Jury chooses voluntary manslaughter
over murder verdict in Burlingame case

After a two-week trial, a jury found a
Burlingame woman guilty of voluntary
manslaughter in the stabbing death of a man
in July 2017, according to the San Mateo
County District Attorney’s Office.
Mia Smith, an employee of Union Bank,
allegedly had a serious romantic relationship
with and shared a home with 53-year-old
Edward Allison when on July 22, 2017,
Allison’s 20-year-old son was visiting the
home on the 100 block of Myrtle Road when
he went for a walk with his infant child around
9:30 p.m., leaving Smith at home with his
father. Upon his return, he found his father on
the floor of a hallway and called police, who

Man pleads no contest
to child molestation charges
A 22-year-old San Mateo man charged
with 98 felony counts of child molestation
and forcible sex acts on a child, among oth-
ers, pleaded no contest to three of the larger
charges which carry a possible sentence of
31 years to life in prison, according to the
San Mateo County District Attorney’s
Office.
The man, Christopher Greenbach was
caught molesting his 10-year-old relative in
September 2017 by the boy’s 13-year-old
sister. She grabbed her brother and ran out
of the apartment screaming. Though
Greenbach ran after them asking them to
stay quiet, a neighbor heard the noise and

manslaughter, the jury found the use of the
knife allegation true, which adds a year to the
possible sentence of either three, six or 11
years, Serrato said.
“We’re respecting the jury’s conclusion,”
Serrato said. “We thought it was a murder case
... but it was a challenging case.”
Smith’s defense attorney Jeff Jackson said
they were pleased with the jury’s decision.
“It was a sad case all around any time some-
body dies,” he said. “My client had signifi-
cant issues and I think the jury did the right
thing.”
Sentencing is scheduled for July 12.

PARADISE — Top officials with the utility behind the
deadliest U.S. wildfire in at least a century quietly toured the
burned remains of a Northern California town Friday.
The Nov. 8 Camp Fire destroyed the town of Paradise,
incinerating about 14,000 homes and killing 85. State
investigators last month blamed the fire on faulty Pacific
Gas & Electric Co. equipment.
The San Francisco Chronicle reports that company offi-
cials did not speak to the press. The group drove through a
wildfire-ravaged neighborhood and stopped at a site where
an elementary school once stood.
U.S. District Judge William Alsup, the judge overseeing
the company’s probation from an earlier incident, ordered
PG&E’s board, chief executive and other leaders to witness
the damage in person.
Alsup joined them on the trip.

leaving his job.
The Sacramento Bee reports Hugo Lopez told employees
Friday he was stepping down immediately. The move comes
as the lottery is under investigation over alleged miscon-
duct including employees misspending money and acting
inappropriately during a sales conference.
A state Department of Justice investigation requested by
former Gov. Jerry Brown is ongoing. An audit by the state
controller’s office found lottery employees spent money
improperly on travel and food.
Lopez began leading the department in 2015 and has held
jobs at the Department of Motor Vehicles and the treasurer’s
office. He’s previously said the department is being “proac-
tive” and “transparent” with investigators.
Lopez says he’s proud of growing the department’s annu-
al revenue to $7 billion.

Electric warned Friday it might turn off
electricity to thousands of customers
in Northern California this weekend to
reduce the risk of wildfires like the one
sparked by power lines last year that
killed 85 people and wiped out nearly
15,000 homes in Paradise.
The warning came as forecasters
issued the year’s first red flag warning
of high fire danger in portions of the
Central Valley and areas north of San
Francisco starting early Saturday.
The National Weather Service said
strong winds, low humidity and warm
temperatures could raise the risk of
wildfires.
The nation’s largest utility said it
might shut off electricity in several
counties in the North Bay and Sierra
Nevada foothills, areas where the
state’s most devastating wildfires
occurred the past two years.
“We know how much our customers
rely on electric service and would only
consider temporarily turning off power
in the interest of safety during extreme
weather conditions,” Michael Lewis,
PG&E’s senior vice president of elec-
tric operations, said in a statement.
After PG&E power lines and equip-
ment were blamed for previous fires,
the utility has been under enormous
pressure to avoid another deadly blaze.
Facing lawsuits from insurance com-
panies and wildfire victims, the com-
pany filed for bankruptcy protection
and replaced many of its top leaders.
The utility said it considers several
factors when determining if power
should be turned off for safety. They
include periods of excessive winds and
low humidity when vegetation is dried
out and can easily ignite.
State fire officials said grass and
shrub in the valley and foothills have
dried despite an unusually rainy
spring.
“The moisture stayed with us
through May, but it dries out quickly
due to our Mediterranean climate,” said
Scott McLean, a spokesman with the
California Department of Forestry and
Fire Protection.
The warning is in effect until 5 p.m.
Sunday.
Once power is shut off, PG&E said
its crews will inspect every de-ener-
gized line before they restore power, a
process that can keep the lights out for
days even after conditions improve.
The precautionary outages could
inconvenience hundreds of thousands
of customers while endangering some
who depend on electricity.

Man robs business at gunpoint
A man robbed a business at gunpoint in San Bruno early
Thursday morning, according to police.
San Bruno police officers responded to a report of armed
robbery on the 2000 block of Rollingwood Drive at 1:52
a.m. Police said their investigation revealed a man had
entered the business and pointed his gun at the clerk and cus-
tomers, then ordered the clerk to empty the cash register.
The suspect, who police described as a 6 feet tall man
between the ages of 20 and 30 with a medium build, fled the
scene on foot.
He was last seen wearing a black hooded sweatshirt, black
pants, and a black ski mask, according to police.

