Process for setting up a small-scale industry
Selection of industry-arrangement for know-how-prepare project report
[entire economic viability including marketing, pricing strategy, financing,
staff]-selection of location and acquisition of premises-apply to DIC for
NOC, registration[ compulsory for those units employing more than 10
workers] and power allotment-apply to local bodies/ Panchayat/
Municipality for NOC and permission-apply to for assistance for fixed
assets and working capital to financial institutions. Export finance.
Implementation-recruit staffs-apply for quota for raw material-power
connection-place orders for machinery-install-connect machines-procure
raw material-trial runs-corrective measures-production-sales-realization of
sales-pay creditors-pay installments-plough back-pay tax, pay dividends.

The District Industries Centre is functioning mainly with the aim of promoting,
facilitating and developing industrial growth in the territory. For the convenience of existing and
new entrepreneurs, the Administration has identified various clearance needed and incorparted
them in a computerized monitoring system called SWIFT (Single Window Invest Friendly Time
Bound System ). Activities are being monitored through Single Window. Applications are
received at Single Window from 10.00 am to 1.00 p.m on all working days. Replies / certificates
can be taken and enquires can be made from 2.30 p.m to 4.00 p.m. All the applicants are required
to apply in the proper prescribed application form enclosing all necessary certified true copies or
notorised documents, at the Single Window. Applicant can contact/ approach for any grievances
to the General Manager, (DIC) and Director (Industries )/ Collector, Daman. Name of the activity
/ services provided are given below with the requirement of documents as well as maximum time
prescribed for their disposal.

For starting a Small Scale Industry (Other than Chemical, Chemical based industries and highly
polluting industries), entrepreneurs have to first apply to the Directorate of Industries at Pondicherry.
Branch Office at Karaikal, Sub Office at Mahe and Yanam, depending on the location of the unit for
Provisional SSI Registration, in the form prescribed by the Development Commissioner (SSI), New
Delhi.

All the entrepreneurs irrespective of their size of investment, may approach the 'Single Window
Committee' (Functioning in the District Industries Centre) for getting the said clearances
expeditiously.
2. SISI-small industries service Institute

Before starting an industry it is mandatory for entrepreneurs to consult the


Director of SISI located in one’s own state. The SISI guides the
entrepreneur as to the types of industry to start, where to start and how to
start. They can help add, select items of manufacture which have scope in
different areas. It suggests the lines on which project reports for the
proposed unit should be prepared for consideration of various financial
institutions with a view to obtain financial assistance. Similarly technical
guidance in the selection of proper raw materials and type of machinery is
also provided. SISI also gives valuable information about incentives
available to SSI for various organizations currently.

 SISI or director of Industries in the state can be


approached by a small entrepreneur to provide him
with built-up factory space in an industrial estate,
or develop the factory site, power, etc after initial
clearance from State Director of Industries.
 Helps obtain financial assistance from government
and machinery on hire-purchase.
 Guide entrepreneurs in the selection of industries,
areas, raw materials and machinery.
 Register you along with DOI [which allots SSI
registration member] to enable you to participate
in Central Government Stores Purchase
programmed.
 Advise you about machinery and equipment
needed for the manufacture of different products.
 Furnish technical reports to State Bank of India on
the applicant units.
 Prepare improved designs and drawings for the
products
 Assist in making tools, dies, jigs and fixtures
 Help in optimizing utilization of men, material and
machinery through technological and management
consultancy.
 Train managers and supervisors in industrial
management.
 Conduct distribution and surveys for the benefit of
SSI.
 Enlist units for participation under central
government Stores purchase programs
 Issue competency certificates to units receiving
Government orders.
 Promote ancillary relationships with large and
medium scale units in Pvt. And PSU s.
 Enlist small units for participation under exports
aid to SSI scheme of STC
 Render technical counseling for satisfactory
execution of export orders.
 Disseminate information about items having
export market.
 Maintain close liaison with specialized agencies
like EPC s to have up to date knowledge about
products having exports markets.
Small Industries Service
Institute
 
Small scale sector is one of the success stories of the modern India. Its success is writ large over
the face of the country and is equally visible all around. This is a sector that has emerged victorious
in the face of rising threats from large sector inside and from multi-nationals abroad. The small
Industries Service Institute (SISI) are the field offices of Small Industries Development Organisation
(SIDO), Ministry of Small Scale Industries, Govt. of India, set up for the promotion and development
of Small Scale Industries in the State in the early fifties. This Institute provides support / services to
the State Government as well as co-ordinates various activities at the state level for promotion and
development of small scale industries. This Institute, alongwith SISI, Nagpur and Branch Institute at
Aurangabad, look after the whole of Maharashtra.

