Report on parking activities for the period April 2008 to March 2009 including
performance and finance statistics and off street parking information
Introduction
This report covers the combined performance of all Councils – District and Borough
- within Gloucestershire County for the year April 2008 to March 2009. This was the
first full year of Civil Parking Enforcement in the county, with Forest of Dean District
Council joining the rest of the county in August 2008.
Parking enforcement in Gloucestershire has been decriminalised and is subject to

the Civil Parking Enforcement powers contained within Part 6 of the Traffic
Management Act 2004. The Police no longer enforce parking restrictions in the
County and enforcement patrols are carried out by Civil Enforcement Officers
employed by the District and Borough Councils acting with the authority of the
County Council under a Service Level Agreement (SLA).
Within the County, responsibility for the provision of parking spaces and the
enforcement of restrictions is split, with the County Council - as the Highways
Authority - responsible for all “on-street” restrictions that apply to the highway
including:
- charges for parking places contained within the Highway
- the provision of Residents Parking Permit Schemes
- the issue of Penalty Charge Notices for contraventions of any parking
restrictions in force on the highway
- the issuing of any dispensations or waivers as appropriate and when
requested.
These powers are delegated by agreement to the local District or Borough Council
who act of the County’s behalf.
District and Borough Councils provide all “off-street” car parking, i.e. car parks not
part of the public highway, and are responsible for setting tariffs and issuing Penalty
Charge Notices for the contravention of restrictions within them.
Parking Enforcement throughout the County is operated in partnership between

Gloucestershire County Council and the local District or Borough Councils.

Structure
District, Borough and City Councils are responsible for the enforcement and
administration of all parking restrictions in Gloucestershire. Parking schemes are
designed and implemented by the County Council.
A Service Level Agreement exists between Gloucestershire County Council and

District Councils delegating authority for the enforcement and the administration of
parking restrictions within each district. Further agreements exist between
Gloucester City and Forest of Dean and, Cotswold District and Stroud District.
The numbers and employment status of Civil Enforcement Officers employed in the
County is indicated in the table below.

Policy
Gloucestershire County Councils parking policy is set out in the Local Transport Plan
(LTP) and driven by the priorities, shared with our partner authorities of;
Reducing Congestion and improving traffic flow, improving Road Safety and Air
Quality, and ensuring full and equitable Accessibility to all of the communities
throughout the County.
Parking restrictions, and therefore the enforcement of those restrictions, are

designed:
• To improve traffic flow and relieve congestion;
• To ensure safety for pedestrians, cyclists and vehicles;
• To improve access to Businesses and our wider community;
• To ensure a fair use of limited parking spaces;

• To improve our environment;
• To encourage, where appropriate, the use of alternative modes of transport.
The County Council is guided by Best Practise with regard to access for disabled or
disadvantaged groups when designing traffic and parking schemes
The Council is currently formulating a new Policy on the issue of residents and other
Parking Permit Schemes due for completion at the end of 2009.

District Performance
County Overview
The partnership arrangements between Gloucestershire County Council and the six
District Councils within the County have seen the effective introduction of
Decriminalised Parking Enforcement, operating under the Road Traffic Act 1991.
On March 31st 2008 the legal basis of parking enforcement changed across the
Country and the Part six of Traffic Management Act 2004 and associated
Regulations and Guidance came into force and Decriminalised Parking Enforcement
or DPE became Civil Parking Enforcement or CPE.
The effect of this very significant change has been well managed and we are now
faced with a period of consolidating our combined approach across the County and
learning from Best Practise.
To this end the County Council employed its first, dedicated, Parking Manager in
January 2009 to provide a focus on the introduction, management and expansion of
parking restrictions and controls across the County.
A Gloucestershire County Council CPE Task Group of County Councillors was created
to manage the scrutiny process, this resulted in an action plan for 2009/2010 and
this plan is included as an appendix at the end of this report.
A new Policy on Permit Parking Schemes is to be proposed allowing us to more

