Title of Post: Local Consultant to Support Implementation of GP 20 Plan of Action for Kosovo

General Background of Project or Assignment:
The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist
refugees and other persons of concern. The UNHCR opened its’ office in Pristina in 1994 and operates through the Office of UNHCR Chief of
Mission located in Pristina.

In the context of durable solutions and sustainable reintegration, UNHCR monitors the protection situation of the minority voluntary returns and
internally displaced populations across Kosovo. Their needs and rights are addressed through the active engagement of responsible institutions in
finding solutions in partnership will relevant stakeholders for obstacles in attaining durable and sustainable solutions.

The year 2018 marked the 20th anniversary of the Guiding Principles on Internal Displacement (GP20) which is an important and unique
opportunity for all stakeholders working on internal displacement to step up their work in implementation of the three-year (2018-2020) Plan of
Action to advance prevention, protection and solutions for internally displaced persons within Kosovo. Under the auspices of the UN Development
Coordinator in Kosovo, UNHCR, IOM and UNDP have developed the Plan of Action. The stakeholders engaged in this process are the following:
Kosovo government, municipalities, donors, UN Agencies, UNMIK (OHCHR), OSCE, World Bank, EUOK, INGOs, NGOs, displaced persons,
receiving and host communities, Ombudsperson institution and Kosovo Statistics Agency.

Overall purpose and Scope of Assignment:


- Coordinate activities among all stakeholders;
- Maintain close coordination and cooperation with the UNKT and the UN Development Coordinators Office;
- Support implementation of the Kosovo GP20 Plan of Action, in particular objectives and specific activities related to IDP
data/information on all IDP households; Law and Policy; and Durable Solutions;
- Engage in advocacy efforts with relevant authorities to include IDPs within the national development programs in partnership with
relevant stakeholders;
- Coordinate awareness raising activities, capacity building events, coordination meetings with donors;
- Ensure age, gender and diversity disaggregated data throughout the implementation process;
- Ensure inclusion of all crosscutting themes throughout the process i.e. gender, youth, elderly, children, GBV, health, education,
vulnerabilities, etc.;
- Organize one conference led by government to present GP20 action plan;
- Organize and facilitate solutions, in particular for the most vulnerable population, including IDPs residing in collective centers, through
specific quick impact projects;
- Ensure wide public engagement with GP20 initiatives and events
- Develop communication plan for advocacy purposes with media, the public, NGOs, etc.;
- Closely coordinate with UNKT Communication team;
- Ensure visibility of the GP20 Plan of Action;
- Share periodic updates with the UNKT and other stakeholders;
- Write articles about GP20 events, interviewing officials and persons of concern; updates shared with the Global GP20 coordinator;
- Develop activities calendar for coordination purposes;
- Perform other related duties, as required.

Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):


- Preparing, coordinating and facilitating all activities in accordance with the Kosovo GP 20 Plan of Action under the guidance of UNHCR
and close coordination with UN Development Coordinator’s office;
- Participate and provide updates in regular briefings and meetings organized by the UNHCR and other UN Agencies under the UN
Kosovo Team auspices;
- Preparing ad hoc and monthly reports and providing regular updates on the activities;
- Develop templates as required for the implementation of the specific activities in line with the Kosovo GP20 Plan of Action;
- Ensure age, gender and diversity disaggregated data throughout the reporting process;

The final product:


- Research with focus on the identification of the gaps in institutional protection and response to IDPs in Kosovo;
- Draft the final report with focus on the outcomes, impact and recommendations of the Kosovo GP20 Plan of Action;

QUALIFICATION REQUIREMENTS:
- University degree in Law, Human Rights, Political Sciences or related fields.
- Minimum 4 years of previous relevant work experience, especially in Human Rights field.
- Excellent knowledge of English and working knowledge of another UN language, very good knowledge of local languages and all
relevant stakeholders is essential.
