foreign nationals are also missing and/or displaced in the aftermath of this tragedy.
Foreign consular representatives, tourists, students, and other visitors are in need. We

0950 Northcom reported that after being delayed by a lack of oil, a Volga-Dnieper Airlines (Ukrainian) flight with pumps
provided by Netherlands had taken off from Gander and was expected to land in New Orleans at 1344CDT. .
1030 Embassy of the Netherlands called to report that after coordinating with local officials in Biloxi, Mississippi, the frigate
Van Amstel would depart at 1800 this evening, its job completed.
. 1400 Embassy Kiev (via Desk) asked for info on which priority items the USG would accept from Ukraine. Desk Indicated
there are discrepancies between items Ukraine has offered and what is reflected in the TF's matrix. Flagged this for

cables to their region as templates. The EUR bureau rep should make sure to include the
boilerplate language for NATO and partnership for Peace states about the EADRCC (Euro-
Atlantic Disaster Response Coordinator Center) .

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.
3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.
4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both

• Confirmed Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are contlnuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion Iitres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related,
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have hot been changed. (See MIC Message 15)

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain' a correct overview, Member
States are kindly asked to notify any changes In the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been receIved).
The second NATO flight with assistance from Austrian and the Slovak RepUblic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and

The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), includinq commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

It took longer than we expected. However, here is clarification on the discrepancies we noted last night:
Czech Republic Water Filtration Unit (Page 6, first offer) - Offer includes possibility of Czech Military
Air Transport. However, NORTHCOM
considers the aid itself as civil in nature and offered no opinion on whether it should be
accepted. They defer to FEMA.
24 Tatra Trucks (Page 6, second offer) - These are privately owned trucks that the Czechs
are offering to transport
France Salvage Tug (Page 8, fourth offer from France) - The salvage tug is one of the two ships
mentioned in the offer. The t u g , ' .
already enroute from Martinique, has a 16 man dive team embarked. NORTHCOM
wants the tug and embarked divers,
Israel Two Military and two Health Officials (Page 13, second offer from Israel) - The two "Military
Officials" are Military Public
Health Professionals and are already here. NORTHCOM sees them filling essentially a civil
function. Think this one is

I understand the summary is back in the box, and no longer going outside the executive branch .. Now we're only
misinforming ourselves.
It's great to have an accurate reflection of what we are doing, but it would also have been useful -- not to mention politic --
to have included accurate information on French assistance in the summary doc that was widely available to the public.
The French had an updated copy every day, and their Hill contacts wondered why the French weren't doing more, or
alternatively, why their assistance wasn't accurately reflected in the State summary. As Alain is tired of hearing, I art:!
sure, we tried repeatedly to ensure that the summary was more accurate. For reasons I still don't understand, we were
never successful. Is that summary document defunct, or is it still out there ticking donors off?

Reportedly, French MREs are prized out in the field 3-5 times more highly than other nations' MREs. So, the prospect of
getting back, hypothetically, British or Pakistani MREs probably should act as gentle persuasion to accept the NGO
disposition plan.
On the press side, I don't think the points are that difficult to swallow:
- The response to our requests for assistance was overwhelming (literally)
-- The immediate humanitarian crisis has passed
-. We were not able to use all the aid sent
- We're working with other nations to determine how best to use the unused resources, particularly to respond to other
humanitarian crises around the world.

Just to let you know, I understand the MRE's are in a warehouse with hundreds of thousands of other units· if the
French were to request the return of the MRE's, we could give them back 800 units, but might not be the same
units as the ones they donated.

French Divers coming to support CJTF Katrina. The divers are ready to go; they are just awaiting
final orders from the French Navy. The French Navy will issue the order to deploy once they receive
something in writing from the US side. They do NOT need any formal letter; just a simple fax to the

Initial discusssions talked about the French flying into NAS Pensacola, but in conversations
with I I(MDSU TWO lead in Pascagula) Trent lott Airport is open and is very near to the B6
I current bed down site for MDSU TWO. It would be much easier to move the French Divers if they
come in to Trent lott airport. .,
The French expect to arrive either tomorrow evening or Friday, depending on when they get
authorization to move. MDSU TWO will still be based out of Pascagula then, so that should be the
initial destination for the French divers. If they go into Trent lott, transport to Pascagula for lash up
with MDSU TWO should be via road; believe MDSU TWO could provide ground transport ....lf they
go into NAS Pensacola, I am unsure whether the USN would transport them to Pascagula via
ground or air...??
2. The French divers will integrated into the chain of command with MDSU TWO.
This is already established in the latest JFMCC Command Structure with the French divers
under MDSU TWO. The French divers will be integrated into existing MDSU TWO dive teams.