A San Bruno man was arrested Thursday in connection with
possessing a loaded firearm. Herbert Yanez, 35, was arrested
on suspicion of possession of a loaded concealed firearm in

occupants of a vehicle parked on the 900 block of Seventh

O’Rourke campaigns with wife,
looks to boost female support

OTTUMWA, Iowa — Beto O’Rourke stum-
bled with women from the start, featuring
his wife sitting silently in his presidential
campaign launch video and joking repeated-
ly about being a part-time parent.
But with his campaign at risk of stalling,
O’Rourke is attempting to improve his
standing with female voters. And on Friday
in Iowa, his wife, Amy, joined him on the
campaign trail, touring a farm with him,
introducing herself at a town hall and taking
pictures with voters after events.
Her presence will be an important test of
whether O’Rourke can reverse his less-than-
favorable first impressions with women.
It’s an unusual position for a candidate
whose appeal with women helped make him
a national political phenomenon while
nearly upsetting Texas Sen. Ted Cruz last
fall. And it shows how much work
O’Rourke, a former Texas congressman, has
to do to get his presidential bid back on
track.
“Any perceived entitlement by a young
white male candidate did disqualify him with
some young women activists,” Judy Downs,
executive director of the Des Moines-area
Polk County Democratic Party, said of
O’Rourke. Downs remains undecided in the
party’s 2020 primary but added, “In a field

On Friday, Amy O’Rourke largely listened
as her husband toured a farm in Lacona, chat-
ting with the farmer about conservation
issues. She took a break from the conversa-
tion to go look at the farm’s horses, and
Beto shouted after her, “Amy, are you gonna
ride?”
O’Rourke later told reporters he wants his
wife to see the “excitement” in Iowa for her-
self, and to introduce herself.
“I know folks are curious about Amy and
why she wanted to run this race with me, and
for this country, and I think no one’s better
able to speak for her than Amy herself,” he
said.
Amy O’Rourke told the crowd at the next
event, a town hall in Ottumwa, that it was an
“amazing” experience to join her husband
on the trail during his Senate race and that
she was excited to do it again in Iowa.
“I’m just really looking forward to meet-
ing all of you, getting to hear your stories
and be with you here today,” she said.
This Iowa swing comes as Beto O’Rourke
seeks to reintroduce himself to voters.
He burst into the presidential race at a
breakneck pace, bouncing around the coun-
try and prioritizing town hall crowds over
national media appearances and building out
a campaign infrastructure.
Buttigieg campaign grows,

CHICAGO — Democratic presidential can-
didate Pete Buttigieg has been quickly grow-
ing his upstart campaign, expanding its
footprint in early states, adding veterans of
previous presidential bids and now taking
over a Chicago office previously occupied by
an offshoot of President Barack Obama’s
campaigns.
The team has grown from six people in
January to roughly 85, and the campaign
expects to more than double that number in
the coming months as the 37-year-old tries
to maintain his early momentum through the
long haul of the 2020 race.
The campaign will soon move for a second
time to a larger headquarters in downtown
South Bend, Indiana, where Buttigieg is fin-
ishing his second term as mayor. This week
his Chicago-based staff moved from a shared
workspace to its own office in the former
home of Organizing for Action, which
formed out of Obama’s 2008 and 2012 cam-
paigns. Outgoing OFA staffers welcomed the
Buttigieg campaign with a box of doughnuts.
It’s a long way from the dark, largely unfur-
nished office where Buttigieg and his half
dozen staffers hatched his longshot cam-
paign in January. By spring, the Afghanistan
veteran had climbed into the top tier of a
crowded field and said his next goal was to

US warns Turkey it may lose

WASHINGTON — The Pentagon on Friday
told Turkey that it is cutting off Ankara’s
purchase of F-35 fighter jets if the Turkish
government goes ahead with plans to buy a
Russian missile defense system, ratcheting
up what has been a lengthy, heated dispute
between the two NATO allies.
In a sharp two-page letter, Acting Defense
Secretary Patrick Shanahan said the train-
ing of Turkish pilots will end July 31 and
Turkey would not be allowed to take final
possession of the four F-35 aircraft it
bought. Shanahan also warned that
Ankara’s purchase of the Russian system
could hamper America’s future relationship
with Turkey, which has been a critical U.S.
partner and base for combat operations,
including for the war in Syria.
“Turkey’s procurement of the S-400 will
hinder your nation’s ability to enhance or
maintain cooperation with the United
States and within NATO,” Shanahan said in
a letter to Turkish Defense Minister Hulusi
Akar that was released Friday. The S-400
purchase, he added, will “lead to Turkish
strategic and economic over-dependence on
Russia.”
Shanahan also warned that his decision to
end Turkey’s participation in the F-35 pro-
gram could be followed by other U. S.
actions, saying that members of Congress
support imposing sanctions on the Turks.
Sanctions, he said, could threaten President
Donald Trump’s commitment to more than
triple U.S. trade with Turkey.

versible and that conditions can return to
normal if Turkey forgoes the Russian sys-
tem.
The U.S. has repeatedly warned Ankara
that the Russian system is considered a
threat to the F-35, which costs about $90
million per aircraft. But Turkish leaders
have moved steadily along with the pur-
chase, calling it a “done deal.” U.S. offi-
cials say Turkey should buy the American
Patriot missile system instead, but those

negotiations have appeared to make little
progress.
Akar told reporters late last month that
Turkish military personnel are already
receiving training on the S-400 and that
Ankara was “making preparations” and
“considering all options” against possible
U.S. sanctions on Turkey over the purchase.
Turkish leaders suggested last month that
they were talking with the U.S. about a pro-
posal for the establishment of a joint com-
mittee to review the S-400s possible risks
to the U.S. F-35 program.
But on Friday, Ellen Lord, defense under-
secretary for acquisition, said flatly that the
U.S. has made it clear that “we are not going
to discuss technical mitigations to the S-
400.”
Asked if the U.S. will reimburse Turkey
for the four fighter jets it bought, Lord said
those details are being worked out. She
added that the fact that the two nations con-
tinue to have discussions and exchange let-
ters on the matter suggests that there is a
desire to find a way forward.
Calling it a “disciplined and graceful wind
down” of Turkey’s participation” in the pro-
gram, Lord said that the U.S. is already
looking for other contractors to produce the
more than 900 parts for the aircraft that are
being produced by Turkish companies. She
said that some of the parts are for landing
gear and fuselage and that moving to other
contractors might take until sometime next
year.
In his letter, Shanahan said that unless
Turkey dumps plans to buy the S-400:
• All Turkish personnel will have to leave
the U.S. by July 31.
• About 30 pilots can finish their training
on the F-35, but others who have recently
begun training or are scheduled to start in
the next few months will not be allowed to
continue.
• Turkey will not be allowed to participate
in a program meeting next week.
• Delivery of F-35 materials is suspended.
Lord said that the U.S. is also prepared to
take any of those steps sooner if Turkey
takes possession of the S-400 more quick-
ly.

