Given the hour here, here is a potential short-term solution. Any future USG acceptances of aid to be coordinated through
NATO (see EADRCC sitreps that Task Force 1 receives daily for list of countries/items), should really be notified directly to
EADRCC, per USNATO 538, and as has occurred in other instances ~ State 170553 being the most recent example.

Can TF-1 email me the State notification cable that went to Athens, along with a note that says "TaskForce-1 requests you
to inform the EADRCC of the USG acceptance of this portion of the Greek offer."

This could help speed things along - NATO is targeted on Sept. 21 as the end date for all the lift deliver and coordinated
through it. Greeks need to hurry or they'll miss the planes. -John

of my conversation this afternoon with OFDA's Tony Stitt was that we (State) were to have said "No" to a number of offers
of material assistance (including, e.g .•: tents from Ireland, pumps from Lithuania, electricians from Northern Ireland.

least as of 9/8/05. .

In order to be better able to assisUguide desks (others) in responding to that, and other matters, I was wondering if you
would please answer the follOWing: .

1. May I (others in the working group) have the "log" of the cables that have gone out (esp. those saying yes, yes in part,
or yes to some & no to other elements of offers)

2. Is there any news re: gaining access to AID "e-room" where we might view the latest assistance matrix?

3. Is there any decision re: the Greek cruise ship?·

4. Is there any decision/movement re: (prefab) housing?

I spoke with John Bass. He said he's fine either way if Arnb Nuland believes she needs to
make a statement thanking everyone and turning off the NATO resources. That being said,
he said it may be odd if later we end up asking for NATO to turn anything back on to try
to get the MREs (or other donations) back to Europe. He said he will be djscussina this
with Kurt on Monday, so I think we're fine keeping NATO on a string until a decisron-can
ire made next week. .

Alan - I want to be careful how I answer your question .... Yes, NATO reports that the
Turkish aircraft that is scheduled to arrive on 2 Oct contains the last shipment of
humanitarian goods. We have resisted saying that the NATO airbridge is complete since we
want to maintain the maximum flexibility -- without keeping NATO aircraft on the string
for nothing.

Peggy Plunkett, our office, is running this by John Bass: We will not issue any guidance
to USNATO until we have had a chance to speak with him about this and consult our front
office.

Attached is a copy of the final tally of relief supplies airlifted by NATO.

On Katrina:

• A NATO 707 is scheduled to depart today at 1800 for Little Rock;


• Another 707 mission is scheduled for 9/29. This will be the last NATO 707 mission;
• Taking advantage of a Turkish offer to use two Turkish C-130s to provide strategic transport to the United States,
AMCC will utilize the Turkish planes to transport the remainder of the material at Ramstein to Little Rock. (Also
practical -- some of the items are too long to be transported in a 707.)
• AMCC expects to receive the Turkish flight schedules within 48 hours; it could then take 3-4 days for the C-130s
to complete their delivery missions.
• Completion is currently expected within the Oct. 4 window. but much depends on when Turkey provides its flight
schedules to the AMCC.

Immediately after Hurricane Katrina struck the States of Louisiana, Mississippi, Alabama and
Florida, claiming countless lives arid inflicting immense material damage, President Ahmet Necdet
Sezer, Prime Minister Recep Tayyip Erdogan and Foreign Minister Abdullah Gul of the Republic of
Turkey conveyed, to their respective counterparts, their sincere condolences and heartfelt sympathy for
the victims ofthis tragic disaster and expressed the readiness on the part of the Turkish Government and
the Turkish people to provide humanitarian assistance to heal the wounds ofthe disaster.

The readiness on the part of the Government of Turkey to come up with any possible assistance
in the face of the disaster was also conveyed by the Turkish Ministry of Foreign Affairs to the U.S.

There were two separate offers thai NATO might have had knowledge of. The first wasfrorn a Turkish
businessman who offered 1.2 million bottles of US Vetcom approved water. He does business with the
I
base at Incirlik, so DAO and ODe were the ones who brought this to us, General Sutton was also • . I

involved, and they talked about using the empty planes thai fly back from Incirlik to transport the water. I
NATO might have been informed of this as well. We never got a response back from the Taskforce on
Ihis. My latest conversation with them on this was Friday, where they told me it was being vetted by
FEMA. This was; however, not a GOT official offer. .

The other offer of assistance was the GOT offer of 1 million of in-kind assistance. The Turkish Embassy in
DC was informed by Harry Thomas (and I understand from Bernadette also by the Red Cross) that neither
the USG nor Ihe ARC would be accepting any more in-kind donations at this time.

