HARTFORD, Conn. — With no computer
or internet at home, Raegan Byrd’s home-
work assignments present a nightly chal-
lenge: How much can she get done using
just her smartphone?
On the tiny screen, she switches between
web pages for research projects, losing
track of tabs whenever friends send mes-
sages. She uses her thumbs to tap out
school papers, but when glitches keep her
from submitting assignments electronical-
ly, she writes them out by hand.
“At least I have something, instead of
nothing, to explain the situation,” said
Raegan, a high school senior in Hartford.
She is among nearly 3 million students
around the country who face struggles keep-
ing up with their studies because they must
make do without home internet. In class-
rooms, access to laptops and the internet is
nearly universal. But at home, the cost of
internet service and gaps in its availability
create obstacles in urban areas and rural
communities alike.
In what has become known as the home-
work gap, an estimated 17% of U.S. stu-
dents do not have access to computers at
home and 18% do not have home access to
broadband internet, according to an
Associated Press analysis of census data.
Until a couple of years ago, Raegan’s
school gave every student a laptop equipped
with an internet hot spot. But that grant
program lapsed. In the area surrounding the
school in the city’s north end, less than half
of households have home access.

others have tried to help. Districts installed
wireless internet on buses and loaned out
hot spots. Many communities compiled

reading, math and science. And the home-
work gap in many ways mirrors broader edu-
cational barriers for poor and minority stu-
dents.

PG&E restores power to
20,000 Northern California customers
SAN FRANCISCO — Pacific Gas & Electric Co. restored
power to more than 20, 000 customers in Northern
California after the company shut it off over the weekend to
guard against wildfires amid a heat wave that fueled a blaze
still burning in a rural area, officials said Monday.
Power to all 20,500 affected customers in Butte and Yuba
counties was restored by Sunday night, said Jeff Smith, a
PG&E spokesman. The utility also turned off electricity
Saturday morning to 1,600 customers in Napa, Solano and
Yolo counties amid windy, dry and hot weather. Power to
those areas was restored later Saturday.
PG&E is under enormous pressure after downed power
lines and other equipment have been blamed for previous
devastating fires. About 700 firefighters are battling a wild-
fire that erupted Saturday afternoon in Yolo County and
spread quickly across brush-covered hills fueled by strong
winds and hot temperatures.
The fire near the community of Guinda, which is about 78
miles north of San Francisco, remains at 3.4 square miles.
It was 30% contained as of Monday, the California
Department of Forestry and Fire Protection said.

SAN FRANCISCO — An annual retreat in California put

and business leaders is facing scrutiny for excluding women
after female county supervisors questioned whether they
should continue allowing sheriff’s deputies to provide secu-

When the previously routine issue came up in a meeting
last week, Sonoma County Supervisor Shirlee Zane scrib-
bled a note then read it out loud: “How can we contract tax-
funded services with a club that openly discriminates
against women?” After 11 years on the board and in the third
year of its female majority, Zane was finally inspired to
speak up, though she said she has long questioned the

WASHINGTON — The House expects to
receive the first files of underlying evidence
from Robert Mueller’s report soon, after a
sudden shift by the Justice Department as
Democrats weigh impeachment proceedings
against President Donald Trump.
It’s unclear if the deal, announced just
moments before the start of a Judiciary
Committee hearing with Watergate star wit-

for Democrats who have called for the full,
unredacted report and underlying documen-

Mexico deal than meets the eye

WASHINGTON — Stung by criticism that
his deal to avert threatened Mexican tariffs
mostly ramps up existing border efforts,
President Donald Trump is insisting there’s
more to it than meets the eye.
In a pair of tweets Monday morning,
Trump claimed that Mexico had agreed to
action beyond what was outlined in the
Friday announcement, teasing that more
would be revealed soon.
“We have fully signed and documented
another very important part of the
Immigration and Security deal with Mexico,
one that the U.S. has been asking about get-
ting for many years,” Trump wrote, claiming
that it would be “revealed in the not too dis-
tant future and will need a vote by Mexico’s
Legislative body!”
“We do not anticipate a problem with the
vote,” he added, “but, if for any reason the
approval is not forthcoming, Tariffs will be
reinstated!”
White House officials did not immediately
respond to requests for comment about
Mexico’s stance or to what Trump was refer-
encing. And Trump would not say during a
call-in interview with CNBC Monday morn-
ing.
Many had thought Trump was alluding to
the idea of Mexico becoming a “safe third
country,” which would make it harder for asy-
lum seekers who pass through the country
from other places to claim refuge in the U.S.

works. Instead, he said the talks had bought
his country additional time. And he said that
Mexico was working on a proposal to estab-
lish a regional refuge system in conjunction
with the United Nations and the governments
of Guatemala, Panama and Brazil — three
countries that are often starting points for
migrants.
“They wanted something else totally dif-
ferent ... to be signed,” Ebrard said Monday.
He said that the countries would evaluate
the situation in 45 days, “and if we do not
achieve the results, we would have to partici-
pate in discussions for an agreement that
includes the return of asylum seekers under a
regional perspective.”
He did not clarify what that might look
like.
“We’ll continue to work with Mexico to
discuss migrant and asylum issues and if nec-
essary, we’ll take additional measures that
the Mexican government agreed to during
these conversations as well,” Secretary of
Mike Pompeo told reporters Monday.
Trump’s tweets came amid questions about
just how much of the deal — announced with
great fanfare Friday — was actually new.
It included a commitment from Mexico, for
instance, to deploy its new National Guard to
the country’s southern border with
Guatemala. Mexico, however, had already
intended to do that before Trump’s latest
threat and had made that clear to U.S. offi-
cials. Mexican officials have described their
commitment as an accelerated deployment.
The U.S. also hailed Mexico’s agreement
to embrace the expansion of a program
implemented earlier this year under which
some asylum seekers are returned to Mexico
as they wait out their cases. But U.S. officials
had already been working to expand the pro-
gram, which has already led to the return of
about 10,000 to Mexico without Mexico’s
public embrace.
“The president has completely overblown
what he reports to have achieved. These are
agreements that Mexico had already made, in
some cases months ago,” said Democratic
presidential candidate Beto O’Rourke, speak-
ing on ABC’s “This Week.”

