 USACE voiced concern that the San Diego OBP sector doesn’t know the SBI
PF225 leadership (e.g. (b) (6) )
 (b) (6) to provide OBP leadership with SBI PF225 org
chart.
o Misc. Real Estate
 PF225 PMO, Local OBP, USACE Real Estate and OBP HQ need to agree on
what land we are considering buying “south” of the fence in RGV and Del Rio
o RGV
 Fence alignment maps need to show the proposed fence location relative to the
levee to facilitate land acquisitions-Corps adding these details to the maps
 The are a couple of sections of fence in which the specific location relative to
levee still needs to be agreed too
o Del Rio - We probably will need to have meeting in Del Rio to finalize plans for M-1
 The Corps needs to develop a preliminary engineering plan for M-1 ASAP to
facilitate discussions with the land owners
 The sector has previously voiced a desire to purchase the land south of the M-1
fence segment to the border.
o Cover letter for ROE for I
o Mr. Giddens approved the distribution of the letter but directed that any maps provided
with the letter only include the addressee name (i.e. names of neighbors should not be
shown)
o Door-to-Door Contacts relative to property acquisition

o (b) (6) confirms that there is one OBP agent for each USACE agent
o We are waiting for the schedule from USACE to start conducting
o Engineering Issues
o The access roads that are identified for post construction activities are to be on
perpetual easements
o VF200/300 & PF225 are part of TI Program but are separate projects and are not
merged (i.e. NEPA, RFPs, etc. will be separate)
o Little Rock district is leading the development of the fence tool kit including levee
designs. An fence design IPT has been stood up and is meeting on the 17th to
discuss/review the tool kit conceptual designs.
 Finalized conceptual designs are to be completed on the 23rd. Final engineering
designs are to be completed by Nov. 15th
o A draft design concept report for the Pak Truck Trail is due out at the end of this week
o Baker is to update the Fence Summary spreadsheet relative to the planning efforts
associated with engineering and construction.
o USACE is waiting on input from their Environmental and Real Estate leads for the
necessary updates to Fence Summary spreadsheet.
o Need to schedule site visits to observe the “contingency” fence segments added to the
scope of work.
o Fence Summary Spreadsheet
o CBP will be taking over ownership of the spreadsheet but wants the “planning” related
columns updated by USACE first
 USACE to check that E2-A and E2-B mileage is correct in the spreadsheet

Action Items:
 (b) (6) to provide OBP leadership with SBI TI PMO/PF225 org chart.
 USACE to schedule a “property by property” review of the fence alignments in TX to
identify parcels south of the fence to be potentially acquired.
 USACE to prepare a preliminary engineering plan or exhibit that depicts the 100 yr
floodplain and proposed location of the M-1 fence segment and associated TI corridor.
Once reviewed by the PF225 PMO, the exhibit shall be forwarded to OBP for review and
comment. If needed, a meeting will be scheduled in Del Rio to finalize the fence alignment
and property acquisition plan.
o Earliest to occur will be late in the week and the latest is the week after that
 Site visits to B segments to be scheduled with either (b) (6) and
(b) (6) and maybe (b) (6)
(b) (6) to email (b) (6) with potential dates
 (b) (6) to create communications plan to include an USACE PF225
Organizational Chart that will be provided to OBP. The PF225 PMO is particularly
interested in knowing the PF225 sector specific PDTs that are being stood up to execute
the construction of the projects.
