I heard 'that you'll be replacing Michelle Harris' role regarding the Katrina Working Group. I've been asked to maintain the
overall offers matrix and have been updating it according to Michelle's updates. Here are a few notes regarding the latest
"International Offers of Assistance Summary."

• The matrix does not have a record of the Micronesia and The Holy See offers. Please provide the details of
these offers.
• Serbia and Montenegro are listed separately, but are recognized by DoS as one nation
• Urug~ay is misspelled (replace the "a" with a "u") ,

Finally. when cables are sent regarding offers, it's really helpful if you let me know the corresponding MRN #'s.

Take one printed copy and an electronic copy on diskette (both including indication of TF,

Keeping in mind this is the approved cable language, please provide your clearance. In this case, there are two
offers - one from the Republic of Montenegro and one from the Republic of Serbia. We think it can go in one
cable, since it is an oral message only and both cables would go through Belgrade anyways. For the fourth point,
we have one para for Montenegro and one for Serbia - since they made different offers. Let me know if you have

1. (U) This is an action request for embassy front

2. (U) This cable contains an oral message from Secretary


Rice conveying the official USG response to the

The USG has received an outpouring of ~upport from


~any nations and international organizations. On
behalf of the United States Government and all
Americans, I want to express heartfelt gratitude for
your expressions of concern.

We appreciate your patience as we have examined the


damage caused by Hu~ricane Katrina and made thorough
assessments of our needs for materials and equipment
to respond and recover from the disaster.

(For Government of Serbia) We haVe determined that,


for the moment, we will be able to meet the recovery
and reconstruction challenges with domestic resources.
Consequently, we do not believe we will need the
expert support team from the Ministry of Science and
Environmental Protection that you generously offered
us .:

(For Government of Montenegro) We have determined


that, for the moment, we will be able to meet the
recovery and reconstruction challenges with domestic
resources. Consequently, we do not believe we will
need the se~rch and rescue divers or the specialist in
hyperbaric medicine that you generously offered us.

We will keep in close touch as we determine whether


our long-term reconstruction plans might require
international assistance.

-- The disaster prompted an equally compassionate


response from private citizens around the world. Many"
people are making donations to private relief
organizations and we deeply appreciate their
generosity.

2. The Serbian Minister of Science and Environmental
Protection, Dr. A1eksander Popovic, has submitted a formal
offer of assistance to Embassy Belgrade. Text of letter
- has been faxed to EURISCE. Following are pertinent
excerpts from his letter:

"After consultation with the Serbian Government and with


the Nature Protection Institute and other institutions, I
would like to offer, on behalf of the Ministry of Science
and Environmental Protection, an expert support team who
could help, along with their American counterparts and
colleagues from other countries, to deal, in the fastest
possible way, with the aftermath of such a natural
disaster.... Accordingly, all this matter will certainly
require a range of experts from different fields who could
give help .... Of course, possible support and the ways of
help will depend on our American friends' requirements and
the maqnitude of damage caused in various environmental
segments .... May \, consequently, as you to advise me,
after consultation with the American competent ,
institutions, if you need experts of any profile that you
believe can help recovery after the hurricane. The
Ministry of Science and Environmental Protection and
- , relevant institutions from Serbia, first of all, the Nature
Protection Institute are prepared to provide this kind of
support as soon as they receive adequate information."

3. As recommended in rettel, Embassy Belgrade has


responded with a formal letter thanking the Minister and
advising that we will respond with further information as
soon as possible. We would appreciate further guidance on
how to proceed. The Embassy's Katrina action officer is

1. A stellar group of Dutch and American jazz musicians
gathered on Sunday, September 18, to raise around 80,000
euros at a benefit concert at the renowned Concertgebouw
in Amsterdam. All proceeds from the concert "Dutch Jazz
for New Orleans" will be donated to The American
Federation of Musicians to assist musicians who lost
their homes and possessions as a result of Hurricane
Katrina. As a gesture of solidarity, the Dutch Musicians
Union generously doubled the funds raised from the over
1100 ticket sales and donations. Consul General Michele
Bond attended the concert, representing the U.S. Mission
to the Netherlands.

2. Jazz musicians and fans in the audience were


especially excited by the appearance of several renowned
Dutch jazz musicians and singers, including Ramsey
Shafty, Hans Dulter, Trijntje Oosterhuis, Rene Froger,
and Cor Bakker. "This is the concert of a lifetime. "
exclaimed one enthusiastic Dutch audience member. The
concert was a high-energy celebration of American jazz
music and a tribute to past and future generations of New
Orleans musicians. Radio Netherlands will make a
recording of the concert available as of Monday,
September 26, at www.rnmusic.nl.

