Alberta  Party  Leadership  Race:    Rules    


 
(A) The  Election  of  the  Leader  of  the  Alberta  Party;  Nomination  Day  
 
(1)  On  Saturday,  May  28th,  2011,  from  Edmonton,  Alberta  (“Voting  Day”),  the  Alberta  Party  will  
conduct  a  vote  to  elect  a  Leader  of  the  Party  at  a  leadership  convention  (the  “Convention”).  
 
(2)  The  deadline  for  receipt  of  nominations  for  the  position  of  Leader  of  the  Alberta  Party  will  
be  noon  on  Friday,  April  18th,  2011  (the  “Nomination  Day”).  
 
(3)  The  Board  of  Directors  of  the  Alberta  Party  may  sponsor  one  or  more  all-­‐candidates’  events.  
Provided  that  the  Board  of  Directors  has  given  each  candidate  a  minimum  of  30  days’  notice  of  
such  an  event,  the  attendance  of  all  candidates  may  be  required.  
 
B)     Rules;  Convention  Rules  Committee;  Convention  Co-­‐Chairs;  Returning  Officer.  
 
(1)  The  Convention  Rules  Committee  (established  and  appointed  by  the  Board  of  Directors)  has  
the  authority  to  make  additional  rules  pertaining  to  the  conduct  of  the  Leadership  Campaign  
and  Election.  
 
(2)  The  Leadership  Campaign  and  election  of  the  Alberta  Party  Leader  shall  be  conducted:  (a)  
according  to  these  rules,  and  any  others  that  are  adopted  by  the  Convention  Rules  Committee  
or  the  Board  of  Directors  (the  “Rules”);  and  (b)  pursuant  to  the  Constitution  of  the  Alberta  
Party  (the  “Constitution”).  
 
Any  reference  in  these  Rules  to  a  form  or  report  means  a  form  or  report  in  a  format  prescribed  
by  the  Convention  Rules  Committee.  
 
The  Convention  Rules  Committee  is  also  delegated  the  responsibility  of  interpreting  and  
enforcing  the  Rules,  all  of  this  subject  to  the  requirement  that  such  enforcement  and  
interpretations  are  not  in  conflict  with  any  of  these  Rules,  the  Constitution,  or  any  terms  and  
conditions  adopted  by  the  Board  of  Directors.  
 
The  Convention  Rules  Committee  is  also  delegated  the  responsibility  to  maintain  effective  
communications  with  a  single  party  liaison  person  named  by  each  candidate  (the  Candidate’s  
“Party  Liaison”),  including  the  responsibility  to  advise  each  Party  Liaison  of  the  Rules,  the  
interpretations,  Formal  Requests  (as  defined  below),  Complaints  (as  defined  below)  and  the  
disposition  of  Complaints,  and  any  other  matters  arising  from  the  work  of  the  Board  of  
Directors,  the  Executive  Committee,  or  the  Convention  Rules  Committee  that  are  material  to  
the  conduct  of  the  Leadership  Campaign.  
 
(3)  Without  limiting  the  generality  of  the  foregoing,  the  Convention  Rules  Committee  has  the  
authority  to  make  Rules  and  prescribe  forms  relating  to:  
(i)  determination  of  age,  residency,  and  membership  –  qualification  to  vote;  
(ii)  candidate/campaign  organization  reporting  on  activities,  fund-­‐raising  and  campaign  
expenditures,  or  any  other  financial  requirements  related  to  the  Leadership  Campaign;

(iii)  candidate  attendance  at,  and  participation  in  the  Convention  and  any  other  Party  
sponsored  events,  including  speaking  order,  speaking  time,  complementary  activities  
(introductions,  demonstrations,  etc.)  
(iv)  placement,  protection,  and  removal  of  campaign  materials;  
(v)  establishing,  controlling,  supervising,  and  securing  the  voting  process,  including  any  matter  
related  to  the  impartiality  or  validity  of  the  voting  process;  
(vi)  approval  of  reporting  forms  and  all  procedures  and  processes  related  to  the  counting  of  the  
vote(s);  
(vii)  counting  the  vote(s);  and,  
(viii)  reporting  the  results  of  the  vote(s).  
 
