of category applied for.

D12.3 Have successfully completed the approved type course in the category applied for and have
completed the required OJT.

D12.4 Having passed the written & oral examination in the category / subcategory applied for.

D13. DOCUMENTATION:

D13.1 Application on Form CAAF-134-AWXX.


D13.2 Attested copy of Birth Certificate OR Matriculation Certificate (for date of birth verification).
D13.3 Type experience certificate (work schedule).
D13.4 Certificate of approved type course.
D13.5 Copy of basic license duly attested by the Engineer in-charge / Chief Engineer of the employer.
D13.6 Attested copy of Higher Secondary School Certificate.
D13.7 Attested copy of NIC and employer ID.
D13.8 Medical fitness report.
D13.9 Fee voucher / authorization of fee by the employer.

D14. RENEWAL OF ATR:

D14.1 An application Form CAAF-111-AWXX duly filled by the applicant shall be submitted to
concerned field offices of Airworthiness Directorate.

D14.2 Documentary evidence that the ATR License holder remained engaged for at least a period of 6
months during last two years in the type of work which falls within the scope of his License authorization;
or relates to Airworthiness related task. The applicant shall submit acceptable documentary evidence
along with the application.

D14.3 A certificate from the Supervisor / Engineer in-charge that the applicant is well conversant with
current Civil Aviation Rules, Airworthiness Regulations, Air Navigation Orders, Airworthiness Notices etc.

D14.4 A medical certificate issued by Registered Medical Practitioner verifying his / her physical fitness
and color perception abilities on prescribed Performa.

D15. REVALIDATION:

D15.1 If privileges of the ATR license are not exercised during the preceding four years, the license
holder shall have to go through written / oral examination as per the discretion of Director Airworthiness.

D16. CONVERSION OF FOREIGN TYPE RATING:

D16.1 In exceptional circumstances, at the discretion of Director Airworthiness and applicant holding a
valid foreign Type license, issued by a contracting state, may be issued with an equivalent Pakistan ATR
license subject to compliance of under mentioned requirements:-

D16.1.1 In case, the holder is required to certify Pakistan Registered Civil Aircraft.
D16.1.2 The holder of such License is able to satisfy PCAA that he possesses knowledge of applicable
Civil Aviation Rules, Air Navigation Orders, Airworthiness Notices & other Airworthiness requirements.

D16.2 Requirements for para D17.


D16.2.1 Photocopy of Licence issued by contracting state.
D16.2.2 Photocopy of Passport.
D16.2.3 Work permit issued by Government of Pakistan.
D16.2.4 Application on Form CAAF-134-AWXX to be forwarded to HQs. Airworthiness Directorate
through the Airworthiness field offices located at Karachi, Lahore & Islamabad.
D16.2.5 Attached with the application should be the evidence of his present employment in Pakistan
relating to the pertinent category sought along-with duly certified pertinent work schedule of minimum 3
months period.
D16.2.6 The applicant will be exempted from the written examination related to the rating held.
D16.2.7 The applicant shall have to appear in a validation examination (Oral) which will cover Air-
Legislation and type experience of the related category / rating.
D16.2.8 If the applicant does not qualify in the oral examination he may be required to undergo a
written examination on type in addition to other requirements that may be considered necessary, as a
result of his oral examination.

D17. VALIDATION OF A FOREIGN TYPE RATING:

D17.1 Airworthiness Directorate may issue a Certificate of Validation for a period not extending 6
months to an AME holding a valid AME Type Rated Licence from a contracting state. The privileges of
such “validation certificate” shall not exceed beyond the privileges of the related ATR.

D17.2 Applicant shall apply to Airworthiness field offices located at Karachi, Lahore & Islamabad with
under mentioned documents.

D17.2.1 Photocopy of valid licence.


D17.2.2 Photocopy of passport.
D17.2.3 Work permit from Government of Pakistan.
D17.2.4 Certificate by the operator that the applicant has been exercising the privileges of his type
rated licence during the last 06 months.
D17.2.5 Applicant having passed the oral examination in Air legislation conducted by Director
Airworthiness will be issued the authorization / validation permit.

D17.3 An applicant shall apply to the Airworthiness field offices located at Karachi, Lahore & Islamabad
with following documents.
D17.3.1 Photocopy of Valid Foreign Licence or Type Rating.
D17.3.2 Photocopy of passport.
D17.3.3 Work permit from Government of Pakistan.
D17.3.4 Certificate by the operator that the applicant has been exercising the privileges of his type
rated licence during the last 6 months.

D18. PRIVILEGES:

D18.1 The holder of Airworthiness Type rating is authorized to exercise all privileges of the Licence
according to Rule 51 (2) of CARs, 94 provided.

D18.2 He holds a valid AME licence


D18.3 He holds a valid Airworthiness Type Rating and
D18.4 Aircraft of the type is registered in Pakistan.

D19. AMENDMENTS AND MODIFICATIONS:


D19.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.
