Happy Spring! I am excited to report to you about our Summer of Fun! Beginning this week you will receive by mail a booklet inviting you to participate in many activities that are happening this summer. Last year, we were able to talk to members, and for those of you that responded to our survey we listened! We have more networking opportunities, interesting speakers at our meetings, and are already working on this fall. Starting this weekend, join us for the Remodelers Tour, we have six great projects and five eager members to showcase their work. Be sure to come out as we will award a peoples choice winner for the 1st time. June brings our annual golf outing. Plan to be apart of that we are looking for sponsors, participants, and donations to help make this event a success. In addition, we have a baseball game the 26th of June that will be a sure hit. Finally in August, members can look forward to the Builders Parade as we unveil our new name, be sure to look for many other changes including judging, changes in our book, and our new website look. As you may have guessed due to the number of activities coming we will not have membership meetings in the summer so be sure to support your association and join us for this years Summer of Fun! LAWMAKERS TOUT BALANCED BUDGET HEA 1001 (Rep. Espich R-Uniondale, Sen. Kenley R-Noblesville) spends $28 billion that included $150 million in additional spending for K-12 education and leaves a $1.1 billion surplus at the end of fiscal year 2013. Lawmakers tout that the bill does not include any tax increases and is structurally balanced in both years of the biennium. Also included is a provision that directs 50% of state reserve balances above 10% of appropriations to an automatic taxpayer refund and the other 50% to the Pension Stabilization Fund to reduce the unfunded liability of the pre-1996 TRF account. Additionally the bill creates an Interim Study Committee to study laws concerning mandatory union membership and project labor agreements. http://www.in.gov/legislative/bills/2011/PDF/HE/HE1001.1.pdf TAX BREAK FOR NEW HOME INVENTORY HEADS TO GOVERNORS DESK HEA 1046 (Rep. Crouch R-Evansville, Sen. Hershman RBuck Creek) provides a 50% property tax deduction to a residential builder for a single family residence, townhouse, or condominium that is classified as a residence in inventory (spec home). The bill allows for the deduction to be claimed on up to three homes for the first three years the spec home is fully assessed. This legislation will complement (not replace) the existing model home statute. http://www.in.gov/legislative/bills/2011/PDF/EH/ EH1046.1.pdf STATE TO REDUCE CORPORATE INCOME TAX HEA 1004 (Rep. Turner R-Cicero, Sen. Hershman R-Buck Creek) includes a provision to decrease the corporate income tax rate from 8.5% to 6.5% over four years. The schedule detailing the decrease in rates is below. Before July 1, 2012 = 8.5% After June 30, 2012, and before July 1, 2013 = 8.0% After June 30, 2013 and before July 1, 2014 = 7.5% After June 30, 2014, and before July 1, 2015 = 7.0% After June 30, 2015 = 6.5%

LEGISLATION ALLOWS LAND SURVEYORS TO LEGALLY ENTER LAND SEA 374 (Sen. Boots R-Crawfordsville, Rep. Steuerwald R-Danville) allows a licensed land surveyor and any personnel under the supervision of a land surveyor to enter any land, water, or property within Indiana, except for: 1) land owned or controlled by the Department of Homeland Security or public utility; or 2) a building, dwelling, or structure on the land or property; to conduct a survey. The legislation requires, to the extent practicable, a land surveyor to present written identification to the occupant before entering land, water, or property. The land surveyor is also liable for any damage caused by the entry. http://www.in.gov/apps/lsa/session/billwatch/billinfo? year=2011&request=getBill&docno=374 LEGISLATION PROVIDES 10 YEAR EXEMPTION FOR PROPERTY OWNERS WITH NEW SEPTIC SYSTEMS HEA 1197 Regional water, sewage, and solid waste districts (Rep. Lehe R-Brookston, Sen. Gard R-Greenfield) provides that certain property owners who install new septic tank soil absorption systems are exempt from connecting to a regional sewage or solid waste district's sewer system for 10 years beginning on the date the septic tank system is installed. Specifies the connection fee a property owner who received an exemption must pay when the property owner connects to the district's sewer system. Provides that if a district uses eminent domain to acquire an easement or right-of-way that easement, it may not exceed 50 feet in width. Provides procedures for territory to be added to a district and changing the district's rates. Since much of Indiana is rural requiring the installation of septic systems in new home construction, IBA monitored the bill and supported the increase in the exemption from 5 to 10 years for property owners with new systems to connect to the districts sewer system. http://www.in.gov/legislative/bills/2011/HE/HE1197.1.html ATTORNEY GENERAL AUTHORIZED TO BRING ACTION AGAINST HOAS HEA 1058 (Rep. Cheatham D-North Vernon, Sen. Bray R-Martinsville) allows the Attorney Generals office to bring action against the board of directors of a homeowners association or individual members of a homeowners association if the office finds: 1) the associations funds have been knowingly or intentionally misappropriated or diverted by a board member; or a board member has knowingly or intentionally used their position to commit fraud or a criminal act against the association or associations members. A court action can require the board member to issue an injunction, order the board member to make restitution to the HOA or a member; order a board member to be removed from the board; and/or order a board member to reimburse the state for the investigation and prosecution of the violation. http://www.in.gov/legislative/bills/2011/HE/HE1058.1.html

Leave the device magnetized to the fridge or mounted on the wall, where it prints out your order (and the day's errands) on an alphabetical list about the size or a receipt.
