were delayed due to SPs requirement concerning accreditation of the associations. 5. Introduction LIKHAKA is one of the flagship projects of the Provincial Government of Oriental Mindoro. The project aims to uplift the quality of life of rural folks by providing pre-training, basic and functional literacy, entrepreneurship development, market

linkage and access to financing. It is being managed by a Project Management Officer overseeing the whole operation and 19 Community Development Coordinators who will provide technical assistance in group formation, legal registration, enterprise development, collection and project monitoring. For the year 2010, the project target of 19 enterprise developed has an allocation of P 1,140,000.00. Of this target only 11 association had been evaluated covering the amount of P 660,00.00. Evaluation of financial assistance extended by the Provincial Government to different rural associations was the subject of this evaluation activity. Said associations were accredited by the Sanguniang Panlalawigan based on the recommendation of the PPDO, who conducted document scrutiny, and field validation to determine their legitimacy, track record ,etc. as requisite for the accreditation. The evaluation was conducted in order to determine the economic and social benefits derived by the beneficiaries from this program. The main objective of the project is the establishment of micro enterprises in rural areas so that the beneficiaries become self reliant entrepreneurs as an alternative source of income. 6. Evaluation Objectives and Methodology. The main objective of this evaluation activity is to determine beneficiary level satisfaction in the implementation of the project. Whether the submitted business plans were implemented or there are deviation made in the level of project proponents. What are the positive and negative experiences encountered during the project implementation, and what remedies were made in order to iron out such problems/conflicts. Submitted documents such as AIP, accomplishment reports etc. were reviewed by the M&E team prior to field validation. Focus Group Discussion (FGD) and interview of project beneficiaries, Community Devt Coordinator, and Brgy. Officials were applied during the actual conduct of activity. 7. Findings The project is in line with the Provincial Governments thrust towards poverty alleviation on the rural areas, by providing capability building on leadership, entrepreneur development, cooperative development, community Organization ,etc. For the attainment of this goal , the following interventions ( 4th brgy )were initiated: a). Micro-finance Labonan , Bongabong Rosacara, Bansud Calingag, Pinamalayan Malayong Gloria

b). Rice Trading San Rafael Roxas Panaytayan, Mansalay Sta. Cruz, Bongabong Ranzo, Pinamalayn Lapog, Socorro c). Goat Raising San Roque, Bulalacao Pahilahan, Pola d) Buy and sell( Banana Trading) Pahilahan, Pola

Micro- financing in some areas become a gainful business especially in Barangay Rosacara ln Bansud. Repayment of loan and interest is 100% efficient unlike in Barangay Labonan in Bonagabong wherein efficiency in payments is very low. It is because , most members in Labonan are daily waged farm workers and October is the lean month for them. It is expected to escalate next month on the onset of harvest season. Rice Trading in all areas are gaining momentum and found to be a profitable business . The community become more coherent and generate labor opportunities to some individual members. Except in barangay Sta. Cruz in the municipality of Bongabong wherein there is a new set of officers. As a result, it was only the amount of six thousand pesos that was utilized for the business. The remaining proceeds of loan was deposited at the bank for fear of losses . The officers are requesting for training on financial management. Goat Raising in the municipalities of Bulalacao and Pola is intended for meat purposes. There is a training provided for beneficiaries in Bulalacao but not in Pola. Both had no reading materials that will serve as guide in the business . In-breeding practices in goat raising was discourage. Buy and Sell (banana trading) augmented to their capital. . The project objectives of providing source of alternative livelihood to rural folks had been met although several problems arises in its operation such as in project management. Aside from monetary considerations , the associations became much aware on the importance of being united for the achievements of their goal.

In some areas, there are instances of deviation from the submitted business plan to the PGOM . These might lead to unrealized target income and return on investment(ROI). The project is in initial stage of operations( 3 months) . Minor problems encountered had been addressed by the association with the assistance of the assigned Community Development Coordinator and guidance of the project manager. 8. Recommendations: The implementer to set a benchmark that will serve as a yardstick for measuring the effect of the intervention to project proponents. The CDCs to assure the adherence of the association to the terms and conditions stipulated in the memorandum of agreement. This will pave the way for the successful business operation . They also serve as channel for cascading technology in their respective area of assignments and should bridge the gap needed by the proponents. The implementer to closely monitor the stages of project implementation. Livestock production should be linked to line agencies for technical support and provision of needed informations relative to business operation. Deviation from the approved business proposal should be with prior approval from the PGOM. It is in accordance with the MOA under item 2.3 of the terms and conditions.
