WITHOUT TYPE RATING (LWTR)

A. AUTHORITY:
A1. This Air Navigation Order is issued by Director General Civil Aviation Authority in pursuance of
Rule 4, 5, 51, 180 & 360 of Civil aviation Rules 1994.

B. PURPOSE:
B1. This ANO has been introduced for the purpose of utilizing the aviation experience of the retired
personnel that have performed maintenance of military aircraft in armed forces of Pakistan (i.e. Army,
Navy and Airforce). Before developing these regulations, policies followed by different ICAO Contracting
States were studied, compared and relied on to co-relate them with requirements and procedures of
PCAA Pakistan.

B2. In this ANO, policy has been prescribed for acknowledging and converting the technical skills of
ex-armed forces personnel, so as to be used in the civil aviation sector effectively.

C. SCOPE:
C1. This ANO is applicable to Ex service men of defence forces interested in achievement of LWTR
based on their aviation experience and qualification

D. DESCRIPTION:
D1. DEFINITIONS:

D2. EXPERIENCE REQUIREMENTS:

D2.1 Following military aircraft maintenance experience will be acceptable for obtaining Civil Aircraft
Maintenance Engineer Licence Without Type Rating (LWTR) by retired military personnel:

D2.1.1 The applicant must have held hands-on experience on maintenance of military aircraft for at least
05 years (this experience will be verified from authentic documents of the military organization).
D2.1.2 The applicant must have held a trade supervision signatory position and 06 months experience
for release of aircraft after maintenance.

D2.2 Ex-service applicants must have current six months hands-on maintenance experience on civil
aircraft in the past twenty-four months in Civil Aviation Industry.

D3. PROCEDURES

D3.1 The applicant shall submit his application and associated documents to Maintenance Personnel
Licensing Office as per current prescribed requirements.

D3.2 An Airworthiness Inspector shall assess the claimed experience for eligibility to appear in
examination for issuance of Licence Without Type Rating (LWTR).

D3.3 The applicant shall be conversant with:

D3.3.1 Civil Aviation Rules / Regulations and requirement applicable to civil aircraft maintenance and
procedures followed by Civil Aircraft Maintenance Organizations.
D3.3.2 Civilian aircraft maintenance system and support documentation.
D3.3.3 Duties and responsibilities of Aircraft Maintenance Engineers.

D3.4 In addition to technical subjects, the applicant shall be examined on the above aspects also and
passing this part of examination will be mandatory.

D3.5 The applicant shall be subject to same technical examination as applicable to candidates having
experience on civil aircraft.

D3.6 After obtaining LWTR the applicant may appear for AME (Type Rated) licence on meeting the
prescribed requirements.

D3.7 The applicant shall comply in addition to above, all other procedures and requirements laid down
in relevant ANOs, Airworthiness Notices and Air Safety Circulars.

D4. AMENDMENTS AND MODIFICATIONS:

D4.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated
through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and
when required or deemed expedient or appropriate.