(4)  Any  formal  request  for  an  interpretation  of  any  Rule  relating  to  the  conduct  of  the  
Leadership  Campaign  and  Election  (a  “Formal  Request”),  or  any  complaint  arising  from  the  
conduct  of  any  candidate  or  person  purporting  to  act  on  behalf  of  a  candidate,  or  any  agent  of  
the  Alberta  Party  acting  in  respect  of  the  Leadership  Campaign  and  Election  (a  “Complaint”),  
shall  be  made  to  the  Convention  Rules  Committee,  in  writing,  and  signed  by  a  Candidate  or  the  
Candidate’s  Party  Liaison.  
 
(5)  The  Convention  Rules  Committee  shall  consider  any  Formal  Request  for  an  interpretation  of  
any  rule  or  any  Complaint,  having  regard  for  the  rules  of  natural  justice,  prudence,  and  timely  
determination;  and  shall  provide  an  interpretation  or  render  a  decision,  and  the  form  of  the  
interpretation  or  decision  is  at  the  sole  discretion  of  the  Convention  Rules  Committee.  
 
(6)  Without  limiting  the  generality  of  the  foregoing,  a  decision  of  the  Convention  Rules  
Committee  may  include  one  or  more  of  the  following:  
(i)  publication  of  the  interpretation  or  finding  of  a  violation  of  the  Rules  in  a  media  release  or  by  
announcement  during  any  part  of  the  Leadership  Campaign  or  Convention;  
(ii)  disqualification  of  a  vote,  if  the  validity  of  a  vote  was  in  question;  
(iii)  a  financial  penalty;  
(iv)  a  direction  to  conform  to  the  Rules  and/or  to  make  good  any  non-­‐compliance;  
(v)  disqualification  of  a  candidate  to  stand  for  election  as  Leader;  
(vi)  a  declaration  that  the  results  of  the  Convention  are  void  
provided  that  the  remedies  set  out  in  (iii)  and  (iv)  may  only  be  applied  with  the  consent  of  the  
Board  of  Directors,  and  a  decision  including  those  remedies  found  in  (iii)  and  (iv)  is  final  and  
may  not  be  appealed  to  any  other  body  of  the  Alberta  Party  or  reviewed  by  or  appealed  to  any  
judicial  body.  
 
(7)  A  candidate  may  appeal  only  the  following  types  of  decisions  to  the  Board  of  Directors  (an  
“Appeal”):  
(i)  a  decision  on  a  Complaint  that  the  Party  has  breached  the  Constitution;  
(ii)  a  decision  on  a  Complaint  alleging  bias  on  the  part  of  the  Convention  Rules  Committee;  
(iii)  a  decision  on  a  Complaint  alleging  multiple  voting  or  other  voter  fraud  by  a  person  or  
persons;  
(iv)  a  decision  on  a  Complaint  concerning  inequity  in  access  to  the  voting  process.

(8)  The  Board  of  Directors  shall  consider  any  Appeal  having  regard  for  the  rules  of  natural  
justice,  prudence,  and  timely  determination,  and  shall  provide  a  decision,  and  the  form  of  the  
decision  is  at  the  sole  discretion  of  the  Board  of  Directors.  
 
(9)  Prior  to  Nomination  Day  the  Board  of  Directors  will  appoint  two  Convention  Co-­‐Chairs,  who  
shall  be  charged  with  chairing  or  moderating  the  various  business  sessions  of  the  Convention.  
 
(10)  Prior  to  Nomination  Day  the  Board  of  Directors  shall  appoint  a  Returning  Officer,  who  shall  
be  responsible  for  conducting  the  vote(s)  for  the  election  of  the  Leader,  according  to  these  
Rules,  the  Constitution  and  any  supplementary  rules  that  the  Returning  Officer  may  determine.    
(The  Convention  Rules  Committee  does  not  make  supplementary  rules  about  the  voting  
procedure.)  
 
