Argusville City Council Regular Meeting

December 7, 2010

Meeting called to order at 7:30 with the following in attendance: Darren Wetzel, David Becker, Bekki Hill,
Randy Teberg, Deputy Chris Fix, Vickie Ventzke, Wayne Slinger, Lynn Dusek, Steve Larson, Mark Wiebusch,
Jamison Jensen, Susie McDonald, and Mary Howatt.

Minutes & balance report approved.

Motion Teberg – Second Becker to pay bills as follows: Cass County Electric 525.60, The Forum 53.28, Qwest
55.96, Cass County Electric 594.19, City of Fargo 14.00, Cass Rural Water 2179.37, Metro Disposal 1805.40,
ND Sewage Pump Lift Station 556.00, City of Fargo 90.00, Allan Woods 66.72. Motion carried.

Motion Teberg – Second Hill to approve liquor and beer license application for Happy Trails Tavern, Inc.

Fire hydrant quotes have been received. Replacement of hydrant in northwest corner of city tabled until spring.
No report on street signs or culverts. Generator installation at Community Center is in progress. Wetzel will
contact the county for an update on County Road 4 construction plans.

Jim Baumler received the city letter regarding the former Argusville School and has requested an extension on
securing the building. The city would like to know Baumler’s intentions for the building. Motion Becker –
Second Teberg to grant extension until April 15, 2011.

Howatt reported on Metro Disposal curbside and roll off (central location) recycling programs and rates. Waste
Management has contacted the city about services they provide. Council tabled decision until garbage contract
negotiation in the spring. A community survey will be included in an upcoming utility mailing to gauge
interest.

Due to a landfill rate increase, Metro Disposal is increasing city garbage rates $1.95 per household. Metro will
honor a lesser increase outlined in the current contract, but rates will increase again with a new contract July 1,
2011. Motion Teberg – Second Becker to increase rate from $12.50 to $13.60 per household effective January
1, 2011.

Wetzel provided snow removal update. Scott Leverson is the primary contact and made the necessary calls to
Ziegler’s during recent weather incidents. For occasional blow-ins where full road clearance is not required,
Wetzel has acquired a blower. While the city is responsible for removal, the Homeowners Association will
work with the city when needs arise. Richwood residents are asked to contact Susie McDonald when there are
blow-ins. City residents should call Darren Wetzel. Jensen noted that several intersections are icy. Teberg will
contact the county to request sand.