Why we need criminal justice reform

T
he United States’ solution to
crime seems simple: locking
offenders up in prison cells.
It is the most efficient way to keep
criminals off the streets; it removes
them from society quickly so they
can’t do any more harm. However,
what happens once these people
eventually serve their sentences and
get released? In most cases, many of
them will commit more crimes and
end up right where they just were:
prison.
It’s a never-ending cycle of the
same people committing crime and
going back to prison. The U.S.
prison population is growing along
with the increasing incarceration
rate, as more and more people are
entering the system. It’s costly to
keep people locked up and to main-
tain prison facilities, especially
since the same people are coming
back in once they get out. It is inef-
fective and hinders proper crime
control in the long run. This is why
we need to reform our criminal jus-
tice system, starting with more reha-
bilitation and education programs.
There are many reasons why we
need to keep criminals in prison: to
keep them from being menaces to
society and to remove them from our
streets. Prisons are dangerous
places. Often controlled by gangs
and manned by few guards, inmates
there need to develop coping mecha-
nisms and resort to violence to sur-

Many of them don’t have jobs, fami-
lies or homes to go back to. And
that’s why they will go right back to
their old habits of stealing, doing
drugs and other crimes.
We need to provide incarcerated
people with opportunities so they
will be able to build new lives for
themselves once they get out of
prison. The Delancey Street
Foundation headquartered in San
Francisco gives substance abusers
and convicted criminals residential
rehabilitation services, vocational
training and learning opportunities.
Criminals there can learn to cook at
a restaurant, work at the moving
company and even go to school.
They also learn social and interper-
sonal skills there that will be crucial
to them in the future. The Delancey
Street Foundation is proof that we
the community, the environment and
the world and which don’t promote
discrimination. According to 2017
tax filings, the Chick-fil-A
Foundation gives money to organiza-
tions actively fighting against
LGBTQ rights, lobbying for anti-
LGBTQ laws, openly discriminating
against LGBTQ people in services
and hiring practices. A portion of
every dollar spent at Chick-fil-A goes
to anti-LGBTQ causes.
Without leadership, slavery and
child labor would be the norm,
women would not be able to vote, and
right to marry. Chick-fil-A opposes
marriage equality and other LGBTQ
rights, with its voice and with its
profits. I urge my neighbors in San
Mateo County to vote with their
voices, dollars, and actions to sup-
port the 60,000 or so LGBTQ+ peo-
ple who live and work in our county

deserve what their lives give them

need criminal justice reform because
it benefits all of us in society. If we
can work together to ensure that
fewer people commit crimes once
they leave prison and building new
lives for themselves through educa-
tion, training and rehabilitation,
then we can reduce crime in the
United States as a whole. Funds used
for keeping inmates in jail and
maintaining incarceration facilities
can be used for other things to bene-
fit our society.

Reducing my haul
W
hen I was a teenager, one of my weekly chores
was to haul our family’s trash cans out to the
street, and then later to bring back the emp-
ties. Back then, our cans truly were trash cans: none were
for compost, and none were for recycling. Even though I
hauled as many as eight full-sized cans out in a given week
(in the fall, most were full of leaves), our trash company
took it all in a single truck to our local landfill.
Because it all went to the landfill, unseparated, that
landfill eventually reached capacity and had to be closed.
After that, our trash took a much longer journey to a more
distant landfill. If only we could have separated out things
that could be recycled or reused, as we now do here, far
less material would have been added to the landfill each
day, and the working life of that landfill would have been
greatly prolonged.
During the summers as a
young teen I actually did a bit of
recycling, when I went through
people’s trash collecting bot-
tles and cans for redemption.
But the few coins I thereby
obtained went mostly to comic
books and candy; it wasn’t for
some noble cause. For those
willing to make the effort, you
still can redeem your own glass
and plastic bottles and alu-
minum cans for money. Just Greg Wilson
take them to either the
Shoreway Environmental Center, on Shoreway Road just
north of the San Carlos Airport, or to the small recycling
center in the Woodside Plaza shopping center parking lot,
near the Wells Fargo Bank.
For most of us, recycling is a simple matter of tossing
paper and cardboard, glass, recyclable plastic and cans
into our blue bins; and compostable materials into our
green bins. But what about items that don’t fall into one
of the above categories? It isn’t all trash. Recology, the
company whose trucks pick up both our trash and our
recycling, also collects batteries and cellphones if they’re
sealed into a zip-top bag and placed on top of the blue
bin. And many other items can be recycled, if you’re will-
ing to take them to RethinkWaste’s Shoreway
Environmental Center.
If you’ve never been to the Environmental Center, I rec-
ommend a visit. There you’ll see bins for any number of
things you may not have known were recyclable. They
take old electronic equipment, for example. They also
take car batteries, fluorescent bulbs, cooking oil and
cover and softcover books, paint (with original labels, up
to 10 gallons), mattresses, scrap metal and sharps. And,
of course, they also take items you’d normally put into
your blue bins. Once, for example, after emptying a mini-
storage unit, my wife and I found ourselves with a large
pile of corrugated cardboard from some old boxes. Rather
than slowly feed it into our blue bin over a period of
weeks, I took it to the Environmental Center and tossed it
into the appropriate bin. It was a short trip and a few min-
utes work, and it was free.
How about expired and unwanted medications?
Collect them and deposit them into one of the secure
kiosks that are scattered around the county. Within
Redwood City, you’ll find kiosks in the Sheriff’s
Office (in the 400 County Center building, on the third
floor), in the city Police Station (on Maple Street on
the Bay side of Highway 101), and at our Kaiser med-
ical facility.
One hard-to-recycle material is plastic foam (which
most people call Styrofoam). Thanks to many shippers
switching to more environmentally friendly options, I
see less of it these days, but I periodically still find myself
with some. Options for recycling plastic foam have dwin-
dled over the last couple of years, but a somewhat hidden
one remains in the Bay Area: GreenCitizen. GreenCitizen
is a for-profit company that exists primarily to recycle
electronics (some of which they’ll pay you for). But for a
nominal fee GreenCitizen also takes clean No. 6 plastic
foam (the most common kind). For only $5, they’ll take
as much of it as will fit into a 30-gallon bag, so accumu-
late it and drop it off when you have a good-sized load.
You’ll find GreenCitizen’s drop-off center at 1831 Old
Bayshore Highway, in Burlingame.
If today’s form of recycling existed back when I was
growing up, I still would have had to haul just as many
cans out to the street. But, as is the case today, very little
of what I was hauling would have gone to the landfill.
Thus, I mightn’t have grumbled so much about hauling
eight cans of waste material out to the street. And that
waste wouldn’t have had as far to go, since that landfill
would likely still be open today.

