Purpose, Need, and Benefit

The purpose of the Project is to:

1. Create an economically viable wind-powered electric-generating


facility;
a. Must understand that wind power is not economical compared to
traditional energy sources for electrical energy, such as coal fired or
natural gas plants or hydroelectric generation
b. The power generated is highly variable, being proportional to the square
of the wind velocity and therefore actually increases the demand for
standby coal or gas turbine power, making the solution improbable.
c. It is many times more expensive per kwhr than existing power generation,
especially when the significant subsidies from federal, state and local
governments are taken into account
d. The use of wind power will result in huge increases in the energy cost for
the citizens as well as local businesses.
2. Provide renewable energy to the New York market at a competitive,
low-cost price;
a. The cost is not and cannot be made competitive with conventional
electrical energy sources
b. One way to keep energy costs in New York from rising is to prevent
development of industrial scale wind turbine projects
3. Take maximum advantage of the unique wind resource within the
Project area;
a. What is unique about the wind in Horse Creek?
b. Is it appropriate to take maximum advantage of wind in a highly
populated area like Horse-Creek?

4. Assist New York State in meeting its proposed Renewable Portfolio
Standard goals for the generation of renewable energy in the State;
a. Is meeting these goals with 4 or more times increased cost of the
power generated, a wise use of our resources?
b. Shouldn’t these “subsides” go to new technologies that actually might
work?
c. Why does New York have a Renewable Portfolio Standard favoring
development of wind power when there is no proof that wind power
reduces use of fossil fuels or the emissions from the burning of fossil
fuels?
5. Assist New York State in meeting the goals of the State Energy Plan
and combating climate change;
a. In what ways do the current wind turbines combat climate change?
b. The power generated is highly variable which actually increases the
use of standby coal or gas turbine power as such power units must
remain on line, idling inefficiently to meet demand when the wind
decreases without warning.
6. Promote the long-term economic viability of the host community
located in a rural area of Upstate New York;
a. How does a wind farm in a populated area like Horse-Creek promote
the long-term economic viability of the residents when they are at risk
of decreasing property values? Economic Committee studies
conducted by Cape Vincent, Henderson, Orleans and Hammond
show that the only people who benefit are the very small number of
citizens who have Participant Leases with Wind Developers and that
is only so for as long as our government subsidies make it profitable
for the developers (The developers are rewarded with our money!)

7. Reduce the use and price volatility of fossil-fuel electricity generation
in the region;
a. How can this possibly be since wind power is not economical in
relation to power generated by coal, nuclear, hydroelectric, natural
gas?
b. The power from Wind Generation is highly variable and its use
actually increases the demand for standby coal, or gas turbines.
c. If wind turbines are used it would not reduce the use or price volatility
of fossil fuel
d. Very, very little electricity is generated from oil. Even if wind was
capable of reducing fossil fuel consumed for electrical generation (It
does not.) There would be no effect on the demand for oil. Oil has
large price volatility, while coal and natural gas do not change that
much.
e. Wind Power is many times more expensive per kwhr than existing
power generation means.
8. Increase the amount of "in-state' electricity generated to lower New
York's dependence on imported energy from other states and foreign
nations;
a. Must understand that wind power is not economical in relation to other
energy sources.
b. The power generated by wind is highly variable and actually increases
the demand for standby coal or gas turbine power, making the
solution unrealistic overall.
c. It is many times more expensive per kw-hr than existing power
generation.
d. Its use will result in large increases in the energy cost for the citizens
and businesses operating in the state.

9. Satisfy regional energy needs in an efficient and environmentally
sound manner;
a. Wind Power is very inefficient, the wind is highly variable and seldom
is the overall efficiency output of a turbine more than 20% of the
nameplate power capacity n the North Country.
b. How can it be an environmentally sound manner if wind farms
regularly raise the background noise in the footprint of the wind-farm
from typical nighttime from 20-30 dBA to the 50 dBA recommended by
the wind industry.
c. How can the bird and bat kills be called environmentally sound??
d. How is it environmentally sound to require only 500 ft setbacks of the
turbines from roads when the industry itself publishes warning to their
maintenance workers to stay at least 1500 ft of the rotating turbines
when working in the area to prevent the hazards of ice and blade
failure throws?