(C)  Direct  Vote;  “Eligible  Voters”;  Disqualification  of  Voters  
 
(1)  The  election  shall  be  by  a  direct  vote  of  Eligible  Voters.  
 
(2)  An  eligible  voter  shall  be:  
(i)  of  the  full  age  of  16  years;    
(ii)  ordinarily  resident  in  Alberta  for  at  least  six  (6)  months  immediately  prior  to  the  voting  date  
both  of  which  may  be  evidenced  by  reference  to  a  document  such  as  a  valid  Alberta  driver’s  
license,  a  birth  certificate,  a  passport,  a  treaty,  landed  immigrant  or  citizenship  card,  a  bill  or  
invoice  indicating  an  Alberta  residential  address,  or  similar  document;  and,    
(iii)  a  member  in  good  standing  of  the  Alberta  Party,  as  of  12:00  noon  on  Friday,  May  13th,  2011,  
as  evidenced  by  such  member  being  listed  at  that  time  on  the  official  Alberta  Party  membership  
list,  such  membership  list  as  validated  by  the  Vice  President  Membership  of  the  Alberta  Party  
prior  to  the  Convention.  
 
(3)  For  the  purpose  of  these  Rules  “good  standing”  in  the  Alberta  Party  requires  each  of:  
(i)  an  acknowledgement  of  the  principles  and  values  of  the  Party,  indicated  by  a  signed  receipt  
for  membership,  or  similar  indication;  
(ii)  providing  a  name  that  differentiates  the  members  from  others  either  alone  or  in  
combination  with  current  contact  information  (which  is  also  required),  a  residential  address  
that  locates  a  person  within  a  provincial  constituency;    
(iii)  payment  of  the  required  membership  fee  (see  Article  3  of  the  Constitution);  and    
(iv)  provision  of  items  (i)  through  (iii)  to  only  the  Vice  President  of  Membership  or  the  Secretary  
of  the  Alberta  Party  by  no  later  than  12:00  noon  on  May  13,  2011.  
 
(4)  The  Alberta  Party  will  undertake  all  reasonable  measures  to  advise  any  person  whose  
membership  is  found  not  to  be  in  good  standing,  and  to  do  so  expeditiously,  and  to  provide  the  
reasons  why  such  membership  is  apparently  not  in  good  standing.    Such  a  person  may  respond  
to  the  finding  by  providing  evidence  to  the  contrary,  and  the  Alberta  Party  may  reclassify  the  
membership.

(D)    Candidate  Qualifications  


 
(1)  A  candidate  for  leadership  election  shall,  by  the  Nomination  Date:    
(i)  be  a  Canadian  citizen  and  a  resident  of  Alberta;  
(ii)  be  a  member  in  good  standing  of  the  Alberta  Party;  
(ii)  submit  a  signed  nomination  form  with  supporting  signatures  of  at  least  30  Alberta  
Party  Members,  with  at  least  5  Party  Members’  signatures  from  each  of  the  Regional  
Zones  (as  defined  in  the  Constitution)  and  including  a  signed  consent  of  the  candidate  to  
the  nomination;    
(iii)  agree  in  writing  to  adhere  to  the  Rules  and  interpretations  of  the  Leadership  Election  
process,  as  laid  out  here  and  in  any  determinations  of  the  Convention  Rules  Committee  (subject  
to  the  right  to  Appeal);  
(iv)  name  an  Official  Agent  and  a  Party  Liaison,  including  the  signed  consent  of  each  of  these  
persons  so  named  to  serve  as  Official  Agent  or  Party  Liaison  for  the  candidate;  and,  
(v)  pay  a  non-­‐refundable  nomination  fee  of  one  thousand  dollars  ($1,000),  in  the  form  of  cash  
or  a  certified  cheque  made  payable  to  the  Alberta  Party.  
 
(2)  Members  may  sign  the  nomination  papers  for  more  than  one  candidate.  
 
