Through the adoption of County Ordinance No. 120, the Lancaster County
Land Bank Authority was created, as a public entity, to confront real estate
problems such as vacant, abandoned, blighted, underutilized and tax-
delinquent properties.
Advantages
• A new tool to return properties to productive uses
• Convey real estate with a streamlined redevelopment agreement
• Acquire property listed for judicial tax sale through direct purchase
• Simplify clearing of titles
Example Land Bank Powers
• Assemble funding for blight remediation and site upgrades
• Acquire, hold, develop, construct, demolish, rehabilitate, lease, or oth-
erwise dispose of real property
• Does not have the power of eminent domain
Collaborative Effort
Collaboration between a land bank and taxing authorities (municipal and
school district) supports redevelopment through:
• Municipal participation in project selection
• Discharged tax claims and liens
• Property held tax-free by the Land Bank