IS expands reach in Afghanistan, threatening West

JALALABAD, Afghanistan — The Islamic
State group has lost its caliphate in Syria and
Iraq, but in the forbidding mountains of
northeastern Afghanistan the group is
expanding its footprint, recruiting new fight-
ers and plotting attacks on the United States
and other Western countries, according to
U.S. and Afghan security officials.
Nearly two decades after the U.S.-led inva-
sion, the extremist group is seen as an even
greater threat than the Taliban because of its
increasingly sophisticated military capabili-
ties and its strategy of targeting civilians,
both in Afghanistan and abroad. Concerns
run so deep that many have come to see the
Taliban, which have also clashed with IS, as a
potential partner in containing it.
A U.S. intelligence official based in
Afghanistan told the Associated Press that a
recent wave of attacks in the capital, Kabul, is
“practice runs” for even bigger attacks in
Europe and the United States.
“This group is the most near-term threat to
our homelands from Afghanistan,” the offi-
cial said on condition of anonymity to pre-
serve his operational security. “The IS core
mandate is: You will conduct external attacks”
in the U.S. and Europe. “That is their goal.

the IS militants pledged allegiance to Abu

large-scale attacks on minority Shiites, who
it views as apostates deserving of death

Trump’s economic policies

A
s the election results became
clear in 2016, financial mar-
kets rose amid a surge of eco-
nomic optimism. That surge continued
for two years as Donald Trump and
Republicans pursued a pro-growth
agenda of tax reform, deregulation and
encouraging domestic energy produc-
tion. But with Democrats now control-
ling the House and Mr. Trump already
campaigning for re-election,
Washington is again taking an anti-
growth turn. Don’t be surprised if
slower growth follows.
That’s the disappointing big picture
if you step back from the daily fray and
look at the direction of U.S. economic
policy. Mr. Trump’s first two years
were focused relentlessly on ending
the economic malaise of the Obama
years. Nearly every policy was seen
through a growth prism.
But as he focuses on re-election, Mr.
Trump is returning to the issues that
marked the worst moments of his 2016
campaign. He is restrictionist on
immigration, increasingly protection-
ist on trade, and more interventionist
in regulating business. He favors price
controls on drugs, a mandate for paid
family leave, and his regulators are
revving up what looks like it could
become the largest federal antitrust
campaign since the 1970s.
Meanwhile, House and Senate
Democrats are advancing their own
election agenda that includes higher
taxes and new regulation on finance
and industry. The only pro-growth
measure that could pass would be Mr.
Trump’s renegotiated NAFTA deal, but
that is in greater jeopardy after last
week’s tariffs on Mexico. Gridlock

pletely understand the occasional
night work that is needed to improve
transit and make Caltrain a better
working operation. What I don’t
understand, is why Caltrain, or any
other operation for that matter, would
be allowed to install a 24/7 industrial
working operation (rail maintenance

noise, lights, hazardous materials and
sleep deprivation that such an opera-
tion would entail, directly beside a

All of this is already hurting growth,
and especially business investment.
The Institute for Supply Management’s
manufacturing index fell to 52.1% in
May, its lowest since 2016. Surveys of
CFOs show that investment plans for
2019 have slowed sharply amid the
new policy uncertainty. A majority of
business-earnings calls mention trade
as a major concern.
The residual good news is that the
policy reforms of 2017 built consider-
able pro-growth momentum that led to
3.1% growth in 2018. The labor mar-
ket is still buoyant, and wages are ris-
ing. Yet these are often lagging indica-
tors, and consumer confidence typical-
ly declines if markets and growth fall.
Falling bond yields are signaling a
growth slowdown and the yield curve
is inverted in what nearly always pre-
dicts a recession if it continues for
three months. The Atlanta Federal
Reserve’s "GDP Now" estimate for sec-
ond-quarter growth is down to 1.3%,
and even some long-time bulls are
warning that we may be looking at a
return to the slow growth of the Obama
years.
Mr. Trump seems to believe the
Federal Reserve can make everything
great again by cutting interest rates,
and he may get the rate cuts he wants
this year. We opposed the Fed’s rate
increase in December, and that advice
looks vindicated by declining infla-
tion. But the Fed can’t offset bad trade
policy by itself.

U.S. tariffs have a negative impact
on growth around the world, which in
turn hurts U.S. exports. That’s part of
the explanation for the recent decline
in U.S. manufacturing, as slower
growth abroad means declining
demand for American goods. We aren’t
predicting recession, though you can’t
rule that out if Mr. Trump follows
through on his worst trade threats
against China, Mexico and Europe.
A conceit of nearly all politicians is
that they can get away with bad eco-
nomic policies without paying too
high a price. Barack Obama believed
that his regulatory assaults on busi-
ness had more benefits than costs. His
economic advisers told him that high-
er tax rates don’t matter. They should
have learned otherwise after eight
years of 2% growth and slow wage
gains that laid the path for Mr. Trump
in 2016.
Now Mr. Trump and his Republican
fellow-travelers think they can impose
tariffs willy-nilly with little damage.
They say the doomsayers were wrong
about the impact of the initial round of
China tariffs, and in any case the tar-
iffs are popular with the public. They
say Mr. Trump needs wedge issues
against Democrats in 2020, and he can
run as a trade hawk on China against
Joe Biden.
But Mr. Trump campaigned in 2016
on reviving the economy, and the
surge of growth has helped to offset
his personal unpopularity. Bad poli-
cies operate at the margin and their
effect is cumulative. The initial tariffs
were dwarfed by the growth effects of
tax reform and deregulation, but the
damage from tariffs will rise if they
increase in severity and are imposed
impulsively. Sooner or later bad poli-
cies always exact a high economic and
political cost.

