Alain, I received a faxed dip note today from the Belarusian Embassy that "draws the attention of the State Department" to
public comments made Sept. 1 and 20 by the Belarusian Minister of Emergencies that Belarus is "ready to help" with
hurricane assistance. This seems to be the closest we've come to a direct offer of assistance - the Minister's comments
were made to the press, but there was never a direct approach to us. The note has no specifics about the offer, but it
implies that the Embassy thinks Belarus should be on the State Department's list of countries that offered support. How
do you think we should handle this? Is there still a category for countries that have offered general support. without
specifics? If so, would this "offer" qualify? Thanks.

The United States is very grateful to the leaders and citizens of the more than one hundred countries
and intemational organizations that have offered assistance and support, including the people of
Belarus.
While there have been countless offers of support from all around the world, the'U.S. Embassy in
Minsk would like to correct recent statements that have been made regarding offers of assistance
from'the Government of Belarus.
The Embassy is not aware of any formal proposal from the Government of Belarus to the United
States Government directly or through intemational structures coordinating assistance efforts.
Moreover, the United States has not made a request to any specific country for assistance and we are
not aware of any formal request on the part of NATO. However, NATO is discussing how to
coordinate the assistance offered voluntarily by European countries.
Individual citizens wishing to make a personal contribution are encouraged to contact the I
International Red Cross or Salvation Army directly. They may be reached at www.redcross.org and I
www.salvationarm~.org. I

The task force added this basedon a (somewhat vague) dip note Ireceived yesterday. Ambassador Krol told me
separately that, considering this dip note, the Embassy will forego doingthis statement.

I have asked the "virtual" task force to double check but they have not gotten back to me. Personally, I would be very
careful about this statement--there was so much confusion in the first weeks that many things went astray. You don't want 1
a reply that shows the fax sent to FEMA or the WH or even a letter sent to the See of State that is languishing in Lima.
Ohio where they check all the mail for the State Dept to check for anthrax.... Things come a month later, burned around
the edges...

Please see attached for a draft of a proposed embassy statement relating to Katrina. 'The issue here in Belaws is that the
government keeps stating theyve made offers of assistance and that we (USG) haven't responded. - We wanted to
clarify/correct these inaccuracies and Ambassador Krol suggested clearing this on your end before we release it. -

Perhaps somewhere in some list there's a record of an offer of assistance from Belarus? They don't appear on the official
lists posted on state.gov. - Also, part of the confusion lies in the fact that there was a request for assistance from the
NATO Council to European countries. The GOB morphed this into a request from the U.S.
