Official Constitution

Article I: League Composition

1.1. The league consists of 10 teams.

1.2. At the discretion of the commissioner, the league may expand or contract teams as he or she deems
necessary. The commissioner must make known to all members of the league any changes to the number
of teams one week before the day of the draft.

1.3. The league does not consist of divisions. If the commissioner wishes to implement a divisional
structure, he shall inform members at least one week before the draft.

Article II: The Commissioner

2.1. The commissioner is responsible for determining the league platform, handling the entry fees,
proposing and implementing rule changes, and has sole veto trade power.

2.2. The commissioner may adjust rosters/lineups in rare cases of technological difficulties at the request
of an owner.

2.3. The commissioner shall put all changes to the league up for a league vote. Changes to pass will only
require a simple majority.

2.4. The commissioner may be forcefully removed from his or her position through a 7/10 league vote if
there is deemed to be clear and obvious collusion or malicious intent from his or her actions.

Article III: The Draft

3.1. The draft must always be held at least one day before the first NFL regular season game.

3.2. Members of the league are required to attend the draft in one of the following ways:

a. In person at the agreed upon draft location. There will always be a physical draft location
known as the ‘locale.’

b. Via Facetime or Skype.

c. Via a chosen league representative working off a pre-selected list of players. The chosen
representative makes an oath to follow the list truthfully, so as not to enhance his or her own
team.

3.3. It is each owner’s responsibility to do all possible to attend the draft in person. If a draft is not
attended by an owner, and no notice is given, the owner’s team will be selected through a consensus
choice from the other owners.

3.4. The draft is snake style.

3.5. Each owner has 90 seconds to make his or her selection. If this time is exceeded, the next person in
the draft may make their selection.
3.6. Beginning in 2020, the league champion reserves the right to select the draft location. The league
champion will also be tasked with finding a fair and random way to determine the following year’s draft
order.

Article IV: Trades

4.1. A trade may occur between any 2-3 owners. The trade may only include players and FAAB dollars. No
draft picks may be traded.

4.2. The commissioner holds the reserve power to veto any trade. The commissioner will only use this
power in suspected instances of collusion.

4.3. If the commissioner finds reason to suspect collusion, he will question both parties as to their
rationale behind the trade. He will not judge the reasoning, but simply will determine if there is at least
reasonable justification for why each side has agreed to the trade or whether there is collusion.

4.4 ‘Collusion’ is defined as disingenuous trading among players that goes beyond league strategy. For
example, a player who cannot make the playoffs may not trade his best players to a friend in the league
with the sole intention of helping his friend win.

4.5. While any member may, by right, petition the commissioner with a complaint or protestation about
any trade, the commissioner is not compelled to act on a complaint.

Article V: Play

5.1. The scoring system is available for all to see via the Sleeper app.

5.2. Proposed rule changes will be discussed in an open forum and then voted on. Any passing rule
changes will only require a simple majority, and will immediately go into effect.

5.3. Owners shall make a genuine effort to remove all injured or bye week players from their starting
lineup.

Article VI: Keepers

6.1. The 2019 season shall be the first year of being a keeper league.

6.2. Owners may keep one keeper player per year. The keeper selection will take the place of the original
round the player was drafted. You may keep the same player for a maximum of three years. If you want to
keep the same player in consecutive years, the round value gets cut in half (8th in 2020 > 4th in 2021 >
2nd in 2022). Odd rounds round up (9 / 2 = 4.5 = 5th round).

6.3. Keeper choices may be from any round. However, if the choice is from round 10 or later, the keeper
will take a 10th-round choice, regardless of original round.

6.4. Free agents are not eligible to be kept. Traded-for players may be kept at their round, granted they
were not a free agent pickup.

6.5. New owners will not receive a keeper. Current owners are not required to use a keeper.

6.6. If a star is dropped due to season-ending injury, you may not vulture him from the original owner to
put on IR to use as your keeper for the next year. You may keep an IR player if you are his original owner.

6.7. Owners must announce their keeper selection at least three days before the draft. If this deadline is
not met, owners may still have a keeper selection, but there will be a one-round penalty per day that is
late.
Article VII: RUFF Champion & Tingley Toilet

7.1. The league champion is entitled to the Lyght Trophy. The current owner of the trophy is required to
pass the trophy on to the new champion as soon as the two parties can conveniently organize an
exchange.

7.2. The last place champion is required to have the Tingley Toilet prominently displayed in a common
area of their home. Monthly picture evidence is required. Failure to comply with photo proof will result in
a draft positioning penalty for the following season.

7.3. Beginning in 2020, the Toilet holder shall pay for the engraving of the new champion’s name on the
trophy.

Article VIII: Ethics and Amendments

7.1. This constitution lays out the rules particular to the league. Therefore, that which is not outlawed by
this constitution is permitted.

7.2. While it cannot be compelled, it is expected that each member acts ethically when possible. While it
is not forbidden, it is discouraged that members accept trades only once their player to trade has been
injured. In general, members are encouraged to act as fairly as possible given the situation.

7.3. The constitution can be amended.

7.4. Amendments made prior to the beginning of a fantasy season come into force immediately.

7.5. Amendments made during the season do not take effect until the next season.

7.6. Amendments can be suggested by anyone during the offseason. Any amendment up for a vote will
require a simple majority to pass.

7.7. The commissioner has the right to enforce penalties to franchises at his discretion if a situation arises
that does not fall under the terms of the constitution.