Father’s Day
I
am often reminded of the many times I would stand
on my father’s shoulders as a toddler overlooking
Pacifica’s Rockaway Beach. His strong clasp of
my hands must have made me feel safe enough to enjoy
the heights from his 6-foot stance. “Just be your best in
whatever you do and you cannot fail,” he would tell me.
Throughout my life, his advice has been a seamless
compass. Whether it was playing little league baseball,
mopping floors as a busboy at my first job and now
working hard as an attorney and father of a newborn
— his wisdom has and continues to make me feel as
though I am that glazy-eyed 2-year-old standing on his
shoulders.
This Sunday, each of us will have the opportunity to
celebrate Father’s Day, a holiday founded more than a
century ago. I hope each of
you take the time to enjoy and
reflect on the many ways your
father may have affected your
life. My hope is that we each
make a genuine effort to cher-
ish our beloved fathers every
moment they are here with us.
I am frequently reminded of
life’s fleeting nature and, as
such, we should be encouraged
to cherish our fathers as if
today were their last. Although
I cannot fully put into words

Olympic games held in Barcelona. After all, Redmond
held the British record for the 400-meter sprint.
One-hundred-fifty meters into the semi-final sprint, he
was abruptly forced to stop running. What began as a
mere limp resulted in his utter collapse on the pave-
ment. His painful cries were heard throughout the stadi-
um as the crowd of 65,000 — now silent and on their
feet — watched with grief as he clasped his right thigh.
He had torn his hamstring and his chances of winning
the race were virtually finished.
As the paramedics approached him, he quickly waved
them off, rose to his feet and slowly began hobbling
toward the finish line. After limping along for about
100 meters, he was advised to not continue for fear that
he could cause permanent injury. Pushing the paramedics
to the side, his hobble began to slow down once again
as tears streamed down his face.
Then, an elderly man somehow managed to break
through the Olympic security onto the track. The man
fought off the last security guard before reaching
Redmond as Redmond was about to fall once again. The
elderly man placed Redmond’s arm around the back of
his neck and hobbled along with him. Redmond turned
to his left to find a familiar face — his father.
“You do not have to do this,” whispered his father. A
determined Redmond replied, “Yes, I do.”
Realizing that his son was determined to finish the
race, he hobbled along bolstering him up just enough so
that his son could continue on. Just before the finish
line, Redmond’s father allowed him to complete the race
on his own.
For more than 20 minutes, Redmond and his father
received a standing ovation from the crowd of 65,000
onlookers in the stadium. Beyond those 65,000 fans,
the world witnessed a father in his later years assist his
younger son complete a seemingly impossible task.
Like Redmond’s father, there have been times in my
life where I needed nothing more than a bolster from my
father to continue along until I could stride again. It
goes without saying that fathers are human and also
make their fare share of mistakes. However, one thing is
certain — I would not be the man I am today, or perhaps
alive for that matter, were it not for my father’s guid-
ance, care and direction. At the very least, I want to
thank him this Father’s Day for truly epitomizing what
a supportive father ought to be. As I continue along the
journey of fatherhood, I hope to be as much of a rock for
my child as my father has been for me.

PEBBLE BEACH — The stage is set for
what should be the ideal U.S. Open at Pebble
Beach, perhaps the most popular of all U.S.
Open courses with its magnificent Pacific
coastline and small greens, with its history
of high drama and great champions.
The fairways are roughly the same width
as always at Pebble. The rough is lush and
penal. The forecast is good.
“I don’t think I’ve seen the golf course in
better condition,” said John Bodenhamer,
the senior managing director of champi-

TORONTO — The Golden State Warriors
aren’t letting go of the NBA title just yet.
With Stephen Curry and Klay Thompson
shooting and Draymond Green swatting, the
champions found a way to win even after a
gut-wrenching loss.
Curry scored 31 points, Thompson added
26 and they led a season-saving surge long
after Kevin Durant was injured again to give
the Warriors a 106-105 victory over the
Toronto Raptors on Monday night in Game
5 of the NBA Finals.
Devastated by the loss of Durant, the All-
Stars that the Warriors had left made sure
there was celebration along with their sad-
ness, pulling out what Green thought had to
be the greatest win during their run to five
straight NBA Finals.
“When you’re down six with a couple min-
utes to go in an elimination for these guys
to win a championship, we could have
thrown in the towel. We could have folded,
but we didn’t,” Green said. “I said it before:
I’ve never seen this group fold. And that
stands true still.”
Curry and Thompson, nicknamed the
Splash Brothers, combined for three
straight 3-pointers in the closing minutes
after Toronto had taken a six-point lead with
under 3 1/2 minutes remaining in front of a
raucous, red-shirted crowd.
“Even going down six with three minutes
left, their ball, we didn’t panic,” Thompson
said. “We just do what we do.”
The Warriors lost Durant barely a quarter
after getting him back but got the win, cutting
Toronto’s lead to 3-2 and sending the series
back to Oracle Arena for Game 6 Thursday.

faces the most important summer in terms
of her playing at the next level. Colleges
cannot contact players until September of
their junior year, but come Sept. 1 the
incoming junior should expect plenty of
attention from college recruiters.
“She can hit at any level,” McDonald
said. “So I think it’s just a matter, for her,
she’s very artistic … so it’s a thing of try-
ing to find a fit that can allow her to do what

“I think the U.S. Open has been in the
past one of the most respected majors as far
as the test you’re going to face — fair, hard,
a good test of golf,” Rickie Fowler said. “I
don’t think you’re going to find a lot of
guys who say it’s been a true test. Not all
that stuff is coming together like it used to.”
Fowler is still relatively young, and he’s
never passed the test at any major.
But he is not a lone voice on this.

