Instructions for Petition Gatherers

1. There are two petitions. One adds language about preventing the construction of major
roadways through the land we want to preserve. Although anyone can choose one petition over
another, please try to encourage everyone to sign both. See the FAQs for further explanation.

2. The petition can only be signed by registered voters residing in the City of El Paso.

3. If someone hasn’t registered, but wants to, tell them that, after filling in a voter registration
form, they need to wait at least five (5) days before signing the petition.

4. You can become a Deputy Voter Registrar and register voters. Go to the County Election
Bureau, Room L115 in the lower level of the County Court House, 500 E. San Antonio, El Paso,
Texas 79901 and ask for the forms. It only takes few minutes. They are open 8 a.m. to 4:45 p.m.

5. All columns must be filled out. However, it is not necessary that the VUID Number (the number
on the voter registration card) is filled out since some signers may not have their voter
registration card on them. The Municipal Clerk will have to verify each name anyway.

6. Please have each page of signatures that you gather notarized by a Notary in and for the State of
Texas. Your bank or real estate agent will have notaries usually for free. We will prepare a list of
notaries. You may want to identify a notary who will do these for free for you.

7. Please return signed and notarized forms to Jim Tolbert, 2701 Frankfort Ave., El Paso, TX 79930
on or before January 10, 2011. If mailing, please be sure that they will reach him on or before

8. Please be sure that you download and print out FAQs and map and have these with you when
you gather signatures. If you do not have a printer, call Jim for some hard copies or the person
from whom you got the petition blanks.

9. Have extra forms, copies of the FAQs and map, as well as these instructions to give to those who
want to help gather signatures. Make sure that they understand that only registered voters who
are residents of El Paso can sign. Get their names and contact information for follow-up. An
email address is particularly helpful.

10. Check the upper right hand column of www.elpasonaturally.blogspot.com for any new
documents that may help you such as FAQ updates and new maps.
11. Always be respectful of each person even those who may oppose what we are doing and who
may rudely voice their opposition.