Market has best week since late November

Stocks climbed for a fourth consecutive day
Friday, capping a week of gains that reversed
most of the losses in May, when President
Donald Trump’s tariff threats escalated trade
wars with China and Mexico.
The latest rally came as investors welcomed
a report showing that the U.S. added fewer
jobs than expected last month. The lackluster
snapshot of hiring appeared to increase the
odds that the Federal Reserve will have to cut
interest rates in coming months.
Stocks surged earlier this week when
Federal Reserve Chairman Jay Powell said
that the central bank would “act as appropri-
ate” if the trade disputes threatened U.S. eco-
nomic expansion.
The lackluster jobs report could signal
growing caution by businesses as economic
growth slows and the U.S. engages in multi-
ple trade conflicts.
“It’s a strange market right now,” said Gene
Goldman, chief investment officer and direc-
tor of research at Cetera Financial Group.
“The markets are taking bad news as good
news as reason to rally.”
The S&P 500 index rose 29.85 points, or
1.1%, to 2,873.34. The benchmark index
notched its first weekly gain in five weeks
and its best weekly gain since the week of
November 26.
The Dow Jones Industrial Average gained
263.28 points, or 1%, to 25,983.94. It had
briefly been up 352 points.
The Nasdaq composite climbed 126.55
points, or 1.7%, to 7,742.10. The Russell
2000 index of smaller companies picked up
10.85 points, or 0.7%, to 1,514.39.

Top executives leave Uber after internal shakeup
NEW YORK — Uber is parting ways with two of its top
executives less than a month after the company’s rocky ini-
tial public offering.
CEO Dara Khosrowshahi told employees in an email
Friday he plans to be more involved in day-to-day opera-
tions now that the IPO has passed. Khosrowshahi says the
heads of the global rides and Eats teams will report directly
to him, and Chief Operating Officer Barney Harford will
leave the company.
He also says it’s crucial for Uber to have a consistent, uni-

munications and policy teams. Chief Marketing Officer
Rebecca Messina will also leave the company.
Uber’s stock has tumbled since its IPO. The company
posted strong revenue growth in its first quarter as a public

FDA targets vaping ‘influencers’ for online promotions

their flavored nicotine formulas
through so-called influencers on
Facebook, Twitter and other social
media sites.
The Food and Drug Administration
sent warning letters Friday to four
companies that used paid social media
influencers to pitch nicotine solutions
to their online followers, including
flavors like Watermelon Patch and
Strawberry Kiwi.
The posts didn’t include a mandatory
warning that the vaping liquids con-
tain nicotine, which is addictive. The
FDA, joined by the Federal Trade
Commission, sent the letters to Solace
Vapor, Hype City Vapors, Humble
Juice Co. and Artist Liquid Labs. The
companies did not immediately return
calls and emails seeking comment

plans to impose tariffs on Mexico,
tweeting that the country “has
agreed to take strong measures” to
stem the flow of Central American
migrants into the United States.
“I am pleased to inform you that

night, saying the “Tariffs scheduled
to be implemented by the U.S. on
Monday, against Mexico, are here-

According to a “U.S.-Mexico
Joint Declaration” released by the
State Department late Friday, the
U.S. said it will work to greatly
expand a program that returns asy-
lum-seekers who cross the southern
border to Mexico while their claims
are adjudicated.
Mexico has also agreed to take
“unprecedented steps to increase
enforcement to curb irregular migra-
tion,” including the deployment of
the Mexican National Guard

on its southern border with
Guatemala. And the U.S. said
Mexico is also taking “decisive
action to dismantle human smug-
gling and trafficking organizations
as well as their illicit financial and
transportation networks.”
Trump’s decision marked a
change in tone from earlier Friday,
when his spokeswoman Sarah
Sanders told reporters in Ireland
before Trump took off: “Our posi-
tion has not changed. The tariffs are
going forward as of Monday.”
Trump has often said unpredictabili-
ty helps him negotiate.
The 5% tax on all Mexican goods,
which would increase every month
up to 25% under Trump’s plan, would
have had enormous economic impli-
cations for both countries.
Americans bought $378 billion
worth of Mexican imports last year,
led by cars and auto parts. Many
members of Trump’s Republican
Party and business allies had urged
him to reconsider — or at least post-
pone actually implementing the tar-
iffs as talks continue — citing the
potential harm to American con-
sumers and manufactures.

for more than 10 hours Friday dur-
ing a third day of talks at the U.S.
State Department trying to hash out
a deal that would satisfy Trump’s
demand that Mexico dramatically
increase its efforts to crack down on
migrants.

the designs unveiled last month by officials
who were dissatisfied by previous iterations
of the facility.
“I think this is a big improvement from
the original rendering that we saw,” he said,
according to video of the meeting. “I really
do like the updates to it. I think it is a little
bit more unique and I guess more iconic than
before.”
The project is roughly the same size as the
previously planned facility, and officials are
hopeful it falls within the $210 million
budget, though ultimately construction bids
expected next summer will determine the
final price tag. The proposal is already pro-
jected to cost about $60 million more than
was originally expected. Financing for the
project is available primarily through a
recent sales tax hike approved by voters.
While the size and budget of the project
are generally in step with previous plans,
the new design marks a significant departure
from the earlier drawings.
The most recent renderings display a facil-
ity encased in fritted glass featuring trans-
parency control which can be adjusted to
serve the different uses throughout the build-
ing. Meanwhile, the exterior of the building
will be comprised of a steel wrap intended to
celebrate South San Francisco’s tradition as
the industrial city, officials have said.
The proposal also abuts a park planned to
serve the community as well as a new police
station, which is moving through the
approval and construction process ahead of
the Civic Center.
Viewing the entirety of the proposed cam-
pus, commissioners were hopeful the park
could be constructed simultaneously with
the central building, but the project design-
ers suggested the timeline is contingent on
available grant funding.

