WAIT TIME FOR RELEASE OF CLASS 1 PROJECTS DOUBLES
Wait times for the plan-review process have doubled from an average of 10 to 12
days to 18 to 20 days during the summer and into the fall. In early September,
applicants waited an average of 21 days. There is growing concern from
commercial builders that Indiana’s Department of Homeland Security (IDHS),
whose staff reviews non-residential projects for compliance with state codes, will
not be able to keep up with demand – slowing down developments and increasing
their costs. IDHS’ solution to the backlog of cases was to initiate an expedited
review for a fee. Developers may pay a flat fee of $5,000 on top of regular review
costs, which range from a couple hundred to thousands of dollars, depending on the

CHANGES TO THE STATE’S ENERGY CONSERVATION CODE


State Building Law Compliance Officer Scott Perez is expected to issue non-rule
policy statements for publication in the Indiana Register to clarify the application
of the 2010 Indiana Energy Conservation Code, Sections 4.1.1.2 and 4.1.1.3
pertaining to additions and existing structures. The policies are intended to make
it clear that only the addition to an existing building or the construction involved
in the alteration of an existing building must comply with the 2010 IECC.

CHANGES TO THREE CODES EFFECTIVE DECEMBER 24


The proposed “clean-up” rule for the Building, Fire and Mechanical Codes will be

FIRE PREVENTION & BUILDING SAFETY COMMISSION UPDATES


The Commission will meet January 4 at 9:00 AM at Indiana Government Center
South, Conference Center Room B, in Indianapolis. The Commission adopts the
code of building and fire safety laws that affect all buildings classified as Class 1 or
Class 2 structures in the state of Indiana. The Commission meets monthly to
review requests for variances, to hear appeals of state and local orders, and to

Let’s start of the New Year with an exciting article about a new form! Okay, it
probably won’t be too exciting, but it will be useful for the building community and
for Steuben County citizens.
The Plan Commission has developed a Contiguous Lot Form. The purpose is to allow
a simplified but trackable method for building across a common property line. (Some
communities require a variance to do that or require the properties to be combined
into a single property.) This form will allow the properties to remain separate but be
considered as a single building site.
Once combined into a single building site, all of the properties are used when
calculating building coverage's and impermeable coverage's. Any interior property
lines also disappear, at least concerning side-yard setbacks. The properties will
continue to be considered as a single building site until the reason for combining
them has been eliminated.
The form requires some basic information about the property:
Section and township,
Lot number and subdivision name, if part of a subdivision,
Map numbers, &
Deed record number.
The form is now available in digital form and in hard form from the Plan
Commission Office. We will be posting it on the Home Tab of the Steuben County
GIS and on the Documents Section of the Plan Commission’s website. Plan
Commission Staff will be happy to help you find the necessary information, especially
as we introduce this new process.
