EAORCC exECUTIVE· SUMMARY RELEASED IN FULL
REGARDING
NATO SUPPORT TO THE UNITED STATES

• So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,

Sweden, Switzerland, the former Yugoslav Republic of Macedonia , Turkey
and Ukraine have communicated their offered assistance to the EADRCC;
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has learnt from the U.S. authorities that the follOWing four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers 'from 11
EAPC nations (Austria, Czech Republic, Denmark, Finland, Greece,
Luxembourg, Norway, Romania, Slovak Republic, Slovenia and Ukraine)
were accepted by US authorities. inclUding the donation of air-lift by Ukraine;
9 of the 11 nations made use of the NATO air-bridge, 1·nation (Luxembourg)
decided to have their donation transported commercially.
• On 'Saturday, 10 September 05, the US Delegation at NATO informed-about a
decision of the US State Department to accept offers from 7 countries The
items accepted include urgently needed blankets, camp beds, tents, first aid
kits alld liquid soap.
• SHAPE J4 has deployed a liaison officer to the EADRCC until 21 September

• NATO/EADRCC - EU coordination has been established through the
EAORCC liaison officer in Washington D.C. and through the UK Delegation at
NATO on behalf of the UK EU Presidency.
• The first NATO cargo airplane has reached Little Rock, Arkansas on Monday,
12 September 2005, at 20:30 UTe with 12 tons of relief items from the Czech

• US authorities have informed the EADRCC that they wish to have relief items
that have been donated by Allied and Partner nations to be delivered throuph

the NATO air-bridge by 23 September 05 to Little Rock, Arkansas. As of


Wednesday, 21 September 05 this deadline is no longer being
interpreted as a cut-off date for NATOJEADRCC support to the U.S.
• Joint Command Lisbon, which is in charge of the coordinating NRF
transportation assets (maritime and tactical air), had dispatched a liaison
officer to the EADRCC from Monday, 12 September till Sunday, 18
September 2005.
• JC Lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. .
• JC Lisbon has fifteen NRF tactical transport aircraft (6 French C-130, 2 Italian
C-130, 2 German C-160, 4 UK C-130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein AB,
Germany, which will serve as a strategic air hub for onward transportation.
Donating countries thatare closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria,
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece, Norway and Romania have been offered NRF tactical
airlift to move relief goods to Ramstein. All cargo consolidation 'from European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA
• A second dedicated NATO cargo flight has departed Thursday, 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to Little
Rock, Arkansas.
• Thethird (B707) and fourth -(Canadian-A310) dedicated NAT0-cargo·flights
hW1fe left Ramstein on Saturday, 17 September 05, to carry Finish,
Norwegian, Slovak and Siovenian donations to the US.
• lhe fifth cargo flight (8-707) took place on 19 Septemtier 05 withe tons of
donations from Finland.
• The sixth cargo flight (Ukrainian AN-124) left Ramstein on 20 September 05
_with 62 tons of donations from Czech Republic, Denmark. Greece and
Romania. . ..
• The seventh cargo flight took off'for Little Rock AFB on 21 September 05 with
18 tons of Czech RepUblic donations.

• SHAPE AMCC has informed that after Friday's missions a 20-pallet


backlog still exists with 35.6 tons of cargo. Further NATO flights (8 707)
are now scheduled to take place on 27, 29 and 30 SEP 05.
• US Authorities have requested to deploy again a NATOJEADRCC liaison
officer to Washington D.C. to coordinate, as necessary, movement of
donated goods from Ramstein to Little Rock. The liaison officer will
assume his functions in Washington D.C. on 29 September 05.
• EADRCC is monitoring consequences of Hurricane RITA.

FOREIGN ASSISTANCE
(U) The USG identified forensic assistance asa top priority. Several foreign goverrunents offered·
forensic assistance, including Gennany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (TaskForce e-mails. telecons}

(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia, China, Egypt, Thailand, Spain, and Canada
for relief supplies, generators, fuel, and energy expertise. Canada and Mexico also deployed convoys,
including planes, helicopters, ships, trucks, crews, divers, and relief supplies. TRANSCOM will
transport water pumps from the Netherlands and Germany. India and Pakistan offered money and other

British ready-to-eat meals donatedfor Hu;ricane Kat;ina'victims are stuck on shelves at
Little Rock Air Force Base in Jacksonville, the hub for all international Katrina aid,
because ofstrict US. regulations put in place after a mad cow disease scare. The meals
containing British meat cannot be used because US. regulations prohibit the importation
ofBritish beefand poultry. The prohibition was put in place after the degenerative
disease was found in British cattle. A human form ofthe disease can be deadly.