“It could be the final step to an excellent
building,” said Commissioner Norm Faria,
referring to the park’s completion in time
for the building’s grand opening.

lauded designs for the park, suggesting the
open space would be an asset for residents
while also making the campus more invit-
ing to the community.
Assuming the project timeline stays on
track, the police station would go out to bid
in the fall and the rest of the campus would
follow next summer. Officials are hopeful
ground will break on the police station in
January and work on the rest of the project
will start about nine months later.
While officials were largely supportive of
the proposed designs, some suggested
improvements could be made.
Commissioner Alex Tzang said he would
like the central lobby and entryway to have
a greater presence, while others raised ques-
tions about building maintenance, especial-
ly for the glass component, as well as traffic
management strategies.
Yet despite the detailed concerns, most
officials appreciated the redesign.
Commissioner Robert Bernardo said he
especially enjoyed the symbolism of wrap-
ping the civic center in glass, alluding to
the need for transparency at the city govern-
ment’s seat.
“I like the design,” he said. “It’s very
European.”

Federal Reserve will cut interest rates in the
coming months, perhaps beginning in July,
to support the economy.
Trump, who has railed against the Fed for
not cutting rates this year, may get his
wish, if only because his trade conflicts
with China, Mexico and other key nations
are posing an economic threat.
It isn’t at all clear how effective Fed rate
cuts would be when mortgage rates and other
borrowing costs in the United States are
already historically low. What’s more, rate
cuts carry their own risks. With the Fed’s
own key short-term rate already low, further
reductions could weaken the central bank’s
ability to fight a future recession. Lower Fed
rates might also contribute to dangerous
bubbles in stocks or other assets.
On top of that, the Fed’s policymakers
face an unusually uncertain environment.
Though the White House’s threats to impose
tariffs on all Mexican and Chinese imports
are pressuring the economy, a resolution to
those conflicts could quickly end the dam-
age they might be causing. In that case, the
Fed might have cut rates prematurely.
A rate cut “is a bit of insurance in case the
economy deteriorates more quickly,” said
Joe Brusuelas, chief economist at RSM, a
tax consulting firm.
Employers added just 75,000 jobs in May,
the Labor Department said Friday , only
about a third of April’s pace. The unemploy-
ment rate held at a five-decade low of 3.6%.
So far this year, employers are adding
164,000 jobs a month, enough to keep low-
ering the jobless rate over time, but down
from last year’s pace.
Economic growth is projected to slow,
with most analysts forecasting just 1.5%
growth at an annual rate in the April-June
quarter, after a healthy 3.1% in the first
three months of the year.
Some economists worry that growth is
already slowing even before the full effects
of the trade fights have kicked in. For most
of the spring, investors thought that a deal
would be reached with China, after Trump
had imposed tariffs last year.
Early last month, Trump turned more com-
bative: He suddenly raised the import taxes
on $200 billion of Chinese goods to 25%
from 10%. The president argued that the
increase was necessary because China had
backed away from parts of an emerging deal.
And last Friday, Trump said he would
impose 5% tariffs on all imports from
Mexico, and would ratchet those duties
another 5% each month until they hit 25%
in October, unless Mexico stopped the flow
of migrants through its country from
Central America.

The U.S. imported nearly $350 billion in
goods from Mexico last year, including
autos and auto parts, electrical components,
and produce such as tomatoes, avocadoes,
and cucumbers. If those duties were to reach
25%, they would restrain U.S. economic
growth and raise prices for businesses and
consumers.
“It’s a bad sign that we’re already getting
a slowdown, because there’s less margin for
error, less room to absorb shocks” from the
trade war, said Josh Wright, chief economist
at recruiting software firm iCIMS and a for-
mer Federal Reserve researcher.
Trump tweeted Friday afternoon that there
is a “good chance” that his administration
and Mexico will reach an agreement to stave
off the tariffs.
All of which adds another level of com-
plexity for Fed Chairman Jerome Powell. It
isn’t clear how long the taxes on Mexican
goods, if imposed, would remain in place.
And Trump is scheduled to meet China’s
President Xi Jingping at the end of the
month at a global summit in Japan.
Washington and Beijing could make
progress toward a deal. Or, if talks fail,
Trump could proceed with his threat to
impose tariffs on the remaining $300 bil-
lion of Chinese imports that haven’t yet
been taxed.
There are some signs the trade fights are
already souring the economy. Companies
are reining in their orders for industrial
machinery and other manufactured goods.
Exports have also slowed, in part because of
retaliatory tariffs imposed by China and
Mexico and because of sluggish growth in
Europe and Asia.
Manufacturers have added just 5,000 jobs
in the past three months — much weaker
than last year’s monthly average of 21,000.
U.S. factory output has fallen in three of the
past four months.
“That’s the trade war coming home to
roost,” Brusuelas said.
Brusuelas argues that the trade wars have
placed an “uncertainty tax” on the economy,
which has discouraged employers from hir-
ing or investing in new equipment. A Fed
rate cut, by boosting financial markets,
might shore up business and consumer con-
fidence and prompt some additional spend-
ing by wealthier households that would ben-
efit from higher stock prices.
“The Fed can’t solve this problem,” he
said. “But it can mitigate the uncertainty tax
that the trade fight has put on the economy.”
The Fed could wait until September to cut
rates to get a better read of how the trade
fights play out. Yet doing so could cause the
financial markets to react impatiently and
fall further, worsening business and con-
sumer confidence.
“The Fed is in an awkward position
because of how quickly external events are
moving,” Wright said. “It will be very hard
to stick this landing.”