Arkansas routs Ole Miss

Scroggins arrived at Arkansas in
2016 as a highly touted two-sport
star at nearby Bentonville High
School.
He endured a position change
from infielder to pitcher and under-
went Tommy John surgery. But his
talent never deserted him.
When his number was called on
Monday with an appearance in
the College
World Series on
the line,
Scroggins was
ready.
The right-
hander entered
with two outs
and the bases
loaded in the

against Ole Miss with his team
trailing 1-0. He got out of that
jam and went on to pitch 4 1/3
innings of scoreless relief.
Meantime, the Razorbacks’
offense exploded and Arkansas
beat Ole Miss 14-1 in Game 3 of
their super regional to earn a
chance to play for the national
championship in Omaha,
Nebraska.
“Cody came in and did a tremen-
dous job getting that third out in
the second inning, ” Arkansas
coach Dave Van Horn said. “That
was an incredible, gutsy outing.
He just went out and really threw
well and he just did it again and
again and again. Cody was the
MVP of the game. Without him, we
might not win that game.”
The Razorbacks (46-18) took
control with a four-run second

Kjerstad doubled into the right-
field corner in the third to drive in
two runs, and Opitz added an RBI

Arkansas will be making its
10th appearance at the College
World Series and its sixth under
Van Horn. This is the first time in
program history that Arkansas
has made consecutive CWS
appearances. The Razorbacks were
eliminated by Oregon State last

“One hundred percent of the time,
they have messed it up if it doesn’t
rain,” Mickelson said, so bitter
about a pin position at Shinnecock
Hills last year that he swatted a ball
with his putter as it was rolling off
the green. “The rain is the governor
— that’s the only governor they
have. And if they don’t have a gov-
ernor, they don’t know how to con-
trol themselves.”
Tiger Woods, a three-time U.S.
Open champion, at times feels like
even he recognizes it.
“The Open has changed,” Woods
said. “I thought it was just narrow
fairways — hit it in the fairway or
hack out, move on. Now there’s
chipping areas around the greens.
There’s less rough, graduated rough.
They try to make the Open strategi-
cally different. I just like it when
there’s high rough and narrow fair-
ways and, ‘Go get it, boys.’”
That’s why the USGA might face
more pressure this week than any of
the players.
It needs to get this one right.
Some of it has been out of the
USGA’s control, such as the lack of
wind at Erin Hills on a wide-open
course designed for it. The fescue
grass on the greens at Chambers
Bay in 2015 was all but dead when
the tournament started, and putting
was severely difficult by Sunday.
Jordan Spieth won when Dustin
Johnson three-putted for par from
12 feet on the last hole.
Oakmont was a typical U.S. Open
marred by a rules gaffe that led to
Johnson and Shane Lowry playing
most of the back nine while not
knowing the score. The USGA wait-
ed until after the round to determine
whether Johnson’s ball had moved
on the fifth green. The USGA han-
dled it by the book — it just didn’t
account for the day of the week.
And then an ideal course at
Shinnecock Hills changed on
Saturday with a few new pins, a blue
sky and more wind. The last 45
players to tee off couldn’t break par.
“It’s not lost on us, all that’s been
said and written,” Bodenhamer said.
“It’s incumbent upon us to have a
great U.S. Open — not just this
year, the next several years.”
Bodenhamer considered the list
of U.S. Open champions at Pebble
— Jack Nicklaus, Tom Watson,
Tom Kite, Woods and Graeme
McDowell — and suggested
Pebble Beach needs little more
than window dressing to be the
test it’s always been.
There are a few changes. Rough
has been restored left of the green
on the par-5 14th, where in 2010 a
shot that missed by an inch rolled
for a mile — or so it seemed — and
reasonable shots often rolled back
to the players.
Bodenhamer said the fairways
are slightly narrower than in
2010, and there are few instances
of graduated rough, especially on
the shorter par 4s.
The USGA has responded to criti-
cism over the years. If anything is
going to go bad in a major, the U.S.
Open is the chief candidate. That’s
the very nature of this major. It
wants to live on the edge — players
expect that — and invariably the
line is crossed.
With so much negativity since
2014 — the USGA’s finest but for-

USGA and the players it sees only
once a year.“Pinehurst, they did a
good job,” Adam Scott said. “I
recall being in the parking lot at

Open, well done.’ Because I felt he
needed that feedback. Obviously, it
didn’t go the right direction since
then.”
Davis, the CEO of the USGA who
has been setting up the U.S. Open
since Winged Foot in 2006, turned
the control over to Bodenhamer,
his chief assistant. Bodenhamer has
kept an open mind as he listens to
his staff (including agronomists),
along with the superintendent and
golf director at Pebble Beach, long-
time Pebble Beach caddie Casey
Boins, and several past U.S. Open
champions including Woods,
Furyk, Rory McIlroy, Ernie Els,
Hale Irwin and Curtis Strange.
“They’ve earned the right to talk
about the U. S. Open, ”
Bodenhamer said.
The USGA also hired former PGA
Tour player Jason Gore to be avail-
able to players for any questions or
concerns. Top rules officials for
the USGA have been at PGA Tour
events more than ever to build bet-
ter relationships.
The measure, though, is four days
over Pebble Beach.
The goal is to present the tough-
est test of the year without it get-
ting silly. For all the criticism,
however, the quality of champions
is strong — Brooks Koepka and
Johnson, Jordan Spieth and Justin
Rose, Woods, McIlroy and Martin
Kaymer.
And it’s difficult to argue with
Koepka’s observation that “we’ve
all got to play it. We’ve all got to
deal with the same issues.”
One thing the USGA got away
from is the moniker. Instead of the
“toughest test in golf,” the blue
blazers more recently have called it
the “ultimate test.” It’s just seman-
tics, but Bodenhamer had an even
better definition that might give
the U.S. Open a fresh start with an
old style.
“The best way to describe it is
what I grew up with: When you see
it, you’ll know it’s a U.S. Open,”
he said. “I think you’ll see that
this year.”

