Sub:- NOTICE INVITING TENDER FOR APPOINTMENT OF IT IMPLEMENTING AGENCY FOR

IMPLEMENTATION OF IT INFRASTRUCTURE IN J.S.E.B UNDER RESTRUCTURED ACCELERATED
POWER DEVELOPMENT AND REFORMS PROGRAMME (R-APDRP) PART-A OF GOVERNMENT OF
INDIA AGAINST J.S.E.B. NIT NO. 283/PR/JSEB/10-11

Sealed International Competitive Bids are invited for appointment of ‘IT Implementing Agency’ by JSEB for
implementation of IT infrastructure for Restructured Accelerated Power Development and Reforms Programme
(R-APDRP) Part-A of Government of India from the empanelled list of System Integrators selected by the PFC.
Interested bidders are requested to download tender documents from website (www.jharkhand.gov.in). Hard
copies of tender documents will also be made available for purchase from the office of Chief
Engineer(APDRP), Ranchi on payment of tender fees of Rs.20000(Rupees Twenty thousand only).

The offers complete in all respect should be submitted, superscribing the main cover as ‘APPOINTMENT OF IT
IMPLEMENTING AGENCY FOR J.S.E.B. UNDER R-APDRP (PART-A) AGAINST J.S.E.B. NIT NO.
283/PR/JSEB/10-11 in person in the office of the Chief Engineer (APDRP), Dhurwa, Jharkhand State
Electricity Board, Ranchi – 834004.

No tender shall be accepted / opened after the due date and time of receipt of tender irrespective of delay due
to any reasons and J.S.E.B. shall not assume any responsibility for late receipt of the tender. Submission of
tender by email is not acceptable. In case the due date happens to be a holiday, the bids shall be received /
opened on the next working day at the same time and place.

General Requirements:-

1. The Technical cum Commercial and Price bid along with specified Bid Security and cost of Tender
documents should reach the office of the Chief Engineer (APDRP), Jharkhand State Electricity Board,
Ranchi – 834004, not later than the submission date and time.

2. Documents towards payment of Tender document fee and Bid Security (EMD) should be kept in the
Bid Security cover only.

3. First the Bid Security cover will be opened in the presence of the authorized representative of bidders
and if the document towards the payment of tender fee and EMD are found in order then only cover
containing Technical Bid will be opened. All those who are found technically competent to carry out the
job will be considered as qualified bidders and only their financial bid will be opened thereafter.

4. The sealed envelope containing the price bid will be opened in the presence of the representative of
the qualified bidders and the sealed envelopes of financial bid of the non qualified bidders will be
returned.

5. It should be clearly understood that JSEB will not reimburse any cost incurred by the bidders for the
preparation of offer, site visit, collection of information, signing of contract or negotiation.

6. Bidders should observe a high standard of ethic during the selection process and in the execution of
his contract.

7. Any bid i.e, Technical, Price or Bid Security cover received after the due date and time will be rejected.

8. Bidders have to submit their offer in line with the requirements as specified in the RFP/ Bid document.

9. The bid, even though fulfilling the specified qualifying requirements/ criteria as specified in the RFP bid
document, are liable to be disqualified incase of non compliance to the followings by the bidders:-
• •The bidder shall not be in litigation with JSEB. Any litigation against JSEB shall outrightly
disqualify the bidder.
• •The bidder should not make misleading or false representations in the forms,statement and
attachments submitted in proof of the qualifying requirements.

10. The bidder should not have a record of poor performance such as abandoning the works, not properly
completing the contract, inordinate delays in completions, litigation history or financial failures etc, in
earlier works executed with JSEB or any other utility.

11. The bidder should not have been blacklisted by any Company, Board, Organization or Government
body.

12. JSEB reserves all rights to reject any or all tenders without assigning any reasons thereof.

13. The bidders may visit the location of the project areas to make himself familiar about the project
locations and for effective project planning.

14. Bidders are advised to visit JSEB website www.jharkhand.gov.in regularly till submission of Bid for
any updates.