effectively address the mounting requests to help residents where competition for
parking spaces are seen to be increasing. The draft of this Policy is now nearing
completion and, after review, it is hoped that it will be formally adopted in the
autumn – with new works commencing in the early New Year (2010)
The County Council has introduced a very well received Experimental Traffic Order
In four discreet streets in the Barton Tredworth area to address residents parking
problems through the innovative use of parking controls. If successful these design
features may be extended to other similar problem areas helping residents in an
otherwise highly congested part of Gloucester City.
Improved compliance and turnover of parking has improved across the County.
There is an on-going reappraisal of parking restrictions in town centres and the
County Council is working with the District Councils in formulating a local parking
strategy.
On Street compliance has improved in Stroud. On street compliance has improved

in Cheltenham and the use of Residents Parking Permits has increased since the
introduction of CPE, with more requests for similar help being received from
residents in the town.

Gloucestershire County Council also provide Off-Street parking facilities at the Cam
& Dursley and Ashcroft Railway Stations as well as at the Arle Court Park and Ride
site on the outskirts of Cheltenham and the Waterwells and St Oswald’s park and
Ride sites in Gloucester city. Parking is free to users of the associated services at all
of these sites with the exception of the St Oswald’s site where a gross income of
£84,588 was collected over the financial year, all of this money was reinvested in
the provision of Park and Ride services in Gloucester City.
What follows is the individual District and Boroughs Parking Services report on the
workings and effect of Civil Parking Enforcement and parking generally in their area.
The following reports have been submitted by the Parking Managers for each of
the District and Borough Councils within Gloucestershire County.
Tewkesbury Borough Council
Just a little over one year into the introduction of Civil Parking Enforcement in the
Tewkesbury Borough area, the team is celebrating a massive turnaround in parking
compliance and improved traffic flow within the main market towns of Tewkesbury,
Winchcombe, Churchdown and Brockworth.
A ‘One Year On’ health check undertaken by an independent consultant has

demonstrated the scale of success which includes a turnaround of just two working
days for informal appeals and a payment recovery rate approaching 80%.
Moreover, the effectiveness of the enforcement programme has won over doubters
and objectors, with the local Chamber of Commerce, local retailers and residents all
commenting on the clear improvements that have been made.
In the financial year 2008 - 2009 Tewkesbury Borough Council received £701K from
its Off Street car parks at a cost of £323K result in a surplus of £378K This surplus
was spent on public passenger transport services and environmental
improvements.
Cotswold District

Cotswold District Council is one of the largest rural districts in southern England,
covering around 450 square miles of eastern Gloucestershire. The principal
settlement is Cirencester with clusters of Market Towns scattered across the
district.

The District is split between north and south with Cirencester, ‘the capital of the
Cotswolds’, in the southern area along side Tetbury, to the south west and Fairford
and Lechlade on Thames to the south east.. The north of the District is primarily
busier in the summer months due to high numbers of tourists, attracted to Bourton
on the Water, Stow on the Wold and Moreton in Marsh.
Off-street parking trends, (income and usage), have remained static over the
financial year 2008/09 despite the recession. Statistically the district is a safe place
with low levels of crime and unemployment.
Prior to CPE the main settlements had limited on-street enforcement via Traffic
Wardens and Police Officers. Enforcement is now spread across the District with a
consistent approach to dealing with non-compliance. Compliance with on-street
restrictions has greatly improved with an increase in turnover of limited waiting
spaces and former bottlenecks now being kept clear. This has improved traffic flow
through the towns and villages, some of which have very narrow streets and lanes.
To date, the introduction of CPE has not increased the usage of car parks as
anticipated. Those who previously parked in contravention have most likely
dispersed into the surrounding residential areas. This has caused a ripple effect of
requests for residents parking schemes in several towns but mostly Cirencester.
In the main, residents and businesses have accepted the new enforcement and
appreciate the positive outcomes of clearer and safer streets.
In the financial year 2008 - 2009 Cotswold District Council received £1,992,136 from
its Off Street car parks at a cost of £744,907 result in a surplus of £1,247,229 This
surplus contributed to the Councils General Fund and reduced the net cost of all of
the Councils Services.

Stroud District is a largely rural area covering 175 square miles in the south of
Gloucestershire. The eastern half of the District is part of the Cotswold Hills,
designated as an Area of Outstanding Natural Beauty (AONB). To the west of the
Cotswolds escarpment is the low-lying landscape of the Severn Vale, which is
bordered by the Severn Estuary.

