INTRODUCTION

The Philippine economy has been rising since 2010 (Focus-economic, 2018). According to

Diokno (2018), this upward trend resulted from a significant addition to Government public aid as

well as the overall improvement of the living condition here in the Philippines. This improvement was

made sure to be felt throughout the social structure until it reaches the Barangays.

Given the opportunity to observe and examine the improvement made by the government, the

group chose one of the Barangays who constantly felt the economic development in order to come up

with a first-hand report regarding the Barangay’s experience during the economic boost. The group

decided to choose Brgy Sto Cristo located in Quezon City. One of the reasons why the group chose

this Barangay because of the reports regarding their financial prosperity as a Barangay as well as the

security and livelihood present in the Barangay. And the group also wants to find out how did the

Barangay maintain and develop their overall condition in which it will serve as an inspiration not only

to the community but to other Barangays in the Philippines.

The economic development of the Philippines is something missed by most of the Filipinos.

The Filipinos are often blinded by the sickness of the country and they tend to forget that this country

is making its best effort to live and continue despite the self-vested errands by people who destroy the

country’s status quo (Llanes. 2017). This should be a thing for the Filipinos to celebrate even though

this development is not that huge compared to the gigantic economic prosperity felt by other countries.

The country needs to take small steps towards the larger dream. The best lesson the group learned

from this activity is that there is a need and a sense of unity in order for a dream to be a reality. The

country’s achilles heel is not the government, it’s the people who sit them on that throne and who

forgot to unite for the country and save their personal interest. Because of this activity, the group
already has a dream that one day, the Philippines will rise despite the uncertainties not because of the

government or any organizational structure but mainly because of the Filipinos themselves.
ABOUT THE BARANGAY

Sto. Cristo is a Barangay in Quezon city and was founded on April 6, 1961, created according

to the Ordinance No. 61-4718. The economic status of the barangay is Class B/C or Middle Class.

Brgy. Sto. Cristo celebrates their fiesta during the 3rd Sunday of January which commemorates to

their patron saint, the Sto. Nino. This barangay has 15 streets and 2 alleys, having a land area of 54,

270 (CPDO). It is situated at approximately 14.6589, 121.0275, on the island of Luzon. Elevation at

these coordinates is estimated at 37.4 meters or 122.7 feet above mean sea level.

A. Previous Programs

According to the secretary that we have interviewed, the programs that they have right now

came from the previous programs they already have conducted. They have projects for Peace and

Order, Anti-Drug Program, Solid Waste Management, Health and Sanitation, Livelihood Programs,

Arts and Education and many other programs. Their beneficiaries of the programs are mainly for the

residents of the barangay. They said that they already conducted programs that they could offer.

For example, the Anti-Drug Program, it is a four-day program for the surrenderee drug user.

On the first day the parents of the grade 6 students are the audience of the seminar while on the second

day it is the students turn. On the next day, these participants are being brought to PDEA and bahay

tahanan so they can see what kind of drugs and how it affects the users. In the bahay tahanan, they can

see people that are getting rehab because of drugs. In this way, they will become aware and educated
on the understandings of drugs. And on the last day, they have what they called “alay lakad, where

they paraded with the drum and lyre, for their clients so that residents will be aware of what this

program made to their clients. They have been conducting this program for the past 11 years and since

then the drug users that were getting caught are no less than 30 years old because the younger

generation knows what will be the effect of doing such thing. Since these programs were implemented,

especially for the anti-drug program, the number of drug surrenderees decreased according to the

secretary.

Also, their project about solid waste management, like the environmental law and ordinance

seminar and clean up drive, many residents are happy about the outcome of the program because the

trashes are now being properly segregated compare to the past. These previous programs are still being

adapted in the present because of the success of it.

B. Current Programs

Adaptation of Solid Waste Segregation (RA9003)

It is an act to provide proper solid waste segregation in our country. This act was adapted to

lessen all the improper disposal and trashes that are being surrounded in the barangay. It segregated

all the recyclable materials that still can be used or sell. Although this act was adopted by the barangay,

discipline should still be applied in every person to lessen it.

