Viz:
1 At the appropriate place, insert the following:
2 SEC. lll. Of the unobligated balances for fiscal year 2019,

3 there are hereby rescinded—

4 (1) all of the amounts for the East-West Cen-

5 ter;
6 (2) all of the amounts for the Inter-American
7 Foundation; and
8 (3) from the amounts appropriated under title
9 III of the Department of State, Foreign Operations,
10 and Related Programs Appropriations Act, 2019 (di-
11 vision F of Public Law 116–6), an amount equal to
12 the difference between $4,586,000,000 and the sum
