MONTHLY SPOTLIGHT

West Eugene EmX Open Houses/Public Hearing


After meeting with businesses, property owners, and residents, LTD has found ways to lessen
many of the impacts along the proposed alignments. Creative strategies include operating a
portion of the route in mixed traffic, changing course slightly to avoid trees, and other ideas that
reduce or eliminate impacts on many properties. Check out the mitigated designs at
www.weemx.ltd.org , and available at the City Manager's office.

Decision makers will select a preferred alignment soon. Get information and provide feedback
at one of the open houses listed below. The three decision-making groups will hear testimony
at the public hearing in February. Let your voice be heard!

Save the Date! Comment on the Eugene Pedestrian and Bicycle Master Plan – March 3
What: Open House
When: Thursday March 3rd, 4PM – 7PM
Where: St. Mary’s Catholic Church (Charnelton & 11th)

City of Eugene will be hosting its 2nd Open House for the public to comment on the Pedestrian
and Bicycle Master Plan. The Master Plan provides sets our goals and priorities for where what
we want Eugene to look like in the future in terms of pedestrian and bicycle infrastructure.

The Open House will feature draft system and draft policy recommendations, cost and funding
sources, and the recommended design toolkit.

UPDATE: Bike Parking for Events at the New Matthew Knight Arena
What type of bicycle parking is available?
• There are 150 permanent short term bike rack
spaces for daily or event use. There are another 50
long term bicycle storage spaces.
Will there be secure valet parking for bicycles?
• Yes, for ticketed events with at least 6,500
spectators there will be 350 secure valet bicycle
parking spaces available for $1.00 per bicycle. Valet
parking will open one hour before the event and
closes 30 minutes after the event's completion. Valet
parking will be staffed by the UO Holden Leadership Center.

Envision Eugene Open Houses Present Goals and Strategies for Future Growth – Feb. 3 & 10

Two open houses over the next two weeks will


provide opportunities for people to learn how their
input has shaped draft strategies for Eugene’s
growth and to give their feedback. The Envision
Eugene Open Houses will be held:

• February 3, 2011 from 4:00 PM – 7:00 PM at North Eugene High School Library, 200 Silver
Lane, Eugene; and
• February 10, 2011, from 4:00 PM – 7:00 PM at Roosevelt Middle School Cafeteria, 680 E.
24th Avenue, Eugene.

Participants can learn more about the draft proposal that will be available prior to the open house.
The open house events are designed to explain the proposed draft strategies and solicit public
feedback. The public can also offer feedback through the Envision Eugene website at
www.EnvisionEugene.org.

City of Eugene Walking Groups


Recreation Services offers two self-led groups that walk weekly. The Walk ‘n’ Talkers walk 3-5
miles at a quick pace every Friday, 9-11:30 a.m. from Campbell Community Center, 155 High
St. The Walk With Us group walks from Petersen Barn Community Center, 870 Berntzen Rd.,
every Thursday 9-11 a.m. for more information call Campbell: 541-682-5318, or Pete Barn: 541-

Bike Riding for Fun and Fitness - Wednesdays


Senior bike riders depart from Campbell Community Center for in-town rides every Wednesday,
through April 27, 10:30 a.m.-noon. Helmets required. Drop in. Free. Call 541-682-5318 for

Rock Climbing: Community Climb Time - Wednesdays


Come to Community Climb Time at the Arts & Technology Academy at Jefferson, 1650 W. 22nd.
Climbers age 4 and up can learn rock climbing basics, practice indoor climbing and spend
quality time as a family. $5 fee includes instruction, equipment and maintenance. Climbers must
fit into a climbing harness. Every Wednesday, through May 11 (Feb. 16 is Verical Circus: dress
in red!), 5:30-8:30 p.m. Call 541-682-5329 for information.

University of Oregon City Design Lecture – February 3


What: Lecture by Ellen Dunham-Jones titled "Retrofitting Suburbia": Urban Design solutions for
Redesigning Suburbs.