• Confirmed Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion litres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related,
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have hot been changed. (See MIC Message 15)

2. EU & International Response


In total, over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism.

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain' a correct overview, Member
States are kindly asked to notify any changes in the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight w!th assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The Jist may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. lRAFB has a logistics unit in place for the reception and

The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to louisiana, 4 to
Arkansas and 2 to Texas), including commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Operations in the New Orleans region:


The German led and Luxembourg supported THW team continues to work closely With the
local authorities as well as with US forces and is housed on US Naval vessel Shreveport
together with the Dutch team. The THW team have 12 major pumps operating in St
Bernard and Jefferson parishes. In addition to this, the team is undertaking a variety of
smaller scale pumping activities in the New Orleans area and has helped to return to use
of at least 3 permanent pump stations so far. The team have also been contributing to
contingency planning to deal with the heavy rainfall anticipated in the next few days. The
Washington Times on Sept 15 ran an article on THW work with interviews of the team
members.

A French diving team arrived in the New Orleans area on Tuesday (13 Sept) and is
working in collaboration with the US Navy. The team has been split into two. One team
has been helping identify and unblock marine channels whilst the other has been
conducting underwater searches and the recovery of bodies. Team leader M. Arnault
reports they are due to move on to work in the Gulfport area tomorrow.
The Dutch pumping team is conducting operations in Plaquemines parish, the team
consists of five experts, three pumps of 50 cubic metres flow per minute, and
transportation. The team is now located on board US Naval vessel Shreveport.

A joint OFDAIUN/EU mission to New Orleans is planned for Saturday 17 th Sept.
The head of the US State Department task force responding to Hurricane Katrina visited
the EU team to pass on his appreciation for the EU's contributions to the emergency
response and for the team's assistance with co-ordination of that response.

It took longer than we expected. However, here is clarification on the discrepancies we noted last night:

Czech Republic Water Filtration Unit (Page 6, first offer) - Offer includes possibility of Czech Military
Air Transport. However, NORTHCOM

considers the aid itself as civil in nature and offered no opinion on whether it should be
accepted. They defer to FEMA.

24 Tatra Trucks (Page 6, second offer) - These are privately owned trucks that the Czechs
are offering to transport .

to a U.S. base. Civil in nature. NORTHCOM defers to FEMA.

France Salvage Tug (Page 8, fourth offer from France) - The salvage tug is one of the two ships
mentioned in the offer. The tug, '

The situation on the ground is dynamic, and the U.S.


Government emergency response authorities continue to determine what is required most
urgently to meet the immediate .needs of those suffering from the hurricane's impact.

We accept your generous offer of the following:


24,000 blankets;
600 camp beds;
14 large tents.

Our current assessment is that we do not have a need at this time for your generous
offer of the following:
a large water filtration unit and team to run it;
14 doctors;
flood relief equipment and a 14-person team to manage it;
flood recovery pumps and a 10-person operation team;
25,000 Aquasteril water treatment packets;
24 Tatra trucks;
3 teams of 20-25 personnel to handle hazardous waste, historical restoration, and post-
trauma intervention;
forensic specialists;
Czech Airlines transportation.

We encourage your Government to identify an English- speaking point of contact for


your offer of blankets, beds and tents, and to have that individual contact the
USAID/Office of Foreign Disaster Assistance (OFDA) Logistics Team, as well as NATO's Euro-
Atlantic Disaster Response Coordination Center (EADRCC) to begin the necessary procedures

NATO's Trainer Cargo Aircraft (TCA) is a modified Boeing 707-320C. The pilot's station is
almost identical to the E-3A. The aircraft is capable of conducting air refuelling

The second flight is scheduled to depart on 9/14 from Luxembourg. FEMA has approved this

series of flights. The aircraft can carry 8 to 10 tons of equipment.

Since september 3rd, NATO has been helping to coordinate offers of assistance to
meet the requirements set out by the US Government. To date, the US has accepted from
NATO and Partner nations offers including financial assistance, food, first aid· kits and
medical supplies, generators, water pumps and rescue teams.