Seminars, Orientation, and Training

It is a program to provide education and information to people. Especially for disaster where

it is being discussed in this program in what to do in case of emergencies like this. Also, they have
seminars for the anti-drug program. This program is not for catching drug addicts and pushers. This

main goal is to prevent from using to it. That is why any age can attend this seminar and to know what

is the effects of it.

Job Fairs

There are job fairs that are being done in this barangay. Knowing that they are near in many

establishments like SM North, they help people to get a job. Although they are still many unemployed

people, this program will surely help them.

C. Future Plans

As for the future plans of the community, they instill on continuing the projects they have

before and improve it more for their community. They have various kinds of projects that cater to the

different needs of their citizen so they are planning projects that need to continue in an indefinite time.

The cleanliness of the streets, roaming off of the guards and the head to toe needs of the citizens. There

is no specific program that the secretary mentioned but as he said they plan to continue the projects

that are being implemented today.

D. Problems and Solutions

Improper Waste Segregation

It is one of the problems not just in the barangay but in the country. The garbages was

improperly segregate and people there are reporting because they smell some unwanted scents because
of it. The solution that they arrived is the adaptation of Solid Waste Segregation which is the RA 9003.

It helps them maintained the cleanliness of the barangay and lessen the reports about it.

Reported Cases

There are cases such as “akyat bahay”, “riding in tandem” in the barangay that each city or

barangay cannot be avoided. Their solution for it is to build a CCTV camera around the area knowing

that they are surrounded by many establishments and by increasing their securities.

E. Peace and Order

24/7 CCTV

There are more than 100 CCTV’s in the barangay it is operated 24/7 to keep the resident safe

and secured. Although there is CCTV around the area, the “akyat bahay” “riding in tandem” and other

unwanted situations is still unavoidable but, it will surely help the barangay officials catch people who

are committing these crimes. Also, the barangay was surrounded by many establishments such as SM

North, schools and other offices the CCTV is a must because it is a busy barangay were there are many

people who are going to this place

BPSO Security

The BPSO security will help the peace of order of the barangay which is an obligation of the

barangay for the residents. The barangay has a 24/7 BPSO security that checks around the places not

just in the morning but also every night. They said that their barangay is in peace because of these
kind of securities but they cannot say that there are 0 crimes in the barangay because there are still

reported cases by the residents and these action helps to lessen it.

medical service dito medical mission, makikita mo rito so continuous lang siya.

Sec: Yun nga its continuous kasi yung barangay is talagang is giving you a basic community service.

Kapag sinabi mong basic community service, unang una diyan is yung peace and order, kalinisan at

tsaka kalusugan yung tatlo ay tinatawag natin basic. So, its continuous program. Let say ang paglilinis

sa kalye, ay tuloy tuloy ang paglilinis sa kalye, it’s a past program it’s also a planned program. Let’s

say pag momonitor peace and order, pag roronda ngmga BPSO. Dati ng meron ganun at tinuloy lang

. Let say medical mission nag vavary lang siguro on what medications are given but so far ika nga

from head to toe nabigay na namin ang medical service what do i mean from head to toe. Siguro

nandiyan na yung eye check-up, cataract check-up, operation, rectal exam, prostate exam. So more or

less, na ano eh even wellness hair color, pati facial. Categorize na wellness yun.

I: So cincontinue niyo lang po yun?


Sec:Yes yes

Sec: So parang you named it we’ve done it. I don’t know if you are aware meron din tinatawag na

meron kaming dito ina adapt na RA 9003 which is the solid waste segregation so I don’t know kung

nakarating sayo na talagang hinihiwalay naming yung recyclable tsaka yung nabubulok sa hindi

nabubulok. Every week may kumukuha ditong kitchen waste. Meron din tayo MRF material recovery

facility. Dito hinihiwalay ang mga pwede pang I pakinabangan o nabebenta so hiwalay yung karton,

bottles plastic hiwalay yung mga hazardous material, at eto naman ay binebenta. I don’t know if you

are familiar sa MRF, dito sa katabi ng Sto. Cristo Elementary school. Meron tayong ginagwa building

nandoon yung MRF. Makikita mo yung segregation. So ayun, how do we implement it, so talagang

mahirap I implement kasi it really needs discipline ,but eventually nakita ng resident na maganda pala

yung outcome sila na rin ang hindi bumabaho yung mga basura kasi hiwalay. So kasama diyan yung

seminar orientation training, so nag coconduct kami sa mga programs para meron silang information,

education. Pag dating naman sa disaster, sa lumang barangay ito yung daycare meron dito na tinatawag

na motor pool above, that is the early warning system so during times na masama ang panahon may

tumatawag na. So naglagay kami doon ng recyclable warning device, na ang BPSO ang gumawa nito.