Interpreted Park Walks – February 5


Eugene Recreation Outdoor Program offers free, First Saturday Park Walks that are led by local
experts who will help you explore and learn about the ecology and management of Eugene’s
parks. On Feb. 5, walk in Owen Rose Garden in Maurie Jacobs Park. Meet under the gazebo at
the rose garden, located at the north end of Madison St. Call 541-682-6358 for more

Mountain Bike Movie Night- Saturday February 5

"KLUNKERZ: A film about mountain bikes"


This movie night event is benefit for the Greater Oakridge Area Trail Stewards (GOATS) and the
Disciples of Dirt (DOD) trail maintenance funds. Both nonprofit organizations work cooperatively
to coordinate and perform 1,000's of hours of volunteer time in trail maintenance and
construction on public trails throughout Lane County and beyond Come out and support the
people who maintain our local trails, and have a fun evening meeting other trail enthusiasts.
“Klunkerz” is a documentary that tells the tale of the pioneers of the sport of Mountain Biking in
Marin County California including Joe Breeze, Gary Fisher, Mike Sinyard, Charlie Kelly and Tom
Ritchey.
Special thanks to Ninkasi Brewing and the Northwest Youth Corps! (Yes, there will be beer, but
sorry it will not be free) The details are:

Trail-work at North Shore Trail in Lowell - Sunday Feb 6

The Disciples of Dirt Mountain Bike Club are hosting a trail-work day at the North Shore trail on
Sunday Feb 6 at 9:30am. The North Shore trail is located along the north shore of Lookout Point
Reservoir, just east of Lowell. It's one of the closest trails to Eugene and Springfield, and is
quite fun. The trail handles winter weather really well in a lot of sections, but others are
notorious
for their poor drainage or mud holes. We will be working on fixing these problem areas and
trying to improve this trail so it can better handle winter use.

The trail is really nice and scenic, with a lot of great views of the lake. It's also a great place to
find some sun on a cold day. It is a great trail for hiking and mountain biking. There is not much
climbing on this trail, but it has a lot of rougher, technical spots and a lot of short ups and
downs. If you haven't been to North Shore trail, come join us and see what you've been missing.

We'll meet at the Lookout Point Dam at 9:30am and head out in work groups from there. The
US Army Corps is providing us with base rock and gravel, and a USACE Ranger will be joining
us to work on the trail. Michelle, the USACE Ranger, is really excite that we are working on this
trail, and hopes to be able to support our efforts to improve the trail and possibly expand it.
Some tools will be available, but please bring a shovel, wheelbarrow, and 5 gallon buckets if

GEARs Announces 2011 Confident Cycling Class Schedule – Starting February 11


Are you thinking of doing more bicycling this year?Do you want to become a better rider, a more
confident and safer commuter, or learn more about traffic laws or bicycle maintenance? Or do you
know someone that wants to learn more about bike riding in Eugene?

GEARs is announcing our 2011 Confident Cycling class schedule.

Our classes teach people the laws, skills and technique, giving riders the confidence they need to
ride safely and legally in traffic and on the trails. The courses cover state laws as they pertain to bike
riders, bicycle safety checks, fixing a flat, on-bike skills and crash avoidance techniques and include
a student manual.
Our Adult Traffic Skills class is recommended for adults and children above age fourteen. This fast-
paced, nine-hour course prepares cyclists for a full understanding of vehicular cycling and is a great
resource for cyclists from beginners to experienced. This 9 hr. class, endorsed by the League of
American Bicyclists and sponsored by GEARs, is offered in 2 sessions. Materials Fee $10.

Our Family Traffic Skills class is shorter 3-hour - designed for parents and children - course that
includes traffic laws, confidence building techniques and on-bike skills as well as bike maintenance.
Parents that would like to ride bikes as a family are strongly encouraged to attend this class.
Materials fee per family is just $5.

This years we've also introduced a class called: Riding with Leaves - where we will spend 3 hours
learning the laws which affect bikers, safety measures and on-bike skills and techniques to get you
safely through leaf pick-up season in Eugene.