(3)  A  candidate  who  wishes  to  withdraw  may  do  so  at  any  time  by  delivering  a  personally  signed  
letter  of  withdrawal  to  the  President  of  the  Alberta  Party.    Withdrawal  of  candidacy  does  not  
negate  the  requirement  to  fulfill  the  reporting  and  other  obligations  undertaken  by  the  
candidate  at  the  time  of  submitting  his/her  nomination.  
 
(E)    Candidate’s  Official  Agent,  Candidate’s  Party  Liaison  
 
(1)  Each  candidate  shall  appoint  a  person  who  is  a  member  in  good  standing  of  the  Alberta  
Party  to  act  as  his/her  Official  Agent  for  the  duration  of  the  Leadership  Campaign  and  Election.  
 
(2)  The  Official  Agent  shall  be  responsible  for  all  financial  matters  and  reports  related  to  the  
Leadership  Campaign  and  Election.  
 
(3)  Each  candidate  shall  appoint  a  person  who  is  a  member  in  good  standing  of  the  Alberta  
Party  to  act  as  his/her  Party  Liaison  for  the  duration  of  the  Leadership  Campaign  and  Election.  
 
(4)  The  candidate’s  Party  Liaison  shall  be  responsible  for  ensuring  that  the  candidate  and  the  
candidate’s  campaign  organization:  
(i)  are  familiar  with,  and  comply  with,  the  Constitution  and  all  of  the  Rules  governing  the  
conduct  of  the  Leadership  Campaign  and  Convention;  
(ii)  are  aware  of  all  decisions  made  by  the  Board  of  Directors,  the  Returning  Officer  and/or  the  
Convention  Rules  Committee,  related  to  the  Leadership  Campaign  and  Convention.  
(iii)  maintain  open  communications  with  the  Alberta  Party,  including  the  Board  of  Directors,  the  
Returning  Officer,  the  Executive  Committee,  and  the  Convention  Rules  Committee.

(F)    Memberships  
 
(1)  During  the  campaign  period  each  sold  membership  must  be  represented  by  the  delivery  of  a  
membership  card  to  the  member,  and  the  receipt  for  the  membership  card  must  show:  
(i)  the  signature  of  the  member  (as  an  indication  of  the  member’s  understandings  and  
undertakings;  
(ii)  the  date  on  which  it  was  sold.  
 
(2)  Each  candidate’s  campaign  organization  must  remit  all  membership  receipts  and  the  
corresponding  membership  fee  to  the  Alberta  Party,  on  a  weekly  basis,  each  Friday  after  the  
candidate  is  nominated.  
 
(3)  Failure  to  remit  membership  receipts  and  fees  on  a  timely  basis  will  be  sanctioned  by  the  
Convention  Rules  Committee.  
 
(G)    Candidate  access  to  the  official  Alberta  Party  Membership  List;  Challenging  Names  
 
(1)  The  Alberta  Party  will  provide  each  candidate  with  a  copy  of  the  official  Alberta  Party  
Membership  List:  
(i)  within  72  hours  of  the  candidate  filing  nomination  papers  or  Nomination  Day,  whichever  is  
earlier;  
(ii)  on  the  Monday  which  is  the  15th  day  of  each  month  or  which  first  follows  the  15th  day  of  
each  month,  until  and  including  Monday,  May  16th,  2011;  and  
(iii)  on  Friday,  May  27th,  2011.  
 
(2)  A  candidate  may  challenge  any  name  on  the  official  Alberta  Party  membership  list,  with  
respect  to  good  standing  (a  “Challenge”),  that  is  with  respect  to:  
(i)  age;    
(ii)  residence  in  Alberta,  and  duration  of  residence;  
(iii)  awareness  of  membership  status;  
(iv)  payment  of  the  membership  fee;  or  
(v)  the  requirements  for  membership  having  been  met  by  the  deadline  for  membership  by  no  
later  than  12:00  noon  on  May  13,  2011  
provided  that  the  Challenge  is  accompanied  by  evidence,  satisfactory  to  the  Returning  Officer  in  
his  or  her  sole  discretion,  that  the  membership  may  not  be  in  good  standing.  
 