Without more specifics as to which offer NATO is referring to, J can't say for sure that it's riot the GOT's
official offer, but nonetheless, as of Friday the MFA and the Turkish Emergency Management Agency were
aware that the 1 million couldn't be accepted at this time.

Suzanne, Bemadette:

Late last week, the Turkish mission to NATO was repeatedly pinging us on whether or not the USG had
accepted its offer of Katrina aid. Turkey would like to send the aid to the U.S. via NATO lift.

NATO's EADRCC (Euro-Atlantic Disaster Response Coordination Center) has been coordinatinq this lift
effort, and would need to know the status of USG acceptance/denial in order to plan effectively. EADRCC
expects all lift to the U.S, to finish September 21, so it's getting close to the point where even if the USG
accepts. Turks will have no transport to the U.S.

Could you let me know if State has sent out a formal acceptance or rejection of any sort to Turkey? We've
asked TaskForce-1 to include us on this traffic, but sometimes given shift changes, etc. it hasn't
happened. If Stale hasn't yet answered the Turkish offer positively or negatively, I would encourage that
the powers that be be pushed to do 5.0 ASAP,

I presume the Turks have been double tracking this, and in addition to pinging us (questionable, in my
opinion), they have been wqrking this in Washington, too. Please lei me know if that's not Ihe case.

Suzanne, Bernadette:

Late last week, the Turkish mission to NATO was repeatedly pinging us on whether or not the USG had accepted its offer
of Katrina aid. Turkey would like to send the aid to the U.S. via NATO lift.

NATO's EADRCC (Euro-Atlantic Disaster Response Coordination Center) has been coordinating this lift effort, and would
need to know the status of USG acceptance/denial in order to plan effectively. EADRCC expects all lift to the U.S. to finish
September 21, so it's getting close to the point where even if the USG accepts, Turks will have no transport to the U.S.

Could you let me know if State has sent out a formal acceptance or rejection of any sort to Turkey? We've asked
TaskForce-1 to include us on this traffic, but sometimes given shift changes, etc. it hasn't happened. If State hasn't yet
answered the Turkish offer positively or negatively, I would encourage that the powers that be be pushed to do so ASAP.

I presume the Turks have been double tracking this, and in addition to piilging us (questionable, in my opinion), they have
been working this in Washington,too. Please let me know if that's not the case. •

Embassy Ankara Acting OeM Jim Moore just called to report that he had received a phonecall from the MFA Deputy DG
for International Political Organizations expressing sympathy, and stating that the Government of Turkeywould be making

OFFERS OF ASSISTANCE

2. On september 5, ADCM spoke with MFA Deputy Director


General for International political Organizations, Tunc
ugdul. ugdul confirmed the GOT offer passed by the Turkish
embassy to the Department on september 2 to provide a search
and rescue team. We understand that disaster relief agencies
are currently evaluating this offer. per ref A, ADeM
communicated the list of immediately needed items to ugdul by
phone on September 5 and sent a hard copy on september 6.
3. separately; on september 5, Turkish businessman Hasan
Akincioglu offered 1.2 million bottles of US Army VETCOM
approved water to the relief efforts, which was transmitted
by Ref B and bye-mail to the Task Force. Comment: post
believes that this offer of assistance deserves serious
consideration~ As stated in ref B, the cargo is currently
located near Incirlik airbase. As Incirlik is ~ cargo hub
with both contract wide body jets coming from the us and
C-17s rotating in and out, it may be possible to take
advantage of a scheduled flight to the us to deliver this
assistance. End comment.

4. In addition "to the search and rescue team offered by the
GOT, on september 7, the Nilufer search and Rescue Team, a
Turkish NGO that operates in connection wit:h the GOT Ministry
of Interior and has previously assisted with other
international disasters, cntacted econoff to offer their
services and iquire about visa requirements for rescue
personnel. Econoff will coordinate with Task Force to
process this offer of assistance.
5. Turkish Red crescent Society (TRCS) Head of International
Department Deniz Solen informed econoff that the TRCS is
workin~ with the International Red Crescent Society to
determlne what type of assistance, either cash or in-kind,
will be donated. TRCS is also accepting calls from Turkish
private citizens who wish to make a donation. International
Federation of Red Cross and Red Crescent Societies Regional
oelegat:ion Disaster Education Officer ozlem Cook told econoff
that they are coordinating any assistance with the Red cross
office in Geneva. They are also providing interested callers
wit:h the wire transfer information for the American Red
Cross,s Hurricane Katrina relief fund.