All GEARs classes are led by League of American Bicyclists Certified Instructors with many years
experience. GEARs wants to see more people riding bikes and doing it safely.

The Truffle Shuffle Run & Walk – February 13

The 30th AnniversaryTuffle Shuffle or Trot (It's original name) has been the largest and longest
running charity race in Eugene for the past 30 years. Come out and celebrate with us while

Family Winter Hikes – February 20 or 27


Explore natural areas in the winter season. Join the Coast Trip on Feb. 20 as it heads to
Florence or visit Silver Falls State Park on Feb. 27. Cost of either trip is $15 and includes

All-Inclusive Snowboarding Lessons offered for Teens


The City of Eugene River House Outdoor program invites teens age 13-18 to learn how to
snowboard or improve their snowboarding skills at an all-inclusive, three day workshop. These
classes are offered in partnership with SOS, a values-based snowboard program
(www.sosoutreach.org).
Participants will receive three days of professional instruction, equipment rental, lift tickets,
transportation and clothing. In the level I class, students are able to overcome fears and discover
new possibilities. In the Level II class, students will take their riding to the next level by
experiencing achievable challenges in a supportive environment.

The Level I workshop is offered March 13, 20 and 27, 7 a.m.-6 p.m.; a required pre-trip meeting is
March 8, 6:30-8:30 p.m. at the River House Community Center, 301 N. Adams.

The level II workshop is offered Feb. 13, 27, & March 6, 7 a.m.-6 p.m.; a required pre-trip meeting
is Feb. 8, 6:30-8:30 p.m. at the River House Community Center, 301 N. Adams.

CITY RESOURCES
Report a Pothole Program
It's easy to report a pothole to the Eugene Public Works Maintenance Division! There is even a
handy online pothole reporting form available at www.eugene-or.gov/pothole! The form will ask
for some brief information about the pothole, including its location (if on the path, try to give as
much location info as possible). There's also a place for you to provide your contact
information. If you would prefer, you can call Public Works Maintenance at 541-682-4800
between 8 a.m. and 5 p.m. Monday through Friday and file the report over the phone.

If you'd like to follow up with the City after making a pothole request, just send an email to
pwmaintenance@ci.eugene.or.us with the word "pothole" in the subject line.

(Please remember that Eugene Public Works only repairs potholes on streets/paths in the city of
Eugene. We will make a field inspection of every reported pothole within two business days. In
many cases we will immediately fill the pothole; however, in some cases we may choose to wait
to schedule an alternate treatment such as maintenance overlay. FMI: go to www.eugene‐

COMMUNITY RESOURCES
Water Bottles to Benefit the Jane Higdon Foundation 
Honorary water bottles are being sold, with all proceeds going to help support the Jane Higdon
Memorial Fund. The water bottles are $5.00 and being sold at Newman’s Fish Co. at 1545
Willamette Street, Eugene. Jane was an avid cyclist. She wanted to make a difference in the
world and focused on ways to make her life more meaningful. She was tragically killed in 2006,
when she was struck by a truck while on a bicycle training ride on a beautiful Oregon rural road.

The Memorial Fund supports scholarships and grants to encourage girls and young women to
pursue healthy, active lifestyles and academic excellence. The Memorial Fund also makes
donations to non-profits that advocate and work for bicycling and pedestrian safety in Oregon.

Don’t Forget to Purchase Your “Share the Road” License Plates

Oregon residents can help support cycling throughout Oregon by purchasing “Share the Road”
license plates from the Oregon State Department of Motor Vehicles. Proceeds go to the Bicycle 
Transportation Alliance and Cycle Oregon to help fund bicycle education and advocacy.

Smart Ways to School (www.swts.ltd.org) offers free services to parents of K-12 students to
help them walk, bike, carpool, or ride LTD to school. We offer a SchoolPool, a free carpool-
match service. We can help parents find other students to form a walking or bicycling “school
bus.” Smart Ways to School also manages the free LTD pass program for students in grades 6-
12. Call 682-6212.