Dutch and American groups in Amsterdam and The Hague are


planning at least three more fundraisers for Hurricane
Katrina relief in the next few weeks. On October 2, the
Amsterdam Marriott Hotel, in association with the local
_ American community, will host a jazz brunch and silent
auction for 300 people, featuring New Orleans Jazz
Ambassador lillian Boutte and a Dutch brass band apt/y-
named "The Hurricanes." All proceeds will go to Habitat
for Humanity for reconstruction of areas devastated by
the hurricane. On September 30, Democrats Abroad will
host a benefit dinner to assist victims from Natchez,
Mississippi; and a jazz event is scheduled at the
Amerjcan School of The Hague in late October.

No doubt you will all be happy to learn that we now have an agreed text for use in declining offers of assistance which
others in the USG have determined are no "longer required.

Please take the attached template, fill in as needed concerning "your" country, and get the relevant clearances (as
indicated, except pis. substitute Alan YU for Kvolker in EUR).

I would also suggest adding, in addition to the relevant country TAG, the following TAGs:
PREL, EAID, AEMR, OPDC, CASC, ECON, AMGT, ASEC

Naturally, 1would not worry about clearances by other bureaus Oust axe WHA, NEA, etc.), but I'd add your Office Director.

Albania: $300,000 and sanitary-medical teams;


Croatia: 6 forensics experts for victim identification;
Macedonia: GOM was to decide on details of assistance offer 9/9, no word yet;
SAM: Serbia considering, possible offer of wildlife experts; Montenegro considering offer
of technical experts .
Kosovo: 400,000 Euros ($495,000) to American Red Cross (DSOP checking whether
donation has been wired yet); and offer of Kosovo Protection Corps help with disaster relief
Bosnia: considering state-level offer; municipality of Sarajevo offered $6400
As far as we know, no concrete offers have been accepted by our side yet.

Riyadh - (l 030)Embassy Riyadh is in possession of a check from the AGFUND (Arab GulfPrograrnme For
United Nations Development Organization) for $250k. The check was sent by HRH, Prince Tala! Abdul Aziz
AI Saud (AGFUND President) to Amb. Oberwetter at the US Embassy. The check is made out to the Embassy
of the U.S.A. The funds are intended "for the support of emergency relief and rescue operations targeting
women and children victims of the recent hurricane in the U.S.A." Roger Anderson, Charleston Disbursing
Office is in direct contact with post on instructions to process the check through financial systems.

Jordan - (1140) Mobile Hospitals from Jordan. FEMA and HHS have declined. If Jordan could send -
through AID mission - medical supplies (no drugs) instead, such as first aid kits, USAID will attempt to place.

Saudi Arabia - The Secretary is meeting with the incoming Saudi Ambassador today at 1740L in New York.
The Saudis, through guidance provided in State 163278, have provided $100,000,000 in assistance (Riyadh
6305) to an Ararnco subsidiary based in Houston. Ararnco is to spend the money to buy relief items and provide'
them to NGOs and local govermnents. The problem they are having now is trying to find ways to spend the
money. Saudis have commented that they are okay with press coverage of this donation.

Rice conveying the official USG response to the

The USG has received an outpouring of support from


many nations and international organizations. On
behalf of the United States Government and all
Americans, I want to express heartfelt gratitude for
your expressions of concern.

We appreciate your patience as we have examined the


damage caused by Hurricane Katrina and made thorough
assessments of our needs for materials and equipment
to respond and recover from the disaster.

(For Government of Serbia) We have determined that,


for the moment, we will be able to meet the recovery
and reconstruction challenges with domestic resources.
Consequently, we do not believe we will need the
expert support team from the Ministry of Science and
Environmental Protection that you generously offered
us.

(For Government of Montenegro) We have determined


that, for the moment, we will be able to meet the
recovery and reconstruction challenges with domestic
resources. Consequently, we do not believe we will
need the search and rescue divers or the specialist in
hyperbaric medicine that you generously offered us.

We will keep in close touch as we determine whether


our long-term reconstruction plans might require
international assistance.

The disaster prompted an equally compassionate


response from private citizens around the world. Many
people are making donations to private relief
organizations and we deeply appreciate their
generosity.
