1.0 INTRODUCTION

IMAD intends to upgrade its existing Automatic Tank Gauging System terminal with a view to
maximizing its capacity utilization. This report summarises the site visit made to IMAD Apapa
Facility 5th of October 2017. The team was made up of five members as shown in the table
below;

1.1 Document Objectives

The major objective of the site visit was to gather site as-built information that will be used to
carry out engineering studies for the IMAD Apapa Project and give recommendation where
necessary. This includes:

 Familiarising the engineering team with the worksite and the existing facilities to confirm
or determine otherwise that the layout drawings provided by the client correctly captures
the current status of the facility
 To minimally establish the physical conditions and location all Tank gauging within the
facility
 To assess the path for routing of cables
 Identification of any constructability issues / concerns
 To identify any envisaged risk and plan for mitigating actions relating to the project

This document details the observations made, verification checklists completed, mark ups made
on the Layout and pictures obtained during the site visit. This report details recommendations
made based on site findings.

The Engineering as a minimum shall include: the preparation of instructions, specifications, data
sheets, drawings and other documents required to complete upgrade of the existing Automatic
Tank Gauging System and loading gantry operation of the facility.

2.0 SITE VISIT

2.1 Loading Gantry

The activities carried out during the site visit on IMAD Apapa Facility included verification and
evaluation of the following:

I. Confirmed the current conditions and state of all Metering equipment’s.


II. Confirm the condition and state of all associated instruments on the metering skid
III. Confirmed if the instruments meet up to the client’s demand for full automated services
and remote monitoring
IV. Take pictures

Site Findings

 The Facility comprises of four (4) metering loading skids making a total of 8 loading
arms. One dedicated for PMS, AGO and DPK with one spare.
 All the Accuload III was not tested; physical conditions look as if it is not in a working
condition.
 Pressure gauges on the metering skid appears stuck in last position
 Since the Accuload III was not tested, proposed maintenance of testing the working
conditions of the board, keyboard, screen and other accessories to establish the current
state.
 Integrating an Ethernet port for remote control on the existing Accuload III board to
meet Company’s demand for full automated services and remote monitoring.
 The integrity of the cables being used was a cause of concern as some of the cables
were not properly sized.

Recommendation and Actions

 Since the integrity of the loading gantry instruments where not ascertained, proposed
detailed engineering to be carried out to install new loading gantry instruments as
metering accuracy and integrity is of paramount importance in a tank farm facility. New
Accuload IV to be purchased with capabilities of providing real time monitoring and
cables to be sized adequately.
 It is recommended that an As-built should be done when the construction work has fully
been completed.

2.2 Storage Tank Area

The activities carried out during the site visit on IMAD Apapa Facility included verification and
evaluation of the following:

I. Confirmed the current conditions and state of all tank gauging instruments.
II. Confirm the condition and state of all associated instruments.
III. Check existing cable and cable tray conditions
IV. Determine the instrument nozzle sizes
V. Take pictures

Site Findings

 The Facility comprises of ten (10) storage tanks. Four storage tanks for PMS, three (3)
for DPK and three (3) for AGO.
 Existing tank gauging instruments on each of the 10 (ten) tank includes a Level
Transmitter, Temperature Transmitter and a Tank side indicator.
 Level Transmitter has a process connection of 6” for all stilling-well applications (PMS
tanks) and a 2” connection for temperature transmitters common for all tanks, mounted
on tank roof.
 The Tank side indicator is mounted on a stand at the foot of the storage tanks.
 Working conditions of the instrument could not be ascertained.
 Cables appear to be not properly attached to the cable tray
 Cable trays appear to be tilted and not properly attached

Recommendation and Actions

 The working conditions of all the tank gauging instrument could not be ascertained,
engineering of all tank gauging system is recommended, and existing tank gauging
system to be decommissioned.
 All existing tank nozzles are to be reused.
 Proposed new cable route.
 New cable trays and cable tray support to be to be installed, and cables properly tied to
the cable tray.
 Cables to be sized accordingly, a new communication protocol is recommended.
 Localized status lamp is proposed to give out tank level indication. Red for High product
level, Green for normal conditions and Amber for Low product level.
 It is recommended that an As-built should be done when the construction work has fully
been completed.

2.3 Control Room

The activities carried out during the site visit on IMAD Apapa Facility included verification and
evaluation of the following:

I. Confirmed the existing equipment in the control room.


II. Check for tie-in
III. Check for capabilities for remote monitoring capabilities
IV. Take pictures

Site Findings

 The control room building was locked, so no access to physically accessed the
equipment.
 Personal computers, racks and other accessories was sighted.
 A VSAT dish was mounted in the premises

Recommendation and Actions

 The working conditions of all control room equipment and inventory was not
ascertained, where possible equipment and accessories to be update or decomissioned
 It is recommended that an inventory be taken when all construction and commissioning
work has been completed.