UO Bike Program now offers bicycle maintenance classes every term. Call 541-346-4365 or
come into the Outdoor Program office in the basement of the EMU to register.

The U of O Department of Public Safety strongly encourages bicycling as a way of responsible


transportation. With Oregon weather, bicycling in winter months can be discouraging and
challenging for those that may not have the proper riding gear. You'll find information in this site
about the availability of covered parking, safety recommendations, and a listing of local shops
where you may purchase adequate gear for the conditions.

Lane Council of Governments is the Central Lane Metropolitan Planning Organization, the lead
agency for regional transportation planning and distributing federal transportation dollars for the
central Lane County area. It serves as a forum for cooperative transportation decision making

COMMUNITY PARTNERS:

The Bicycle Transportation Alliance (BTA) is a statewide organization that works to promote
bicycle use and safety and to improve bicycling conditions throughout the state of Oregon. In
the Eugene/Springfield area, the BTA's Bicycle Safety program brings safety education to
middle schools every year. For more information, go to www.bta4bikes.org .

BikeLane Coalition is a local non-profit organization that promotes safe cycling in Lane County.
Membership opportunities include the Corporate Membership option: web page for the
company, commuting assistance and route planning; and the Premium Membership option that
includes membership in the League of American Bicyclists, The League Magazine, Bicycle
Magazine, Roadside assistance and the usual benefits of membership such as discounts at
participating bike shops. A discount is offered for those already members of other local cycling

Center for Appropriate Transport (CAT) is a non-profit organization committed to community


involvement in manufacturing, using, and advocating sustainable modes of transportation. The
first organization of its kind, the Center was founded in Eugene, Oregon in the fall of 1992.
Since that time the CAT has established a number of projects under one roof designed to
further this mission including Pedalers Express delivery service, education and youth programs,
Eugene Bicycle Works community bike shop, and more. CAT has also established an
apprenticeship program that focuses on cargo bike frame building. For more information, go to

Eugene-Springfield Mossback Volkssport Club - Volkssports, literally "popular" or "folk" sports,


are organized walking, swimming, bicycling, roller skating, and cross-country skiing events
providing exercise that contributes to physical fitness. The Mossback Club usually meets on the
third Wednesday of each month at 7:00 pm at the Willamalane Senior Adult Activity Center, 215
West C Street, Springfield. Please call 726-7169 or 747-6470, to verify meeting location. Club

GEARS (Greater Eugene Area Riders) invites the community to join club members on several
weekly bike rides. Rides vary in location, distance, and terrain. The main purpose of GEARs is
to foster bike riding. All cyclists must wear an ANSI or SNEL/ASTM approved helmet. Riders
should also carry a water bottle, tire pump, spare tube and patch kit.

The Eugene Safe Routes to School Program is a community approach to encourage and enable
more people to walk and bike to school safely. We support schools and families in their efforts
to increase active transportation choices by supporting individual SRTS committees, growing
bicycle and pedestrian education for adults and children, and working to establish policies that
encourage healthy, fun, and safe transportation choices.

Spirited Walkers Group Joining the Spirited Walkers marathon training group is a wonderful
way to start the new year by making commitment to becoming more healthy and active, whether
you actually want to walk a marathon or not. Registered walkers meet once a month for a sit
down meeting of guest speakers who cover information about yoga for walkers, nutrition,
hydration, clothes, shoes, and mental training techniques. There is a large group walking every
Sunday. Beginning and intermediate mileage schedules are available. If you are interested,

Walk With Me! Walk the World with Tyler Burgess, fitness walking instructor and marathon
walking coach for the University of Oregon and Lane Community College in Eugene, Oregon.
Tyler walks to see the world, whether it is a big city, foreign country or our own backyard. Free
walking tours take place on Tuesday nights from 5:30 pm to 6:30 pm. Meet at the end of High
Street by the Campbell Senior Center. It is free, fun, and for beginners. For more information go