As soccer fans turn their attention to France
and the Women’s World Cup for the next
month, there are thousands of other players
toiling away in anonymity. Players who are
still chasing the dream of playing the sport at
the highest levels — or at the very least, the
next level.
JASA RWC, a Redwood City-based soccer
club that trains and plays its home matches at
Warriors all but done

Kawhi Leonard’s hot hand is sending the
Raptors home to Toronto on the cusp of a
startling upset for Canada.
Leonard outdueled the Splash Brothers for
36 points and 12 rebounds, and the Raptors
moved within one victory of the franchise’s
first championship by winning a second
straight game on Golden State’s home floor,
beating the Warriors 105-92 on Friday night
for a 3-1 lead in the NBA Finals.
Klay Thompson made a strong return after
missing Game 3 with a strained left ham-
string and scored 28 points with six 3-point-
ers in what might have been the final game
after 47 seasons at Oracle Arena before the
team’s move to new Chase Center in San
Francisco next season. Stephen Curry added
27 points but shot just 9 for 22 and 2 of 9
from 3-point range on the heels of his post-
season career-best 47-point outing in a 123-
109 Game 3 defeat.
Serge Ibaka scored 20 points on 9-of-12
shooting in 22 minutes off the bench for the
composed and confident Raptors, who for a
second straight game found an answer to
every Warriors threat at raucous Oracle —
where home fans were stunned and silenced
when the final buzzer sounded.

The two-time defending champions’ quest
for a three-peat is suddenly in serious jeop-
ardy.
Toronto will take its first try at the title in
Game 5 on Monday night back at
Scotiabank Arena. Golden State, still hope-

stave off elimination to guarantee one more
game at Oracle. It would be next Thursday.
Leonard’s 2017 postseason with San
Antonio got cut short against the Warriors
in Game 1 of the Western Conference finals
after he re-injured his troublesome left ankle

He’s picked up where he left off in that

with what they hope will be another

Golden State Warriors.
The billionaire venture capitalist’s year-
long punishment for shoving Toronto’s
Kyle Lowry courtside during Game 3 of the
NBA Finals came down quickly as the NBA
tried to get ahead of today’s fast-moving
news cycles. The NBA
understood it had a
public relations —
and player relations
— crisis on its hands,
especially after an ini-
tial finals-long sus-
pension drew scorn on
social media.
And Stevens was
also quick to apolo-
gize, though the mea

apparently wasn’t tak-
ing calls and, really, who could blame
him.
In the NBA’s version of a perfect world,
it would all be wrapped up before the play-
off series moves back to Toronto. Adam
Silver had to be hoping the suspension
and $500,000 fine were severe enough to
allow the focus to return to basketball in a
very competitive NBA Finals.
Well, guess what? They weren’t.
It’s not enough to ban Stevens for a sea-
son for shoving and cursing Lowry after
the player crashed into courtside seats
while chasing a loose ball in the Raptors
win.
He needs to be gone from the NBA for
good.
That means no more courtside seats. It
means no more ownership stake.
Because anything less means the NBA
will be holding a team investor to a differ-
ent standard than it would an average fan.

Blues penalty kill has them on verge of Cup

Something is missing from Boston’s
power play.
The uninterrupted puck movement and
cross-ice passes to a wide-open David
Pastrnak aren’t there anymore. Torey Krug
isn’t getting the chance to fire away from the
top. Patrice Bergeron isn’t dominating
between the faceoff circles like before.
Boston rode its power play to a 2-1 lead in
the Stanley Cup Final. Since then, the St.
Louis Blues have shut out the most effective
power-play unit in more than 30 years and
held the Bruins’ best players in check, too.
The Blues’ power play has been nothing spe-
cial, but their penalty kill is a major reason
why St. Louis has won two straight to earn a
chance to claim the first NHL championship
in franchise history at home Sunday night in
Game 6.
St. Louis has gone from being the play-
offs’ least-penalized team through three
rounds to something else entirely. The Blues
are borderline undisciplined, relying on tar-
geted toughness to beat up and disrupt the
Bruins. It’s working. Since allowing six
Nadal sweeps Federer to reach French final

PARIS — Rafael Nadal made quick work of
Roger Federer in their first French Open
meeting since 2011, beating his rival 6-3,
6-4, 6-2 Friday in strong wind to reach his
12th final at Roland Garros.
Nadal has never lost a semifinal at the
clay-court Grand Slam tournament. Never
lost a final, either.
And he’s never lost to Federer in Paris,
improving to 6-0. Overall, Nadal leads their
series 24-15. Federer had won their past five
meetings, but those were all on hard courts.
It’s a whole different task to take on Nadal
on clay, in general, and at the French Open,
in particular, where his one victory away
from a 12th championship, which would be
more than any man or woman has won at
any of the Grand Slam tournaments.
In Sunday’s final, the No. 2-seeded Nadal
will take on either No. 1 Novak Djokovic or

Suddenly Boston’s

like that. We’re making it harder on them
and keeping them on the outside. We just
need to keep doing the same thing and we’re
probably going to be fine if we do that.”
Not just fine. If this keeps up, they could
be Stanley Cup champions.
Game 3 was such an eye-opener of how
good Boston’s power play is that many
wondered if the Bruins were just going to
steamroll the Blues and win the series in five
games. But Sundqvist was suspended that
game and goaltender Jordan Binnington has
shown serious resolve since then. Blues
coach Craig Berube also has made adjust-
ments to counter Boston coach Bruce
No. 4 Dominic Thiem.
This was the first time since 2011 the four
top-seeded men were in the semifinals at
Roland Garros.
Like so many times before, it was Nadal’s
topspin-heavy lefty forehand, his relent-
less ball-chasing and his return game that
gave Federer fits.
Frustrated the guy so much that the gener-
ally stoic Federer smacked a tennis ball
toward the stands after getting broken to
trail 2-1 in the third set.
It would soon be over.
Federer, who was playing at Roland
Garros for the first time since 2015, hadn’t
lost a set through five victories over the
past two weeks. With an aggressive, head-
to-the-net style, he had been broken a total
of only four times by those opponents.
Nadal easily exceeded that in a span of
three sets across less than 2 1/2 hours, win-
ning 6 of 13 return games.

