The Executive Director of the District of Columbia Lottery and Charitable Games Control
Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321 (2001),
District of Columbia Financial Responsibility and Management Assistance Authority Order
issued September 21, 1996, and Office of the Chief Financial Officer Financial Management
Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of
amendments to chapters 9 and 99 of title 30 DCMR (Lottery and Charitable Games). These
amendments are necessary to implement the DC FAST PLAY game SMOKIN’ HOT DICE.
The Executive Director gives notice of his intent to take final rulemaking action to adopt the
amendments in not less than thirty (30) days from the date of publication of this notice in the
D.C. Register.
959.1 The Agency shall conduct Fast Play games called SMOKIN’ HOT DICE to the
public and for such time periods as determined by the Executive Director.
959.2 SMOKIN’ HOT DICE is an instant ticket style game that is printed and played
through the Agency agent’s online terminal.
959.3 Each ticket costs two dollars ($2.00) and has one (1) play per ticket.
959.4 Section 958 of this chapter states the SMOKIN’ HOT DICE prizes and the fixed
payout level which is also reprinted on the game ticket.
959.5 SMOKIN’ HOT DICE tickets are drawn from a pool of two hundred forty
thousand (240,000) tickets. The drawn ticket is randomly chosen from the pool.
In the system all the possible combinations that give winning and non-winning
tickets are stored in the pool. Tickets are sorted in the pool in a way that follows
the percentage of winners and non-winners described in the game specification.
959.6 There will be no bet slip entry for DC FAST PLAY SMOKIN’ HOT DICE.
959.7 Each ticket will have the DC FAST PLAY Games logo printed on the top of the
ticket followed by the “SMOKIN’ HOT DICE” logo.
959.8 The prize that can be won in each game must be displayed. If there can be more
than one (1) win on a ticket, it must be stated on the ticket.
959.9 Each single ticket includes one (1) SMOKIN’ HOT ROLL consisting of two (2)
dice.
959.10 Each ticket contains twelve (12) Your Rolls consisting of two (2) dice per roll
with no rolls being repeated.
959.11 Each of the dice in Your Rolls will show only one (1) side of the dice.
959.12 There shall be a dollar amount associated with each of the twelve (12) Your Rolls.
959.14 The total of Your Roll in one (1) game will not match the value of the SMOKIN’
HOT ROLL for other games on the same ticket.
959.15 The player wins when the total of the two (2) dice in each of the players Your
Roll matches the sum of the SMOKIN’ HOT ROLL
960.1 SMOKIN’ HOT DICE tickets will be drawn from a pool of two hundred forty
thousand (240,000) tickets.
960.2 The prize pool will be closed when ninety-five percent (95%) of total prizes have
been paid. When the ninety-five percent (95%) is achieved, a new prize pool will
be opened with a ratio of 10/1 (new/old) until the original prize pool is sold out.
All persons desiring to comment on the subject matter of this proposed rulemaking
should file comments in writing no later than thirty (30) days from the date of publication
of this notice in the D.C. Register. Comments should be filed with the Executive
Director, District of Columbia Lottery and Charitable Games Control Board, 2101 Martin
Luther King, Jr., Avenue, S.E., Washington, D.C. 20020. Copies of these proposed rules
may be obtained at the address stated above.