SAN FRANCISCO — The outfield carousel
continued Monday for the Giants with the
acquisition of outfielder Alex Dickerson from
the San Diego Padres for minor league right-
hander Franklin Van Gurp.
The 29-year-old left-handed hitting out-
fielder will join Triple-A Sacramento. He has
been primarily with Triple-A El Paso this
season aside from a 12-game stint with the
Padres in which he batted .158 (3 for 19)
with two RBIs and seven strikeouts.
At Triple-A this season, he is hitting.372
with five home runs and 20 RBIs and a 1.075
OPS in 26 games.
A native of the San Diego area, Dickerson
brings yet another connection to Poway High
Yusmeiro Petit in the seventh inning. Ji-Man
Choi made it 6-0 with a two-run homer off
Joakim Soria in the eighth.

— David Ortiz was flown to Boston for more
medical care Monday after the former Red Sox
slugger affectionately known as Big Papi was
ambushed by a gunman at a bar in his native
Dominican Republic,
authorities said.
The 43-year-old retired
athlete had been in stable
condition in intensive
care at a Santo Domingo
hospital after doctors
removed his gallbladder
and part of his intestine,
according to his
David Ortiz
spokesman, Leo Lopez.
He said Ortiz’s liver was also damaged in the
shooting Sunday night.
Ortiz is one of the most beloved figures in
sports history in the Dominican Republic
and Boston, a fearsome power hitter with a
ready smile. He led the Red Sox to three
World Series championships, was a 10-time
All-Star and hit 541 home runs.
Dozens of fans crowded the hospital earli-
er Monday, causing a traffic jam. In the
U. S. , fans prayed for his recovery and
wished him well, with New England Patriots
star Julian Edelman assuring him on
Instagram: “Papi, all of New England has
your back.”
The Red Sox offered “all available
resources” and sent an aircraft to bring him
back to Boston.
“He’s on the Mount Rushmore of Boston
sports, ” said Eddie Romero, the team’s
assistant general manager.

The crowd inside the arena that included
hockey Hall of Famer Wayne Gretzky and
former Raptors star Vince Carter thought it
would witness history as Leonard powered
past his defenders repeatedly in the fourth
quarter.
But the Raptors needed one more basket,
and the only way the local fans can see them
win in person is if it goes the full seven
games and Toronto wins it at home on
Sunday.
“We had a chance to win a championship
tonight and we didn’t do it,” guard Fred
VanVleet said. “We didn’t play well enough,
we didn’t execute enough down the stretch
and that stings a little bit.”

Ortiz was at the Dial Bar and Lounge in Santo Domingo on
Sunday night when a gunman approached from behind and
shot him at close range in the torso, authorities said.
The gunman was not immediately identified or arrested, and
the motive for the shooting was under investigation, with
authorities trying to determine whether Ortiz was the target.
The operator of the motorcycle that was carrying the gun-
man was captured and beaten by a crowd of people at the bar,
authorities said.
Eliezer Salvador, who was at the scene, said the gunman
said nothing, just fired once. Salvador then drove a wounded
Ortiz to the hospital, telling reporters they had a brief con-
versation in the car as he urged the baseball great to stay calm
and breathe.
“Do you have any problems with anyone?” Salvador
recalled asking him, to which Ortiz replied: “No, my brother,
I’ve never wronged anyone.”
Salvador held up Ortiz’s bloody belongings for reporters,
along with some of his jewelry. He also apologized for hit-
ting several cars while rushing to the hospital: “That wrong-
doing was justified.”
Ortiz’s father, Leo, said he had no idea why someone would
have shot at his son.
“He is resting,” the elder Ortiz said. “Big Papi will be
around for a long time.”
He added that he is pleased with the medical attention Ortiz
has received but that he will be transferred to Boston so he
can be with his wife and the Red Sox medical team.
Two other people were wounded, including Jhoel Lopez, a
Dominican TV host who was with Ortiz. Police believe Lopez
was wounded by the same bullet, said National Police
Director Ney Aldrin Bautista Almonte. Lopez was shot in the
leg, and his injuries were not life-threatening, said his wife,
Liza Blanco, who is also a TV host.
Police did not identify the third person or detail that per-
son’s injuries.
The bar is in a bustling nightlife district packed with dance
clubs and expensive bars that Ortiz is known to frequent.
Ortiz, who retired after the 2016 season and lives at least
part of the year in the Dominican Republic, is often seen get-
ting his cars washed and hanging out with friends, including
other baseball players, artists and entertainers.
The Red Sox retired his number, 34, in 2017, and Boston
renamed a bridge and a stretch of road outside Fenway Park in
his honor. He maintains a home in Weston, on the outskirts
of Boston.

