AFR Facts: CHINA (Chow, Cruz, Mendoza, Ngie, Yu)

The AFR is a combination of the FSs of 322 departments/offices/agencies. (p.69, Vol I) Inter and intra
agency payables and receivables are not eliminated in the consolidated and individual agency F/S. (Seen
in Vol II)

The Government's Petty Cash Fund amounts to P235.02 million. (p.79, Vol I)

Even if the department only possesses 2% of land, DPWH has the largest share (43%) in the
government's Property, Plant, and Equipment. This is due to their substantial ownership of projects in the
Construction in Progress account, which amounted to 468 Billion Pesos during 2014. (p.92-96, Vol I)

Total Tax Revenue amounted to Php 1,679,741,970,610 in 2014. (p.68, Vol I) Roughly 80% of this
amount came from income and business taxes. (p.114, Vol I) There are no variances in tax revenue
because final budgeted receipts are adjusted to actual receipts. (p.133-134, Vol I)

DepEd, DND, and DILG account for 72% of salary and wages expenses. (p.118, Vol 1) However, the
Commission on Elections incurred the most overtime and night pay for all government offices during 2014
at 590 million pesos. The total amount paid for OT pay by the ComElec is larger than the two next highest
OT and night pays combined (SUCs and DepEd). (p.156, Vol 2)

CHEd does not have its own heading under the budget allocations, but a separate allocation is given to
State Universities and Colleges. (p.16, Vol I) It is also interesting to note that 60% of all investment
property are held by State Universities and Colleges. (p.91-92, Vol I)

The NG actually has nearly 11B worth of inventory held for distribution to the people, many of which are
perishable (food, medicine, agricultural produce). In fact, a total of 141.084M of these undistributed relief
goods are about to expire. (p.85, Vol I)

Uptc failed to pay the guaranteed rental of 615M for the first 2 years. Government only received 486M
excluding 24% interest per annum for late rental payments. The recommendation was just to collect
charges and impose lease agreements but it doesn't seem aggressive enough while Ayala is earning a lot
and is even continuing to develop the area.

All 5 organizations (PNP, Philippine Army, Philippine Air Force, Philippine Navy, DOJ) with an adverse
audit opinion are part of the defense and security cluster, mostly due to unreliable cash and inventory
accounting. Other observations were a lot of underutilized amounts of lost or unaccounted articles and
items. The recommendation to solve this was to issue receipts and properly maintain records, which
seems commonsensical enough. #brawnsoverbrains

Salaries, renumeration, and allowances granted either without legal basis or in amounts exceeding the
prescribed limitations amount to a whopping P960 million. (Let's work for the government!!!)
