Dear MI. Ayers:

I wouldliketo take this opportunityto state my strongsupportfor the applicationof the

Southeast KentuckySconomlcDevelopment Corporation (SKED)to become a SBA- 504
Certified Development Company(CDC).

In 1986, I proudlyjoined-localcommunityadvocates, businessleaders, and entrepreneurs in

southern and easternKentuckyto form SKED, a non-profitcommunityorganization taskedwith
creating jobs, promotinga hardworking, family-oriented workforce, courting business
inn"ovators, aJ:J.d"g~iler~ting c,!~erce in a 42·COUIlty area in 0l!I region. Sinceits iilc:l:ption;
SKED has assisted oyeI 100 businessesin job creation throughout Appalac!lia.ri Kentucky,
Collectively, these projects represent more than 5,000newjobs and $220,inilli9n in new capital
inves, trneJ,lt Ea<.:1?- year, the number of businesses that benefitfrom. S~~ IO;IDs increases, and
throughSBA's CJ:)C program, SKED can continue to expandaridexceed its previousstellar
perfoimance

Ai; parrofthe Centerfor Rural Development, SKEDworks with companies to·find~ue-added

locationS and low-costfinancingfor businessexpansion into southern and easternKentucky,
SKEDhas alreadybeen designatedas a Community Development Financial Institution 6y the
U.S. Department of the Treasury, works side-by-side with local, state, and federal economic
development agencies, and is currentlyable to make small direct loans to businesses seeking to r

expandthe employment base" A CDC. ~esjgnation would greatly enhance these effortswhile
providing SKED with the ability to offer significant loans to businesses with larger fixedasset
needs, suchas the large-scalemachineryrequired for manufacturing jobs criticalto the
Commonwealth. This designation will in tum expandthe growthpotential for hundreds of local
businesses and provideemployment opportunities for countlessworkers for years to come,
With small businesses accountingfor 75 percentof new net jobs in our economy, it is important
for SKED to have the resourcesto aid our innovators and entrepreneurs in the Appalachian
region- a rural, economically disadvantaged regionthat is now overcoming challenges
attributable to business leadership, technology innovation, and accessto capitalthrough the
directionof SKED. I hope you willjoin me in supporting this request and I appreciate your fair
consideration of SKED's application for SBA's 504 Certified Development Company program.
Should you need to discuss this application further; please do not hesitate to contact me or
Michael R. Higdon ofmy Washington DC. staff.