“They really like using seam passes and
things like that, and I thought we were tight
and doing a good job with our sticks and
doing a real good job on our stand at the blue
line on their breakouts and breaking plays
up,” Berube said.
Boston’s power play had been converting
over 30% — a clip that could have been the
second-highest all-time for a Cup champion
— and was drawing comparisons to the New
York Islanders’ 1980s dynasty that featured
Mike Bossy, Denis Potvin, Clark Gillies
and Bryan Trottier.
“Back then it was more drop-off, back-
door, overload ... a lot more point shots,”
Cassidy said. “Little more low-to-high driv-
en net-on-net, whereas now I think you see a
lot more power plays, certainly always the
half wall is a big thing. But I would guess
more net-front tips, rebounds back then.
Now it’s more one-timer, seam passes.”
Krug considers Cassidy a power-play mas-
termind, and that will be tested with the
Bruins facing elimination Sunday for the
first time since Game 7 in the first round
against Toronto.
“I think in zone, they’ve been tight,”
Cassidy said of the Blues. “Either got to

just been an amazing journey that I’ve been
on. I can’t wait to see what happens tomor-

Getting the power play righted is key to
staving off elimination. And it’s not just
about scoring because the power play fuels
the Bruins’ 5-on-5 offense, and even that’s
not happening right now.
“Any time you don’t get chances on the
power play, you’re going to get frustrated,”
Blues captain Alex Pietrangelo said. “So
we’re just doing our job.”
St. Louis has done a much better job at
maintaining defensive assignments on the
penalty kill after inexplicably leaving skill
players open in Game 3. Seemingly dumb-
founded by Boston’s power play that night,
the Blues have begun to turn the tide on face-
offs on special teams and figured out how
create their own penalty-killing momentum.
“Just staying aggressive,” Pietrangelo
said. “That’s all. Staying aggressive and
we’re getting the puck down when we have a
chance to clear.”

But wrong is wrong. And there’s no place

impressive all-around performance with 10
points, 12 assists, nine rebounds, two
blocks and a steal.
Warriors coach Steve Kerr challenged his
team to do a better job defensively and
Golden State did so early but couldn’t handle
Toronto’s depth.
Kevon Looney, a key backup big man,
scored 10 points for the Warriors after it was
initially believed he would be out the
remainder of the series because of fractured
cartilage near his right collarbone. He was
hurt in the first half of Game 2.
Looney drew huge applause as he checked
during the regular season.
But for anyone who thinks being able to
pay a lot of money for courtside seats means
a ticket to be part of the action.
This, of course, wasn’t the first time a fan
inserted himself into the spotlight in the
NBA playoffs. Rapper Drake was all over
social media after standing up and rubbing
Toronto coach Nick Nurse’s shoulders during
the series against Milwaukee.
That, at least, was kind of cute. This was
simply disgusting.
The NBA should be grateful Lowry doesn’t
have a quick trigger. Because what was an
ugly confrontation could have much worse
had Lowry gone after Stevens the way
Stevens went after him.
Remember “Malice at the Palace,” the
2004 game in Detroit where the former Ron
Artest went into the stands to beat up a fan
who threw a drink at him? A brawl breaking
out courtside in the NBA Finals would have

Instead, Lowry took the high road, and
walked away. Instead of trying to settle
things man to man on the spot, he left it in
the hands of the Warriors and the league to
make amends.
“Kyle should get some type of bonus for
not doing what every human would want to
do,” Raptors guard Fred VanVleet said.
For that alone, his opinion needs to be
heard. And Lowry was not shy about saying
what he thinks should be done.
“A guy like that, showing his true class,
he shouldn’t be a part of our league,” Lowry
said. “There’s just no place for that.”
A lot of other people agree, including the
very players who most nights ply their craft
on a 94-by-50 foot piece of hardwood sur-
rounded by thousands of fans crammed in as
closely as can be.
They’re on display like in no other sport,
close enough for fans to chat with them and

tour. The 17-day trip includes six concerts:
at the Odense Koncerthus in Odense,

Copenhagen, Denmark; the
Elbphilharmonie in Hamburg, Germany;
the Berliner Philharmonie in Berlin,
Germany; the Musikverein in Vienna,
Austria; and the Margaret Island Open-Air

County students Ethel Chernyavsky (viola,

New Millennium takes on childhood

The New Millennium Chamber Orchestra
presented a concert of music relating to
childhood in San Mateo, June 1, and at the
First Presbyterian Church in Palo Alto,
where I heard it Sunday, June 2.
Music director James Richard Frieman
conducted. To fill the program, thoughts
turned to French music, specifically to a
turn-of-the-20th-century singer named
Emma Bardac and her children.
Bardac was at one time the mistress of the
elegant composer Gabriel Fauré. To enter-
tain her small daughter, nicknamed Dolly,
Fauré wrote a collection of piano pieces
which became called the “Dolly Suite.”
Some years later, after her affair with Fauré
had ended, Bardac eloped with her son’s
piano teacher, Claude Debussy. They had
their own daughter and got married, in that
order. To entertain the girl, nicknamed
Chou-chou, Debussy
wrote a collection of
piano pieces called “The
Children’s Corner Suite.”
It’s remarkable that
these pieces — all
depicting toys or pets or
other things that might
attract the attention of a
James Frieman small girl, and all
orchestrated in later
years by friends of each composer — were
inspired by a pair of half-sisters. But a third
great French children’s suite from that peri-
od has nothing to do with Emma Bardac.
This is Maurice Ravel’s “Ma mère l’Oye” or
“Mother Goose Suite,” also originally writ-
ten for piano but this time orchestrated by
the composer himself.
The contents of all three works are charm-
ing, colorful and tuneful pieces, delightful
to hear even in succession. In the first two,
the liveliest pieces — Fauré’s Spanish
dance and Debussy’s famous “Golliwogg’s
Cakewalk” — were the best in this perform-
ance, achieving the fluent energetic
rhythms that the composers wanted. There
was a heartiness and bold outline to the
playing which sometimes recalled the style
of Arthur Sullivan.
The Ravel was different. This sounded
more purely French in this performance.
Despite a necessity to restart one move-
ment, the atmospheric sound quality
throughout the varied suite was awesomely
evocative and beautiful, some of the finest
work this volunteer orchestra has ever done.
A couple other pieces filled out the pro-
gram. One with a children’s theme was the
well-known 18th-century “Toy
Symphony.” This uncredited work has been
attributed to everybody and his brother (lit-
erally: both Joseph Haydn and his brother
Michael are among the candidates), but
there’s no settled answer as to who com-
posed it and not much need for one. The
orchestra gave energy and enthusiasm to
what is, its use of toy instruments apart, a
dull and repetitive work. As Frieman
remarked, “The novelty wears off quickly.”
He and many of the musicians donned chil-
dren’s party hats for this piece. Those play-
ing the various bird call devices, rattle and
toy trumpet (played by a muted regular trum-
pet) popped up to stand for each solo.
Lastly, pianist Karina Tseng, 17, took the
stage. This Carlmont High School junior is
this year’s winner of the orchestra’s Young
Artists Concerto Competition. Her work
was the first movement of the Piano
Concerto No. 2 by Camille Saint-Saëns.
She played with impressive fluency and
character, managing to force a wide variety
of tone colors, from firm and grand to light
and transparent, onto the tinkly off-brand
baby grand piano she was assigned to play.
I only regret that the rest of the concerto
was not on the program. The dramatic yet
frilly trills in the finale could have been fur-
ther demonstration of the excellence of
Tseng’s pianism.