(3)  The  Party  will  only  receive  and  consider  a  Challenge  received  by  the  Returning  Officer  by  
12:00  noon  on  Friday,  May  20th,  2011.    The  Returning  Officer  will  rule  on  all  Challenges  prior  to  
Thursday  May  26th,  2011.  The  good  standing  of  any  member  listed  on  the  official  Alberta  Party  
Membership  List  is  not  subject  to  Challenge  thereafter.

(H)    Leadership  Campaign  Expenses  


 
The  Alberta  Election  Finances  and  Contributions  Disclosure  Act  (the  “Act”)  does  not  apply  to  
leadership  campaigns  or  conventions  of  registered  parties  such  as  the  Alberta  Party  (pursuant  
to  Section  2  of  the  Act).  Accordingly,  the  Alberta  Party  may  adopt  such  rules  regarding  
campaign  expenses  as  it  deems  fit  (subject  to  applicable  law).    However,  it  is  in  the  spirit  of  the  
principles  of  the  Alberta  Party  at  all  times  to  seek  transparency  and  openness  in  all  dealings,  
including  the  Leadership  Campaign.  Therefore,  the  following  Rules  regarding  campaign  
expenses  apply  to  this  Leadership  Campaign.  
 
(1)  Contributions  intended  for  the  support  of  any  candidate  may  only  be  made  directly  to  a  the  
Official  Agent  of  a  candidate  for  leadership  of  the  Alberta  Party,  and  all  financial  contributions  
must  be  recorded  by  the  Official  Agent  of  the  candidate.  No  contributions  to  the  Leadership  
Campaign  may  be  made,  or  accepted,  anonymously.  
 
(2)  Contributions  by  any  person,  corporation,  trade  union  or  employee  organization  to  any  one  
candidate  for  leadership  may  not  exceed  $10  000.  
 
(3)  The  prohibitions  contained  in  each  of  Sections  16,  27,  34,  35  and  36  of  the  Act  and  the  
relevant  applicable  definitions  from  the  Act  (regarding  entities  prohibited  from  making  financial  
contributions,  contributions  of  unincorporated  groups,  contributions  not  belonging  to  a  
contributor,  out  of  province  contributions,  and  funds  from  federal  parties)  shall  apply  to  the  
Leadership  Campaign.      
 
(4)  Neither  the  Alberta  Party  nor  any  Constituency  Association  or  candidate  may  receive  or  
issue  an  official  Alberta  Party  receipt  for  a  contribution  to  a  leadership  campaign,  and  a  printed  
acknowledgement  of  this  must  be  given  to  every  contributor  to  a  candidate  for  the  duration  of  
the  Leadership  Campaign  and  Convention.  
 
(5)  A  condition  of  candidacy  is  that  a  candidate  for  election  as  Leader  shall  consent  to  full  
disclosure  of  all  donations,  receipts  and  expenses  related  to  the  campaign,  including:  
(i)  an  interim  report  on  the  same,  in  the  form  adopted  by  the  Convention  Rules  Committee,  
which  shall  be  filed  by  the  Official  Agent  of  the  candidate  with  the  Convention  Rules  Committee  
14  days  in  advance  of  Voting  Day  (the  “Interim  Report”);  and,  
(ii)  a  final  report  on  the  same,  which  shall  be  filed  by  the  Official  Agent  of  the  candidate  with  
the  Convention  Rules  Committee  within  30  days  after  Voting  Day  (the  “Final  Report”).  
 
The  donor  information  contained  in  both  the  interim  and  final  reports  referred  to  in  (5)  above  
will  be  posted  by  the  Alberta  Party  to  its  website.    (Candidates  are  urged  to  post  donor  
information,  for  the  knowledge  of  the  public,  on  a  real  time  basis.)  
 
(6)  A  candidate  for  election  as  Leader  who  fails  to  file  the  Interim  Report  referred  to  above  by  
May  14th,  2011,  in  a  form  acceptable  to  the  Convention  Rules  Committee,  shall  be  barred  from  
the  ballot.  
 
