ON THE IMPLEMENTATION OF SCHOOL DISASTER RISK


REDUCTION MANAGEMENT PROGRAM

Abstract

The purpose of this study is to investigate the implementation of disaster risk


reduction management program of Alberto Olarte Sr. National High School, Balut,
Island Sarangani Davao Occidental. This study used the mixed methods of research
the qualitative and quantitative approach. The participants were the selected
students and teachers of secondary school from Grade 7 to Grade 12. The result
revealed; (1) prevention aspect on disaster and risk reduction management of
Alberto Olarte Sr. national High School is in Moderate Extent; The school
implement some precautionary measure about disaster however not in high extent
(2) for preparedness and mitigation, the school is in Moderate Extent which means
that there are some indicators on preparedness and mitigation aspects are not
totally implemented (3) for the disasters response, the school have fully
implemented some indicators in terms of disaster response and various programs
are being implemented (4) for the disaster rehabilitation, there are some indicators
that are not properly implemented since they are not applicable in the area.

Statement of the Problem

This study assessed all aspects of the extent of implementation and


challenges encountered the students and teachers in the Disaster Risk Reduction
Management Program (DRRMP) of Alberto Olarte Sr. National High School,
Division of Davao Occidental during the school year 2018-2019.
Specifically, this study answered the following questions:
1. What is the extent of implementation on the Disaster Risk Reduction
Management Program among the public elementary school
administrators and teachers considering the components in:
1.1 Disaster Preparedness and Mitigation;
1.2. Disaster Response; and
1.3. Disaster Rehabilitation and Recovery

2. What are the challenges encountered by the public elementary school


administrators and teachers in the implementation of Disaster Risk
Reduction Management Program along with the three components in:
2.1 Disaster Preparedness and Mitigation;
2.2 Disaster Response; and
2.3 Disaster rehabilitation and recovery

Review of Related Literature

Legal Basis of Disaster Risk Reduction and Management Program.


There are legal documents that mandated the Department of Education as mainly
responsible for the education, implementation and supervision of all basic
educational institutions, both public and private. The DRRMP of the Department of
Education is based on the Sendai Framework for Disaster Risk Reduction 2015-
2030. The Presidential Decree No. 1566 of June 1978 on “Strengthening the
Philippine Disaster Control, Capability and Establishing the National Program on
Community Disaster Preparedness” stressed on the hardships endured by people
due to a hostile environment and has continually sought survival against hazards,
both natural and human-made.

Methodology
Research Design

The research design used in this study was a combination of qualitative and
quantitative designs. It was quantitative in terms of its statistical computations and
qualitative because it involved a qualitative description on the challenges
encountered in the implementation of disaster risk reduction management program.

Participants of the Study

The participants of this study are all teachers of Alberto Olarte Sr. National High
school. Purposive selection of participants was done. During the conduct of
research, teachers were invited and asked to answer a structured questionnaire

Research Instruments

The instrument used in this research is a researcher-made questionnaire which is


composed of three parts. It is patterned from the Sendai Framework for Disaster
Risk Reduction 2015-2030

Treatment of Data

The data of the study was summarized, tabulated and analysed using mean,
standard deviation, frequency, and percentage. Mean and the standard deviation
were used.

Findings

1. Prevention aspect on disaster and risk reduction management of Alberto Olarte


Sr. National High School is in Moderate Extent. The school implement some
precautionary measures about disaster however not in high extent.

2. In matters concerning preparedness and mitigation the school is in Moderate


Extent which means that there are some indicators on preparedness and
mitigation aspects are not totally implemented

3. For the disaster response, Alberto Olarte Sr. National High School (AOSNHS)
have f fully implemented some indicators in terms of disaster response.
Various programs are being implemented in response to disaster.

4. For the Disaster rehabilitation, there are some indicators that are not properly
implemented since they are not applicable in the area.
Recommendations

Based on the findings and conclusions drawn from the study, the following

recommendations are given:

1. The school may conduct symposium particularly on disaster prevention

not just on earthquake drill but also to all the types of disaster that may

occur.

2. Preparedness and mitigations are very important, thus the school shall

regularly conduct drills and strengthen the mitigation aspects by way of

coordinating the Provincial Risk Reduction and Management.

3. Rehabilitation centres must be established since the school has no

gymnasium and mother viable means.