(James McAvoy) who offers her help and
guidance and tells her that she can decide to
use her powers for good, which is not exact-
ly top of mind for her when, 17 years later,
she absorbs a deadly cosmic energy field.
The main action is set in 1992, a decade
after the events in “Apocalypse” and 30
years after the events in “X-Men: First
Class,” and you might find yourself wonder-
ing just how old are all of these mutants and
what is their skin care regime. If there is a
reason this had to be set in 1992, the movie
certainly doesn’t give you any explanation,
neither does it really attempt to capture the
production design. But it’s 1992, the title
card says so, and Charles is riding high on a
tide of public goodwill. The X-Men are
finally being regarded as heroes and he’s
become the public face of the operation,
with a direct line to the President of the
United States and everything.
Yet he’s getting a little cavalier with his
people, sending them off on an impossible
rescue mission to space which will render
Jean into the Dark Phoenix. Even his long-
time allies like Raven/Mystique (Jennifer
Lawrence) and Hank/Beast (Nicholas Hoult)
are starting to question his motives. This,
frankly, is the more interesting thread but
the film, written and directed by Simon
Kinberg, instead uses Jean/Phoenix — who,
again, we don’t know very well — as the
embodiment of all of his ambition and fail-
ings.
has been hiding some information from her
about her childhood and she gets angry
(dangerously so) and starts racking up a
body count. Even Magneto (Michael
Fassbender), who is living in what looks
like a dystopian sleepaway camp, doesn’t
want any part of it and she becomes an out-
cast. So when an intense alien with nefari-
ous plans and sky high stilettos, Vuk
(Jessica Chastain) tells her that she’s just
misunderstood and to follow her, Jean is all
ears.
It’s a lot of fussy plot with not much heart
behind it, and while Turner is excellent at
looking like a woman in distress, she needs
a character to back up all that conflict and
make us care. Even a pretty shocking death
barely registers emotionally. It probably
also doesn’t help that this is coming on the
As with the other X-Men movies featuring
this younger cast, the best parts are usually
when Magneto and Charles are in the same
scene, which we do get a bit of here in a
pretty fun action sequence on a train which
introduced me to the concept of “dreadlock
fighting.”
But all in all, “Dark Phoenix” is a whiff.
The most suspenseful thing that happened
had nothing to do with the movie at all, but
the theater’s fire alarm that went off during a
review screening during the epic climax.
“Dark Phoenix, ” a 20th Century Fox
release, is rated PG-13 by the Motion
Picture Association of America for “intense
sequences of sci-fi violence and action
including some gunplay, disturbing images,
and brief strong language.” Running time:
113 minutes. Two stars out of four.

ROME — Too much Dolce Vita can get
you banned from Rome, where the mayor on
Friday ushered in a permanent get-tough
approach on boorish behavior by tourists
and those Romans who exploit them.
Exasperated by tourists who frolic in
Rome’s public fountains, vandalize its
monuments and treat its landmarks as their
own personal living rooms, the city famous
for its artistic heritage and easy-going
lifestyle has had enough.
The Italian capital’s first populist mayor,
Virginia Raggi, presented a law banning
bad behavior including eating or drinking
or climbing on monuments, walking around
partially unclothed and wading through
fountains — the latter temptation made
famous by Anita Ekberg, who danced in the
city’s magnificent Baroque Trevi Fountain
in Federico Fellini’s classic film immortal-
izing Rome’s carefree spirit.
While many of the measures already exist-
ed in temporary form or were rarely
enforced, a unanimous city council vote on
Thursday night made them permanent. And
there’s a new twist: disobeying these rules
means local authorities can exile the badly
behaved from the city’s historic center for
48 hours.
“The Rome city center is an area protected
by UNESCO, so clearly our center is our
business ticket,” Raggi told The AP in an
interview in which she promised “zero tol-
erance for those marring our city.”
Rome’s law joins a raft of efforts by
tourist-clogged cities around the world to
regulate their behavior or limit their num-
bers.
Florence last year issued an ordinance
calling for fines as high as 500 euros
($575) for visitors who eat on sidewalks or
in doorways at meal times near its landmark
Uffizi Galleries. Venice in the past has
banned tourists from eating in St. Mark’s
Square unless they eating or drinking at the
square’s pricey cafes.

May’s time as Conservative Party leader
ended Friday, not with a bang but a whimper.
May, who announced her departure two
weeks ago after her career was undone by the
Brexit mess, formally stepped down in a pri-
vate exchange of letters with the party, leav-
ing almost a dozen Conservative contenders
fighting to replace her and resume the stalled
quest to lead Britain out of the European
Union.
The second female prime minister in

she failed and renegotiate Britain’s deal to
pull out of the EU.
There’s just one problem: The EU says
that’s not going to happen.
“There will be no renegotiation,” European
Commission President Jean-Claude Juncker
said — not for the first time — last week.
On Friday, Juncker lamented: “Everyone
understands English, but nobody understands
England.”
May, 62, has seen her three years atop party
and country defined, and ultimately destroyed,
by Brexit.
