I finished the reconciliation between the State website, the Executive Summary, the Cash Summary, and the internal
status report below.

Here's a snapshot of where we stand:

150 countries, political entities and international organizations made offers of assistance
108 countries, political entities and international organizations from whom USG has accepted offers and/or acknowledged
offers to I\lGOs (i.e., Red Cross, Bush-Clinton Hurricane Relief Fund)
25 countries, political entities and international organizations USG is declining 100% of offer
18 acceptance cables, decisions, or other actions pending
?? 100% decline cables pending
Will poll KWG regional bureau reps tomorrow for status of their 100% no cables.

Also, I'm pulling together a summary of the odd cases (Le., Switzerland, LithuaniaOman, Algeria, others) that cause the
numbers to not add up perfectly. Will have ready before hand off to new Spec Asst.

Thanks for letting me interrupt your meeting for a minute just now, Deborah. As I mentioned to you (Deborah), the thrust
of my conversation this afternoon with OFDA's Tony'Stitt was that we (State) were to have said "No" to a number of offers
of material assistance (including, e.g.,: tents from Ireland, pumps from Lithuania, electricians from Northern Ireland,
clothes gathered by American military families in the Benelux region, water from Turkey, and misc. from Macedonia), at
least as of 9/8/05. .

In order to be better able to assist/guide desks (others) in responding to that, and other matters, I was wondering if you
would please answer the following: .

1. May I (others in the working group) have the "log" of the cables that have gone out (esp. those saying yes, yes in part,
or yes to some & no to other elements of offers)

2. Is there any news re: gaining access to AID "e-room" where we might view the latest assistance matrix?

3. Is there any decision re: the Greek cruise ship?·

4. Is there any decision/movement re: (prefab) housing?

Lithuania: Scott Woodard, Embassy Vilnius, has two questions: (1) accept or reject offer of 8k MREs? (2)
EU Mechanism list credits Lithuania with offering MREs plus medical supplies - where did offer come

Review matrix on "total declines." Review EUR countries after Greece to confirm they should be on the

Ukraine: See 13:05 email from post, and 14:38 resonse. Post wants us to accept 9 tons of supplies as well as
plane. Task force is asking for details on supplies to share with FEMA to encourage accepting some
materials.

Two clarifications/additions, if I may:

1) Ireland: Am Red Cross says it has word Irish Red Cross received 700,000 Euros from Gol. Irish Red Cross expected to
transfer same to ARC soon.

2) Lithuania: Lithuanian Red Cross currently undertaking fund-raising. Expects to have over $10K and deliver same in
(early)-October. _

We understand the Lithuanian Red Cross is in the process


of fund-raising. Any financial contributions made through
the Lithuanian Red Cross will make a tremendous difference in
the lives of victims of Hurricane Katrina.

-- The situation on the ground in the weeks since Hurricane


Katrina has been dynamic. Our emergency management officials
now have determined that the Lithuanian Government,s offer
of materials and personnel support will not be required.

The USG has received an outpouring of support from many


nations and international organizations, as well as
individuals. On behalf of the United States Government and
all Americans, I want to express heartfelt appreciation, once
again, for the Government of Lithuania,s
expressions of concern, and for the efforts of the Lithuanian

As of 10:30 tonight (as I prepare soon to go off-shift) we don't have any answer from OFDA or FEMA on either the
Lithuanian offer or the Swedish flight they would like to join. Dealing with the hundreds of international assistance
offers has become a very significant management challenge for FEMA and OFDA, and unfortunately there's a
fairly significant backlog of requests that await evaluation in comparison to actual needs. I hope the Lithuanians
can be understanding of these difficulties and patient with us for a reply. I suggest you continue to be in touch
with the Task Force EUR reps on future shifts.

Just for your information. some question has arisen about whether, or under what circumstances, USDA can/will
admit foreign-manufactured MREs or whether there are food safety concerns. (See attached e-mail). Are you
able to find out the source of manufacture of the MREs the Lithuanians are offering?

-- We understand the Lithuanian Red Cross is in the process


, of fund-raising. Any financial contributions made through
the Lithuanian Red Cross will make a tremendous difference in
the lives of victims of Hurricane Katrina.

-- The situation on the ground in the weeks since Hurricane


Katrina has been dynamic. Our emergency management officials
now have determined that the Lithuanian Government,s offer
of materials and personnel support will not be required .

.- The USG has received an outpouring of support from many


nations and international organizations, as well as
individuals. On behalf of the United States Government and
all Americans, I want to express heartfelt appreciation, once
again, for the Government of Lithuanian government,s
expressions of concern, and for the efforts of the Lithuanian
Red Cross, in this trying time.
