I heard that you'll be replacing Michelle Harris' role regarding the Katrina Working Group. I've been asked to maintain the
overall offers matrix and have been updating it according to Michelle's updates. Here are a few notes regarding the latest
"International Offers of Assistance Summary:'

• The matrix does not have a record of the Micronesia and The Holy See offers. Please provide the details of
these offers.
• Serbia and Montenegro are listed separately, but are recognized by DoS as one nation
• Uruguay is misspelled (replace the "a" with a "u") .

Finally, when cables are sent regarding offers, it's really helpful if you let me know the corresponding MRN #'s.

definitively respond to Paraguay, the better, especially if the ultimate answer is going to be a "no thank you" requiring extra
PO effort.

FYI ALL -- Task Force has been advised to hold this cable until we receive guidance/clearance from the Secretary that
enables us to refuse certain unneeded offers of assistance. The team compiling the matrix is working to determine which
countries have offeres Search and Rescue Teams in addition to other assistance previous accepted before this cable will
be sent. Our goal, of course, is to avoid declining all offers of assistance made by anyone country.

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have wamed him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted, but I don't want to nold you up. I will send it

1. (U) SUMMARY AND ACTION REQUEST: The GOU has made credible
offers to provide: (a) two each high capacity water
purification units and (b) two thousand kilos of powdered
milk for disaster relief. Delivery of these items would
require USG assistance for transportation. Please indicate
if the offers of assistance meet the criteria in reftel and
if the Department wishes to accept the items. END SUMMARY
AND ACTION REQUEST.
2. (U) On september 6, uruguayan Foreign Minister Reinaldo
Gargano called charge to express condolences over the loss of
life from hurricane Katrina and his solidarity with the
American people. Gargano made solid offers to Rrovide
powdered milk and two high capacity water purification units
(known as "UPAS" or Autonomous Water potabilty units).
3. The GOU previously provided two such water purification
units to assist US reconstruction efforts in Iraq. The units
are large (roughly twenty feet long) and heavy (six tons),
but possibly capable of transport by large military aircraft.
More complete specifications are being sent for the Task
Force to evaluate.
4. please advise if the offered water purification units and
powdered milk are desired for disaster assistance and if
their transportation can be arranged by the USG. The USG has
recently provided disaster assistance to victims of uruguay's
violent storm of two weeks ago. The GOU has been sincere and
forthcoming in its desire to help US victims of hurricane
Katrina.

Murray, latest version of the matrix has OFDA telling Embassy Montevideo we don't need
their offer of a water purification unit, operational team, and powdered milk. However,
post should not tell that yet to "the GOU. We're preparing a general response cable for
all offers of assistance that have yet to be responded to.

Air France has given us a very special offer to transport the UPAS in a Cargo flight to
New York. The cost is $45,000. This represents a very low rate and is part of their
Katrina contribution. (Regular charter for a 747 cargo flight was previously quoted at
$115,000.

This is just good information. They made a tentative booking for 25 September just to
make a firm quote.

De acuerdo a 10 conversado telefonicamente, te informo que estamos viendo la opcian de


embarque de la mercaderia de referencia, con un avian carguero de la Cia. Air France que
tenemos todos los Domingos volando desde Montevideo a Paris. Este avian es un Boeing 747
exclusivamente carguero y no tiene problema alguno para llevar esta mercaderia con las
dimensiones proporcionadas.

El unico inconveniente es que Air France desde Paris con avian carguero solo vuela hasta
New York, por 10 que necesitariamos saber si esta posibilidad.es viable para ustedes.

Air France has given us a very special offer to transport the UPAS in a Cargo flight to
New York. The cost is $45,000. This represents a very low rate and is part of their
Katrina contribution. (Regular charter for a 747 cargo flight was previously quoted at
$115,000.

make a firm quote.

1. (U) SUMMARY AND ACTION REQUEST: The GOU has made credible
offers to provide: (a) two each high capacity water
purification units and (b) two thousand kilos of powdered
milk for disaster relief. Delivery of these items would
require USG assistance for transportation. please indicate
if the offers of assistance meet the criteria in reftel and
if the Department wiShes to accept the items. END SUMMARY
AND ACTION REQUEST. .
2. (U) On September 6, uruguayan Foreign Minister Reinaldo
Gargano called charge to express condolences over the loss of
life from hurricane Katrina and his solidarity with the
American people. Gargano made solid offers to Rrovide
powdered milk and two high capacity water purification units
(known as "UPAS" or Autonomous water potabilty units).
3. The GOU previously provided two such water purification
units to assist Us'reconstruction efforts in Iraq. The units
are large (roughly twenty feet long) and heavy (six tons),
but possibly capable of transport by large military aircraft.
More complete specifications are being sent for the Task
Force to evaluate.
4. please advise if the offered water purification units and
powdered milk are desired for disaster assistance and if
their transportation can be arranged by the USG. The USG has
recently pr~vided disaster assistance to victims of Uruguay's
violent storm of two weeks ago .. The GOU has been sincere and'
forthcoming in its desire to help us victims of hurricane
Katrina. .

Air France has given us a very special offer to transport the UPAS in a Cargo flight to
New York. The cost is $45,000. This represents a very low rate and is part of their
Katrina contribution. (Regular charter for a 747 cargo flight was previously quoted at
$115,000.

This is just good information. They made a tentative booking for 25 September just to

Lo que estariamos necesitando de vuestra parte, es una confirmaci6n al servicio, debido a


que esta mercaderia debe ir cargada en unos equipos especiales, de los cuales no tenemos
stock en Montevideo y por 10 tanto es necesario solicitarlos a Paris para que los envien
en el vuelo que esta llegando el proximo Domingo 18.

De acuerdo a 10 conversado telefonicamente, te informo que estamos viendo la 0pclon de


embarque de la mercaderia de referencia, con un avion carguero de la Cia. Air France que
tenemos todos los Domingos volando desde Montevideo a Paris. Este avion es un Boeing 747
exclusivamente carguero y no tiene problema alguno para llevar esta mercaderia con las
dimensiones proporcionadas.

El unico inconveniente es que Air France desde Paris con aVl0n carguero solo vuela hasta
New York, por 10 que necesitariamos saber si esta posibilidad es viable para ustedes.

Si para ustedes esta opcion es factible mucho nos gustaria saber cual es la fecha limited
que tienen para colocar las potavilizadoras en destino, dado que, como Ie menciono
anteriormente los vuelos de Air France estan en Montevideo solo los dias Domingos y debido
a que es necesario tener equipos especialespara esta carga, la primera opcion de embarque
serfa para el Domingo 25 de Setiembre.
Quedamos a la espera de vuestras novedades.