So naglagay kami sa likod ng creek. Na pag tumaas na ang certain water level iilaw siya, pag umilaw

siya, mag sisiren na kami mag PPA na kami. Tapos sa strategic location may mga signage kami, this

way sa evacuation center may mga ganyan kami. At tsaka sa mga may nakalagay diyan na green,

yellow at red na which indicate the level of water. Barangay disaster risk reduction management

council BDRRMC at pag sa city naman QCDRRMC. Sa barangay level ay barangay disaster risk

reduction management council. Tapos dito naman sa itaas, ng barangay ay nahati sa higher portion at

lower portion yung main road is Ilocos Sur street at sa side na ito, ito yung mababang area, mataas na
area. So doon sa tinatawag naming outpost, nandoon ang aming radio ng opisina. Nandoon ang opisina

ng disaster, nandoon yung gamit pang disaster, may fiberglass may ordinary bangka, lahat ng mga

tools nandoon. Kasi ang Brgy Sto Cristo for the past 3 years has been awarded The kalasag award ito

yung best disaster preparedness. So sa buong Metro Manila ang Brgy Sto. Cristo is number one not

only as far is disaster is concerned. Pagpasok niyo sa barangay hall makikita niyo may mga trophies

doon, ang barangay ay multi-award barangay. The biggest award we given is the best local government

unit of the year, because we do programs that other barangay programs don’t have. I can give you

example pagdating sa larangan ng anti-drug, when you say anti-drug hindi yun yung paghuhuli ng

drug addict, pushers. Ang main goal natin is prevention for the past 11 years we’ve been conducting

na tinatawag naming for the anti-drug program. In the first day yung mga magulang ng grade six

sinemseminar on the second day yung grade 6 pupils they numbered around 200 plus. On the third

day dinadala naming sila sa PDEA at tsaka sa bahay tahanan. So they can have a first-hand na nakita

nila kung anu ano ang mga klaseng gamot doon sa PDEA museum at makikita din nila ang client. So

doon sa tahanan yung mga ni rerehab makikita nila yun yung effect na paggamit ng drugs. On the

fourth day meron kaming alay lakad, together with drum and lyre, umikot ikot kami ditto for drug

awareness. Kung tanungin mo ko is that effective? Does it bearfruit? You know what sa mga drug

surenderee walang 30 years below, siguro 11 years yun eh, siguro sa mga kamaganak palang sila pala

mismo. So masasabi ko na meron naming naman naidudulot ang four day program kasi bakit walang

30 years below ang drug surrenderee. Aside from that others mga ibang intervention meron kaming

foot ball, taekwondo and we cater 15 years old below yung aming football. Nakaka punta na sila sa

ibat ibang bansa. Have you heard azkals. We also have our own version of azkals. Carrying the flag

of Brgy Sto. Cristo, carrying the flag of Quezon City, at the same time carrying the name of

Philippines. Meron din kaming taekwondo and we are producing national players. We have this
program, nakakaward kami. Marami kaming activity. Mga programs na peace and order, drugs, lahat

nito ay may seminar. How do we do it, may pinapalabas kami called palatastas or notice. Livelihood

just recently we have awarded by SPARK Philippines and non-government organization and DTI.

