PROBABLE CAUSE STATEMENT


PROBABLE CAUSE STATEMENT

The probable cause of the arrest of the above-named individual is as follows:


[On 06-09-2019 at 0108 hours a silver Jeep Liberty, (the suspect vehicle),
bearing license plate (CO)RDD532, VIN #1J8GL58K85W672510, was traveling WB
Colfax Ave at a high rate of speed in lane #2 approaching the intersection with
Colorado Blvd on a red light. The Jeep failed to obey the red light striking
TU2, a silver Honda Insight bearing license plate (CO) VIN
traveling southbound Colorado Blvd in lane #1 being
operated by .

TU2 was redirected to the southwest striking TU3, a black 2000 Dodge Dakota
bearing license plate , being operated by
, traveling EB E Colfax Ave in lane #1 stopped at the red light.

The involved suspect vehicle was reported stolen by the registered owner
on 06-08-2019 at 1356 hours from 25 E 11th Ave, Denver, CO
80206. The owner stated to Officer Choice Johnson that the vehicle had gone
missing from his home between 06-07-2019 at 2100 hours to 06-08-2019 at 1200
hours.

Personnel from the Traffic Investigations Bureau responded to the scene and
interviewed witnesses.

Witnesses stated that the driver of the suspect vehicle fled the scene without
rending aid or contacting police.

Witness observed the collision as she was waiting by a bus


stop. She described the driver of the suspect vehicle as leaving the scene
looking like he was walking with a limp. She was not able to give a detailed
physical description of the driver of the suspect vehicle.

The driver of TU2, (DOB 04- -1986) was transported to DHMC where
he was pronounced deceased at 0133 hours. The passenger in TU2, was
trasnported to DHMC for serious injuries described as head trauma. As of
06-10-2019, is at DHMC in critical condition with massive brain
trauma.

The collision was captured on HALO video which Your Affiant has viewed.
A review of the HALO video indicated the suspect vehicle was traveling
approximately 80 MPH when approaching the intersection just prior to the

collision.

A search warrant was authorized for the suspect vehicle. While executing the
search warrant on the suspect vehicle, a black leather jacket was located in
the vehicle which contained a wallet. A Colorado ID was located in the jacket
identifying Jeffery Dean Sloan (DOB 12-30-1982), CO ID# . A phone
was also located.

The owner of the suspect vehicle, , was interviewed on 06-10-2019


by Lt. Rob Rock. The owner stated he does not know Jeffrey Sloan and Jeffrey
Sloan did not have permission to be in his vehicle.

In executing the search warrant, it was observed that the suspect vehicle
sustained major front end damage during the collision, including to the
windshield, roof, and dashboard. In addition to the interior impacts, the
vehicle's airbag deployed which may have been impacted by the operator of the
vehicle, depending, in part, on whether or not the operator of the vehicle was
wearing a seatbelt at the time of the collision. These locations inside the
vehicle may contain biological matter that can assist in the identification of
the vehicle operator. Moreover, in your Affiant's training and experience the
operator of the vehicle at the time of the collision may have injuries as a
result of the impact, including possible burns as a result of the airbag
deployment and bruising as a result of the seatbelt tightening if the seatbelt
was deployed.

On 06-10-2019 Jeffrey Dean Sloan was arrested on unrelated warrants. He was


interviewed by Sgt. Mike Farr of the Traffic Investigations Bureau. He
initially claimed

(DOB 05 -1982) was interviewed at Traffic


Investigations by Your Affiant. She admitted that Sloan was not with her the
entire time from Saturday into Sunday (06-09 to 06-10) and there are times when
she cannot account for his whereabouts. advised that Sloan told her his
jacket was taken during an altercation. She denied any knowledge of the
incident on 06-09-2019.

Sloan was taken into custody and requested medical treatment. He was
transported to DHMC by Ambulance for treatment. He was later transported to
the DDC for processing.]