-- In addition to the flights, the naval component of the NATO Response Force will
make available at least two roll-on, roll-off ships, and perhaps other ships as necessary
-- enough lift to carry 600 long trucks worth of assistance.

The U.S. Government is grateful for the generous offer of assistance from'the
Government of the Czech Republic in the aftermath of Hurricane 'Katrina.

The situation on th~ ground is dynamic, and the U.S.


Government emergency response authorities continue to determine what is required most
urgently to meet the immediate needs of those suffering from the hurricane's impact.

We accept your generous offer of the following:


24,000 blankets;
600 camp beds;
14 Lirge tents.

Our current assessment is that we do not have a need at this time for your generous
offer of the following:
a large water filtration unit and team to run it;
14 doctors;
flood relief equipment and a l4-person team to manage it;
flood recovery pumps and a 10-person operation team;
25,000 Aquasteril water treatment packets;
24 Tatra trucks;
3 teams of 20-25 personnel to handle hazardous waste, historical restoration, and post-
trauma intervention;
forensic specialists;
Czech Airlines transportation.

We encourage your Government to identify an English- speaking point of contact for


your offer of blankets, beds and tents, and to have that individual contact the
USAID/Office of Foreign Disaster Assistance (OFDA) Logistics Team, as well as NATO's Euro-
Atlantic Disaster Response Coordination Center (EADRCC) to begin the necessary procedures
for prompt acceptance of your shipment: USAID/OFDA logistics contac~ information,
available 24/7, is FLIGHTMOVEMENTREQ [at] OFDA.NET, and
(703) 526-2206/2207.

The NATO Response Force will coordinate lift for NATO Ally and Partner contributions
and we understand it has assets immediately available.

5. (SBU) For London and USEU: Please convey to the UK (in its capacity as EU President)
and relevant European Union/Commission officials the USG acceptance of the offer outlined
in the points above.

6. (SBU) For USNATO: Please inform the EADRCC of the USG acceptance of the offer
outlined in the points above. We assume NATO will want to coordinate the logistical
arrangements for the accepted offers.

The first NATO air operation in support of u.s. recovery efforts post-Katrina is due to
:. arrive at this hour at Little Rock Air Force Base.

The United States is normously grateful for the outpouring of support, both emotional
and concrete, from Allies over the past two weeks, and it is especia~ly reassuring to see
our NATO allies coming to our assistance in this way.

-- The strong and solid support we received from all 25 NATO Allies once again proves the
effectiveness and resiliance of this Alliance, and its value to the American people and
all Allies_"

-- A modified Boeing 707 NATO Trainer Cargo Aircraft left Germany yesterday and picked up
supplies in Prague donated by the Czech Republic. The flight is bringing logistical
supplies, including 24,000 blankets, 600 camp beds and 14 large tents~ This is the first
of a series of flights. The aircraft can carry 8 to 10 tons of eqUipment.

Second and third NATO flights are in the planning for later this week.

Maj Murphy,

I just talked to the State Department (PM/ISO) who does Diplomatic Clearances, and Bangor
ANG, and PROVIDED Little Rock can support the E-3 with customs, etc,· this office and the
State Department approve the aircraft to overfly Bangor and proceed direct to Little Rock.
As for an ETA, I don't have anything except that they were due into Bangor in about 30
minutes and the flight to Little Rock was scheduled for about 3 hours on the itinerary.

I just received word the NATO flight is lighter than expected and doesn't need to stop in
Bangor, ME, for fuel. WG CMDR John Hunter is requesting the aircraft fly direct to Little
Rock. Does Little Rock AFB have a Customs officer present so the aircraft can clear
customs at Little Rock? If so, is someone in contact with WG CMDR Hunter to let him know

Greetings All,

The flight scheduled for (09-1-N001) NATO 12 Sept is carrying only Czech commodities.
These are not the same flight. We have not received confirmation on the the Luxembourg
flight. It mayor may not be a NATO flight at a later date.

When looking at the request form it was a bit confusing because the plane is from Germany
but flying out of Luxembourg. We are working with our POC at NATO to have it indicate on
the form which countries the commodities are coming from. Luxembourg has not been
assigned a control number at this point.

The poe for NATO has left for the day but information on the dip clearance can be provided
to the Command Center at 00 49 2451 63 44 33 or by fax at 00 49 2451 63 44 40 for Call
sign #'NATO 43.