2. (SBU) This cable contains the official USG response to assistance
offers from the Government of France for Hurricane Katrina. Embassy
Paris should deliver the points in para 3 at the highest appropriate
level at its earliest opportunity.
The USG has received an outpouring of support from many nations and
international organizations, as well as individuals. On behalf of the
United States Government and all Americans, I want to express heartfelt
appreciation; once again, for the Government of France's generous offer
of assistance and expressions of concern, as well as those of the
people of France in this trying time.

French Government:
- (09/06) : 2 CASA aircraft based in Martinique landed in Little Rock with 6.1 tons of freight: 20 25m2
tents, 20 4x4 meter tents, 200 8x6 meter tarps, 1,000 food rations (for 24 hrs)
- (09/08) : an Airbus Beluga aircraft took off from Toulouse carrying some 12.7 tons of emergency
equipment. After a stop in London, the plane landed in Mobile, Alabama.
- (09/11) : The French armed forces sent 17 military personnel with expertise in underwater
engineering. After landing in Pensacola, they now contribute to the rehabilitation of port facilities, dock
clearance and all obstacle removal. .
Local communities:
- The city of Orleans proposed to welcome 50 students from Loyola University (Southem University)
- The association of Mayors of Major Metropolitan Areas of France has taken the initiative to create a
special solidarity account whose funds will be donated to the Red Cross.
- At the request of the American Red Cross, 18 staffers from the French Red Cross joined the
American team in Baton Rouge. The French Red Cross also offered to provide essential supplies for
5000 persons from Guadeloupe.
- NGO -TSP sent 4 staffers and 200 kg of equipment to help re-establish phone and internet links.
- With the help of Air France, the NGO ·CSCF" sent firefighters specialized in natural disaster with a
water purification unit and $ 12,000 in medicines. They are helping the firefighters of Baton Rouge. An
other NGO, "Pornplers humanitaires francais", provided 5 medical personnel with resuscitation
equipment and medicine.
Private Companies:
- Airbus, Air France (see above); Dassault Falcon provided logistical support for the landing of the 2
CASA aircraft in Little Rock.
- Eurocopter USA has provided 2 helicopters (from Gulfport, Mississippi) for search and rescue
operations. in liaison with the National Guard.
- Veolia Environnement USA offered hydraulic expertise with water transportation trucks.
- Zodiac has donated $ 250,000 and provided 5 technicians, 20 boats, 20 motors for the navy as well
as boats for the Coast Guard.
- Sodexho offered 500,000 meals (in liaison with FEMA and the Red Cross).

I ~as been on the phone with the assistant naval attache at the French embassy wrt the French
Divers commg to support CJTF Katrina. The divers are ready to go; they are just awaiting final orders from
the French Navy. The French Navy will issue the order to deploy once they receive something in writing
from the US side. They do NOT need any formal letter; just a simple fax to the French Naval Attache at
the following number] [The fax simply needs to provide the info in bold text below:
Initial discusssions talked about the French flying into NAS Pensacola, but in conversations with
CWO Katey (MDSU TWO lead in Pascagula) Trent Lott Airport is open and is very near to the current bed
down site for MDSU TWO. It would be much easier to move the French Divers if they come in to Trent Lott
airport.
The French expect to arrive either tomorrow evening or Friday, depending on when they get authorization
to move. MDSU TWO will still be based out of Pascagula then, so that should be the initial destination for
the French divers. If they go into Trent Lott, transport to Pascagula for lash up with MDSU TWO should be
via road; believe MDSU TWO could provide ground transport ... .!f they go into NAS Pensacola, I am unsure
whether the USN would transport them to Pascagula via ground or air...?? .
2. The French divers will integrated into the chain of command with MDSU TWO.
. ~. This is already established in the latest JFMCC Command Structure with the French divers under
MDSU TWO. The French divers will be integrated into existing MDSU TWO dive teams.
3. POC(s):

I have tried to call the three numbers I have foi POCs integrating French divers into us
JTF-Koperations. Unable to to reach anyone. I~do have an email from the French Embassy to
our cell from last Thursday stating that tne French and US Navy were already coordinating
the integration of the French dive team (See below). I would recommend issuing the
clearance with additional instructions/coordinating instructions that French Embassy
confirm to DOS Task Force that they are in' communications with US Navy and have made
appropriate coordination for recpetion if you need to meet the deadline for them to
deploy. I will continue to attempt to reach the unit they will be working with.