PUBLIC CONDOLENCES

6. Turkey,s political leaders have made public statements of


sympathy and solidarity in the aftermath of Katrina.
Rebutting some of the commentary "in the Islamist-oriented
press, prime Minister Tayip Erdogan noted in a september 6
speech that "Our God is compassionate. He is merciful.
Through his compassion, my God shows mercy to all mankind.
To say that our God has made certain people pay" for their
actions in this way is a weakness) it is an expression of
ignorance." Following the september 6 meeting of the council
of Ministers, Government spokesman cemil cicek said "we share
the pain of the people of the united States, our friend and
ally. Our wishes, in the spirit of our customary solidarity
and cooperation, have been brought to the attention of the us

Administration." In addition to these public statements,


both the PM and Fan Min Gul conveyed letters of condolence to
their USG counterparts. president Sezer has also sent a
letter of condolence to president Bush. The Mission has
received numerous expressions of personal condolences.

EMBASSY RESPONSE

7. On September 7, the Turkish dailies widely carried the


embassy's press release in response to the numerous
condolences received. Begin text of press release: The
Embassy would like to express its sincere gratitude to the
Turkish authorities and the Turkish ~eople for the solidarity
and concern they have shown in the aftermath of Hurricane
Katrina. we greatly appreciate the public statements of
sympathy and support made by Turkey,s leaders in the wake of
this terrible tragedy, and we are grateful for Turkey,s
generous offer of assistance for the relief effort. Many
non-governmental organizations and private Turkish citizens

in their time of need, and to express their condolences for

have been heard and greatly appreciated by the us Government

COMMENT

9 .. PM Erdogan plans to visit the us the week of september 12


to participate in the UNGA opening meetings. There is
speculation (at this point unconflrmed) that he may try to
visit the affected area during that visit. post will
continue to monitor Turkey's response to Katrina. End comment.

October 2nd marked the 12th and final NATO relief flight in support of Hurricane
Katrina response and recovery efforts.

NATO flights included donated items including

Cots from the Czech Republic, Austria and Slovakia

Blankets from Norway, Denmark

First aid kits from Slovenia, Finland

Towels from'Greece

Tents from Romania

which were disbursed via 140 truckloads to various emergency response distribution
points in Louisiana, Mississippi and Texas.

In addition,Ukraine and the Canadian Air Force provided air support for these
flights.

1. '(U) NATO's Katrina relief activity concluded October 2


with the arrival in Little Rock of a Turkish C-130.
Following the U.S. request for assistance on September 8,
NATO delivered or coordinated the delivery of nearly 200 tons
of aid from nine nations in little less than one month.
According to the Euro-Atlantic Disaster Response Coordination
Center (EADRCC), NATO 707s flew a total of nine delivery
missions, beginning September 12. French, German, Italian,
and Greek NATO Response Force (NRF) C-130 and C-160 aircraft
provided tactical lift from several donor nations to a

strategic NATO air hub established atRamstein AB, for onward
transport to Little Rock. Canada and Turkey, as well as NATO
Partner Ukraine contributed strategic lift and flew one
mission each for NATO from Ramstein to Little Rock.

2. (SBU) The EADRCC notified Allies and Partners on October


3 that it is suspending Katrina support operations in the
absence of any additional tasks requested by the U.S. SHAPE
declared mission complete on October 2, and SACEUR has
prepared an end of mission letter for the SYG.

3. (SaU) CommentlRFG: Mission is unaware of further


requirements for NATO assistance. Unless otherwise
instructed by OOB Brussels on Wednesday, October 12, we
intend to thank the SYG and Allies for a job well done and to
note the conclusion of NATO's Operation Katrina Support.
Mission believes NATO's relief activity contributed
significantly to the overall operation and helped provide
tangible relief for victims. The EADRCC liaison officer

• So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,
Sweden, Switzerland, the former Yugoslav Republic of Macedonia 1 , Turkey
and Ukraine have communicated their offered assistance to the EADRCC;
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has leamt from the U.S. authorities that the following four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers from 11
EAPC nations (Austria, Czech Republic, Denmark, Finland, Greece,
Luxembourg, Norway, Romania, Slovak Republic, Slovenia and Ukraine)
were accepted by US authorities, including the donation of air-lift by Ukraine;
9 of the 11 nations made use of the NATO air-bridge, tnatlon (Luxembourg)
decided to have their donation transported commercially.
• On Saturday, 10 September 05,theUS-Delegation at NATO informed-about a
decision of the US State Department to accept offers from 7 C01lntrjes The
items accepted include urgently needed blankets, camp beds, tents, first aid
kits alld liquid soap.
• SHAPE J4 has deployed a liaison officer to the EADRCC until 21 September

