until FEMA accepted or declined the Venezuelan offer. Duty officer thought GOV was playing with us by

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted, but I don't want to hold you up. I will send it
as soon as , get my hands on it.

Ischinger will travel to New Orleans September 12 to meet
with German technical teams working at water pumping
stations. (EUR)

(SBU) The Consuls General of Costa Rica, the Dominican


Republic, Ecuador, Honduras, Japan, Panama, Spain, and
Venezuela, escorted by DS, will visit New Orleans .
September 15 to recover key papers from their facilities.
The Japanese Consul General and three staff will visit
Japan's facilities unescorted September 13. (DS)

KEY PENDING OFFERS

(SBU) Pakistan has offered more than 50 tons of tents,


tarps, blankets, pillows, etc. for which FEMA has no
identified need. However, the Pakistani government has
already purchased the goods. The Task Force is querying
FEMA about possible partial acceptance of the Pakistani

UPDATE ON REVIEW PROCESS

(U) FEMA, USAID/OFDA and TF Coordinator wlll hold a


conference call September 12 to update status of
acceptance of in-kind offers. The last review was
September 9. So far, 23 offers have b~en designated for
immediate acceptance with 17 processed; 21 offers are
under review; and 25 could not be matched with needs and
are not likely to·be accepted. (Task Force)

Hey there, Katie .(the USDA person in San Juan)

It looks like USTR (Beth Leier) is getting inquiries from the Costa Ricans about the US
accepting donations of sugar (in the aftermath of Katrina. I assume.)

Is there away you can get the C'Ricans to stop pushing this on us without creating a bruhaha
or do we need to send out a cable demarching the GOCR? Personally, I think we should
keep this as low level and relaxed as possible, lest folks think we're going against the Sec's
statement that we'll accept anything from anyone. I'd hate to do a demarche on this... which
makes it sound like a bigger issue than it should be.

What do you think?

"first need" product. I missed that class, I guess. Does State plan on sending "thanks,
but no thanks" letters? They still think they'll send donated sugar.

President Abel Pacheco and Health Minister Rocio Saenz phoned Charge September 7 to offer
assistance to Hurricane Katrina victims. The offer was for two forms of assistance:

-- a team of nurses (unspecified number), and/or


-- non-perishable food items, specifically sugar and coffee (unspecified amount) .

Neither Pacheco or Saenz mentioned whether they could deliver the assistance by their own
means or whether transport would require u.s. assistance. We believe that U.S. assistance
for transport would be requested if the USG were to accept the Costa-Rican offer.