Please let me know if' there is anything else I can help with.

37 & 39 are the Czech and Luxembourg missions, respectively. Are these actually the same
mission? On the spreadsheet, the Czech mission was assigned OFPA # 9-10-N001; on the
Flight Movement Request Form, the Luxembourg mission was assigned the same OFDA #. Would
appreciate if you could clear this up for me. Thanks.

To clarify a few points:

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of about 20 MT/f1ight thus
the remaining accepted NATO country goods being consolidated at Ramstein (anticipated at about 220 MT with
some volume restrictions; that is some of the goods like blankets will volume out the aircraft before weight does).

• N003 & N005 are 707 NATO flights (limited cargo capacity of about 20 MT per flight).
• NOM is a Canadian military aircraft (probably limited to about 33 MT of cargo).
• N006 is a donated commercial aircraft to move the NATO goods (about 90-110 MT).
• WHY-to move the accepted goods (about 200 MT) from Ramsteln AFB to Little Rock no later than

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies.: The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-310 listed below) before we will allow it to land at any Air Force
base besides Little R o c k . · .

full flight information, including. aircraftand itinerary details (particularly all US ports to be used), not just

It's our understanding that all 5 NATO Flights, given their humanitarian nature, are to go to the AFB side of Little

As far, as I know, the Greeks received a total of 2000 towels. I think that the body
towels and facial towels ended up being one in the same. I know of no reason why 2500
should have appeared on the Exec SwnmaD'..._~ ~ . _

My recollection. backed by some emails I have, is that:
A) Greece offered 2,000 "facial- towels and 2,000 -body· towels. (From a USAID-OFDA
Movements [of stufflmatrix, it appears 2,000 towels left on a NATO flight on 9/16,
arriving in Little Rock on 9/20.*) Could it be the 2,500 figure was a mistake on the Exec
Summary? Could it be we received slightly more than 2,000, and that represented a mix of
the two types?
(I do recall that, originally, OFDA thought the towels were from a country other than
Greece, and we had to get that changed ... )
. .
B) Finland offered many things, and NATO Sit Rep (#12) indicates that included a search &
rescue team (of 30 persons, declined by FEMA), as well as commodities such as sheets,
first aid kits, tarps & pillow cases (accepted by FEMA). (Other items were declined in
STATE 167044, I believe) In addition, it seems 3 "logisticians- went to help the Am. Red
Cross (STATE 069097). From a late version of the matrix, it seems that the Finnish Red
Cross was supposed to donate to the Am Red Cross, NOT the USG. (I'm not sure sure why GAO
assumes it all goes to the USGi however, perhaps Roger can confirm whether Charlestown's
records suggest receipt of money from Finland.)

Ukraine Air Delivery:

GOU agreed to provide an AN-124 aircraft at the GOU's expense to pick-up supplies at
Ramstein AFB, and then deliver them to Little Rock. AFB on September 19. ODFA
approved control # for mission pending. The aircraft is already at Ramstein. Plane will
carry a full load (up to 105 tons). Supplies include 15 tents. 2,000 blankets. 4,000
bedsheets, 2,000 pillows and pillowcases. 30,000 bandage packs.

EUR representative is sending out an updated thank you cable for clearance in regards to
Ukraine's offer of assistance. The Task Force Director would like to have all final cables
sent out for clearances by 5:00 p.m.

Greetings All,

The flight scheduled for (09-1-N001) NATO 12 Sept is carrying only Czech commodities. These are not the same
flight. We have not received confirmation on the the Luxembourg flight. It mayor may not be a NATO flight at a
later date.

When looking at the request form it was a bit confusing because the plane is from Germany but flying out of
Luxembourg. We are working with our pac at NATO to have it indicate on the form which countries the
commodities are coming from. Luxembourg has not been assigned a control number at this point.

The pac for NATO has left for the day but information on the dip clearance can be provided to thel

It took longer than we expected. However, here is clarification on the


discrepancies we noted last night:

Czech Republic Water Filtration Unit (pag~ 6, first offer) - Offer


includes possibility of Czech Military Air Transport. However, NORTHCOM

considers the aid itself as civil in nature and offered no


opinion on whether it should be accepted. They defer to FEMA.