Small Industries Development Organisation, under the Ministry of Industry is the Apex body at the
national level, headed by
Development Commissioner, Small Scale Industries to formulate the policy governing the Small
Scale Industrial Sector in the country to chalk out schemes and programmes for development of the
SSI sector. SIDO also monitors the implementation of policies and activities of promotion and
development of Small Scale Industries in the country, with active involvement of State directorate of
Industries through its network of 28 Small Industries Service Institute (SISI) in all the States.

Small Industries Service Institute, Mumbai provides various types of extension services and
assistance in setting up of units,
promoting and developing product and Services by the Small Scale Industries. The Institute has

3. EDII-entrepreneurship development institute of India


Role
1. Primary agency with special responsibility for entrepreneur ship
development.
2. Focusing attention on development programs for entrepreneurship
development and innovative training techniques for the trainers.
3. Development of experimental EDP for women, keeping in views
their special needs and first such EDP was conducted in September
1988.
4. Rural entrepreneurship development experiments in cluster villages
of UP and Orissa in collaboration with a voluntary institution.

1. NIESBUD-national institute for entrepreneurship and small business


development, New Delhi
Why set up?

 An apex body to coordinate the training programs of various


centers and organizations in the country.
 Trains a large number of trainers and motivators in ED to
prepare model syllabi of training for various target groups,
areas to accelerate training.
 Established by Government of India, registered as a society
under the Society’s act XXI of 1860. And started July 6, 1983.
 Act as a Secretariat of the National Entrepreneurship
development Board. [NEDB]* see 5. below.

Functions

6. NEDB-national entrepreneurship development board.


It is an apex body that determines policy for entrepreneurship development
in the country. The institute NIESBUD acts as a secretariat and performs
the task of processing the recommendations made by the board.

Salient Features :
The scheme covers the following activities :-
(i) To identify and remove entry barriers for potential entrepreneurs (first generation and
new entrepreneurs) including study on entrepreneurship development.
(ii) To focus on existing entrepreneurs in micro, tiny and small sector and identify and
remove constraints to survivals, growth and continuously improve performance.
(iii) To facilitate the consolidation, growth and diversification of existing entrepreneurial
venture in all possible ways.
(iv) To support skill upgradation and renewal of learning processes among practising
entrepreneurs and managers of micro, tiny, small and medium enterprises.
(v) To sensitise to support agencies in the area of entrepreneurship about the current
requirement of growth.
(vi) To act as catalyst to institutionalise entrepreneurship development by supporting and
strengthening state level institutions for entrepreneurship development as most
entrepreneurship related activities take place at the grass root level and removing various
constraints to their effective functioning.
(vii) Setting up of incubators by entrepreneurship development institutions and other
organisations devoted to the promotion of entrepreneurship development.
Eligibility :
Any institution seeking the financial assistance for the activities mentioned above relating to
entrepreneurship development under the NEDB Scheme may send their application giving
details including objective, activities proposed to be covered, cost break-up, funding
arrangements, details of the organization including audited accounts of last 3 years, etc. to

Entrepreneurship and Business Development Centres (EBDCs)
In addition to the above activities, a new component of Entrepreneurship and Business
Development Centres (EBDCs) to be established in selected Colleges/Universities/
Organisations has been included in the NEDB Scheme to motivate students to take up
entrepreneurship as a career option with the objective to promote self-employment through
creation of small, micro and tiny enterprises in the country which would not only provide
selfemployment
opportunities but are also expected to create additional job opportunities in these
enterprises.
