Since the 112th Congress convened earlier this year, Republicans have maintained focus on
creating jobs, cutting out-of-control federal spending, and reducing the national deficit. The American
people have made clear their expectations of Washington, and I will work to meet those expectations to
the best of my ability.

COMING UP WITH A LONG-TERM BUDGET SOLUTION

For the past two years Democrats have refused to pass a budget. Because of their inability to agree,
Democrats funded the federal government through a series of continuing resolutions (CRs). When
Republicans assumed control of the House this January, along with the responsibility to create jobs, cut
spending and balance the budget, we also assumed responsibility to pass a budget that would fund the rest
of fiscal year (FY) 2011.

Last month the House passed H.R. 1, a CR that would fund the rest of FY 2011 while cutting $100
billion from President Obama’s budget request. Following its passage, H.R. 1 went to the Democrat-
controlled Senate where the bill has seen little action. The House then passed a short-term CR funding the
government for an additional two weeks while negotiations with the Senate and White House continued to
take place. The Senate again neglected to offer a budget. To date, the Senate has taken few steps to pass a
budget bill, and the House continues to wait on a Senate-passed bill.

Last week the House voted on H.J.Res. 48, another CR funding the government at its current rate
for an additional three weeks. The legislation would cut $6 billion - $3.5 billion eliminating waste, fraud
and abuse in federal programs; and $2.6 billion in earmarks. While the bill did pass by a vote of 271-158, I
voted against this latest CR.

I support spending cuts and believe they are necessary in order for Congress to balance its budget
and stabilize the American economy, which is in serious jeopardy. However, I could not in good
conscience vote for another CR. Continuing a pattern of two- and three-week bills to fund our government
is not acceptable. We need a long-term budget. These CRs are piecemeal and do not do enough to address
spending cuts, the national deficit, or job creation.

The House has declared its intention to change the direction the country is headed, with job
creation, spending cuts, and a balanced budget as stated goals, but another short-term CR is not an
effective solution to these issues. This CR also does not address defunding ObamaCare or Planned
Parenthood, which is a major concern not only to me, but also to my constituents back home. Tea Party
leaders and other groups contend that the language of this CR, if enacted, leaves on the table $105.5
billion in automatically appropriated funds for the law's implementation.
If we don't take action, the present state of our economy will bring additional hardships on
American families and small businesses, and jeopardize future generations. As Congress continues to
move forward in budget negotiations, I remain committed to promoting job creation through cutting
federal spending, and I will continue to work for a final and lasting budget that meets the needs of the
American people and defunds Obama Healthcare.

ONE YEAR ANNIVERSARY OF OBAMACARE

March 23 marks the one year anniversary of the Patient Protection and Affordable Care Act
(PPACA), President Obama's flawed health care reforms. Republicans agree that this law will cost
hundreds of billions of dollars that America cannot afford, for a law that Americans do not want. Recent
polls show 53% of Americans favor a full repeal of the law. Rather than creating more affordable health
care, this law is restraining economic recovery and destroying jobs by burdening entrepreneurs and
employers with tax increases and costly regulations.

From the beginning of the 112th Congress, the Republican House immediately began working to
repeal this law in its entirety with the passage of H.R. 2. Senate Republicans were able to force the
Democratic leadership to vote on the controversial bill, which was ultimately defeated by a vote of 51-47.
Republicans then passed funding restrictions to severely limit the President's ability to implement the law.

House Republicans are currently working on legislation to pass bills in the coming weeks that will
eliminate mandatory spending that is part of the $105.5 billion in automatically appropriated funds.
America needs a health care system that reduces cost, increases patient control, expands choice, and
promotes cures, but this is not an acceptable solution. I will continue to press for defunding measures and
a full repeal of this law.

As the year progresses, I will continue my efforts to cut federal spending and reduce debt to
create a healthy environment for job growth. These are critical issues that must be acted on
immediately and responsibly.