Ex-NFL player Winslow Jr. convicted of rape
Two more counts of rape still being deliberated in San Diego Superior Court

SAN DIEGO — Former NFL player
Kellen Winslow Jr. — the son of a Hall
of Famer who himself earned more than
$40 million during his career — has
been convicted of raping a 58-year-old
homeless woman last year in his pictur-
esque beach community of Encinitas,
north of San Diego.
A jury returned the verdict Monday in
San Diego Superior Court in Vista but
was expected to continue to deliberat-
ing on two more counts of rape involv-
ing a 54-year-old hitchhiker and an
unconscious teenage girl in 2003.
The jury also found the 35-year-old
former tight end guilty of indecent
exposure and lewd conduct involving
two other women, but jurors found him
not guilty of one count of a lewd act.
Winslow, who played for Cleveland,
Tampa Bay, New England and the New
York Jets, faces up to life in prison if
convicted of all counts.
All five women testified during the
nine-day trial. Winslow did not take the
stand.
Defense attorneys pointed out incon-
sistencies in the accusers’ testimonies
and argued the women invented the alle-
gations to prey on the wealth of
Winslow.
Prosecutors say the son of Hall of
Famer Kellen Winslow felt empowered
by his fame to abuse the most vulnera-
ble.
Prosecutor Dan Owens told the jury of
eight men and four women that
Winslow is a “wolf
in sheep’s cloth-
ing.”
The homeless
woman in
Encinitas, who was
58 at the time, testi-
fied that he
befriended her and
Kellen attacked her next to

coffee in May 2018.
A 54-year-old hitchhiker said he
drove her to an Encinitas shopping
center parking lot and raped her in his
Hummer in March 2018.
A 57-year-old woman said he exposed
himself to her while she tended to her
garden in May of 2018. The jury found
him guilty of that charge Monday.
After news of the attacks broke, a
woman came forward and said Winslow
had raped her when she was a 17-year-
old high school student in 2003. He
was 19 at the time and had come home
from college for the summer. She said
she passed out at a party in a San Diego
suburb and woke up to find Winslow
assaulting her.
A 77-year-old woman who went to the
same gym as Winslow in the beach
community of Carlsbad said he commit-
ted lewd acts in front of her, including
touching himself, while Winslow was
free on $2 million bail in February. The
jury found him guilty on the charge of
touching himself in front of the woman
at the gym, but not guilty of commit-

said it happened on a different occa-
sion.
After the jury sent a note saying it
was deadlocked on the eight other
charges, the judge sent them back to
deliberate. Jurors went home less than
an hour later and were ordered to resume
deliberating Tuesday.
The panel on Friday sent a note to the
judge indicating it was possibly strug-
gling to find agreement.
“The jurors could benefit from an
explanation as to what being under
oath means,” the note said.
“Additionally, how we should follow
the law and not what we think the law
means.”
The judge told jurors being under oath
means telling the whole truth and that
they should follow the law how it is
written.
Defense attorney Marc Carlos ques-
tioned the credibility of the women’s
claims, saying they had lied, miscon-
strued things or were unable to initially
identify him correctly.
Defense lawyers also said the sex was
consensual and that Winslow had cheat-
ed on his wife repeatedly with no-
strings-attached sex.
Prosecutors said the crux of the
women’s stories didn’t change and that
evidence included traces of Winslow’s
DNA on one of the accuser’s pants and
GPS locations placing him where the
women said the assaults occurred.
The five women testified that they
didn’t know Winslow was famous when
they met him.

Americans are hardly alone or even over-
whelming favorites. The Americans, along
with host France, are the odds-on favorite
to win it all, and while the United States
may still be the No. 1 team in the world,
France may be the best team in the world
right now, having won 14 of its last 15
games – which includes a win over the
Americans.
England, another strong side, also has
notched a recent victory over the U.S.
recently. Germany, Japan, Norway and
Sweden continue to be among the world’s
elite teams. Many soccer federations have
strongly supported their women’s pro-
grams over the last two decades and even
the sports biggest European men’s teams
have embraced the women, with men’s
teams from England’s Premiere League and
France’s Ligue 1 have formed women’s
teams, giving their players to chance to
hone their skills against high-level com-

petition. Gone are the days when countries
would simply cobble together women’s
teams every couple of years to prep for the
World Cup.
And when it comes to American soccer,
you won’t find any better than the women’s
national team — which is light years ahead
of their male counterparts, who continue to
flail with a rotating cast of coaches and
dubious roster decisions. The US men have
looked downright dreadful as they prepare
for this summer’s Gold Cup tournament,
hitting their nadir Sunday with an abysmal
performance against Venezuela, which is
hardly a world-beater. This on the heels of
a lethargic loss to Jamaica a couple days
prior.
Right now, the American women are the
face of US soccer and the Women’s World
Cup gives them a chance to show their
prowess on the world stage.

Well, there will be one more game at the
Coliseum as the Golden State Warriors held
off the Toronto Raptors by a point, 106-
105, in Game 5 to force Game 6 of the NBA
Finals back in Oakland Thursday night.
Kevin Durant finally returned and made an
impact — until he re-injured the leg that
has kept him out the last several weeks. To
those who thought KD was milking it, you
can sit down now. It’s obvious he couldn’t
go before tonight and anyone who has ever
had a calf injury will tell you that all it
takes is one little tweak to wreck it again.
And KD did.
But the Warriors persevered without him,
getting Klay Thompson and Steph Curry
back-to-back 3-pointers to rally the team
in the final minute.
Now the question is, can the Warriors
continue this momentum? Well, we can all
but guarantee Durant will no longer be an
issue. He is, for sure, done for this season.
But as long as the Warriors have Curry and
Thompson, they have a shot. They proved
it five years ago without KD. Can they do it
again? Time will tell.