We’ve been awarded 10 sewing machine, nilagay naming to sa old barangay hall. Cinonvert namin

into livelihood center so meron mga bagong sewing machine doon ang SPARK Philippine sila ay nag

aano ng pondo ng materials. So, lahat ng mga produce ng mga rags, kasi high speed eh, so nakapag

produce na sila. Kanila mapupunta yung kita. Sabi niya you formed in a cooperative, pag nag form

kayo ng cooperative, makakapasok kayo sa city hall. Yan pala mga rags niyo,pwede na yan kami

bumili. So meron ng ready buyers sa matter of formulizing everything and organizing everything, so

livelihood yan. Meron din kami tinatawag na Job Fair for example SM minsan si SM na mismo

pumupunta dito, hindi na pumupunta applicant dito. Sila na mismo and other private establishments,

nagcoconduct sila ng Job Fair dito. I have to admit may mga unemployed, yes, sakit ng Pilipino hindi

lang sakit sa barangay namin. Ang medical mission ay libreng tingin, libreng tutok, pag wala kang

binigay na libreng gamot o medicine, iilan lang pupunta. So, ano pa ba ang hindi ko

J: Ahhh sir knowing na kayo ang best barangay paano niyo namementain peace and order sa

community niyo po.

Sec:Ahh 24/7 meron kami 100 plus na cctv meron din kaming tinatawag na PA system 24/7 yun. At

syempre yung pag roronda ng tanod. We are a small barangay but with so much responsibility, why?,

yang Misamis street andiyan ang lahat 1 is SM. Anjan ang Grass residences, 5 towers. See, numbering

20,000 residences. Anjan ang San Francisco High school. Andiyan ang Quezon City Science. Andiyan

ang ampunan ng matanda. Andiyan ang ampunan ng bata meron daycare. Andiyan ang DepEd. So,
nanjan ang COMELEC. Anjan ang 1000 na tricycle bumabyahe, so iyang Mismasmis street bugbog,

so you can just imagine our traffic management. So, during peak hour, during rush hour. Sa gabi

naman, tumutulong naman yung mga kapulisan. From time to time. Maglalatag sila diyan sa main

road, ng checkpoint. Okay so sinabi how, yun nga CCTV, 24/7 ng pag roronda. But kung sabihin mo

how is the peace and order, well, generally peaceful, pag sinabi mo 0 ba kami. Of course not, wala

namang barangay 0 ang ano. Ikaw ba naman magnanakaw, alangan hihintayin mo dumaan ang tanod,

“ay kadadaan lang ng tanod wag muna tayo tumira” ang pag daan ng aming tanod ay walang time.

Meron mga incident pa rin ng riding in tandem na hindi natin maiwasan. Tapos may CCTV kayo,

expectation kasi ng tao pag may CCTV kala nila nanonood lang sila ng tv. Na meron sounds. Bakit

hindi niyo na ano, may nasnatchan ka riding in tandem. Sa misamis street, by the time na makarepsond

kami I remember ang cctv. Malay ba nila na something is happening. Hindi ka naman nonood ng tv,

na may dialog, meron ka makikita naglalakad inakbayan ka, paano namin malalaman. Let say bahay,

mo, lalong lalo na sa apartment may pumasok. Nanakawan ka, malay ba namin pumasok ang

magnanakaw hindi yung isa sa nakatira doon. Hindi naman visible yung mukha eh. Makikita mo yung

video may pumasok.

J:So ano po yung action na ginagawa niyo

Sec: As much as possible, kung ma identify at active ang ating kapitan sa social media. Time to time,

pinopost niya yung mga nahuling akyat bahay. Notorious ng mga ano. So far naman may ok naman

ang ating through CCTV, makakatulong talaga para ma identify. Pero karamihan dito hindi taga

residents. Mga dayo. Meron dito na si notorious na si spiderman, nahuhuli namin na hindi taga rito.
Sec: So what field I didn’t tackle

J: Aside from that po briefly po, can you discuss po problems and ano po yung mga solutions na

ginagawa niyo sa community.

Sec: I would not say that they are not problems. Ok, kasi they are issues but there are no problems.