Per our phone can, I just verified with our maritime planners, who have direct contact with Naval elements for
Katrina; they have confirmed mission complete for the dive salvage tasks. Request we commence coordination
• and planning for retrograding the French Dive team back to home station.
From the daily briefings and sitreps, it is my understanding that the French dive teams performed superbly and
their assistance was greatly appreciated. Will work with DOS to send a Dip Cable formally thanking the Govt of
France and the French Navy for their gracious assistance provided and complimenting the Navy on their superb
performance.
Let me know what I can do to help facilitate the smooth redeployment of the French Divers. If I recall correctly,
they were transported by a French Military KC-135 (J) flying out of Martinique with dip clearance into Pensacola.

I Ihas been on the phone with the assistant naval attache at the French embassy
wrt the French Divers coming to support CJTF Katrina. The divers are ready to go; they are
just awaiting final orders from the French Navy. The French Navy will issue the order to
deploy once they receive Something in writing from the US side. They do NOT need any
formal letter; just a simple fax to the French Naval Attache at the following number: (202)
966-6538. The fax simply needs to provide the info in bold text below:
Initial discusssions talked about the French flying into NAS Pensacola, but in
conversations with I ~(MDSU TWO lead in Pascagula) Trent Lott Airport is open
and is very near to the current ed down site for MDSU TWO. It would be much easier to
move the French Divers if they come in to Trent Lott airport.
The French expect to arrive either tomorrow evening or Friday, depending on when they get
..authorization to move. MDSU TWO will still be based out of Pascagula then, so that should
be the initial destination for the French divers. If they go into Trent Lott, transport to
Pascagula for lash up with MDSU TWO should be via road; believe MDSUTWO could
provide ground transport....If they go into NAS Pensacola, I am unsure whether the USN
would transport them to Pascagula via ground or air...??
2. The French divers will integrated into the chain of command with MDSU TWO.
This is already established in the latest JFMCC Command Structure with the French

Here's a quick update on our side, which I'll see if we can send via front-channel cable.
We await formal acceptance from the TF on a French military offer to send divers and possibly a tugboat from the
French Antilles. This apparently 'already has been worked out mil-mil, apparently all that the French need is a
formal OK from DOS. Could you do an acceptance cable please?
The Ambassador held a press conference today, September 8, thanking the GOF for the aid it has provided
to date. He expressed our gratitude to the French government and the people of France. We anticipate holding
several other public events shortly to emphasize points provided in State 164135.

2. France announcedon September2 it is willing to provide disaster relief assistance to the United States to help the victims of Hurrlcane
Katrina. Initial proposalsincluded: .
-- The Defense Ministry'can make available 2 aIrcraft which are already in the area and another six from continental France, 2 navy ships (one
with a helicopter) and a hurricane unit specialized in medical support.
-- The Telecom sans frontiers NGO and the French water company Veolia EnvironmentCompany offered services in their areas of expertise,
namely, restoring telephone and water links. ' . .
3. On September 4, we met With representatives of the Frenchdisaster response team (Which includes representativesfrom the Foreign
Ministry; Defense, Interior, and the Presidency), and shared with them the points provided In Ref B. The French provided further specifications
of their offers of material assistance, at our request, as follows: .

4. Duringthe meeting, French officialsindicated they also would coordinate their offers with the European commission CiVil Protection
Cooperation Mechanism (ECCPM). (NOTE:
French officials provided a copy of a message from the ECCPCM to us, with a list of urgent requIrements in two tables. It appears the second
table Is almostverbatim from Ref B, with the exception that pharmaceuticals are listedas being requested, not excluded, END NOTE.)
5. The GOF indicated that it has planes readyto go in Guadeloupe and Martinique with disastersupplies;' their pilotsjust need to know a
destination. The French also would like to know exactlywhat to send,and soughtconfirmation of our priorities. Delivery can be by air or sea,
but by sea will take a few days longer. French officials repeated their offer to provide trained personnel.
These specialists would be fully autonomous (e.g., haveenough food and water) for up to five days. The French Red Cross stated their
contacts with the US Red Cross indicated the greatestneed is for medical personnel.
6. We checked by phone with the Task Force, and relayed the message that the USG priority now is for material supplies, not personnel. We
also relayed the message to the French that search & rescue personnel are not required. The French suggested that they could also provide
personnel to aid in the distribution of goods, if desired. .