A couple weeks ago, I wrote in this space
that the San Francisco Giants, while not
good, we’re at least interesting.
The next day, the Giants started a seven-
game slide that took any kind of interest
out of the team as they are now firmly
buried in the basement of the National

League West while the Los Angeles
Dodgers put their Northern California
rivals firmly in their rearview mirror.
Which leads me to Sunday’s demoralizing
1-0 Giants loss to L.A. What made the loss
even more brutal was Madison Bumgarner’s
childish reaction to Max Muncy’s monster
home run in the first inning, a run that
stood up for the rest of the game.
But after Muncy’s no-doubt-about-it shot
deep into McCovey Cove, Bumgarner had
the audacity to literally chase Muncy
around the bases.
Stay classy, MadBum.
Credit to Muncy for not being intimidat-
ed by Bumgarner’s bully tactics, as he
egged on the Giants lefty as he rounded the
bases. Postgame, Muncy had the ultimate
comeback: if Bumgarner didn’t like it, go
fish the ball “out of the ocean.”
Bumgarner’s act is tired. Who is he to
think no one should hit a homer off him? I
think he’s watched “Bull Durham” one too
many times.

The plan is part of the state’s $213 bil-
lion budget and is a compromise between
legislative leaders and new Democratic Gov.
Gavin Newsom. Newsom had originally
proposed a 95-cent tax on most residential
water bills to pay for the fund. But lawmak-
ers rejected that proposal, fearing political
consequences of creating a new tax in a year
when officials estimate the state will have a
$21.5 billion surplus.
Instead, legislative leaders on Sunday
agreed to take the money from the state’s
Greenhouse Gas Reduction Fund. Through
its cap and trade program, California
requires its big polluters, like oil refineries
and farms, to buy credits that let them pol-
lute.
Becky Quintana is glad lawmakers found a
way to fund water improvements, regardless
of where the money is coming from. She
lives in Seville, a town of less than 500
people in California’s Central Valley where
the local elementary school relies on a
grant to bring in bottled water for the stu-
dents. Some days, she said, the school has
the toilets.
“People chose water over air, right? I
mean I would,” Quintana said Monday at the
state Capitol in Sacramento, joining other
activists in light blue “Thirsty for Justice”
T-shirts as they held a rally to pressure law-
makers into approving the funding. “We
need the money. We need water.”
To pay for the water improvements, budg-
et writers are taking money away from the
agricultural industry, which uses it for activ-
ities such as upgrading diesel engines and
reducing methane pollution. Lawmakers
voted to cut that funding from $284 to $127
million.
About $100 million of that would go to a
new clean drinking water fund, according to
a document provided by the state Assembly.
Another $30 million would come from the
state’s general fund.
The money would not build things, but it
would help some distressed public water
systems with their operating costs. The
goal is to avoid situations like 2007, when
officials in the rural Central Valley commu-
nity of Lanare had to shut down a new water
treatment plant because they could not
afford to run it.
California’s cap-and-trade program is the
backbone of the state’s efforts to reduce
greenhouse gas emissions. The state has

already achieved its goal of reducing emis-
sions to 1990 levels and is attempting to
go 40% below that level by 2030. The pro-
gram has generated more than $9.5 billion
since its inception, according to a 2019
annual report.
The state uses money from the program to
pay for projects aimed at reducing green-
house gas emissions or improving the envi-
ronment and public health. Some of the
money, for example, goes to the high-speed
rail project that would run electric trains,
ideally reducing transportation emissions.
California law also requires 35% of the pro-
ceeds be spent on low-income and other dis-
advantaged communities.
Republican Sen. John Moorlach from
Costa Mesa was skeptical about the connec-
tion between clean drinking water and reduc-
ing greenhouse gas emissions.
But Newsom’s administration said when
communities with unsafe drinking water
have to bring in lots of bottled water, it
clogs the roads with big trucks that pollute
the air.
Sen. Bill Monning, a Democrat from
money would be spent, said greenhouse gas
emissions have caused climate change,
which has caused an increase of naturally
occurring contaminants in drinking water
like arsenic and lead.
“It’s directly connected, ” he said.
“Without climate change, without green-
house gas emissions, you don’t have this
immediate public health crisis.”
But many drinking water problems are
connected with pollution from the state’s
massive agricultural industry, whose heavy
use of fertilizers and other chemicals have
seeped into the drinking water of nearby
communities. That’s why lawmakers have
tentatively agreed to take most of the
money from the agriculture industry’s por-
tion of the greenhouse gas fund.
Emily Rooney, president of the
Agricultural Council of California, called it
“a creative solution for the drinking water
crisis.”
“Obviously we want to protect our ag pro-
grams in the greenhouse gas reduction fund,
but this is also a serious commitment on
behalf of the governor to resolve a problem
that definitely needs to be addressed,” she
said. “I’m not going to get in the way of
that.”

A city report shared a similar obser-
vation.
“The vast majority of these indi-
viduals are traced back to the city and
county of San Francisco. It is further
found that these individuals use BART
as a primary means of travel from San
Francisco to the end of line station,”
according to the report.
But the issue in Millbrae is not
solely focused to the BART station,
said Holober, as encampments have
been discovered elsewhere with more
frequency as well. He acknowledged
an eye must be kept to those on the
brink of homelessness too, such as
streets because they cannot afford
stable housing.
Holober also recognized concerns
could be heightened following
Nelson Tolentino allegedly stabbing
a teen outside the Millbrae Library in
2017.
Tolentino, a suspected transient
with a lengthy criminal record, was
ordered in 2017 to report for treat-
ment at the Napa State Hospital after
a judge found him incompetent to
stand trial for randomly attacking a
Millbrae teen with a knife.
The attack triggered safety discus-
sions in the immediate aftermath,
during which Millbrae residents
raised fears regarding threats posed to
the community by the homeless and
transient population.
Holober noted the isolated incident
should not be used as a vehicle for
indicting the city’s entire homeless
community, while hoping more
broadly the forthcoming conversa-
tion spurs necessary action.
“Just having more awareness of the
issue and the ability to reach out and
try to connect with folks I think is a
positive step, but there’s only so
much you can do,” he said.
In other business at the meeting,
Gateway at Millbrae Station mixed-
use development proposed at the
train station on land owned by BART.
The project is comprised of four
buildings that are four to seven sto-
ries tall. One residential building fea-
tures 300 market rate units and 20
units affordable to moderate-income
people, plus 13,749 square feet of
ground floor retail. The other residen-
tial building consists of 80 afford-
able units reserved for veterans.
Another building has 151,583 square
feet of offices and 22,534 square feet
of ground floor retail and the hotel
offers 164 rooms.
Much of the project has been
approved, but designs for the hotel as
well as other detailed elements still
linger.
For his part, Holober suggested
most of the hard work is completed
while acknowledging more focused
conversations are likely on the hori-
zon.
“The devil is always in the details
and that is what we’ll be discussing,”
he said.

