AN ORDER CREATING THE BARANGAY NUTRITION CLUSTER COMPOSED OF

BARANGAY NUTRITION COMMITTEE MEMBERS

WHEREAS, various natural and man-made emergencies continue to inflict the Philippines
including CALABARZON Region, the Province of Cavite where the Barangay Iruhin Central is located;

WHEREAS, such emergencies disrupt the lives of affected people, compromising their health
and nutritional status;

WHEREAS, such treat could be mitigated through proper and well-coordinated disaster
management system;

WHEREAS, the National Disaster Risk Reduction and Management Council (formerly the
National Disaster Coordinating Council), through NDCC Circular No. 05 Series of 2007, mandates the
institutionalization of the cluster approach in such a system, the designation of cluster leads and their
terms of reference at the national, regional, provincial and barangay levels;

WHEREAS, the Department of Health issued Department Order No. 2007-2492, creating the
Health Cluster with sub-clusters on Health, Nutrition, WASH and MHPS, and DOH DPO 2007-2492 A
identifying the National Nutrition Council (NNC) as the Chair of the Nutritional Cluster replacing Health
Emergency and Management System (HEMS);

WHEREAS, NNC Governing Board Resolution No. Series 2009, adopting the National Policy
on Nutrition Management in Emergencies and Disasters, provides that the Nutrition Committee of each
Barangay Government Unit (BGU) shall function as the Barangay Nutrition Cluster and in the context of
emergency management shall be considered a sub-structure of the local disaster coordinating council;

WHEREAS, the local nutrition cluster shall take charge of nutrition management in emergencies
and disasters;

WHEREAS, the barangay nutrition cluster shall provide the minimum service package on
nutrition during emergencies which includes a set of nutrition services to provide the nutritional needs of
the general population and vulnerable groups from nutritional assessment to provision of nutritional
interventions to monitoring and evaluation of such services.
 NOW THEREFORE, BE IT RESOLVE AS IT IS HEREBY RESOLVED, in consideration
of the above premises, to organize the Barangay Nutrition Cluster composed of the Barangay Nutrition
Committee and to perform its mandated function while adopting the National Policy on Nutrition
Management in emergencies and Disasters adopted by the NNC Governing Board through Resolution No.
15-2009.
