Environment & Socio-economic Specialist
Provides environmental and social impact consulting services to multi-lateral development banks and US federal
agencies on large-scale international development and infrastructure programs. Serves as subject matter expert for
projects triggering Land Acquisition and Involuntary Resettlement impacts. Areas of responsibility include:
- Project Research and Planning: Assesses program design and compliance with the IFC Environmental and
Social Performance Standards and other international performance benchmarks, and leads comprehensive
strategic and tactical planning efforts to inform the project design and implementation processes, ensuring the
appropriate integration of global best practices
- Environmental and Socio-economic Impact Management: Conducts the environmental and social
assessment process throughout project cycles including project concept, scoping, baseline data collection,
alternatives analysis and design of impact and risk mitigation plans for enhancing project performance and
managing risk
- Policy & Institutional Analysis: Provides desk-based and in-country research and analysis on the policy,
institutional, and legal contexts for projects across a diversity of countries, and leads the development of gap
analysis and project frameworks detailing the various layers of international and local project risks,

Environmental and Socio-economic Development Specialist; Electric Utility Smart Grid Study;
USTDA, Ethiopia January 2018 to Present
Responsibilities include the preparation of a Preliminary Environmental and Social Impact Assessment with an
evaluation of the expected environmental and social impacts of the proposed smart grid project with reference to
local, national and international laws and regulations including those of the World Bank, the African
Development Bank, the International Finance Corporation and private banks. The work also includes
management of an in-depth climate resiliency analysis considering the expected impacts of climate change on the
Project’s technical, commercial, political, and environmental viability. Also managing the preparation of a
Development Impact Assessment to provide stakeholders with a broader view of the Project’s potential effects
considering not only quantification of technical and commercial loss reductions, but also capturing the broader
potential socio-economic impacts in Ethiopia.

Involuntary Resettlement and Institutional Specialist; Detailed Design of the Access Project;
MCC, Ghana July 2016 to Present
Responsibilities include the design of the research methods and conducting of a comprehensive in-county
stakeholder engagement program to collect data and author the overall Problem Diagnosis and Project Logic, as
well as the Institutional Analysis Report. The work included comprehensive policy research and qualitative data
collection focused on identifying constraints to increased electricity access among Micro, Small and Medium
Enterprises in markets and economic enclaves. Responsibilities also included the development of in-depth
analysis and detailed program recommendations to address the institutional capacity and accountability
challenges in the energy sector in Ghana. Led the preliminary Project Environmental and Social Assessment
scoping and developed the initial mitigation and management plan. Designed and drafted Terms of Reference for
all institutional Project interventions including customer census and normalization, stakeholder coordination and
institutional and beneficiary capability-building. Served as a senior technical reviewer of all project deliverables.
Environmental and Social Impact Team Leader; Feasibility Study and Preliminary Design of the
White Plains Extension Project; MCC, Liberia April 2017 to June 2018
Served as primary investigator and author of the Resettlement Policy Framework and the social components of
the Environmental and Social Assessment in adherence to the IFC Performance Standards. Designed the
research methods and managed a local team of specialists to execute a comprehensive in-county stakeholder
engagement program to collect data, identify impacts and prepare detailed preliminary cost estimates. Conducted
in-depth policy, legal and institutional research to inform the planning for all Involuntary Resettlement
impacts. Served as a senior technical reviewer of all project deliverables.
Social and Involuntary Resettlement Impact Specialist; Ghana Power Distribution; NEDCo
Project Redesign Screening and Feasibility Study; MCC, Ghana March 2016 to April 2017
Responsibilities included managing the development and co-authoring the project Resettlement Policy
Framework and related IFC Associated Facility analysis. The task involved in-depth policy, legal and
institutional research to inform the planning for all Involuntary Resettlement impacts in compliance with the IFC
Environmental and Social Performance Standards along a large and diverse geographical project area.
Responsibilities also included management of the field impact identification and asset valuation process,
calculation of cost estimates and comprehensive in-country stakeholder engagement and qualitative data
collection. In addition to leading the Involuntary Resettlement tasks, responsibilities also included serving as one
of the principle reviewers of the other key Environmental & Social Assessment deliverables under the contract.
Social and Involuntary Resettlement Impact Specialist, Tanzania Transmission and Distribution
Project Services; MCC, Tanzania January 2015 to May 2016
Responsibilities included managing the development and serving as co-author of two IFC PS compliant
Resettlement Policy Frameworks for two major Tanzania Power Transmission and Distribution projects. This
included the compilation and analysis of a large diversity of primary and secondary data to inform the legal,
institutional, socio-economic and operational requirements for carrying out the project in compliance with the
IFC Performance Standards. The task also included the development and implementation of desk and in-country
field studies and a rapid inventory valuation approach to provide preliminary cost estimates based on GIS
analysis and selective field validation. In addition to leading the Involuntary Resettlement tasks, responsibilities
also included serving as one of the principle reviewers of all key Environmental & Social Assessment
deliverables under the contract.
- Oversight of Socio-economic Impact Assessment and Valuation: Led team in identification and
quantification of project-induced losses of assets and/or livelihood including creation of an entitlement matrix
and valuations methodology to monetize impacts, and subsequent completion of a 100% census, socio-
economic survey and asset valuation for over 2,000 residences and businesses
- Stakeholder Engagement: Coordinated exhaustive vertical and horizontal stakeholder engagement in order to
inform project designs and implementation planning, and served as focal point and technical co-secretariat for
the Project Resettlement Working Group
- Resettlement Action Plan Development: Managed development of two comprehensive RAP documents in
compliance with IFC Performance Standard 5, including all requisite analysis and planning
- Environmental & Social Policy Analysis: Reviewed relevant national and international legislative and
regulatory frameworks to identify and address environmental and social best practices and regulations
- Environmental & Social Impact Assessment & Management: Provided strategic and technical oversight for
program design and planning for managing Environmental Impact Assessments, Feasibility Studies, Regional
Resource and Watershed Management Plans, etc.
- Program Management: Coordinated and supervised multidisciplinary teams of international experts in the
development and implementation of strategies to support and enhance environmental and social performance
- Internal Practice Management: Contributed to internal position papers including analysis on watershed
management, inter-coastal zone management, integrated pest management, hazardous materials, wetlands
conservation, public health and cultural heritage
Project examples of MCC portfolio management responsibilities include:
Armenia Compact ($235 million)
Irrigated Agriculture Project
Assisted in overall program technical support and led routine missions to Armenia to provide oversight and inputs
on key program level documents including a Framework Environmental & Social Impact Assessment and a
Resettlement Policy Framework, as well as the development of individual Environmental & Social Management
Plans and Resettlement Action Plans for all necessary project sub-components including irrigation pumping
systems, reservoirs and gravity fed canals. Coordinated the inputs of various specialists and assisted in the
development of specific plans to mitigate identified risks including a Hazardous Waste Management Plan for
asbestos and polychlorinated biphenyls (PCBs) identified in existing pumping stations, and an integrated
management plan for conservation of a Ramsar site at risk due to the rehabilitation of the canal network.
Rural Roads Rehabilitation
Led a mission to Armenia to develop the Resettlement Policy Framework and to conduct a field scoping exercise
traveling the entirety of the existing road alignment in order to identify and plan for any resettlement related

challenges. This project was later scoped out of the Compact as a result of unacceptable scores by Armenia on
the MCC Selection Indicators.