7. In addition to the French Telecom NGO and Veolia, the GOF informs us that Airbus is willing to make available, as soori as september 6, its
Beluga cargocarrier. In addition, the Groupe de secourscatastrophe Francais hasofferedto send a team of 5-15 persons to engage in water

9. Francoise Ie Bihan, Assistant Secretary for French Consular Services, expressed concern to us about the plight of EU members in the wake
of the storm, particularly of course French citizens. She requested, if possible, to have EU citizens grouped together for easier handling. She
reported the French ConGen in NewOrleans had been relocated to Lafayette, but soonwould moveto BatonRouge. other French consulates,
such as in Houston, are also Involved in providing aid.
ACCEPTANCE
10. We relayed the USG acceptance to the French of the tents and generators (ref D). The GOF took note, and requested destination
information soonest. In order to fuel the planes properly, that is the most important piece of information missing. The GOF alsoawaits
further notification on its other offers of aid, specifically the personnel proffered.

tents, 20 4x4 meter tents, 200 8x6 meter tarps, 1,000 food rations (for 24 hrs)
, - (09/08) : an Airbus Beluga aircraft took off from Toulouse carrying some 12.7 tons of emergency
equipment. After a stop in London, the plane landed in Mobile. Alabama.
- (09/11) : The French armed forces sent 17 military personnel with expertise in underwater
engineering, After landing in Pensacola, they now contribute to the rehabilitation of port facilities, dock
clearance and all obstacle removal.
Local communities:
• The city of Orleans proposed to welcome 50 students from Loyola University (Southern University)
- The association of Mayors of Major Metropolitan Areas of France has taken the initiative to create a
special solidarity account whose funds will be donated to the Red Cross.
• At the request of the American Red Cross, 18 staffers from the French Red Cross joined the
American team in Baton Rouge. The French Red Cross .also offered to provide essential supplies for
5000 persons from Guadeloupe.
- NGO "TSF" sent 4 staffers and 200 kg of equipment to help re-establish phone and internet links.
- With the help of Air France, the NGO ·CSCF" sent firefighters specialized in natural disaster with a
water purification unit and $ 12,000 in medicines. They are helping the firefighters of Baton Rouge. An
other NGO, "Pompiers humanitaires francals", provided 5 medical personnel with resuscitation
equipment and medicine.
Private Companies:
- Airbus. Air France (see above); Dassault Falcon provided logistical support for the lan.ding of the 2
CASA aircraft in Little Rock.
.• Eurocopte~ USA has provided 2 helicopters (from Gulfport, Mississippi) for search and rescue
operations, in liaison with the National Guard.
.- Veolia Environnement USA offered hydraulic expertise with water transportation trucks. .
- Zodiac has donated $ 250,000 and provided 5 technicians, 20 boats, 20 motors for the navy as well
as boats for the Coast Guard -.

and planes came back.
The consular team in charge of localisation of French people in Baton Rouge
completed their mission and returned back on Wednesday.
LUXEMBOURG
The team has arrived in the New Orleans and is integrated in the German THW
team. They installed two pumps andon Thiursday they witt be installing new
pumps. The team is housed on US Naval vessel Shreveport.
NETHERLANDS
A Ukranian aircraft carrying Dutch waterpumps arrived at New Orleans Naval
Airbase 12 September. The team for the waterpump units had already flown to
New Orleans.

in the US naval command of Iwo Jima. This vessel carries Lynx helicopters. potable water,

, just spoke with one of our forward deployed. We need specifics/clarification of the Swedish offer. On Sunday, we
understood the offer consisted of access to a store of
Ericsson cell phones in Houston. At yesterday DoS press conference, Amb Thomas was queried about a Swedish
shipment of water purification and telecommunications equipment being denied overflight/landing clearance. Please
forward as much specific information as can be obtained to my as soon as possible, so we can get an eval from the
folks on the ground down there.

2. France - French Government would like to activate the Charter. The Charter is a
multilateral arrangement between us and most space faring nations. If we agree, the
European Space Agency and EU private satellites will collect data from space for us.
- Status: Working with IO and USGS. The Charter was activated as Katrina
approached Florida. As of approx 2 days ago, we have forwarded specific taskings
for imagery/sensor data for the affected Gulf states. USGS is facilitating
coordination with Charter members to include France and is providing data and GIS
services for a number of Federal, State and Local agencies including NCS.
3. Germany - KP Impuls Service GmbH offers containerized emergency cell phone and
internet satellite network communications suite with two technicians to assist with
relief operations.
- Status: The offer has been forwarded to forward deployed operational elements in
the affected region for evaluation and response.
Status - Note: IIMG will be accepting this support since the American Red Cross is

Update.
We launched a set of cables overnight Weds. to specific posts that a) USDA 'D'd as having
plants that would meet u.s. requirements and b) had offered MREs previously or we
suspected had big stocks. Initial set was uk, france, germany, sweden, ireland, spain, south
korea, japan .and a couple others. instructed posts to get details on commercial vegetarian
products and provide those to OFDA for follow-up and discussion with FEMA. We've rec'd
range of replies and OFDA is working them

supplies and technical assistance to the recovery efforts
• FEMA has received $460 million in international aid

o France has offered 17 divers and one tugboat;
