commensurate with the goals set in foreign policy.
❖ What are key national interests of Pakistan related to foreign policy
objectives?
▪ Ensuring sovereignty and territorial integrity of Pakistan.
▪ Socio-economic development of its people.
▪ Resolution of Kashmir issue according to the resolutions of UN.
▪ Ensuring safety and security of nuclear programme
▪ Integrating itself economically; which also implies to avert any
kind of regional or global isolation.
▪ Developing good relations with neighboring and Muslim world.
▪ Promoting soft image of Pakistan
▪ Ensuring Water security through proactive water diplomacy.

FOREIGN POLICY FORMULATION

⮚ Foreign policy of any country is formulated keeping in mind the


global power dynamics, regional geo-strategic alignments and the
domestic situation of that country.
⮚ All these global, regional and domestic changes bring challenges
and opportunity for Pakistan.

CHANGING GLOBAL POWER DYNAMICS.

▪ From unipolarity to multi-polarity


▪ Transformations in western liberal order.
▪ The emergence of new powers on global front
▪ The emergence of transnational challenges i.e global terrorism, global
warming, cyber security, epidemics.
▪ While cooperation is necessary in today’s world, misperceptions and
misunderstandings in global politics prevail.
▪ Strict and solid alliance relationships of the past are no longer valid and
have been replaced by alliances of conveniences

▪ The emerging multipolar international system seems to be more conflict
prone.
▪ A growing trend of regional orders on the part of great powers.

▪ Pakistan’s certain geo-strategic, security and economic compulsions


warrant its proactive but positive involvement in the region.

▪ Tension between Saudi Arabia and Iran.
▪ Usa-india strategic cooperation and usa’s looking at India as a
counterweight to china. This resulting in India’s belligerent attitude
towards Pakistan

DOMESTIC SITUATION OF PAKISTAN.

▪ Economic landscape seems to be unpredictable.

WHAT SHOULD BE THE STRATEGIC VISION OF PKISTAN FOREIGN


POLICY.

▪ First priority should be to Pakistan’s own security that implies a policy of


non-interference in other countries’ internal affairs unless that directly
affects Pakistan.
▪ Striving for a peaceful neighborhood.
▪ Making economic revival and sustainable development as the centerpiece
of our foreign policy.
▪ To make concrete efforts to turn Pakistan’s geostrategic location from a
liability into an asset through trade, transport and energy connectivity
with China, Central Asia and West Asia/ from geo-politics to geo-
economic.
