62227 04·Jul·2010 Michael Levy Report conveyed to the National Security Council and/or the National Security Improper FOIA Request
Advisor and/or to the President, on or after September 7,2008 at 2:00 am Eastern
Time, b~pg the following examplar: Does Russia really want to invite trade
sanctions .Iud official boycotts against their goods and services all just to entertain
anarchistic and dictatorial regime building in the smaIl comers of the world? A
return to the days before paristroika, glasnost and rearnbrasure of apparatchicks;
after all this time spent building relationships and trust? Mockery tends to hide
insecurity, is that what the new president wants to project? His insecurity hidden
behind a-thin screen or mockery of the west not wanting to destroy its relationship
_with Russia by responding to military aggression against an ally by newly unwise
steps taken by a new; extremely insecure regime, so insecure it has to instigate
breakaway conflicts against its neighbors? That would say it more firmly to
Medvedev and Putin than previous language given Mr. Cheney.
62229 04·Jul·20 10 Michael Levy Report Conveyed to the National Security Council and/or the National Security Improper FOIA Request
Advisor-and/or to the President, on or after August 29, 2009 at 1:00 am Eastern
Time, bearing the following examplar: I understand your and Treasury's concern
" over the rising Federal Deficit and the Budget deficit. However, I think if you
recovered $200 Billion from TARP in paybacks, you should reapply the return to
buying toxic assets and rehabbing them as-suggested previously. You can do-it on
credit swaps contracts of.the.government's own making, those certificates of credit
(TCredits, or Treasury Credits which would be asset backed securities representing
the equity value orearnings value or both in the mortgages you buy at a discount off
the banks). We are still in a hole here and the perception that tile unemployment is
- going to stop is incorrect and that the recovery is going to take place is also
incorrect. Not until you start unburdening the banks and they loosen up credit
requirements. Even if they have started to lend again, it is at a very-frightened pace -
and they are being' extremely reluctant to .lend to the average businessman and are
only lending to the very high profile borrowers, which isworsening the situation for
the averge to lower profile borrowers. Mr. President, we 'need a law that requires if -
one Credit Burea~ takes off incorrect entries.from its report, that all three do
likewise. 'Equal Credit Reporting Act' requiring Corrections be made by all three
bureaus after one does so. Otherwise the Credit Reporting companies just feed off
c each others errors in a merry go round fashion, This 'three as one' program while a

start, should lock the credit bureaus into honoring each others repairs. Otherwise,
one credit bureau with errors can hold up a person's credit to such a degree that a
consumer may never clear his record of errors. Stay.well, enjoy your vacation,
please consider using that.$200 billiion payback to clear the toxic assets by issuing
TCs as indicated, you WOIi'tregret it,as it willaccelJerate recovery-greatly. Social
Security's benefits section should become a Federally owned Bank, btw. That would
save it. More later.

Advisor and/or to the President, on or after February 12, 2008 at 2: 16 am Eastern
Time, bearing the following examplars: Highly charged situation, the CIA is ..
behind the ball, not ahead of it. They need to be well ahead of the ball. I'd ask
Mike to put them into a full court press on the Pakistanis ISI and the infielders from
other terror groups, on info in advance on Timor, perhaps a back channel can be
opened inside to an empathetic ear inside the IS! who is willing to exchange,
believing that Musharraf and the AI qaeda program and ISI are ultimately doomed.
I'd make ETimore asignificant examplary issue, and frankly, since the Dems are
not fully live on it, I'd also make it a Presidential issue. The aussies arrived today to
help with the emergency. I'(I send someone very publicly to the President ofE. '.

Timor's bed side, and I'd make it a center of the road issue on "why the war on
terrorism is so critical", I'd augment his security forces and supply the Australians
bomb resistance fighting vehicles, our best bomb tech from material supply, full
body armor sets, hummers; and any weapons they can use. I'd also lake the time to
meet with the Germans and make a deal with them-on Afghanistan directly for
additional troops. Note they are taking losses on T-Mobile right now from AT&T.
Someone should remind the German government who sat there 'and drew fire for'
them for 50 years with the-onset of the Cold Wa~, who refinanced them, and helped
them. rebuild after WWII, and kept the CCCP from getting ultimate full control and
incorporating Germany into Russia. They haven't been very greatfulto us for all
that we.did: And they did help Saddam rearm. That was a punch in the face.
Someone needs remind them of their debt.