24 Tatra Trucks (Page 6, second offer) - These,are


privately owned trucks that the Czechs are offering to transport

to a U.S. base. Civil in nature. NORTHCOM defers to FEMA.

France Salvage Tug (Page 8, fourth offer from France) - The


salvage tug is one of the two ships mentioned in the offer. The tug,

already enroute from Martinique, has ~ 16 man dive


team embarked. NORTHCOM wants the tug and embarked divers,

and is indicating so to DoS. NORTHCOM does not require


the 2~8 aircraft also included in the offer, or the second ship.

Israel Two Military and two Health Officials (Page 13, second
offer from Israel) - The two "Military Officials" are Military Public

Health Professionals and are already here. NORTHCOM sees


them filling essentially a civil function. Think this one is

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of
about 20 MT/flight thus the remaining accepted NATO country goods being consolidated at
Ramstein (anticipated at about 220 MT with some volume restrictions; that is some of the
goods like blankets will volume out the aircraft before weight does). .

* N003 & NOOs are 707 NATO flights (limited cargo capacity of about 20 MT per flight) .
* N004 is a Canadian military aircraft (probably limited to about 33 MT of cargo).

ALCON: PM/ISO has issued dip flight clearances on 3 of the five intended NATO relief
flights.

TF: This is to underscore that ONE of two things needs to happen for PM/ISO to process
the other two:

l)OFDA changes OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to
correspond to the updated flight itineraries NATO provided us this morning, which have
relief flights arriving Little Rock on 9/23 and 9/25, and involve NATO cargo aircraft
(TCA/E3's) vice A310 and AN 124.

OR

2)NATO submits new itineraries which correspond to the OFDA control- number dates in
question: 9/17 and 9/20-21.

A final caveat: although we (PM) have no indication from NATO that they intend to use
civiliari charter aircraft for these two flights, SHOULD this be the case, Tim is correct
that DOS wouldn't issue dip clearances. HOWEVER, they would still need to provide_
justification to USAF and obtain USAF permission to fly into Ramstein and/or Little Rock
APB (POC: Tim Bennett, cc'd).

The Air Force has been contacted by Antonov Company (a civil company) concerning the
possibility of their company being chartered to bring Hurricane relief supplies. The
representative mentioned a possible landing at Ramstein AB, Germany in conjunction with
this relief flight. We normally deal with the lawyers for this company and he had few
details about the flight, but felt they were going to land at New Orleans rather than
Little Rock. Though previous foreign government charters did not require a civil aircraft
landing permit issued by the Air Force to land at Little Rock AFB because it was for .
emergency relief, a landing at Ramstein would require such a permit and verification that
the landing is for Official Government Business (rather than just for convenience ... i.e,

To clarify a few points:

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of about 20 MT/f1ight thus
the remaining accepted NATO country goods being consolidated at Ramstein (anticipated at about 220 MT with
some volume restrictions; that is some of the goods like blankets will volume out the aircraft before weight does).

• N003 & N005 are 707 NATO flights (limited cargo capacity of about 20 MT per flight).
• N004 is a Canadian military aircraft (probably limited to about 33 MT of cargo).
• N006 is a donated commercial aircraft to move the NATO goods (about 90-110 MT).
• WHY·to move the accepted goods (about 200 MT) from Ramstein AFB to Little Rock no later than
23 Sep. to allow for timely distribution of the goods to the field.

ALCON: PM/ISO has issued dip flight clearances on 3 of the five intended NATO relief flights.

TF: This is to underscore that ONE of two thin~s needs to happen for PM/ISO to process the other two:

1)OFDA changes OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to correspond
to the updated flight itineraries NATO provided us this morning, which have relief flights arriving Little Rock on
9/23 and 9/25. and involve NATO cargo aircraft (TCAlE3's) vice A310 and AN 124.
OR
2)NATO submits new itineraries which correspond to the OFpA control number dates in question: 9/17 and 9/20-
21.

A final caveat: although we (PM) have no indication from NATO that they intend to use civilian charter aircraft
for these two flights, SHOULD this be the case, Tim is correct that DOS wouldn't issue dip clearances.
HOWEVER, they would still need to provide justification to USAF and obtain USAF permission to fly into
Ramstein and/or little Rock AFB (pac: I ~c'd).

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies. The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-31 0 listed below) before we will allow it to land at any Air Force
base besides Little Rock.