Approximately 110,000 people live in the District, with three-quarters of the district
residents living in or around Stroud town, Cam, Dursley and Wotton-Under-Edge.
Stroud is relatively affluent but there are pockets of deprivation. Rural isolation and
access to services is a problem generally, particularly in the Severn Vale and around
Painswick and Wotton-under-Edge.
Prior to the introduction of the DPE, parking enforcement was undertaken by

Gloucestershire Police using Traffic Wardens, Police Community Support Officers
and Police Officers. Enforcement is now undertaken by 4 Civil Enforcement Officers
who regularly patrol both on and off street parking restrictions within the District,
prompting an improvement to the compliance of on street parking restrictions.
The Council retains the ownership of car parks to assist and meet a variety of
customer needs. These needs are catered for by promoting the turnover of spaces
during working hours. Car park enforcement measures ensure, as much as possible,
that shoppers and visitors can find spaces and this in turn assists the local economy
by allowing customers to use the businesses in the area.
Where there is sufficient parking or where people are prepared to park on the
periphery of the town centre, longer stay provisions at lower charges or at no cost
are made, primarily to allow for commuter parking.
Over the last few years town centre parking trends have varied very little, in Stroud
and the introduction of DPE did not increase car park usage as anticipated. Those
who previously parked in contravention have most likely found parking further out
of the town centres.
Stroud District, as a member of the Stroud Concordat, has worked with County
Council and Gloucestershire Highways to develop the Stroud Public Realm Strategy.
This document contains a significant number of suggestions relating to the change
in parking arrangements and traffic movement. Town and District Council have
adopted the document, with County advising that findings will be integrated into
the Local Transport Plan 3. The next stage will be a detailed investigation to
determine feasibility of options.
Stroud District Council are leading on the implementation of high quality paving in
the vicinity of the Old Town Hall in Dursley. Alongside the drafted architectural and
engineering drawings, it is proposed that a change to the traffic order is made so
that the site becomes more pedestrian friendly, attractive and complements the
future supermarket plans.
The County has worked with the Stonehouse Town Council to consult and develop a
concept for the High Street. Whilst feasibility must be investigated, this will again
impact on the parking arrangements and traffic movements through and around
this shopping precinct.
When Decriminalisation of Parking Enforcement (DPE) was introduced 5th

November 2007 across Gloucestershire, Stroud District Council joined forces with
Cotswold District Council to economise on back-office processing of Penalty Charge
Notices (PCN’s) and permits. Cotswold hosts the I.T system with a link to Stroud

District Council. The partnership has worked well with considerable savings made in
the initial set-up costs and annual on-going costs for both authorities.
Stroud District Civil Enforcement Officers issue tickets which are electronically
transferred to Cotswold on a daily basis, where they are processed and managed
through to payment, adjudication or Bailiff. Cotswold DC also process all season
tickets and permits for both authorities.
In the financial year 2008 to 2009 Stroud District Council grossed £583,937.78 from
its off street car parks at a cost of £750,561.29 resulting in a deficit of £166,623.51
this deficit was funded from Council balances.

Cheltenham Borough Council
The impact of CPE has seen a positive effect on compliance rates.

Despite a 3.3% drop in annual car park ticket sales compared to 2007/8, there was
no fall in annual car park income (excluding car park fines).
This shows that more users are complying, which is also verified by the fact that
there was a significant fall in monies generated from Penalty Charge Notices issued
in Off-street car parks.
In the financial year 2008/09 Cheltenham Borough Council received £3,871,600

