List of Fees and Charges applicable in Changi Airport

This document provides the list of fees and charges for Changi Airport, effective
1st July 2009.

1 Airport Emergency Service (AES) Charge

General

All air carriers, ground handling agents, facilities managers,


project/maintenance contractors, owners, tenants; or any contractors/
sub-contractors engaged by them; and all parties operating or working
in Changi Airport, the Changi Airfreight Centre or Seletar shall
comply with all fire safety requirements, safety instructions, permit to
work system and hot work procedures required by SCDF and as
stipulated by Changi Airport Group’s Fire Safety Manual.

To prevent abuse of AES resources, AES may levy a service charge


on all airlines, ground handling agents, facilities managers, owners,
tenants or any contractors or sub-contractors engaged by them
operating within Changi Airport or the Changi Airfreight Centre for
any of the following services:

i) Removal of Fuel Hazards


ii) Refuelling / Defuelling Standby
iii) Explosives Escort
iv) Hot Works Standby
v) First Aid Firefighting Application (FAFA) training
vi) False fire alarm activation turnout
vii) Vehicle escort
viii) Fire Patroller duties

The schedule of rates is listed in Table 1 below:

2 Aeronautical Charges

Landing Charges

The Landing charges are based on the maximum taxi weight.

A 25% discount on landing and rental charges will be granted from


Jan 2009 until end 2009.

An off-peak discount of 40% is given to flights meeting the following


criteria:
1. The aircraft should arrive and depart between 02:00 and 06:00
(same day); and
2. the aircraft used should meet the noise emission standards of ICAO
Annex 16 Chapter 3.

Parking Charges

The Parking Charges for aircraft is based on the area occupied. ie.
Span of aircraft x Maximum length. The Parking charges are charged
per 24 hours or part thereof , with the first 3 hours free.

Cargo flights are levied parking charges per landing.

3 Passenger Charge

Passengers departing from Changi Airport will have to pay Passenger


Service Charge and Passenger Security Service Charge.

Exemption from payment of passenger service charge and


passenger security service charge

The following persons are exempted from payment of the passenger


service charge and passenger security service charge:

(i) operating crew required to perform duties on an aircraft but


excluding airline employees travelling on the aircraft who are not part
of the flight or cabin crew operating the aircraft;
(ii) any passenger aboard any aircraft specified:
a. British military aircraft used for military purposes;
b. foreign diplomatic aircraft engaged on diplomatic or
consular missions to Singapore;
c. aircraft used for Government ceremonial purposes;
d. such other aircraft or classes of aircraft as the chief
executive officer may approve.
(iii) any passenger who does not leave the transit area or who leaves
the transit area because of interruption to a flight at the aerodrome
caused by the unserviceability of an aircraft or the unavailability of an
essential facility or caused by delay beyond the control of the
passenger or the airline operator concerned;
(iv) any passenger who, as evidenced by his passenger ticket, is
scheduled to depart from Singapore by an aircraft within 24 hours of
his scheduled time of arrival for a destination in another country other
than the country from which he embarked on the aircraft by which he
arrived in Singapore;
(v) infants below the age of 2 years;
(vi) service personnel and their dependants embarking on aircraft
operating on charter flights on behalf of the Joint Services Movement
Control of the United Kingdom; and
(vii) such other passengers or classes of passengers as the chief
executive officer may approve.

4 Airport Service Charge for tenants

Tenants in Changi Airport are required to pay a monthly Airport


Service Charge (ASC) in addition to their monthly rental of their
rented premised. ASC is collected to recover costs incurred by Changi
Airport Group for the provision of the following common facilities
and services:

(a) Plants and equipment (eg air-conditioning)


(b) Power supply for air-conditioning and power/water supply for
common areas
(c) Cleaning of common areas
(d) General Maintenance
(e) Refuse collection

5 Electricity Rates

The rates below are the current electricity rates. Our electricity rates
are revised on a regular basis.
