 eight-year elementary education in the Republic of Croatia is compulsory and free for all
children at the age of six to fifteen

 Ôhere are three segments of elementary education:

M compulsory elementary education conducted in regular elementary schools
M art education in elementary music and dance schools, and
M elementary education of adults conducted in regular schools and specialized
institutions

 regular schools ^ founded by the units of local self-government and the towns ( 2 )
 regular schools ^ established by other physical and legal persons (10)

 provides everyone, upon the completion of primary schooling, under equal conditions and
based on individual capability, the opportunity to acquire knowledge and the competence
needed to enter the work force and to undertake further education

 secondary education is provided by secondary school institutions and other legal persons

 secondary schools, depending on the type of instruction plan and program they offer, are
as follows:
M gymnasiums
M vocational or trade schools

 includes special programs for secondary school
diplomas, secondary professional degrees, basic professional degrees, retraining
programs and qualification and training programs

 since 2003 an intensive reform of higher education system

 reform is in line with national needs and European standards, and according to the
principles of the Bologna Declaration

 intention is to provide the students with a possibility to enter the labour market after
finishing the first cycle of study or to enrol in graduate and postgraduate study

 a new model of lump sum financing of universities

 development of the binary system ^ a system in which professional studies are carried
out at polytechnics or schools of professional higher education while university studies
are carried out at universities

 connecting higher education and science and research with the private sector is a
process that runs parallel to the reform of higher education

 quality higher education is a precondition for a successful society
