ELECTION -2011
Sir/Madam

Since the term of the present National and Zonal councils of ADASA have come to an end,
the National council of ADASA has decided to conduct the Elections. I have been requested to
function as Returning officer for the Election 2011 and I have accepted the same.

Accordingly, Elections for National council and Zonal councils are to be held simultaneously
as per schedule enclosed herewith.

The following is the list of office bearers to be elected separately for National council and
zonal council.

NOTE: As per the bye laws of the Association, Office bearers of Zonal council
elected will be elected from the Headquarters of Respective zones. However, one of
the Joint Secretaries shall be elected from the Headquarters & the other one, from
outside Headquarters. Out of 10 zonal council committee members 50% (i.e. Five)
shall be elected from the Headquarters and the other Five will be from outside
headquarters.

It may be noted that if any member files nomination for more than one post he or she can
contest for only one post and should withdraw the nomination in respect of the other posts. Failing
which all the nominations will stand rejected.

It is pointed out that in terms of clause 4 of bye-laws for the post of National council the
contestant should be a regular member of the Association for the last five years and have experience
of two years in Zonal council and in higher bodies in the capacity of an Office bearer. Likewise, for
the post of Zonal chairman and Secretary the contestant should be a regular member of the
Association for the last three years.

In order to conduct the election in a fair and transparent manner the units are requested to
nominate a Presiding officer, preferably of a Gazetted Rank and not belonging to Administrative
cadre. The consent letter of Presiding officer along with complete office and residential address,
contact phone number may be forwarded to the undersigned. It may be noted that subject to the
exceptions given below ballots will not be sent to those units from which nomination of Presiding
officer has not been received by the Returning officer. The nominations of Presiding officer may be
done immediately and intimation may be sent to the Returning officer.

It is necessary to nominate a Presiding officer in every unit to conduct the election. However
in view of the fact that there are small offices where very few members work in such offices, it has
been decided with the permission of National Council, ADASA that where there are small isolated
offices and it is not feasible to nominate a Presiding officer, the unit Secretary/Chairman/Member
can write to the Returning officer giving the list of members working in the office and request postal
ballots be sent to such members. Based on the request postal ballots will be sent which should be
cast and returned to the Returning officer.

In order to facilitate members who have to travel on tour, training etc. and may not be
available on the date of polling, such members can cast their ballots in the nearby unit of their stay
on tour, training etc. The Presiding officer of the concerned unit can allow such members to cast
their vote as a postal ballot after verifying their identity and taking their photocopy of their Identity
card.

In case of any doubt General Secretary, ADASA can be contacted for clarification. Hence all
the units are once again requested to give utmost priority to this matter and comply with instructions
given above.