(7)  A  candidate  for  election  as  Leader  who  fails  to  file  the  Final  Report  referred  to  above,  shall  
be  subject,  at  the  determination  of  the  Board  of  the  Alberta  Party  at  its  sole  discretion,  to  a  levy

of  not  more  than  $10,000.00,  which  levy,  until  paid,  shall  be  a  debt  owed  by  the  candidate  to  
the  Alberta  Party.  
 
(I)    Breach  of  the  Rules  Governing  the  Leadership  Election  
 
(1)  A  Candidate  for  election  as  Leader  shall  agree  in  writing  to  be  bound  by  the  Rules  of  the  
Alberta  Party  relating  to  the  Leadership  Race,  including  the  Rules  of  its  Convention  Rules  
Committee,  and  agrees  to  be  subject  to  such  financial  penalty  and/or  other  sanctions  as  may  be  
imposed  by  the  Alberta  Party,  in  both  cases  subject  to  such  appeal  as  is  provided,  and  agrees  to  
be  bound  in  this  regard  on  behalf  of  any  person  acting  as  his/her  agent  in  the  matter  of  the  
Leadership  Race,  and  agrees  that  any  financial  penalty  properly  levied  by  the  Alberta  Party  is  a  
debt  owing  to  the  Party.  
 
(2)  The  Convention  Rules  Committee  may  disregard  or  waive  a  technical  breach  of  these  Rules,  
provided  that  the  breach  does  not  contravene  a  provision  of  the  Constitution  or  the  clear  intent  
of  these  Rules  and  is  not  material  and  does  not  prejudice  the  position  of  any  other  candidate  in  
any  material  way.  
 
(J)    Voting  Procedures    
 
(1)(a)  Any  member  may  only  vote  once  on  a  question  or  on  a  round  of  voting  for  election.  
 
(1)(b)  A  vote  may  be  cast  using  a  paper  ballot  at  the  Convention  site,  or,  at  the  sole  discretion  of  
the  Convention  Rules  Committee  with  respect  to  cost,  technology,  method,  appropriate  
security,  and  other  relevant  considerations,  by  use  of  a  telephone  or  the  internet  according  to  
such  rules  as  may  be  adopted  by  the  Convention  Rules  Committee.  
 
(2)  All  votes  will  be  counted  at  a  single  location  in  Edmonton.  
 
(3)  Each  candidate  may  appoint  as  many  as  two  scrutineers  to  observe  the  counting  of  votes  
and  to  challenge,  if  necessary,  votes  cast.  
 
(4)    In  the  event  that  more  than  one  ballot  is  required  to  determine  the  next  Leader  of  the  
Alberta  Party,  there  shall  be  a  minimum  of  45  minutes  elapse  from  the  announcement  of  the  
results  of  one  ballot  until  the  close  of  voting  on  the  subsequent  ballot.

ARTICLE  9:  THE  LEADER  
(a)  A  Leadership  Vote  shall  be  called:  
(i)  when  the  Leader  delivers  written  notice  to  the  President,  of  his  or  
her  intention  to  resign;  
(ii)  when  the  position  of  Leader  otherwise  becomes  vacant;  or  
(iii)  pursuant  to  Article  9(f)  of  this  Constitution.  
 
(b)  The  Leader  shall  be  elected  by  a  majority  vote  of  the  Members  of  the  
Party  personally  casting  a  secret  ballot.  If  no  candidate  receives  a  
majority  after  the  first  ballot,  the  balloting  shall  be  repeated  as  many  times  
as  necessary  until  a  single  candidate  receives  a  Majority  Vote.  On  each  
round,  the  candidate  receiving  the  lowest  number  of  votes  shall  be  
removed  from  the  next  ballot  and  any  other  candidate  may  choose  to  
have  his/her  name  removed  from  the  ballot.  
 