income from off street car parks. The cost of providing this service was £1,884,500.
The surplus of £1,987,100 was invested in car park improvements and in the
delivery of other essential council services.
Gloucester City Council and Forest of Dean District Council
Prior to DPE Gloucester City had only two traffic wardens patrolling the City Centre,
with many people either disregarding the waiting restrictions or parking
inconsiderately causing problems. There are now 14 Civil Enforcement Officers on
duty across Gloucester City and the surrounding area. In particular we have noted
better compliance of On-street pay and display bays, loading bans and other waiting
and restrictions.
We have been able to respond to requests for more patrols around schools where
‘keep clear zigzags’ have been abused. Parking compliance around the busy
Gloucester Rugby football ground has also improved as we have organised joint
patrols with the Police. This has been a particular benefit to residents who
previously experienced problems accessing their properties due to vehicles parked
in contravention.
Car park usage across our 15 City Centre Car Parks increased slightly last year. We
have therefore planned a programme of improvements to upgrade our car parks
together with an advertising campaign to encourage shoppers into the City centre.
In the financial year 2008/09 Gloucester City Council received £2,337,545 income
from off street car parks. The cost of providing this service was £1,635,317. The
surplus of £702,228 was invested in car park improvements and upgrades across the
City.

Finance
The tables at the end of this report indicate the final “County wide” balance of
accounts. Actual balances are calculated separately for each district and liabilities
adjusted to reflect the relevant Agreement between authorities.
The final balance, recorded on accounts held by District Councils on behalf of

Gloucestershire County Council, was £1,122,708.95.
All surplus monies were reinvested in the Integrated Transport Services and
Highway Budgets for the period. These budgets are summarised below, in-line with
Local Authority accounting practise income is shown as a negative and expense as
a positive:

Cotswold District Council retained the operational surplus indicated in the

Appendices in accordance with the partnership arrangements between them and
Gloucestershire County Council. This surplus was used to replace capital
expenditure incurred in the set up of CPE in the area.

Conclusion
The introduction of Civil, Parking Enforcement in Gloucestershire has allowed the

Council to ensure that parking restrictions created by the County, in consultation
with local communities, are effective and fit for purpose.
From public feedback it is already clear that Parking Services are providing a
valuable enforcement tool in dealing with the anti-social behaviour of inconsiderate
and dangerous parking.
Civil Parking Enforcement has been in effect in the County for a relatively short time
and performance is steadily improving in all areas. As the realisation that anti-social
parking is most likely to result in a Penalty Charge it is expected that a mounting
deterrent effect will be discerned across the County. From experience gained in
other parts of the Country, this deterrent may take some time before the number of
Penalty Charge Notices fall and parking behaviour improves. Future Annual Reports
will attempt to chart this improvement and identify developing trends across the
County.
Most Motorist, residents and visitors to Gloucestershire have been positive about
the improvements to parking – and therefore traffic flow and accessibility. Many
requests have been received for additional parking controls in residential areas and
for increased enforcement where those controls already exist. The new Residents
Parking Policy, mentioned earlier in this report, will allow us to address those
concerns in a co-ordinated and planned way in 2010 and onwards.
The appearance of Council employed Civil Enforcement Officers enforcing

restrictions at unfamiliar times has caused some criticism as has the lack of
sufficient enforcement in some areas. Some Enforcement Teams continue to
operate with resources below the planned level and this deficiency will be
addressed before the end of 2009.
The Council will ensure that a balance approach is taken to patrol scheduling, and
while the use of discretion is not always available to an Enforcement Officer,
representations to District and Borough Councils will be treated sympathetically at
all times.
The Council will endeavour to bring about greater public understanding for the
need of restrictions and how they operate through publicity and improved and
readily available information.
The Future
One of the challenges for the future is to ensure that parking enforcement is
applied in a way that while reflecting local concerns and priorities, still provides a
consistent and understandable approach to residents and visitors to the County and
ensures that parking restrictions function in a planned and meaningful way.
Other challenges and areas to be addressed include:

- 13 -
- The successful completion of the CPE Task Groups Parking Action Plan.
- The potential introduction of CCTV enforcement for bus restrictions and a
further investigation into its potential to help enforce parking restrictions –
especially around schools.
- A review of the provision and management of Pay and Display equipment
across Gloucestershire.
- A more effective approach to asset management, especially to the repair
and maintenance of signs and lines associated with parking controls, with a
target of completing any backlog of repairs by the end of October 2009.
- A more effective approach to the collection of Penalty Charges to ensure the
integrity of the Penalty system.
- An ongoing review of current parking restrictions and their suitability.
- The successful implementation of the new Residents Parking Policy
- The development of a more robust approach to the fraudulent use of Blue
Badges.
