Tamil Nadu 2006 Assembly Elections

Tamil Nadu 2006 Assembly Elections were held on May 8,2006. This report includes the analysis
of voting trends, criminalization of politics, use of money power, gender disparities etc in these
elections. Information provided by the Election Commission of India and details from the
affidavits filed by the candidates have been used for the analysis.

In Tamil Nadu 2001 elections, 49 (including independent) parties contested which declined to 37
(including independent) in Tamil Nadu 2006 Assembly Elections. A total of 2,586 candidates from
36 parties contested the Tamil Nadu 2006 Assembly Elections, as compared to 1,860 candidates
who represented 49 parties in Tamil Nadu 2001 Assembly Elections.

Out of 2,586 candidates in 2006, men and women candidates were 2430 (94%) and 156 (6%)
respectively. In 2001, out of 1860 candidates, 1748 were men (94%) and 112 (6%) women. The
percentage of men and women remained same.

Summary of MLAs

• Affidavits of 229 MLAs out of 234 MLAs were analyzed by TNEW.


• Out of the 45 candidates with the most serious criminal cases against them, 25 won and the
remaining 20 lost the elections.
• Out of 229 MLAs analyzed, 76 (33%) have pending criminal cases against them.
• Out of these 76 MLAs with pending criminal cases, there are pending serious criminal cases
against 25 MLAs.
• Out of 76 MLAs analyzed with pending criminal cases in Tamil Nadu 2006 Assembly Elections,
39 are of DMK, 7 of AIADMK, 15 are of PMK, 9 are of INC, 2 are of MDMK and 1 each of CPI,
CPI(M) and VCK each.
• There are a total of 173 criminal cases pending against these 76 MLAs.
• There are 52 IPC charges of heinous nature on the MLAs which included murder, attempt to
murder, kidnapping, extortion, etc.
• Out of 54 crorepati MLAs analyzed in Tamil Nadu 2006 Assembly Elections, 31 are of DMK, 11
are of INC, 8 are of AIAMDK and DMDK, VCK, MDMK, PMK each has 1 crorepati MLA.
• Among major parties, the average asset per MLA for DMK, INC, VCK was Rs.1 crore each, for
PMK was Rs 64 lakhs, for MDMK was Rs. 60 lakhs and for AIAMDK was Rs.54 lakhs.
• Average asset for a MLA from Tamil Nadu was Rs.1 crore.
• Out of 229 MLAs analyzed, 111 had not declared their PAN details.
• Out of 156 women candidates, only 22 won. Hence, only 9% of MLAs from Tamil Nadu are
women.

Voting and winning trend
The % of votes polled for major parties clearly show that none of them got anywhere close to the
50% mark. AIADMK managed approx 33% of the votes cast. DMK managed approx 26% of the
votes cast.INC and DMDK each managed just 8% of the votes cast.

Party-wise break-up of Candidates and MLAs
There are 234 assembly constituencies in Tamil Nadu. Maximum numbers of MLAs (96) are from
DMK followed by 61 from AIADMK and 34 from INC. The party wise break-up of MLAs as
compared to the total number of candidates from the party is given below:

Party-wise break up of MLAs with pending criminal cases

The table below gives the information about the MLAs with respect to the pending criminal cases
against them. A total of 76 MLAs in 2006 Tamil Nadu Assembly have pending criminal cases
against them, out of which 39 MLAs were from DMK, 15 MLAs were from PMK, 9 MLAs were from
INC and 7 MLAs from AIADMK. The comparison between total candidates and MLAs with pending
criminal cases, party wise is given below:

Serious crimes distribution –MLAs of major parties
There are several cases of violent crimes like murder, attempt to murder, theft, extortion etc pending against
MLAs from Tamil Nadu. The table below gives summary of all serious violent offences related to murder,
kidnapping, extortion, theft, robbery and dacoity. As can be seen from the table MLAs of DMK has maximum 35
pending serious IPC counts against them as compared to 9 of PMK, 5 of INC, 2 of CPI and 1 of AIADMK.

Out of 229 affidavits analyzed for MLAs in Tamil Nadu 2006 Assembly Elections, 54(24%) were
crorepatis. 33% of MLAs of DMK and INC each were crorepatis and 14% of AIADMK candidates
were crorepatis.

Average asset of a MLA from DMK, INC and VCK was 1 crore each, for PMK, it was 64 Lakhs, for
