Government of Maldives' US $25,000 donation to the
American Red cross, in the form of a check drawn from the

unaccounted for or believed to be deceased: Belgium (6),

(2), south Korea (4), Turkey (7), and the UK .

NATO SUPPORT TO THE UNITED STATES

• So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,
Sweden, Switzerland, the former Yugoslav Republic of Macedonia 1, Turkey
and Ukraine have communicated their offered assistance to the EADRCC:
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has learnt from the U.S. authorities that the following four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers from 11
EAPC nations (Austria, Czech RepUblic, Denmark, Finland, Greece,
Luxembourg, Norway, Romania, Slovak Republic, Slovenia and Ukraine)
were accepted by US authorities, including the donation of air-lift by Ukraine;
9 of the 11 nations made use of the NATO air-bridge, 1·nation (Luxembourg)
decided to have their donation transported commercially.
• On Saturday; 10 September 05, the-US Delegation at NATO informed about a
decision of the US State Department to accept offers from 7 COllOtrjes The
items accepted include urgently needed blankets, camp beds, tents, first aid
kits alld liquid soap.
• SHAPE J4 has deployed a liaison officer to the EADRCC until 21 September
--05~

• NATO/EADRCC - EU coordination has been established through the


EADRCC liaison officer in Washington D.C. and through the UK Delegation at
NATO on behalf of the UK EU Presidency.
• The first NATO cargo airplane has reached Little Rock, Arkansas on Monday,
12 September 2005, at 20:30 UTC with 12 tons of relief items from the Czech

• On Monday, 12 September 2005, the US Delegation to NATOlnformedttle
EADRCC about acceptance of offers from Austria and Finland.
• On Saturday, 17 September 2005, the US authorities informed the EADRCC
about acceptance of parts of the offers from Greece. Also the offer from
Ukraine of an AN-124 strategic transport airplane has been accepted.
• US authorities have informed the EADRCC that they wish to have relief items
that have been donated by Allied and Partner nations to be delivered ~hrough

the NATO air-bridge by 23 September 05 to Little Rock, Arkansas. As of
Wednesday, 21 September 05 this deadline is no longer being
interpreted as a cut-off date for NATO/EADRCC support to the U.S.
• Joint Command Lisbon, which is in charge of the coordinating NRF
transportation assets (maritime and tactical air), had dispatched a liaison
officer to the EADRCC from Monday, 12 September till Sunday, 18
September 2005.
• JC Lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. .
• JC Lisbon has fifteen NRF tactical transport aircraft (6 French G.-130, 2 Italian
C-130, 2 German C-160, 4 UK C-130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein AS,
Germany, which will serve as a strategic air hub for onward transportation.
Donating countries thatare closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria,
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece, Norway and Romania have been offered NRF tactical
airlift to move relief goods to Ramstein. All cargo consolidation from European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA
• A second dedicated NATO cargo flight has departed Thursday, 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to Little
Rock, Arkansas.
• Thethird (B707) and fourth (Canadian-A310) dedicated NATO cargo-flights
have left Ramstein on Saturday, 17 September 05, to carry Finish,
Norwegian, Slovak and Siovenian donations to the US.

• SHAPE AMCC has informed that after Friday's missions a 20-pallet
backlog still exists with 35.6 tons of cargo. Further NATO flights (8 707)
are now scheduled to take place on 27, 29 and 30 SEP 05.
• US Authorities have requested to deploy again a NATO/EADRCC liaison
officer to Washington D.C. to coordinate, as necessary, movement of
donated goods from Ramstein to Little Rock. The liaison officer will
assume his functions in Washington D.C. on 29 September 05.

1. '(U) NATO's Katrina relief activity concluded October 2


with the arrival in little Rock of a Turkish C-130.
Following the U.S. request for assistance on September 8.
NATO delivered or coordinated the delivery of nearly 200 tons
of aid from nine nations in little less than one month.
According to the Euro-Atlantic Disaster Response Coordination

Center (EADRCC), NATO 7075 flew total of nine delivery
missions, beginning September 12. French, German, Italian,
and Greek NATO Response Force (NRF) C-130 and C-160 aircraft

2. (SBU) The EADRCC notified Allies and Partners on October


3 that it is suspending Katrina support operations in the
absence of any additional tasks requested by the U.S. SHAPE
declared mission complete on October 2, and SACEUR has
prepared an end of mission letter for the SYG.

3. (SBU) CommentlRFG: Mission is unaware of further


requirements for NATO assistance. Unless otherwise
instructed by OOB Brussels on Wednesday, October 12, we
intend to thank the SYG and Allies for a job well done and to
note the conclusion of NATO's Operation Katrina Support.
Mission believes NATO's relief activity contributed .
significantly to the overall operation and helped provide
tangible relief for victims. The EADRCC liaison officer
assigned to Washington not only coordinated NATO donations
and flights but managed other international aspects of the
operation. NATO's efforts were a clear demonstration of

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

• Confirmed Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion Iitres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related,
bacteria arid toxic chemicals.
• Ophelia, at present. is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have hot been changed. (See MIC Message 15)

2. EU & International Response


In total, over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism.