(c)  To  be  eligible  to  vote  in  a  Leadership  Vote,  an  individual  must  be  a  
Member  in  good  standing  of  the  Party,  immediately  prior  to  the  vote,  as  
determined  by  the  Provincial  Board  and  set  out  in  the  notice  of  the  
Leadership  Vote…  
 
…(f)  Where  a  Leadership  Vote  is  to  be  called,  the  Provincial  Executive  shall  
within  fifteen  (15)  days,  announce  the  date  on  which  the  Leadership  Vote  
will  be  held.  Notice  shall  be  provided  to  all  Members  of  the  Party  by  the  
Provincial  Executive  within  a  further  twenty-­‐one  (21)  days  of  the  
announcement.  The  Leadership  Vote  must  be  held  not  sooner  than  three  
(3)  months  and  not  later  than  nine  (9)  months  from  the  date  of  the  event  
that  triggered  the  Leadership  Vote.  
 
(g)  In  the  event  the  Leader  is  unable  to  continue  as  Leader,  or  the  Leader  will  
be  a  candidate  in  the  Leadership  Vote,  the  Provincial  Executive  shall,  in  
consultation  with  the  Caucus,  select  an  Acting  Leader  until  the  Leadership  
Vote  is  complete  and  a  new  Leader  is  named.  The  Acting  Leader  shall  
not  be  eligible  to  be  a  candidate  in  the  Leadership  Vote.  
 
(h)  The  Provincial  Board  shall  establish  the  procedures  and  mechanisms  
whereby  the  Leadership  Vote  shall  be  conducted.  
 
(i)  In  order  for  a  person  to  be  considered  as  a  candidate  for  the  Leader  of  
the  Party,  the  individual  must:  
(i)  be  a  Member  in  good  standing  of  the  Party  at  the  close  of

nominations  to  be  a  candidate  in  the  Leadership  Vote,  as  


determined  by  the  Provincial  Board  pursuant  to  Article  9(i);  
(ii)  complete  an  application  form  as  provided  by  the  Provincial  
Executive,  which  form  shall  include  but  not  be  limited  to  the  
signatures  of  thirty  (30)  Members  who  are  eligible  to  participate  in  
the  Leadership  Vote,  with  at  least  five  (5)  Member  signatures  from  
each  of  the  Regional  Zones;  and  
(iii)  meet  any  requirements  for  qualification  as  set  out  in  all  applicable  
legislation,  including  the  Election  Act  as  of  the  close  of  nominations  
for  the  position  of  Leader.  
 
ARTICLE  2:    NAME,  VALUES,  AND  GENERAL  PROVISIONS  (in  part)  
 
(f)  Unless  otherwise  specified  in  this  Constitution,  any  notice  to  be  given  under  this  
Constitution  shall  be  given  by  mail,  facsimile,  electronic  transmission  or  personal  
delivery,  at  least  seven  (7)  days  before  the  date  set  for  the  meeting.  
(g)  Any  member  of  the  Provincial  Board,  member  of  Caucus,  President  of  a  Constituency  
Association  or  candidate,  can  appoint  a  scrutineer  to  observe  and  report  on  the  voting  
process  at  an  Annual  General  Meeting  or  a  Leadership  Vote  provided  for  in  this  
Constitution.  
 
ARTICLE  3:  MEMBERSHIP  
 
(a)  Membership  in  the  Party  is  open  to  all  natural  persons,  ordinarily  resident  
in  Alberta,  sixteen  (16)  years  of  age  or  over,  who  support  the  principles  
and  values  of  the  Party  and  provide  the  Party:  (i)  with  such  contact  
information  as  is  required  by  the  Party;  and  (ii)  pay  such  membership  fee  
as  are  assessed  by  the  Party  
(b)  Eligible  persons  shall  become  Members  of  the  Party  when  the  Party  at  its  sole  
discretion  determines  that  they  meet  the  requirements  for  membership  outlined  in  
Article  3(a),  and  either  of:    (i)  placement  of  his  or  her  name  on  the  official  Party  
membership  list,  or  (ii)  receipt  of  an  official  Party  membership  card  issued  in  his  or  her  
name.