• NATO/EADRCC - EU coordination has been established through the
EAoRCC liaison officer in Washington D.C. and through the UK Delegation at
NATO on behalf of the UK EU Presidency.
• The first NATO cargo airplane has reached Little Rock, Arkansas on Monday,
12 September 2005, at 20:30 UTC with 12 tons of relief items from the Czech

• On Monday, 12 September 2005,-fhe-US Delegation-to NATCnnTorrneatne- --
EADRCC about acceptance of offers from Austria and Finland.
• On Saturday, 17 September 2005, the- US authorities informed the EADRCC
about acceptance of parts of the offers from Greece. Also the offer from
Ukraine of an AN-124 strategic transport airplane has been accepted.
• US authorities have informed the EADRCC that they wish to have relief items
that have been donated by Allied and Partner nations to be deJivered ~hrough

Wednesday, 21 September 05 this deadline is no longer being
interpreted as a cut-off date for NATO/EADRCC support to the U.S.
• Joint Command Lisbon, which is in charge of the coordinating NRF
transportation assets (maritime and tactical air). had dispatched a liaison
officer to the EADRCC from Monday, 12 September till Sunday, 18
September 2005.
• JC Lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. '
• JC Lisbon has fifteen NRF tactical transport aircraft (6 French C.-130. 2 Italian
C-130. 2 German C-160, 4 UK C-130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein AB.
Germany. which will serve as a strategic air hub for onward transportation.
Donating countries thatare closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria,
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece. Norway and Romania have been offered NRF tactical
airl.ift to move relief goods to Ramstein. All cargo consolidation from European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA·
• A second dedicated NATO cargo flight has departed Thursday. 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to Little
Rock. Arkansas.
• Thethird-(B707) and fourth (Canadian A310) dedicated NATO-cargo flights
have left Ramstein on Saturday. 17 September 05. to carry Finish.
Norwegian. Slovak and Siovenian donations to the US.
• The fifth cargo flight (8-707) took place o,n 19 September 05 with-8 tons of
donations from Finland.
• The sixth cargo flight (Ukrainian AN-124) left Ramstein on 20 September 05
_. with 62 tons of donations from Czech Republic, Denmark. Greece and
Romania. --
• The seventh cargo flight took off'for Little Rock AFB on 21 September 05 with
18 tons of Czech Repuollc donations.
• Two (2) NATO cargo flights (26 tons) took place on 23 September 05.

• SHAPE AMCC has informed that after Friday's missions a 20-pallet
backlog still exists with 35.6 tons of cargo. Further NATO flights (6 707)
are now scheduled to take place on 27, 29 and 30 SEP 05.
• US Authorities have requested to deploy again a NATO/EADRCC liaison
officer to Washington D.C. to coordinate, as necessary, movement of
donated goods from Ramstein to Little Rock. The liaison officer will
assume his functions in Washington D.C. on 29 September 05.
• EADRCC is monitoring consequences of Hurricane RITA.

03:40 Post sent an email asking whether we will accept Andorra's offer of assistance (20 tons of
humanitarian goods). Andorra will cover transportation costs. Post noted that it is becoming a
politically sensitive issue.

03:51 Received an email from Belfast regarding whether we will accept the assistance offered by two
power companies.

04:36 Received and responded to an email from Michael Hammer seeking confirmation that we declined
the Norwegians' additional offer of assistance.

04:52 Jeff Oppenheim sent an emailto verify whether we have accepted $1 million dollars worth of
humanitarian items; he had received a call from EADRCC which forwarded correspondence from the
Turkish government asking about procedures to transport these items via NATO.

05 :20 Sent previously drafted cable declining additional Norwegian offer of assistance for clearance.

05:32 Embassy Kiev (Margaret Bula-Duane) asked whether Post can direct NGOslcharities to make
contributions to the Ukrainian Red Cross due to the difficulty Ukrainian NGOs have making direct .
transfers to the American Red Cross. Apparently, Post has worked with the Ukrainian Red Cross to
open accounts to facilitate the transfer of funds to the U.S. .

06:30 Dan Piccuta called to say that Luxembourg has no problems with STATE 169096. Luxembourg
already has a five-member team that is pumping water out of New Orleans. The team traveled to New
Orleans with a German team.