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain a correct overview, Member
States are kindly asked to notify any changes In the offers, acceptances or delivery
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (tx AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23 rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight with assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and

The commodities are being called forward by FEMA field elements including ~IFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), including commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Operations in the New Orleans region:


The German led and Luxembourg supported THW team continues to work closely with the
local authorities as well as with US forces and is housed on US Naval vessel Shreveport
together with the Dutch team. The THW team have 12 major pumps operating in St
Bernard and Jefferson parishes. In addition to this, the team is undertaking a variety of
smaller scale pumping activities in the New Orleans area and has helped to return to use
of at least 3 permanent pump stations so far. The team have also been contributing to
contingency planning to deal with the heavy rainfall anticipated in the next few days. The
Washington Times on Sept 15 ran an article on THW work with interviews of the team
members.
A French diving team arrived in the New Orleans area on Tuesday (13th Sept) and is
working in collaboration with the US Navy. The team has been split into two. One team
has been helping identify and unblock marine channels whilst the other has been
conducting underwater searches and the recovery of bodies. Team leader M. Amault
reports they are due to move on to work in the Gulfport area tomorrow.
The Dutch pumping team is conducting operations in Plaquemines parish, the team
consists of five experts, three pumps of 50 cubic metres flow per minute, and
transportation. The team is now located on board US Naval vessel Shreveport.

1. As indicated ref tel, Belgian government spent the day reviewing what assistance they
thought would be most useful to offer to assist with the aftermath of hurricane Katrina.
They have consulted directly with FEMA and the Red Cross, and after a cabinet meeting on
9/2/2005, offer, the following
assistance:

Three field medical teams, (BEFAST: Belgian First Aid and Support
Teams) experienced in emergency medical treatment {some deployed to support the Tsunami
victims last year. Teams would each be approximately ten persons, consisting of doctors
and nurses.
Two teams will be specialized in triage; the third in treatment.
Teams to be available for ten days. FEMA told the Belgians that this is what they need.

A logistic team of ten persons from the Belgian military specialized in warehousing,
movement planning, and local procurement. The Red Cross told the Belgians that this is
what they need. Available for three weeks for the Red Cross.

A coordination team of four persons, who will carry out coordination between the Belgian
teams and local authorities.

These teams will be ready to leave Belgium as early as Sunday, September 4, by commercial
air.

On a longer-term basis as needed by the US, the Belgians will be prepared to provide
materials and equipment focusing on small electrical generators, lighting and pumps; and
can provide civil engineers and military divers.

2. The port of Antwerp has offered assistance.

3. Per the Belgian press, there are 117 Belgians missing in the disaster area. The MFA
thinks that there are 300 Belgians in the part of the country affected by the hurricane.
The Belgian Embassy is sending a consular team to Housto~ to coordinate their efforts to
contact Belgian citizens. The Belgian consulate in Atlanta has responsibility for that
part of the U.S. '

All - just got off the phone with my buddy John Dickson, DCM in Ottawa; he said that in this morning's PM Martin-
Bush phone call, the President said that we might accept offers of stocks from Canada's supply of emergency drugs.
Bur so far, no official assistance has yet to flow. He also heard about what we are hearing - in general the
Administration is not yet accepting official offers of help from other countries. Mike

I've no doubt this sort of thing has been made at every conceivable level of our relationship, but the FCO has
made a similar "tell US what you need and we will provide it," and the Ambassador is about to go see Blair
along with Senator Lugar and will, no doubt, be told the same thing. I'm not so sure about the potential for hurt
feelings (just like 9/11 allover again) but if we have needs- particular niche needs where we may be getting
tapped out, or engineering needs· the UK would be anxious to jump in.

All - at our mini-meeting just now with Kurt Volker our PDAS, the, issue of accepting assistance from
folks like the Dutch and others was raised- in essence, why are we tuming it down, especially when
many Americans are wondering where our friends our during this time of crisis? One person remarked
that this was 9/11 allover again, when we refused help from others and wound up getting bad publicity
out of it. Kurt said now that Karen Hughes was starting to look at this issue today, maybe there would
be a refinement of our policies.

Brian - what are doing about Canadian offers of assistance - fairly easy for them to jump in their trucks
and head south - is any official assistance flowing now, how about unoHicial?

hurricane. Amb van daele (here in belgium) called me late last night and passed their offer. the
degucht, flahaut, dewael (interior) and others are meeting this morning at 1100 local time to decide
what to offer. they asked for our guidance.

Mike Gallagher promptly got me guidance, and the department has already sent us additional info and

I met this morning with the country team and have done/decided several things:

Following the message of 6 September from the President of the European Commission,
and that of 1 September from the Head of the EU Delegation to Washington, this Note
sets out proposals for the appointment of a technical expert co-ordinator to assist the
relief effort in responding to the terrible consequences of Hurricane Katrina. .

The European Commission, working closely with the United Kingdom Government as
the' current Presidency of the EU Council, has been facilitating offers of assistance to the
United States from member states through the EU's Civil Protection Mechanism. The
mechanism was established in 'October 2001 to improve the provision of mutual support
in an emergency. It can also be drawn on for a crisis overseas. In order to further I'
enhance the practical delivery of assistance on the ground by teams from EU member'
states, the Commission has asked David Horobin to provide a link between member
states' teams in the region and to advise on how best to maximise their contribution to
the recovery efforts. David is an expert in international disaster response co-ordination
and is part of the United Kingdom team currently working alongside US Aid officials in.
the international co-ordination ceil based in Arlington.

The primary goal of David's appointment is to help ensure a close working relationship
between teams from ED member states and' others involved in the response to the
disaster, as wen as demonstrating the commitment of the European Union to supporting
the US Government in response and recovery activity.