Campos, an eighth-grader at Borel
Middle School who plans to attend
Nueva School’s Upper School in San
Mateo next year.
Campos took a written test in her
first round and correctly spelled mias-
ma in the second before misspelling
quintessence — confusing the second s
with a c — and ending her run in the
preliminary rounds. Prithvi Dixit, of
Ralston Middle School in Belmont,
and Nicole Yang, of Foster City
Elementary School, also participated
in the competition but failed to
advance beyond the preliminaries as
well.
Ultimately, the tournament ended in
unorthodox fashion with eight co-
champions who tied for first place
when judges ran out of prompt words.
Campos, who stayed to enjoy the
rest of the competition, said she was
pleased to witness such a unique out-
come.
“I thought it was really cool and I
thought they were all really deserv-
ing,” said Campos.
And while the end of the tournament
may not have gone the way she hoped,
the opening offered more than she
expected. Event organizers selected
Campos to follow for an introductory
segment detailing a day in the life of a
school, Campos’ run in the Scripps
National Spelling Bee is officially
over, as she has aged out of the event.
But the competition will continue to
capture a portion of her focus, as she
plans over the coming years to coach

Central Americans pursue US dream despite Mexico crackdown

SAN MARCOS, Guatemala — A near-death
experience in the Arizona desert a year ago
won’t deter Francisco Perez from another
attempt to migrate to the U.S., nor will an
increased police presence in southern
Mexico.
The 23-year-old Guatemalan teacher and
auto mechanic hopes to set out again soon
to repay the $7,000 he owes from his first
trip, when he and two other young men got
lost for a week in the desert before being res-
cued by the U.S. border patrol.
On the seventh day, facing severe dehydra-
tion, the group resorted to drinking their
own urine.
“Each of us urinated in a bottle and then
strained it with the corner of our pants,”
said Perez, rubbing his hands together as he
recalled the day he thought would be his
last.
Perez spent two days in a U.S. hospital
before being returned to Guatemala. During
his short stay in Arizona, though, he caught
a glimpse of houses with manicured lawns,
orderly roads and fancy stores. Those images
are like a siren’s song, calling him to what
he believes would be a better life.
Before setting out for the U.S., he earned
$100 a month as a teacher and had a girl-
friend. Now she is with somebody else and
he’s helping out in his father’s auto repair
shop in his hometown of San Marcos, just a
few miles from the border with Mexico.
“In the end I lost everything,” Perez said.

on Monday to deter Central Americans from
trekking toward the American dream. About
1 percent of Guatemala’s population of some
16 million people have left the country this
year, part of a wave of Central Americans
fleeing poverty, violence and drought.
U.S. Border Patrol agents apprehended
132,887 migrants in May, the highest
monthly figure in more than a decade. Many
Central American migrants in recent months
have been requesting asylum. The United
States has returned more than 10,000 U.S.
asylum seekers to Mexico since January
under a program that requires migrants to
wait in that country while their cases wind
through U.S. courts. Thousands of Central
Americans have also applied for asylum to
start new lives in Mexico.
On Friday, Mexican officials vowed to
step up migration enforcement to avoid U.S.
tariffs on all Mexican imports. Increased
enforcement could mean more inspections
of buses, raids on hotels and arrests to dis-
rupt people-smuggling networks. Last REUTERS

TEHRAN, Iran — Iran’s foreign minister
warned the U.S. on Monday that it “cannot
expect to stay safe” after launching what he
described as an economic war against Tehran,
taking a hard-line stance amid a visit by
Germany’s top diplomat seeking to defuse
tensions.
A stern-faced Mohammad Javad Zarif
offered a series of threats over the ongoing
tensions gripping the Persian Gulf. The cri-
sis takes root in President Donald Trump’s
decision over a year ago to withdraw America
from Iran’s 2015 nuclear deal with world
powers. Trump also reinstated tough sanc-
tions on Iran, targeting its oil sector.
“Mr. Trump himself has announced that the
U.S. has launched an economic war against
Iran,” Zarif said. “The only solution for

reducing tensions in this region is stopping

ishes it.” Zarif’s ramped up rhetoric marked a
sharp departure for the U.S.-educated diplo-
mat and signals that Iran is taking a harder
line toward the West.
His public threats, which came during a
joint news conference with German Foreign
Minister Heiko Maas, were striking
because Zarif was the one who helped secure
the nuclear deal, alongside the relatively
moderate President Hassan Rouhani.
However, he does not make the decision on
whether to go to war. That is left to the
supreme leader.
For his part, Maas insisted his country and
other European nations want to find a way to
salvage the deal, which saw Iran limit its
enrichment of uranium in exchange for the
lifting of economic sanctions. But he
acknowledged there were limits.
“We won’t be able to do miracles, but we
are trying as best as we can to do prevent its
failure,” Maas said.
However, Europe has yet to offer Iran a way
to get around the newly imposed U.S. sanc-
tions. Meanwhile, a July 7 deadline —
imposed by Iran — looms for Europe to find
a way to save the unraveling deal.