Kasi let say ang basura, lahat naman, is an issue ng buong Pipinas basura. Is not really a problem. Kasi

Iba ang issue sa problem. So may issues lang, so I said nga, pag dating sa peace and order yun ang

issue. So, yun ang aming ginagawa, let say kanina yung binanggit ko sayo yung kalinisan. Yun ang

aming ginagawa. Yung sa health yun ang aming ginagawa yung medical mission. I would not choose

the word problem ahh

J:Yes po

J: Being under the best barangay po as a government official of this barangay, ano po yung leadership

syle niyo, ano po yung purpose niyo dito sa barangay, ano po yung mga ginagawa niyo

J: Personally po at technically

Sec: Me personally, in fact gusto ko kayo makapunta sa ibang barangay, so that I can also assessed

myself from being a secretary of barangay. Personally, I have the heart to serve people, kasi the

barangay kasi don’t have any salaries. We only have our allowance. Hindi naman sa pag ano, may

tinapos naman ako. I been gone to multinational company, to government agency pero dito ako

bumagsak. There are certain things, that cannot buy happiness. That cannot buy satisfaction. Sinweldo

ka ng malaki hindi ka naman masaya, istress ka. But here, its been in my blood to serve people. I can

go out and have bigger income because of my qualification. As what I said, hindi ako masaya eh. In

fact, I also enjoyed talking to young people. There are three kinds of person. One is highly intelligent

let say when you go to a certain inauguration. Well the inauguration that I attended was good, the food

was good. All the people were nice. When you speak to people, kayo UST kayo kaya hindi ako

kinakabahan. But when yung iba when you speak to people madami na ako inaano eh. Yung iba ang

yabang kala mo kung sinong magaling. But those who are hungry in knowledge I okay, I learned

something. Everytime na meron program, o activity, meron akong ginagawang ganito. And at the back

of this may sinusulat akong something can share. Halos lahat ng sinusulat ko dito, hindi niyo

mahahanap sa iyong mga, kaya lagi kong sinasabi sino sa tingin niyo, matalino. Generation z, millenial

o centenial. Kayo naman tanungin ko

Sec: Actually wala, pareho tayong matalino pero pag tinanong ko sino sa tingin niyo tamad, doon tayo

magkakaiba, because you people are relying in the tehnology. Everytime may presentation dito

kinakabahan ako you know why, “sec, naghang”, “sec nagloko yung USB” lalo na pag mag brownout.

Sa panahon namin, pag may program, ano kailangan? Manila paper lang diba. Ano pang kalaban mo,

ay napunit. Kaya minsan kinakabahan talaga ako eh pag may program. Kayo ba nag lilibrary pa ba

kayo, nag lilibrary kayo para magpalamig, pero nagbabasa ba kayo ng libro. Diba. Yun yung isa kong

how do I call that. Advocacy. Na to share something especially to the youth. Anyway, maishare ko na

lang mga ibang ito rito

Sec: Population? Na sa mga 10-12

Sec: Eto share share kayo, example lang to mga program. So yung kwento more or less, depende rin

sa ano. Why do I do this, because as I said, gusto kong makapag share ng yun nga kayo nga mga
kabataan, ibang ano kayo eh. This is my favorite stories. Karamihan niyan ay true stories na hindi niyo

makikita.

OVERALL GROUP REFLECTION

Interviewing the barangay helped us to gain more knowledge about what is truly happening

around us. We get to know more all of their projects or programs that will help us to continue to have

a better living. We also notice that there are a lot of problems that the society and the government are

having and people are not getting aware and educated for it. This barangay is doing their best to let

people be more aware and this is what we need. They are the best barangay after all as they said. After

we interviewed them we agreed that all of their programs were a good decision so that they will

improve more and lessen all the unwanted scenarios. Although they said that there is still a situation

that cannot totally be avoided, it is still a good action by the barangay to help the residents to lessen

this kind of problem.

That is why it is very important that one should follow and support all the programs or rules

given to us because these are not only for them but it is for all of us. If we act discipline then we can

have a society that we want like having peace and order. Also, as a student having this kind of activity

in the Economic Development subject, was a great opportunity for us to know and to learn from the

environment we are living in especially to one of our groupmates because she is the one living in that

neighborhood. In this way, we could know how the barangay works and how much effort they assert

in, in order to bring peace and give their residents the program they needed and they deserve. We are

very impressed with the barangay that we've interviewed, which is the Barangay Sto. Cristo in Quezon

City, for all the achievements they had and how well they worked together.
